WORKSHOP FOR INTEGRATING NUTRITION IN THE 2020-2022 PDPFP AND CDPS, AND THE LDIPS

Introduction

The guidelines for integrating nutrition in the Provincial Development and Physical Framework Plan
(PDPFP), Comprehensive Development Plan (CDP) and the Local Development Investment Plan (LDIP)
Fiscal Year 2020-2022 was developed following the decision of the National Nutrition Council (NNC) and
the Department of the Interior and Local Government (DILG) to build on the success of the 2018 exercise
of integrating nutrition in the Annual Investment Plan (AIP) Fiscal Year 2019 undertaken by the NNC and
its partner agencies and with the overall guidance and support of the DILG. The exercise produced local
nutrition action plans and budgets for 2019 of 32 provinces belonging to the 36 PPAN focus provinces, in
addition to local nutrition action plans and budgets for 2019-2022 for the five provinces in ARMM, four of
which are PPAN focus provinces. In this exercise, the 599 municipalities and cities belonging to the 32
provinces also produced their local nutrition action plans and budgets accordingly.

The National Nutrition Council convened in May 2018 a Roundtable of Experience (RTE) among the
governors of 36 PPAN focus provinces to impress upon the need to rally each of these provinces to deliver
the PPAN national outcomes. The RTE showed the effectiveness of using peer performing LGUs on
nutrition to deliver the rationale of “Why Invest in Nutrition” to fellow local chief executives (LCEs). The
Compendium of Actions for Nutrition produced by the NNC in 2018, chronicles that when there is
leadership that takes on nutrition, there are no constraints that will stand on the way in scaling up local
nutrition program and produce outcomes. The Compendium makes the irrefutable argument that PPAN
cannot achieve its national target outcomes if it does not have an effective local government mobilization,
including chiefly the mobilization of the local chief executives.

Follow up of a handful of provinces and their constituent LGUs show good indications of impact of the
planning exercise. The planning event made a strong rationale for why local governments need to invest
in nutrition and the message appears to have been carried through the planning and budget process
carried out further by these local governments as required by the central planning agency and DILG. In
the municipalities that were followed up, increase in investments in nutrition, particularly in areas not
invested before have been given additional budgets. The overall impression of the National Nutrition
Council is that this has been a good start worthy to continue.

In 2018, several issuances from DILG and DBM and more recently in 2019 another issuance from DILG and
the signing of a couple of strategic legislations including RA 11037 and RA 11148 provide a fertile enabling
framework for increased engagement of local governments to scale up nutrition. DILG and DBM issued
national policies supporting nutrition actions at the local level – DILG Memorandum Circular 2018-42
dated 26 March 2018: Adoption and Implementation of the Philippine Plan of Action for Nutrition (PPAN)
2017-2022. The Department of Budget and Management (DBM) issued two policies: (1) National Budget
Memorandum No. 130 dated 13 April 2018: Budget Priorities Framework for the Preparation of the FY
2019 Budget Proposals under Tier 2, to guide departments and agencies in the crafting of their Tier 2
budget proposals and (2) Local Budget Memorandum No. 77 and 77a: FY 2019 Internal Revenue Allotment

and Guidelines on the Preparation of the FY 2019 Budgets of Local Government Units to prescribe
guidelines in the preparation of the FY 2019 budgets of LGUs, identify priorities in the use of the IRA and
other local resources. Republic Act 11037: “Masustansyang Pagkain para sa Batang Pilipino Act”, provides
for a comprehensive national feeding program for undernourished children in public day care,
kindergarten and elementary schools. Republic Act 11148: “Kalusugan at Nutrisyon ng Mag-Nanay Act”
instructs national government agencies and local governments to scale up health and nutrition actions to
secure the health and nutritional well-being of mother and children in the first 1000 days.

Hence, it is highly opportune and strategic to use the updating of PDPFPs and CDPs and the accompanying
LDIPs for the fiscal year 2020-2022 in building the rationale for “Why Invest in Nutrition” and integrate
effectively in these document updates. The arrival of newly elected mayors and governors by 1 st of July
necessitates that the plan for the update of the PDPFPs, CDPs and LDIPs be accompanied by a well-planned
inter-face of nutrition champions from peer governors and mayors to ensure that the newly elected LCEs
give due importance to nutrition.

Objectives

1. Create awareness among newly elected LCEs of 81 provinces and 1,634 constituent LGUs on the
alarming problem of malnutrition in the country and its impact on national and local
development, and advocate for scaling up nutrition in their plans and budgets by effectively
making the case of why and how to invest in nutrition
2. Effectively integrate PPAN programs and projects in the updating of PDPFPs, CDPs and LDIPs FY
2020-2022 in 81 provinces and 1,634 constituent LGUs
3. Further strengthen the capacity for factoring nutrition in the overall preparation of PDPFPs, CDPs
and LDIPs FY 2020-2022 among development stakeholders in 81 provinces and 1,634 constituent
LGUs
4. In the process of integrating nutrition in the updating of PDPFPs, CDPs and LDIPs FY 2020-2022 in
81 provinces and 1,634 constituent LGUs, formulate 1,715 local nutrition action plans for these
local governments

Expected Outputs

 Newly elected LCEs of 81 provinces and 1,634 constituent LGUs and their teams become more
aware of the alarming problem of malnutrition in the country and its impact on national and local
development, and they appreciate the need for scaling up nutrition in their plans and budgets by
effectively making the case of why and how to invest in nutrition
 Nutrition is effectively integrated in the PPAN programs and projects in the updating of PDPFPs,
CDPs and LDIPs FY 2020-2022 in 81 provinces and 1,634 constituent LGUs
 Capacity in factoring nutrition in the overall preparation of PDPFPs, CDPs and LDIPs FY 2020-2022
