Foreword
Chapter 4, 5, 6 to 7 of this Standard is mandatory and the rest are recommended.

This Standard is drafted according to the rules specified in GB/T 1.1-2009.

This Standard replaces GB14166-2003 Safety-belts and Restraint Systems for Occupants

of Power-driven Vehicles.

The main differences between this Standard and GB14166-2003:

a) MODIFY the name of the standard

MODIFY the name of the standard to be: Safety-belts, restraint systems, child restraint

systems and ISOFIX child restraint systems for occupants of power-driven vehicles (the

former name was: Safety belt and restraint system for adult occupants of power-driven

vehicles).

b) MODIFY the scope of application of the standard;

 For the M, N types vehicles; there are belts and restraint system solely used as

independent equipment for the adult occupants on forward-facing or rearward-facing seats.

 The M, N type’s vehicles are equipped with belts and restraint system solely used as

independent equipment for the adult occupants on forward-facing or rearward-facing seats.

 The M 1 type and N 1 type vehicles are equipped with the child restraint system and

ISOFIX child restraint system.

 The M 1 type vehicles are equipped with seatbelt reminder.

c) Retracting force

The measurement requirements of retracting force with tension-reduce device are

added. When measuring the retracting force under the operation condition of the tension-

reduce device, the retracting force can be reduced to 0.5 N; and if the retractor assembly

is equipped with tension-reduce device , before and after the durability test, the retracting

force of strap shall be measured when the tension-reduce device works and doesn’t work

(4.2.5.3.4 of this Edition).

d) Dynamic performance

 The dynamic performance requirements of the safety belt with pre-loading device are

modified. For safety belt with pre-loading device, the pre-loading device shall work in the

dynamic test (4.4.1.2 of this Edition). The 2003 edition requirements require that under the

two dynamic tests, the pre-loading device shall be tested respectively when it works and

doesn’t work (4.4.1.2.4 of 2003 edition).

 The dynamic performance requirements of the safety belt with tension-reduce device

are added. The tension-reduce device shall be gone through dynamic test in the operating

mode (4.4.1.2 of this Edition).

 The limit scope of displacement of the dummy’s reference point is modified. For

restraint system, when the top anchorage is installed on the seat, according to 4.5.4

reduction and exemption rules in the GB14167-2013, the displacement can be larger than

value specified in 4.4.1.3b) (4.4.1.5 of this Edition); and for harness belts, the minimum

displacement specified in 4.4.1.3 b) can be reduced by half [4.4.1.3b of 2003 edition]. The

dynamic test of 2003 edition does not contain the relevant reduction and exemption rules

for top anchorage of safety belt installed on the seat and the relevant regulations of harness

belts.

e) The test method available to take acceleration block device for dynamic test is added

(5.7.5 of this Edition). In the 2003 edition, there are only contents related to deceleration

block device.

f) The installation requirements of safety belt and restraint system on vehicles are added

(6 of this Edition).

g) Annex B is added which states the installation requirements of the adult safety belt

and restraint system of power-driven vehicle forward-facing seat as well as that of the

ISOFIX child restraint systems.

h) Annex N is added which states the minimum requirements of the safety belts and the

retractor.

i) Annex O is added which states the safety belt reminder device test.

j) Annex Q is added which sates the confirmed program of power-driven vehicle seating

position H point and the actual backrest angle, and the H point device that is described in

KSO6549:1999.

Child Restraint Systems for Occupants of Power-driven Vehicles (English version) and the

reasons are as follows:

a) The definition of 2.10 terms in ECE R16 is modified from the children restraint to child

restraint system and the definition in GB27887-2011 Restraint System Restraint System

for Child Occupant Power-driven Vehicle is directly adopted;

b) The retracting force bench test method (5.6.4.3 of this Edition) is added, as well as the

operability of the standard;

c) The "Certification application" in chapter 3 of ECE R16, "Marking" in chapter 4,

"Certification" in chapter 5, "Production consistency" in chapter 9, " Punishment on

production inconsistency" in chapter 10, " Changes and the extension of the vehicle models

or safety belts and restraint systems certification" in chapter 11, "Formal production

cessation" in chapter 12, "The names and addresses of the certification test departments

and administrative departments" in chapter 14, Annex 1 A " Notice of safety belt certification

approval, certification extension, certification rejection, certification revocation or official

cessation according to the ECE R16", Annex 1 B "Notice of certification approval,

certification extension, certification rejection, certification revocation or official cessation

related to power-driven vehicles belts and adult occupants restraint system according to

the ECE R16", Annex 2 "The arrangement example of the certification marks" related to

the contents of the certification program and certification marks was deleted. And the

reason was the differences in the form of standardized system and regulatory system.

Annex A describes the contrast list of the chapter and article numbers of this Standard and

ECE R16 regulations.

In order to be convenient, the following editorial modification was made in regulations part

of ECE R16:

a) "The regulations" is modified to "the standard";

b) cm2 is modified to mm2; daN is modified to N;

c) The informative Annex A is added.

1 Scope

This Standard stimulates the definitions of the car safety belts, restraint systems, the child

restraint system and ISOFIX child restraint system, together with the technical

requirements and test methods.

This Standard applies to:

a) For the M, N type’s vehicles; there are safety belts and restraint system solely used

as independent equipment for the adult occupants on forward-facing or rearward-facing

seats.

b) The M, N type’s vehicles are equipped with belts and restraint system solely used as

independent equipment for the adult occupants on forward-facing or rearward-facing seats;

c) The M 1 type and N 1 type’s vehicles are equipped with the child restraint system and

ISOFIX child restraint system.

d) The M 1 type’s vehicles are equipped with seatbelt reminder.

2 Normative references

3 Terms and definitions

For the purpose of this Standard, the following terms and definitions shall apply.

3.1

Safety belt, belt

There are straps, buckles, regulating parts and attachments which fix them inside the

power-driven vehicle, used for reducing the total damage degree during the sharp

deceleration and collision of vehicles by restricting the movement of the wearer's body,

including energy absorption or the restraint of the retraction straps.

3.1.1

Lap belt

The two-point seats belt cross in front of the wearer’s pelvis.

3.1.2

Diagonal belt

The safety belts obliquely cross from the hip to the front chest to the other side of the

shoulder.

3.1.3

Three-point belt

The seatbelts consists of a lap belt and a diagonal belt.

3.7

Reference zone

As for the symmetry of the H point, the space of the two 400 mm distance vertical planes

will be decided by the head type equipment described in GB 11552-2009 Annex C rotating

from the vertical position to horizontal position.

3.8

Airbag assembly

The device used to assist the safety belts and restraint systems in power-driven vehicles

will automatically spread a flexible structure on the event of a serious collision, by

compressing the gas inside to limit the contact force of vehicle occupant’s one or more

parts with the parts inside the power-driven vehicle.

3.9

Passenger airbag

The airbag assembly used to protect passengers other than the driver on the event of

head-on collision.

3.10

Child restraint system

CRS

Straps with bracer buckle or corresponding soft parts, adjusting device, connecting device,

and auxiliary device (such as carrycot (portable berth), baby carrying device, auxiliary seat

and/or collision protection device], and the device that can be solidly placed in power-driven

vehicles. It is designed to alleviate the damage to the wearer by limiting the movement of

the wearer's body in the case of collision accident or sharp deceleration of vehicles.

3.11

Rearward-facing

The opposite direction of normal driving direction of vehicles

Attachments

Components of safety belt assembly, including necessary fastening components used to

install it on the safety belt anchorage.

3.13

Energy absorber

Independent energy absorption device or the kind combined with strap, which is

component of the safety belt assembly.

3.14

Retractor

Device used to retract all or part of the safety belt strap

3.14.1

Non-locking retractor (type 1)

A retractor which can pull the entire strap out with small force and the volume pulled being

the nonadjustable.

3.14.2

Manually unlocking retractor (type 2)

A retractor that user can manually open the locking mechanism of the retractor in order to

obtain the required amount of pulled strap, and when stop operation it can automatically

lock.

3.14.3

Automatically locking retractor(type 3)

The strap can be pulled out according to the required length and when the buckle is locked,

the length of the retractor can be adjusted automatically according to the shape of the

wearer strap and if the wearer does not mean to unlock, the strap cannot be further pulled

out.

3.14.4

Emergency locking retractor(type 4)

Under normal driving conditions, the retractor without limiting the safety belt wearer's

freedom of movement and is equipped with length adjustment element which can

automatically adjust the length of the strap according to the wearer's body and there is a

locking mechanism will work by the following factors in an emergency;

a) The vehicle deceleration (sole-sensitivity);

b) The vehicle deceleration, strap combination of movement or other automatic factors

(compound sensitivity).

3.14.5

Emergency locking retractor with higher response threshold (type 4N)

The emergency locking retractor used on M 2 , M 3 , N 1 , N 2 , and N 3 types (See GB/T 15089

- 2001) vehicles and equipped with higher response limit value.

3.14.6

Belt adjustment device for height

The device that makes the height of guiding part on the safety belt can be adjusted

according to the needs of the wearer and the position of the seat adjusting device, and

such device can be seen as part of the safety belt or as a safety belt anchorage part.

3.15

Belt anchorages

The vehicle structure component or seat structure, or other parts of the vehicle used for

fixing safety belt assembly.

3.16

Vehicle type as regards safety-belts and restraint systems

Power-driven vehicle type, it is in vehicle structure, car seat structure, or the size, shape,

part material etc. of any part connected to safety belts, restraint system of vehicles no

substantial difference.

3.17

Restraint system

The kind of system that is used for specific vehicle types or being defined by factory and

approved by examination organization and equipped with a seat or a belt which is fixed in

the vehicle through the appropriate method, in addition, it also includes the element to

shorten the hurts to the wearer when the vehicle suddenly slow sown.

3.18

Seat

The seating facility for an adult occupant to seat which has complete decoration and is

integrated with the vehicle structure as a whole and contains a separate seat or a bench

ISOFIX child restraint system ISOFIX

The child restraint system with internationally universal child restraint system fixture

(ISOFIX) It is a child restraint system meeting the requirements of GB 27887. And it must

be connected to the ISOFIX fixed system meeting the requirements of GB 14167.

3.31

ISOFIX position

The positions are allowed to install the following child restraint systems:

a) Universal forward-facing child restraint system of ISOFIX;

b) Semi-universal forward-facing child restraint system of ISOFIX;

Guidance device

Assist staff in installing the device of ISOFIX child restraint system, making the ISOFIX

attachments of ISOFIX child restraint system properly aligned to ISOFIX low anchorage

through physical guide function to achieve easy connection.

3.37

ISOFIX marking fixture

Used to give instruction to ISOFIX CRS user about ISOFIX position in the vehicle and

identification mark of corresponding ISOFIX anchorage

Child restraint fixture

CRF

One of the device of which size class is contained in the 7 size classes specified in B.3.4

of Annex B. Specific reference to the device of which the size is given in Figure B.4-B.10

of Annex B; used to check whether size class of child restraint system is suitable for ISOFIX

position in the vehicle. In GB 14167-2013, CRF described as ISO/F2 (B) in Figure B.5 is

used to check position of ISOFIX anchorages system and size adaptability.

3.39

Safety-belt reminder

The system that warns driver about occupants who are not wearing safety belt, it consists

of detector that detects whether safety belt is worn and two levels of driver warning (the

first level warning and the second level warning).

3.40

Visual warning

Visual signal (visual display of light, flash, sign or information) warning.

corrosion visible to experienced inspector shall occur after corrosion test specified in 5.2 is

performed.

4.2.1.3 Rigid members for absorbing energy or bearing and transmitting load shall not be

made of brittleness material.

4.2.1.4 Rigid members and plastic parts of safety belt shall be installed in appropriate

position with proper method which ensures the normal use of vehicle without being pressed

under sliding seat or crushed by vehicle door. Cold shock test specified in 5.5.4 shall be

performed on any part which is not consistent with above requirements. If any visible crack

can be seen on plastics covering or protective layer of rigid members after test, plastic

parts shall be removed and security of the remaining parts shall be inspected; if the

remaining parts are safe without visible crack, further evaluation shall be performed in

accordance with test requirements specified in 4.2.2, 4.2.3 and 4.4.

4.2.2 Buckle

4.2.2.1 Buckle shall be able to eliminate any possibility of mis-operation; particularly, the

buckle shall be placed in status free from partial mesh; the method for opening buckle shall

be clear; for buckle parts that may contact body of wearer, a minimum contact area of

2000mm2 and a minimum width of 46mm shall be ensured within 2.5mm from the contact

surface. For buckle of harness belt, if the contact area between the buckle and the body of

wearer is within 2,000mm2-4,000mm2, the requirements are considered to be met.

4.2.2.2 Whatever position the vehicle is, the buckle shall be remained locked even no

force is applied on it. The possibility of occasionally opening or opening buckle with a force

of less than 10N shall not exit. The buckle shall be easy to use and lock; when no force is

applied on it or the force specified in 5.8.2 is applied on it, the

Buckle shall enable wearer to open it with simple motion by one hand from certain direction;

in addition, when the safety belt assembly is used in front row outward seat (except for

harness belt), the wearer shall also enable to open the buckle with simple motion by one

hand from certain direction. The buckle shall be opened by pressing button or certain

similar device. When button is in the actual opening position, and projected on the plane

perpendicular to initial button movement direction, the surface on which the opening force

is applied shall meet the following size requirements:

e) When the retractor controlled by external signal or power source, it shall be

automatically locked by deactivating or interrupting the signal or power source achieved by

the structure. If only one sensibility is controlled by external signal or power source, and

the driver will be noticed about the failure of signal or power force by acoustic and optical

signal, such composite sensitive retractor does not need to meet this requirement.

4.2.5.3.2 Composite sensitivity is obtained when tested in accordance with 5.6.2,

emergency locking retractor including belt-sensing device shall meet specified

requirements; the retractor shall be locked when the strap acceleration measured in the

drawing-out direction is not less than 2.0g.

4.2.5.3.3 For test stated in 4.2.5.3.1 and 4.2.5.3.2, the generated drawing-out amount of

strap starting from the original length given in 5.6.2.1 shall not exceed 50mm before the

retractor is locked. For test stated in 4.2.5.3.1b), the retractor shall not be locked after

drawing strap out by 50mm starting from the original length given in 5.6.2.1.

4.2.5.3.4 If retractor is part of lap belt, retracting force of strap shall not be less than 7N

when measurement is performed on the free length between dummy and retractor in

accordance with 5.6.4.

If retractor is part of diagonal belt, retracting force of strap shall be in a range of 1N-7N

when performing similar measurement; except when tension-reduce device is equipped.

In this case, only the tension-reduce device is in operation mode, the retracting force may

be reduced to 0.5N. If the strap passes through the guidance device or guide pulley,

retracting force shall be measured on the free length between the dummy and the guidance

device or guide wheel;

If the retractor assembly has a manual or automatic device to prevent the rolling back of

strap, the retracting force shall be measured prior to the functioning of this device.

If the retractor assembly has tension-reduce device, when assessing these requirements

according to 4.2.5.3.5 before and after the durability test, strap retracting force described

above shall be measured under functioning or malfunctioning of the tension-reduce device.

4.2.5.3.5 40,000 times of drawing-out and retracting test shall be carried out according

to the method specified in 5.6.1. Then, the retractor shall be conducted corrosion test

specified in 5.2 and dust test specified in 5.6.3. Finally, 5,000 times of drawing-out and

position stipulated in 5.7.2d).

b) Displacement and locking systems on the vehicle shall still make the passenger in

seat leave the vehicle by means of the manual operation after the dynamic test.

4.4.1.5 As part of waiver of the above provisions, for restraint system, when upper

anchorage is installed on the seat, according to waiver provisions in 4.5.4 of GB 14167-

2013, the displacement can be greater than value specified in 4.4.1.3b).

4.4.2 Load after wearing treatment

4.4.2.1 For two samples after treatment prescribed by 5.4.1.6, the rupture strength shall

be evaluated by 5.4.2 and 5.5, whose strength value shall be at least equal to 75% of the

average rupture strength values of the strap without wearing treatment, and shall not be

less than the predetermined minimum load value of test-piece. Rupture strength difference

between the two samples may not exceed 20% of the highest measured strength. For

Program 1 and Program 2, only CONDUCT rupture strength test for strap sample

according to 5.4.2. For Program 3 connecting with metallic elements together, CONDUCT

rupture strength test for strap according to 5.5.

4.4.2.2 Components of the safety belt conducting wearing treatment program are shown

in Table 1. "X" shows the applicable treatment program to that component. Each program

shall use new sample.

5.4.1.2.2 After light treatment, straps shall be placed at a temperature of 20℃±5℃ and

relative humidity of 65%±5% for at least 24h. If not tested immediately after treatment, the

test-piece shall be stored in a sealed container until the test starts. MEASURE the breaking

load within 5min from removing the strap out of treatment environment or container.

5.1.3 Low temperature treatment

5.4.1.3.1 Straps shall be placed at a temperature of 20℃±5℃ and relative humidity of

65%±5% for at least 24h.

5.4.1.3.2 Then, the strap shall be placed on the plane of cryogenic box with a

temperature of -30℃±5℃ for at least 1.5h. And then FOLD the strap and PRESS a 2kg

heavy block, which is pre-cooled to -30℃±5℃, on the folded location. PLACE in the same

cryogenic box for 30min, REMOVE the heavy block, and MEASURE the breaking load

within 5min from removing the strap out of cryogenic box.

5.4.1.4 High temperature treatment

5.4.1.4.1 Straps shall be placed in heating cabinet with a temperature of 60℃±5℃ and

relative humidity of 65%±5% for at least 24h.

5.4.1.4.2 MEASURE the breaking load within 5min from removing the strap out of

heating chamber.

5.4.1.5 Water immersion test

5.4.1.5.1 Completely IMMERSE the strap in the distilled water which has been injected

slight wetting agents with a temperature of 20℃±5℃for 3h, and wetting agents can be

used in any test strap fibers.

5.4.1.5.2 MEASURE the breaking load within 10min from removing the strap out of the

water.

5.4.1.6 Wearing treatment

5.4.1.6.1Wearing treatment shall be conducted for all straps connected with rigid members,

for all adjusting devices whose strap slip value is less than half of the specified value in the

micro-slip test, there is no need to conduct the wearing treatment specified in the Program

1 of 5.4.1.6.4a). The setting of the test equipment basically maintains the relative position

between strap and contact area.

5.4.1.6.2 The sample shall be kept for at least 24 hours in the environment with temperature

pulley and its connected vehicle structure is progressively increased by increment of 200

kg; and at this point, 28 kg inertial block shall be added with each increment of 200kg.

Difference between total mass of pulley, vehicle structure, inertial block and nominal value

of calibration test shall not exceed ±40 kg at any time; when stopping device is calibrated,

the pulley speed shall be 50 km ± 1 km/h, and the stopping distance shall be 400 mm±20

mm.

b) Device for accelerated test

Drive mode of pulley shall ensure that the overall speed change △ν is 51+2 0 km/h. The

pulley shall be remained horizontal in acceleration process. Acceleration of pulley shall be

achieved by instruments meeting the following provisions:

Acceleration curve of pulley (including inertial block) shall be within shadow area in the

figure of Annex M, and above the specified line segment [(10g, 5 ms). (20g, 10 ms)] Define

the start time of collision (T 0 ) in accordance with the acceleration level of 0.5g specified in

ISO 17373: 2005. Difference between total mass of pulley, vehicle structure, inertial block

and the nominal value of calibration test shall not exceed ±40 kg at any time. When device

for acceleration test is calibrated, the overall speed change △ν of pulley is 51+2 0 km/h.

In addition to meeting the above requirements, the testing agency shall use the pulley

specified in L.1of Annex L, mass of which exceeds 380 kg.

5.7.6 Pulley speed, retardation or acceleration of pulley, amount of forward movement

of dummy and the chest speed at the position 300mm in front of dummy chest at the

moment before collision shall be measured (the stopping distance shall be calculated for

the pulley for retardation test).

By integral of the recorded retardation or acceleration of pulley, the speed change of pulley

is obtained.

Distance for pulley speed change when a speed of 50 +1 0 km/h is first reached can be

obtained by double integral of recorded retardation of pulley.

5.7.7 After collision, visually CHECK safety belt assembly or restraint system and rigid

parts without opening buckle, in order to make sure whether the failure or rupture

phenomenon occurs. For restraint system, also CHECK whether the vehicle structural

parts connected to pulley have visible permanent deformation after test. If deformation

B-type lap belts used as specified in Annex N allow the use of Br3-type lap belts.

However, for the seating positions (other than those in the front row) on the lateral of

vehicles of N1 type (that are marked with the subscript “a” in Table N of Annex N, when a

channel that allows the occupants to reach other positions of vehicles is permitted between

the seat and the nearest side wall of the vehicle, the installation of Br4m or Br4Nm-type

lap belts are allowed. When all the vehicle doors are closed, if the distance (which is

measured at the position of Point R and perpendicular to the longitudinal central plane of

vehicle) from the side wall to the vertical longitudinal plane through the centerline of seat

is greater than 500mm, the space between the seats and side walls of vehicles will be

considered as a channel.

6.1.3 For the vehicles where the installation of any safety belt is not required, the

manufacturer can also choose any type of safety belt or restraint system designed and

produced according to the standard. The lap belts for the seating positions (whose lap belts

shall be installed as specified in Annex N) can be replaced with the A-type safety belts

allowed in Annex N.

6.1.4 For the three-point belts with multiple retractors, at least one retractor shall be

used for the diagonal belt.

6.1.5 Except for the M 1 type vehicles, the 4N-type emergency locking retractors (3.14.5)

can be used to replace the 4-type emergency locking retractors in the positions where the

installation of 4-type retractors is unsuitable and the installation of 4N-type ones meet the

requirements as considered by the inspection agency in charge of tests.

6.1.6 For the front seats on the lateral of vehicle and in the middle of vehicle (that are

marked with the subscript “b” in Table N.1 of Annex N), when the windshield is located

beyond the reference area specified in Annex C of CB11552-2009, it is enough to use the

lap belts specified in Annex N.

As for the safety belts, according the methods specified in Annex C of GB11552-2009, if

the windshield and the test equipment can contact with each other in a static state, then

the windshield will be considered as the part of reference area.

6.1.7 For the seating positions marked with the subscript “c” in Table N.1 of Annex N

shall be provided with the three-point belts specified in Annex N. Unless any of the following

installed in the second ISOFIX position. If the rearward-facing device can not be installed

on the second row of seats of the vehicle in the second ISOFIX position due to the design,

then any one of six devices is allowed to be installed in any position of the vehicle.

6.4 Safety-belt reminder

6.4.1 The driver’s position for the M 1 type vehicle shall be furnished with a safety belt

reminder in compliance with the requirement of the standard, and if the reminder of another

type of vehicle provided by the vehicle manufacturer is installed in the driver’s position, the

safety belt reminder can also be approved according to the requirements of the standard.

If the requirements of 6.4.7 are met, the safety belt reminder shall be allowed to be shut

down.

6.4.2 The general requirements on the safety belt reminders:

a) The visual warning signal shall be placed in the places that the driver can see and

identify easily in daylight, and it can be distinguished from other warning signals. If the

visual warning signal is red, an identical symbol as specified in 5.2.9 of GB4094 - 1999

shall be used (see Figure 2).

b) The visual warning signals shall be continuous or intermittent signals.

c) The audible warning signals shall be continuous or intermittent acoustical signals or

language information, and if the language information is used, the manufacturer shall

ensure that the language warning shall be of the language in the vehicle sales market. The

audible warning signal can consist of more than one beats.

d) The visual warning signals shall be easily identified by the driver.

6.4.3 When the driver does not fasten the safety belt and the ignition switch is turned

on, the first level warning signal shall at least be with a visual warning signal lasting for 4s

or longer.

6.4.4 The activation of the first level warning signal shall be tested according to the

testing procedure as defined in O.1 of Annex O.

6.4.5 As for the second level warning signal, when the safety belt is not fastened, and

27887-2011. As described by the automobile manufacturer, the seat positions or ISOFIX

positions for installing the child restraint systems or the ISOFIX child restraint systems shall

meet the provisions of B.2 and B.3. In any restrictive conditions, the positions, which can

be used simultaneously near the positions of the ISOFIX child restraint systems and /or

between the ISOFIX positions and the adult’s seating positions, shall be described in Table

B.3.

B.2 The installation provisions of the universal child restraint systems fixed with the

vehicle safety belts

B.2.1 General provisions

B.2.1.1 The test procedures and performance requirements included in B.2 are used to

determine the adaptability of the seat position to the installation of the universal child

restraint systems.

B.2.1.2 The test can be conducted on the vehicle and on the representative parts of the

vehicle.

B.2.2 Test procedures

B.2.2.1 ADJUST the seat so that it is in the back and the lowest position.

B.2.2.2 ADJUST the backrest angle so that it is in the position designed by the

manufacturer. If not specified, the backrest angle shall be adjusted to 25°or is in the nearest

position of 25°.

B.2.2.3 Keep the fixed part of the shoulder in the lowest position.

B.2.2.4 PLACE the cotton fabrics on the backrest and seat cushions.

B.2.2.5 PLACE the fixtures (as described in Figure B.1) on the vehicle seats.

B.2.2.6 If the seating positions are suitable for the forward-facing and rearward-facing

universal child restraint systems, the test will be conducted in the procedures described in

B.2.2.6a) and B.2.2.7-B.2.2.10 successively. If the seating positions are only suitable for

the forward-facing universal child restraint systems, then the test will be conducted in the

procedures described in B.2.2.6a) and B.2.2.7-B.2.2.10 successively, and the method of

safety belts wound around the fixtures is required as follows:

a) Wind the fixtures with safety belts and then lock the buckles in the correct positions as

shown in Figure B.2 or B.3.

b) Wind lower part of fixture with the lap belt of safety belts in the correct position as

shown in Figure B.3, with a radius of 150mm, and then lock the buckle.

B.2.2.7 Make the center line of fixture be within ± 25 mm range of seating position’s center

line and parallel to the longitudinal centerline of vehicle.

B.2.2.8 Make the strap in a non-relaxed state, using a suitable force to eliminate the

relaxation of strap while not make it be too much tension.

B.2.2.9 A force is applied to the front center position of the fixture to push it backward, the

force is 100 N ± 10 N with a direction parallel to the lower surface of fixture, and then

removes the force.

B.2.2.10 A force is applied to the top center position of the fixture to press it down vertically,

the force is 100 N ± 10 N, and then removes the force.

B.2.3 Requirements

B.2.3.1 The base seat position of fixture shall both contact the front and rear surfaces of

seat cushion. If it can not reach the required contact due to the reason of safety belt coming

into slot, the slot can be covered to be parallel and level with the bottom surface of the test

fixture.

B.2.3.2 The lap belt of safety belt shall be at the end of the lap belt line and contact with

both sides of the fixture (see Figure B.3).

B.2.3.3 If the adjustment according to the instruction of B.2.2.1, B.2.2.2 and B.2.2.3

cannot meet the above-mentioned requirements, please readjust the seat, backrest and

belt anchorage to a designed alternate position based on the normal use position provided

by manufacturer, and then repeat the above-mentioned installation process and verify its

compliance requirements. This alternate position shall be used as information given in

Table B.2.

angle to 25° or the nearest position to 25°. When checking CRF in a certain rear seat, the

front seats of the rear can adjust forward longitudinally, but not be more than the middle

position of the first and last seats. Backrest angle can also be adjusted correspondingly,

but the angle shall not be less than the corresponding torso angle of 15°.

B.3.2.2.3 PLACE the cotton fabrics on the backrest and seat cushions.

B.3.2.2.4 PLACE CRF in ISOFIX position.

B.3.2.2.5 A force is applied at the center of ISOFIX anchorage, push the fixture to the

ISOFIX fixing system, the force is 100N±10N with a direction parallel to the lower surface

of fixture, and then remove the force.

B.3.2.2.6 CRF is connected to the ISOFIX anchorage system.

B.3.2.2.7 A force is applied to the top center of the fixture to press it down vertically,

the force is 100 N ± 10 N, and then removes the force.

B.3.3 Requirements

B.3.3.1 Accommodate the CRF and make it not interfere with the components within the

vehicle. CRF base shall have an upward pitch angle of 15 °±10 ° with the horizontal plane

through the ISOFIX anchorage system.

B.3.3.2 If having ISOFIX anchorages, they shall be kept available.

B.3.3.3 If the adjustment according to the instruction of B.3.2 cannot meet the above-

mentioned requirements, please readjust the seat, seat backrest and headrest to a

designed alternate position based on the normal use position provided by manufacturer,

and then repeat the above-mentioned installation process and verify its compliance

requirements. This alternate position shall be given in Table B.3.

B.3.3.4 If the vehicles have some disassembled internal parts but not meets the above-

mentioned requirements, then disassembles such components and re-checks it as B.3.3

and shall meet the requirements. In such cases, relevant information shall be given in Table

B.3.

B.3.3.5 Above test condition applies only when the CRF is accommodated by ISOFIX

position. Under these test conditions, it is not required CRF can be in or out ISOFIX position.

B.3.4 Size category and fixture of ISOFIX child restraint systems

Masses of the following device structure shall be within 5kg-15 kg:

D.3 Cushion

Cushion shall be placed between the dummy chest and outerwear. And the cushion is

made of polyethylene foam; it also meets the following requirements:

a) Hardness: Shore A hardness is 7-10;

b) Thickness: 25mm±5mm;

c) Cushions shall be replaceable.

D.4 Adjustment of joints

D.4.1 Overview

To achieve reproducible results, each joint friction shall be controlled.

D.4.2 Knee joint

Tighten the knee joint, make thigh and leg vertical, rotate the leg for 30°, and gradually

release the tensioner (28) until the leg falls under its own weight, locking the tensioner in

this position.

D.4.3 Hip joint

Tighten the hip joint, make thigh in a horizontal position and torso vertical, and forward

rotate the torso and thigh to form an angle of 60°. Gradually release the tensioner (28) until

the torso falls due to its own weight. Lock the tensioner in this position.

D.4.4 The first knee joint

ADJUST the first knee joint, so that it cannot rotate around due to its own weight.

D.4.5 Neck

ADJUST the neck by chain tensioner (13), the displacement shall be within 40mm-60mm

when adjusting the neck and the upper end of tensioner is forced by a horizontal 100N

load.

4.2.3.3 Strength of all adjusting devices shall be tested in accordance with 5.5.1, no

rupture or disengage is allowed when bearing the specified load.

4.2.3.4 After the test being performed in accordance with 5.5.6, operating force of all

manual adjusting mechanism shall not exceed 50N.

4.2.4 Attachments and belt adjust

Strength of attachments shall be tested in accordance with provisions of 5.5.1 and 5.5.2. If

belt adjust is not tested in accordance with GB 14167-2013, the strength test of it shall be

carried out in accordance with provisions of 5.5.2. No rupture and disengage is allowed

under specified load.

4.2.5 Retractor

4.2.5.1 Manually unlocking retractor

4.2.5.1.1 For strap of safety belt assembly equipped with manually unlocking retractor,

drawing-out amount of it between retractor locking positions shall not exceed 25mm.

4.2.5.1.2 When a force within the range of 14N-22N is applied in the direction of normal

drawing-out of strap, the length of strap drawn out from manually unlocking retractor shall

not exceed 6mm.

4.2.5.1.3 Draw the strap out in accordance with the method specified in 5.6.1, and carry

out 5000 times of repeat drawing-out and retracting test. And perform corrosion test

specified in 5.2 and dust test specified in 5.6.3 on the retractor; finally, carry out 5000 times

of drawing-out and retracting test. After completion of the above tests, the retractor shall

be able to operate normally and meet requirements stated in 4.2.5.1.1, 4.2.5.1.2.

4.2.5.2 Automatically locking retractor

4.2.5.2.1 For strap of safety belt assembly equipped with automatically locking retractor,

amount of movement of it between retractor locking adjacent positions shall not exceed

30mm. After backward movement of wearer, the safety belt shall be remained at the

original position or automatically returned to the original position after the subsequent

forward movement of wearer.

4.2.5.2.2 In case that the retractor is part of the lap belt, retracting force of the strap shall

not be less than 7N when measurement is performed on free length between dummy and

5.10 Test report

The test report shall include the following contents:

a) Results of all tests in Chapter V;

b) Type of adopted testing device (Acceleration or retardation devices);

c) The overall speed change;

d) Pulley speed at the moment before collision (Retardation pulley)

e) Acceleration or retardation curve in the process of pulley speed change;

f) The maximum amount of forward movement of dummy;

g) The buckle position during test (if changeable);

h) Opening force of buckle

i) Various failure or rupture phenomenon.

According to 5.7.1, if the installation is not performed in accordance with anchorages

specified in Annex I., the test report shall contain description about how safety belt

assembly or restraint system is installed, and the important angle and size shall also be

described.

The report shall also provide the buckle deformation or fracture occurring in the test. For

the restraint system, the test report shall also detail the connections between the vehicle

structure and pulley, the positions of seats, and the inclination angle of seat back. If the

amount of forward movement of dummy exceeds the amount specified in the above

4.4.1.3b), the report shall indicate whether the requirements of 4.4.1.4a) are met.

6 The requirements of installation in the vehicle

6.1 The safety belt and restraint system equipment

6.1.1 In addition to the folding seats (as defined in GB14167-2013) and the seats used

only for the vehicle in stationary state, the vehicles of M and N types (excluding the vehicles

of M 2 and M 3 types of Levels I, II and A defined in GB/T15089-2001) shall be equipped

with the safely belts and restraint systems in compliance with the standard.

6.1.2 The types of safety belts or restraint systems for each seating position that need

installing shall meet the provisions of Annex N [No non-locking retractor (3.14.1) and

manually retractor (3.14.2) can be used]. Unless the retracting degree of safety belt buckles

after fastened in normal use significantly reduces the comfort, all seating positions with the

the vehicle is in normal operation and satisfies at least one of the following conditions (or

the combination of these conditions), the visual and audible signals of more than 30s shall

be started, in addition to the warning of more than 3s to stop. The following conditions are:

—— The driving distance exceeds the limit value. The limit value shall not exceed 500m.

Exclude the distance when the vehicle is not in normal operation conditions.

—— The speed exceeds the limit value. The limit value shall not exceed 25km/h.

—— The duration (for the operation of engine) exceeds the limit value. The limit value shall

not exceed 60s. Exclude the duration of the first level warning signal and the duration when

the vehicle is not in normal operation conditions.

6.4.6 The activation of the second level warning signal shall be tested according to the

testing procedure as defined in O.2 of Annex O.

6.4.7 The safety belt reminder can be designed and allowed to be shut down:

a) When the short-term shutdown function is available, it shall be more difficult to shut

down the safety belt reminder than to fasten and unfasten the safety belt. When the ignition

switch is turned on after turned off for more than 30min, the safety belt reminder shutdown

in short term shall be able to be activated again.

b) When the long-term shutdown function is available, it is required that the reminder can

be shut down only through a series of shutdown operation procedures described in detail

in the manufacturer’s technical manuals and / or with the tools (mechanical, electronic or

digital tools etc.) that are not provided for the vehicles.

7 Instructions

If the safety belts are provided separately for the vehicle, the packing and installation

instructions shall be detailed clearly with the corresponding vehicle models.

8 Transitional period of the standard implementation

The vehicle models determined newly has been implemented since January 1, 2014 and

the vehicle models in production will begin from January 1, 2017.

Instruction for use

P.1 All safety belts shall be attached instruction for use including the contents of the P.2-

P.5 in Chinese.

P.2 The installation instructions shall list the available vehicle types of the safety-belts

assembly and the correct method of installing it on the vehicles, including warning to avoid

strap wearing(This is not required if it is installed by the vehicle manufacturers).

P.3 User instruction (if the vehicle manufacturers have installed the safety-belt, the vehicle

user manual shall include such content) to ensure users get the most help from the using

the safety-belt. This instruction shall contain,

a) The importance of wearing safety belt in any case

b) The correct wearing method of safety belt, especially;

1) Specific location of buckle

2) Tightness requirements of wearing safety belt

3) Correct position of strap and to avoid strap distortion

4) The importance of one belt only for one passenger, especially not to share one seat

belt with holding a baby.

c) Operation method of buckle.

d) Operation method of adjusting device.

e) The operation method of retractor integrated in the assembly and the method of check

it being locked or not.

f) Method recommended for belt cleaning and reassembly method after cleaning.

g) The safety-belt needs be changed when it is used in a serious accident, or shows

signs of serious wear, or cut, or the visual overload indicator shows it not available already,

or warning devices installed on it worked.

h) Any change and alteration which can disable safety-belt are not allowed, especially

for designing detachable parts, there must be instructions for the correct assembly.

i) Instructions for adult-sized safety belt

j) Preservation method of safety belt out of use.

Q.4.5 Parts of leg are adjusted to a suitable length as shown in Figure Q.2.

Q.4.6 Install the feet and shank assemblies on the base plane assembly, which can be

done separately and also can adopt the installation of T-type pole and shank assembly.

The straight line through the two H point mark buttons shall be parallel to the ground and

perpendicular to the vertical center plane of the seat.

Q.4.7 HPM' s feet and shanks shall be placed according to the following provisions:

a) Driver seat position

1) When the leg is adopted length of 50 percentile, the feet and shank assemblies move

forward to make the feet in a natural position, and if the machine's right foot bottom does

not step on the accelerator, the feet can naturally step in the floor. If necessary, the legs

shall be stretched out to the area between manipulate pedals, in this case, the driver heel

points shall be specified by the manufacturer. If necessary, ADJUST the seat plate or

backward ADJUST the legs and feet assembly to make the machine used to verify the

transverse level keep horizontal. The adjustment method is as following:

—— Left foot on the floor or toe bearing and make the distances of left foot and right foot

to center plane of HPM roughly equal. The straight line through the two H point mark

buttons shall be parallel to the ground and perpendicular to the vertical center plane of the

seat.

—— If the left leg can't keep parallel with the right leg and the left foot cannot be supported

by the framework, ADJUST the length of the left leg and/or angle of the left foot, move the

left foot until it can be supported and maintain the t alignment conditions of the two mark

button, and then tighten adjustment machine of the legs pole again.

—— When the angle of the foot is in a minimum value of 87°, in which the right heel point

of the machine can only be placed on toe bearing instead of being put on the floor, move

the foot until the heel can touch the connection between toe bearing and the floor coating,

and then turn the foot until it contacts the accelerator pedal.

2) When the leg is adopted length of 95 percentile, the right foot and the shank assembly

is placed on the accelerator pedal and the heel support is on the floor. Moving forward

D.4.1 Overview

D.4.2 Knee joint

Tighten the knee joint, make thigh and leg vertical, rotate the leg for 30°, and gradually

release the tensioner (28) until the leg falls under its own weight, locking the tensioner in

this position.

D.4.3 Hip joint

Tighten the hip joint, make thigh in a horizontal position and torso vertical, and forward

rotate the torso and thigh to form an angle of 60°. Gradually release the tensioner (28) until

the torso falls due to its own weight. Lock the tensioner in this position.

D.4.4 The first knee joint

ADJUST the first knee joint, so that it cannot rotate around due to its own weight.

D.4.5 Neck

ADJUST the neck by chain tensioner (13), the displacement shall be within 40mm-60mm

when adjusting the neck and the upper end of tensioner is forced by a horizontal 100N

load.

L.3.4 If a fourth fixed part is needed to connect retractor, the fixed part:

a) It shall be fixed on the vertical longitudinal plane that goes through point K.

b) It shall enable retractor to be installed according to the angle specified by the

manufacturer.

c) The length between upper guiding element and retractor strip outlet is not less than

540mm, it shall be fixed on the arc in the radius of KB 1 =790mm. Under other situations,

it shall be fixed on arc in the center K and radius of 350mm.

L.4 Parking structure

L.4.1 The device is made up of two parallel installed energy absorbers. When testing

restraint system, the nominal mass of the device is 800kg with 4 energy absorbers. If

necessary, one energy absorber shall be added for increasing every 200 kg of the

nominal mass, which shall be made up of the following components:

a) Steel tube installed on pulley

b) Polyurethane energy-absorbing tube;

c) Polished steel olive head which is used to stick in to the energy-absorbing tube

d) Axis and collision plate.

L.4.2 Sizes of each part of energy-absorbing tube are shown in Figure L.2, L.3 and

L.4.

L.4.3 Material properties of energy-absorbing tube are shown in Figure L.5. Before

each test, the energy-absorbing tube shall be kept for at least 12h at the temperature

between 15 ℃ to 25 ℃

During the dynamic test of the safety belt and restraint system, the parking device shall

be in the same temperature as the calibration test, and the allowable error is ±2℃. And

the parking mechanism shall meet the requirements of the Annex M and other devices

with the same results are also available.

Instruction for use

P.1 All safety belts shall be attached instruction for use including the contents of the P.2-

P.5 in Chinese.

P.2 The installation instructions shall list the available vehicle types of the safety-belts

assembly and the correct method of installing it on the vehicles, including warning to avoid

strap wearing(This is not required if it is installed by the vehicle manufacturers).

P.3 User instruction (if the vehicle manufacturers have installed the safety-belt, the vehicle

user manual shall include such content) to ensure users get the most help from the using

the safety-belt. This instruction shall contain,

a) The importance of wearing safety belt in any case

b) The correct wearing method of safety belt, especially;

1) Specific location of buckle

2) Tightness requirements of wearing safety belt

3) Correct position of strap and to avoid strap distortion

4) The importance of one belt only for one passenger, especially not to share one seat

belt with holding a baby.

c) Operation method of buckle.

d) Operation method of adjusting device.

e) The operation method of retractor integrated in the assembly and the method of check

it being locked or not.

f) Method recommended for belt cleaning and reassembly method after cleaning.

g) The safety-belt needs be changed when it is used in a serious accident, or shows

signs of serious wear, or cut, or the visual overload indicator shows it not available already,

or warning devices installed on it worked.

h) Any change and alteration which can disable safety-belt are not allowed, especially

for designing detachable parts, there must be instructions for the correct assembly.

i) Instructions for adult-sized safety belt

j) Preservation method of safety belt out of use.

P.4 If the safety-belt is equipped with 4N retractor, it shall point out on the installation

instructions and packaging that the belt is not applicable to install in power-driven vehicles

with no more than nine seats including the driver.

P.5 For all vehicles with the across-belt assembly, the manufacturer /the applicant shall

provide installation requirements for consumers. Harness belt manufacturers shall

stipulate the fixation and installation method of the enhancement unit of across-belt

assembly anchorages on the vehicle.

Annex Q

(Normative)

Determination procedures of seating position H point and the actual torso angle of

power-driven vehicles

Q.1 Purpose

Procedures mentioned in this Annex is used to determine the H points and the actual torso

angle of one or a few seating positions in the car, and test the relations between the

measurement date and the design technical requirements given by vehicle manufacturer. 2

Q.2 Definitions

Q.2.1

Reference data

One or several following characteristics of a certain seating position:

a) H point, R point and their relation;

b) The actual torso angle, the design torso angle and their relation.

Q.2.2

Three-dimensional H point machine

3-DH machine

It is the machine for determining the H point and the actual torso angle (As Figure Q.1).

The machine is described as shown in Q.5.

Q.2.3

H point

According to requirements of Q.4, it is the hinge center of torso and thigh of 3-DH machine

in the vehicle seat. H point is located at the midpoint of centerline of the H point mark button

on both sides of the machine. H point is consistent with R point in theory (See Q.3.2.2 for

tolerance). If it is confirmed according to the procedure specified in Q.4, it is thought that

the H point corresponding seat cushion structure is fixed and moves along with the

adjustment of the seat.

2 2) In the seating position of any non-frontward seats, if H point cannot determined by the three-
dimensional H point machine or procedure, as long as the testing organization approves, R point which
marked by manufacturer can be used as a reference.

Q.4.5 Parts of leg are adjusted to a suitable length as shown in Figure Q.2.

Q.4.6 Install the feet and shank assemblies on the base plane assembly, which can be

done separately and also can adopt the installation of T-type pole and shank assembly.

The straight line through the two H point mark buttons shall be parallel to the ground and

perpendicular to the vertical center plane of the seat.

Q.4.7 HPM' s feet and shanks shall be placed according to the following provisions:

a) Driver seat position

1) When the leg is adopted length of 50 percentile, the feet and shank assemblies move

forward to make the feet in a natural position, and if the machine's right foot bottom does

not step on the accelerator, the feet can naturally step in the floor. If necessary, the legs

shall be stretched out to the area between manipulate pedals, in this case, the driver heel

points shall be specified by the manufacturer. If necessary, ADJUST the seat plate or

backward ADJUST the legs and feet assembly to make the machine used to verify the

transverse level keep horizontal. The adjustment method is as following:

—— Left foot on the floor or toe bearing and make the distances of left foot and right foot

to center plane of HPM roughly equal. The straight line through the two H point mark

buttons shall be parallel to the ground and perpendicular to the vertical center plane of the

seat.

—— If the left leg can't keep parallel with the right leg and the left foot cannot be supported

by the framework, ADJUST the length of the left leg and/or angle of the left foot, move the

left foot until it can be supported and maintain the t alignment conditions of the two mark

button, and then tighten adjustment machine of the legs pole again.

—— When the angle of the foot is in a minimum value of 87°, in which the right heel point

of the machine can only be placed on toe bearing instead of being put on the floor, move

the foot until the heel can touch the connection between toe bearing and the floor coating,

and then turn the foot until it contacts the accelerator pedal.

2) When the leg is adopted length of 95 percentile, the right foot and the shank assembly

is placed on the accelerator pedal and the heel support is on the floor. Moving forward

Q.5.1 Backplane and seat board

The backplane and seat plate are made of reinforced plastic and metal; and they are used

to mimic human torso and thigh, with both mechanically articulated in H point. A protractor

is fixed in the detection probe hinged on the H point, used to measure the actual backrest

angel. The adjustable thigh pole fixed the seat plate determines the center line of the thigh

and is regarded as a baseline of hip protractor.

Q.5.2 Body and shank parts

The shank pole is connected with the seat plate assembly at the T-type pole of the knee,

and the T-shaped pole is a horizontally extension of the adjustable thigh pole. Shank rod

is equipped with protractor to measure the angle at knee. Shoes and feet assemblies are

engraved with number of degrees to measure the angle at feet. Two horizontal level

machines determine the spatial location of machines, and all body heavy blocks are put on

the corresponding gravity centers to provide the same pressure of a 76 kg man to the seat.

All the joints of the 3-DH machine need checking to move freely without obvious fractions.

Q.6 Three-dimensional reference system

Q.6.1 The three-dimensional reference system is defined with three orthogonal planes

set by the vehicle manufacturers (see FIG. Q.3) 4

Q.6.2 Vehicle measurement profile is determined by the placed location of the vehicles

on the surface of the support, and when placing the vehicles, make the coordinates of the

benchmark according to the value given by the manufacturer.

Reference data of each seating position is listed in sequence. The seating position is

row of seats counted from front to back. The second digit refers to the capital letter of

seating position at a certain row. When observe along the traveling forward of the vehicle,

use the following letters to express;
