An inspection was done to fulfil the requirement of IGC3 practical applications. Power Cement a subsidiary
of Arif Habib Group is located between Karachi and Hyderabad Pakistan. Operation as well as Maintenance
work (of some sections) was underway..
The HSE inspection was carried out by me on the workplace chosen for this task is Quarry and Plant area
(Crusher, Raw Mill, Kiln Area, Ball mill area & packing Plant) area. The area is divided into two parts out of
which one is Quarry and second one is Plant Area.
The objective of this assessment is to identify the hazards in ongoing project and remove or reduce the level
of its risk by adding precaution or control measure to create a safe and healthier workplace.

Executive Summary
Purpose of this report was to conduct a study to highlight work place hazards and unsafe acts of workers
working at POWER CEMENT (PVT) LIMITED which is a renowned name in the cement import and export.
This report focuses on the unsafe working conditions within the organization and how to implement good
practices to avoid any unwanted occurrence leading to the loss of morality of workers, legal consequences
and financial instability of the company. This report can provide a detailed overview to the company about
their current performance in health and safety practices and how to work on their weaknesses.
It is the prime responsibility of an organization to provide safe working environment to its employees and
protect them from any unforeseen act which may result in harm. Main hazards identified in this report can
lead to major causes like fire, electrocution, slips, trips and falls etc. In a nutshell, the current practices of the
company require a lot of amendments in terms of health and safety and regular monitoring and review will
be required to keep those safe practices in place.

Main findings of the inspection

Work at Height (Reference – Observation # 05):

Many types of works were being carried out above height of 60 ft without proper safety measures. There
was a severe risk of fall of worker as well as material.
i suggested them to avoid doing work at height use pre fabricated or fabricate the structure at ground and
then place it on its desired location through crane, work at height should be under permit to work control
and there should be provision of safe working platform with guard rails and toe boards. safety net and full
body harness is also an option for collective and individual to minimise the distance and consequences of fall
Noise Hazards (Reference – Observation # 2,10):
During blasting activities and from operating compressor as well as operation of heavy machinery there was
excessive noise observed that was more than 80db and that was environmental non compliance, damaging
the hearing capability of workers working nearby.
i suggested them carry out the maintenance of compressors as apparently it was not looking in sound
condition’s. I advised them to place the compressor in separate room having noise absorbing wall, build up
of acoustic haven at Quarry area and provision of job specific PPEs like ear muff and ear plug could be final
option
Construction of Welfare Facilities (Reference – Observation # 11):
During the assessment it was observed that as the production of plant is cement so exposure to cement dust
was so common. There was no adequate Washing facilities and washroom that was present were in miserable
condition. I suggested them to construct the washroom according to number of people and existing should be
repaired so that worker can take shower and clean themselves from dust. Beside this i also suggested them to
assure the provision of cool water as weather is going very hot and provide them with hygienic food as well as
rest area.
Fire Plan. (Reference – Observation # 14):
There was no fire plan available in the industry to tackle the fire emergency. It may result in increase in loss
due to fire eruption. I suggested them to prepare comprehensive fire plan and information, instruction and
training to all workers including staff on fire fighting equipment and a program for carrying out the fire drill
periodically to ensure the effectiveness of preparation made to tackle the fire emergency.

Failure to comply with the above can lead to serious loss, both in terms of life and money. Considerable
amount of fines can be made to the company by the enforcing authority and in the worst case can also lead
to prosecution of the higher management if a loss occurs due to negligence.

Conclusions.
Basic aim of this report is to highlight all the unsafe act and conditions in the power cement limited a
renowned name in the cement industry having 875 Employees.
This report focuses on the unsafe working conditions within the organization and how to implement good
practices to avoid an unwanted occurrence leading to the loss of morality of workers, legal consequences
and financial instability of the company.
It is the legal as well as moral responsibility of organisation to take care the health and safety of worker as
well as environment. Main hazards identified in this report can lead to major causes like Environmental
Pollution, Permanent hearing loss, fall from height, electrocution, fall of load & outbreak of disease etc.
In a nutshell, the current practices of the company require a lot of amendments in terms of health and safety
and regular monitoring and review will be required to keep those safe practices in place.
