1 INTRODUCTION
Groupement TIMIMOUN (SONATRACH 51%, TOTAL 37.75%, and CEPSA 11.25%) is preparing the
development of the Timimoun gas fields, in south western Algeria.

Timimoun field has an extension of 13250 km². It is located at Algeria’s South West, 120 km to the
West from In Salah gas fields and at 100 km east from the route that links Timimoun to Tiberrhamine
and Oufrane palm groves and to Sbaa and Adrar village.

The entire field is located in a desert area.

The development will include a 5 MSm³/d (raw gas) gas processing treatment plant located in the CPF
(Central Processing Facility). A dew point unit will be included in order to reach the gas export
specifications.

This plant will be fed by 14 gas producing wells that will be drilled before plant start-up and 23 extra
wells that will be drilled later. The gas will be collected via 5 clusters, provided with production and test
manifolds, and sent through trunklines to the CPF to be treated.

The raw gas is a poor condensate gas with an estimated max CGR of 11.8 Sm³/MSm³. No free water
is foreseen with gas, only condensate water is present.

The CO2 content in the raw gas (7%) will be eliminated through an amine unit and reinjected in 2
disposal wells.

Treated gas will be exported through a 24’’ pipeline up to a tie-in point to a new pipeline to be installed
by Sonatrach as part of other project.

2 SCOPE
This document presents the specification of the solid waste storage and disposal system facility of
TIMIMOUN Project (CPF, Accommodation Camp, Clusters, Gas Export Tie-In, Wells and Air Strip).

Only operational phase is covered. Drilling, Construction and dismantlement will be developed at a later
stage (Detailed Engineering).

For details about Catalyst / Chemical product, refer to “Catalyst Chemical storage and disposal system
specification”, Ref. [19]).

For details about quantification and type of wastes (Solid/Liquid/Gaseous), refer to “Effluent list”, Ref.
[20].

5 WASTE MANAGEMENT POLICIES AND PRINCIPLES


5.1 Waste Management Plan
A Waste Management Plan shall be adopted for the project and shall take into account the “5 R
principle”, i.e.: Reduce, Recover, Re-use, Recycle, Residue disposal.

Waste Management Plan main objectives are:

• To ensure a full inventory of all wastes following environmental regulation.

• To identify the waste management practices to be employed in terms of mitigation,


collection, segregation, recycling, and disposal during project development.

• To meet the design targets required to maintain the local Permit requirements of discharges
and wastes that are known to have an impact on the environment.

• To provide detailed method statements for each element of the waste management
handling, treatment and disposal process.

• To identify any third party agreements for waste transfer or handling.

• To identify responsible use of materials to minimize waste.

• To enforce strict duty of care on the project managers and the contractors.

• To prohibit uncontrolled burning or burial of waste.

• To provide procedures for offsite disposal or long term storage of contaminated material.

5.1.1 Mitigation techniques

There will be an effort to minimize the amount expected waste to be generated, through waste
reduction management. The following actions are proposed during project implementation, as
reduction waste measures:

• Source as many materials as possible locally to reduce transport/import requirements, and


increase the restocking flexibility on the project of consumable materials;

• Use a “first in, first out” inventory method to minimize spoiled inventory;

• Purchase materials in bulk or in reusable/returnable containers to minimize packaging waste


or empty waste containers;

• Take appropriate measures to avoid or minimize leaks and spills, by providing adequate
shelter and secondary containment as appropriate.

All adequate measures will be taken to avoid waste generation and minimize both quantities and
hazards of waste generated.

Waste mitigation strategy shall be developed in order to involve personnel in reduction measures
such as segregation and recycling.

In accordance with the waste management plan strategy, the contractor will ensure that project
recycled materials are either reused on the project or transferred to third party recycling facilities in
accordance with this Plan for recycling purposes.

5.1.2 Waste segregation

Recyclable materials (i.e. paper/cardboard, plastic, glass, metal, wood, and others) will, as far as is
practicable, be segregated from non-recyclable streams for recovery/recycling.

A key part of segregation will be to provide waste specific collection bins throughout the site.

Waste segregation strategy presented in Table 1 is in accordance with company specification GS-
EP-ENV-011, Ref. [22].

5.1.3 Waste labelling and transport on site

Each waste shall be labelled with adequate colour code giving appropriate category of waste
(Categories / Types of waste, Any associated hazards) in order to facilitate the identification and
collection.
Waste collection bins will be clearly labelled in both French and Arabic.
All hazardous waste must be transported in sealed containers with labels to clearly identify the types
of waste, and the associated hazards. Vehicles carrying hazardous waste must also carry spillage
containment and clean-up equipment, and the driver must be trained in its use.
Each chemical product shall be supplied with its own MSDS (Material Safety Data Sheet).

5.1.4 Waste inventory

Site specific inventory of waste will be managed by the site environment department.

Management of the waste inventory will be established by the site environmental team with input
from the site manager. In managing the inventory at waste collection sites, particular attention will
be paid to:
• Description and classification of the waste streams i.e., inert (I), hazardous (DS) and non-
hazardous (S and MA);
• Identification of storage arrangements at collection sites;
• Identification of disposal methods and contractors used;

• Quantification of waste generated – on an annual, quarterly or monthly basis, as appropriate;


and
• Waste stream volumes and their sources.

Proper waste labelling is essential to managing the inventory and tracking of waste.

5.1.5 Waste handling

All personnel who are involved in the handling of hazardous and non-hazardous waste will undergo
specific induction in:
• Project HSE policy
• Procedures for adequate segregation;
• The duty of care system and how to complete forms and other required documentation
correctly;
• Waste handling Personal Protective Equipment (PPE) requirements;

• Waste treatment; and


• Waste storage.
The method of waste handling, particularly for hazardous waste will be specific to each waste type.

Material Safety Data Sheets (MSDS) will be available at appropriate locations. Relevant sections,
e.g. substance description, handling instructions, PPE requirements, etc. will be presented in both
French and Arabic.

5.1.6 Waste tracking system


A spreadsheet based tracking system shall be used to record and track the inventory of waste
(hazardous and non hazardous) generated in TIMIMOUN Facilities, with as minimum:
• Waste name / type / category / packaging,
• Quantity (kg),
• Date,

• Point of origin of waste generated,


• Chemical contains,
• Handling, fire intervention and HSE information,
• Intended means of reuse, recycling, treatment and/or disposal of each waste type;

For hazardous waste, information listed in the spreadsheet shall give the information to facilitate
filling of:
• “movement document” (Refer to Appendix 1) which shall be delivered by the transporter of
hazardous waste, to treatment installation (as per executive decree n° 04-410, Ref. [6], and
presidential decree n°98-158, Ref. [9]),
• “Special hazardous waste declaration” (see Appendix 2) which shall be sent to
administration in charge of environment each year (as per executive decree n°05-315, Ref.
[8]).
The project waste manager will manage the waste tracking system in coordination with the site
environment department which will maintain site specific records.
When collecting the waste, the Waste Contractor driver must confirm that the information is correct
by signing and dating the appropriate movement document. Movement document and special
hazardous waste declaration copies must be kept on file for management purpose.

5.2 Duty of care


The Duty of Care principle states that a producer of waste (for either hazardous or non-hazardous
waste) has a duty to ensure that waste is properly managed even after transfer to a third party.
The Duty of Care system categorises and identifies the nature and quantities of waste from “cradle
to grave” (i.e. from generation to treatment and final disposal including handling) of the waste.
The Duty of Care concept moreover requires that producers of waste select appropriate third party
waste handlers justifiably and transparently, while assessing their capabilities, and monitoring their
activities with respect to the management of the waste.
The Duty of Care requirements can be summarised as follows:
• Hazardous Waste consigned to a disposal contractor or transporter is accompanied by a
movement document for tracking the safe handling, treatment, and disposal of the waste.

• Waste is consigned only to authorised entities, i.e. licensed waste contractors, local authority
waste collectors, entities dealing with waste in ways that are exempt from licensing, or
project authorized waste landfill / treatment facility.
• Waste is securely contained to prevent escape to the environment both during storage,
handling, and transit.

• Appropriate measures are taken to ensure that others involved in the handling and disposal
of the waste do so in accordance with respective laws and the project environment
guidelines.

5.3 Use of Best Available Technology Not Entailing Excessive Cost (BATNEEC)
For the purposes of waste management the BATNEEC principle shall apply. The BATNEEC
principles states that waste shall be managed by the Best Available Technology (BAT) that does not
Entail Excessive Cost, in other words the costs of moving from one technology to a better performing
one plus the associated energy costs are not disproportionate to the overall benefit achieved.
Important considerations for BAT, bearing in mind the likely costs and benefits of a measure and the
principles of precaution and prevention are:
1. the use of low-waste technology if there is a choice in procurement;
2. the use of less hazardous substances if there is a choice in procurement;
3. the furthering of recovery and recycling of substances generated and used in the process
and of waste, where appropriate;
4. comparable processes, facilities or methods of operation which have been tried with success
on an industrial scale;

5. technological advances and changes in scientific knowledge and understanding;


6. the nature, effects and volume of the emissions concerned;
7. the length of time needed to introduce the best available technique;

8. the consumption and nature of raw materials (including water) used in the process and their
energy efficiency;
9. the need to prevent or reduce to a minimum the overall impact of the emissions on the
environment and the risks to it;

6 SOLID WASTE CLASSIFICATION AND PACKAGING


Waste hazardous classification is given in the article 5 of low n°01-19, Ref. [1]. Waste nomenclature
given in the executive decree n°06-104, Ref. [10], details category of waste for every industrial
activity and for each one, classification and hazardous criteria.

Classification of TIMIMOUN waste is showed in the following section 7.

6.1 Domestic waste and assimilated (MA)


Definition: All waste from households and similar waste from industrial, commercial, craft, and
others, who, by their nature and composition are similar to household waste.

Examples: paper, cartoons, wood, food waste, etc.

Packaging: shall insure good waste confinement and protection (from soiling/pollution), facilitate
segregation and handling.

6.2 Inert waste (I)


Definition: All waste including wastes coming from quarrying, mining, demolition, construction or
renovation that does not undergo any significant physical, chemical or biological at their landfill, and
are not contaminated by hazardous substances, or other nuisance generating waste which can
damage the health and / or the environment.

Examples: Insulation material, topsoil, concrete, etc.

Packaging: Excavated materials shall be temporarily stockpiled if required for backfill or construction
purposes and disposed in approved locations.

6.3 Special waste (S)


Definition: All waste from industrial, agricultural, medical care, services and other activities which,
due to their nature and composition of the material they contain, may not be collected, transported
and processed under the same conditions as household waste and treated as inert waste.

Examples: Medical care waste, sludge from water treatment package, from sewage treatment
package, industrial non hazardous waste, etc.

Packaging: As per law n°01-19, Ref. [1], medical care wastes shall have a specific packaging and
must be stored in closed safe packaging (polyethylene box, drum or container)

6.4 Hazardous special waste (SD)


All special waste that, by their composition or characteristics of hazardous materials they contain,
are likely to harm public health and / or the environment.

Examples: Batteries, Maintenance Waste (painting packaging, etc.), lubricating oil, etc.

Packaging: As a minimum, must be stored in closed safe packaging (polyethylene box, drum or
container) and if required, in a hermetically sealed container (drum or tank type).

8 TREATMENT, STORAGE AND DISPOSAL SYSTEM


Waste treatment and storage facilities will be located on 2 dedicated areas depending on waste
source:
• 1 close to accommodation camp with an incinerator, an area dedicated to storage and dry
waste to incinerate and a composting area,
• 1 close to CPF evaporation basins, an area dedicated to storage and CPF waste
(containers, sludge, etc…).

Except for landfill area, waste treatment and storage area shall have a lockable fence surrounding it
to prevent entry by unauthorized personnel and offsite movement of wind blown rubbish.

Car park will be located outside waste treatment and storage area fence.

Overall area will be:


• Flat and not concrete floored,
• Allowing vehicles circulation (truck, handling equipment),
• Provided with:

o Waste description panel mentioning safety signs,


o Safety shower and eye wash unit,
o Water tank for stabilization and decontamination units supply (Refer to section 8.7
and 8.9).

Specific handling and transport equipment shall be provided for sludge mixing, pit filling, waste or
ground moving, or short transport of waste (Refer to section 8.15 for details).

The waste storage design for TIMIMOUN facilities shall be in accordance with CPY specifications
(Environmental specification for onshore pipeline construction Ref. [22] and Landfill design and
operation for E&P sites [25]) and will include:
• A storage and drying area for waste to incinerate,
• A storage area for small containers,
• A storage area for hazardous waste in large container,
• A storage area for special waste in large container,
• A storage area for inert waste in skip,
• A storage area for stabilized sludge,
• An outdoor storage area (tyres, pallets, cables, insulation material).

Storage defined in this section refers to an area that will be used during the operation of the facility
as a short term storage facility prior to the final treatment and/or disposal of wastes.

Due to the isolation of TIMIMOUN project facility, waste storage and treatment facility will be sized
according to logistic constraint (one container / box / skip waiting for transportation, a second one
filled during transportation of the first one).

Some waste may be dehydrated, decontaminated, stabilized, compacted, landfill, incinerated or


composted on site in the following units:
• Dehydration : drying waste to be incinerated,
• Decontamination : metallic empty container cleaning unit,
• Stabilization : vessel bottom waste, basin cleansing sludge,
• Compaction : recyclable waste compaction unit, metallic container compaction unit,
• Landfilling : inert wastes, insulation material, non recyclable plastic, stabilized sludge (HOLD
6), sewage sludge (HOLD 5)
• Incineration : incineration of contaminated packaging / cardboard / paper, plastic packaging,
oily rags, medical soft wastes,
• Composting : Composting pits for biodegradable wastes,
In addition, evaporation basin (refer to section 8.13) and sewage treatment (refer to section 8.14)
have been mentioned for sludge collection aspects.

For TIMIMOUN facilities defined ahead, the following requirement shall be respected.

8.1 Storage and drying area for waste to incinerate


Waste dedicated to incineration will be stored and dryed in dedicated areas:
• 1 area for fresh waste arrival and one for dryed waste pending incineration,
• The 2 areas shall be designed to allow good incinerator feeding and to avoid early fire from
incinerator,
• Each area surface (L = 4 m x W = 2 m x H = 3 m) shall allow continuous incinerator feeding
for 10 hours,
• Each area shall be entirely close with:
o wire mesh to avoid bird and rodent access,
o an access gate to ensure total enclosing,
o a concrete floor to allow collection of waste effluent,
o a fresh water supply to allow cleaning,
o a device that prevents access to reptiles (low smooth wall around storage area and
smooth plate under the gate).

8.2 Storage area for small containers


Storage area for waste in small containers shall be:
• Roofed and closed,.
• Provided for 30 plastic containers open top on face, and a storage area for box.
• Provided with:
o 20 containers with stickers (safety signs),
o 10 box for inks and lamps storage.

8.3 Storage area for hazardous waste in large container


Hazardous waste shall be stored:
• In containers (L =6 m x W = 2,44 m x H = 2,59 m) :
o 2 for oil storage,
o 1 for used battery storage,

o 3 for stabilized hazardous sludges (incinerator ash, vessel bottom wastes, drainage
basins sludge) - HOLD 6.
• Disposed on drip pan.

8.4 Storage area for special waste in large container


Special waste (cardboards, recyclable plastic, …) shall be stored:

• In containers (L =6 m x W = 2,44 m x H = 2,59 m) :

o 1 for cardboard,
o 1 for recyclable plastics,
o 1 for spare,
• Disposed on ground.

8.5 Storage area for inert waste in skip


Glass and metal shall be stored:

• In skip open on top:

o 1 for glass,
o 1 for metal,
o 1 for spare,
• Each skip shall have a permeable floor allow rain water circulation,

• A platform will be provided to allow waste loading on the same level,

• The opposite side will allow loading by truck.

In addition to waste metal skip, a storage area will be provided for metallic containers to be reused or
decontaminated.

8.6 Outdoor storage area


An outdoor area shall be provided for tires, pallets, cables and insulation materials storage, before
their collection by a dedicated transporter for valorization. The area shall be:
• Installed on a plane surface,
• Surrounded with fences in order to prevent the offsite movement of wind blown rubbish,
• Divided in 5 units (for tires, pallets, cables, insulation material, and one spare).
• Unit surface area (around 5 m x 10 m), equivalent to waste volume transportable by truck
and allowing a valorization.

8.7 Decontamination facilities


In order to reduce waste volume quantity and allow metal recycling, a cleaning unit for metallic
container will be provided close to the metallic container compaction unit.

This unit shall be designed with the following requirement:

• Supplied with fresh water,


• Allow aspersion from the bottom through the plughole,
• Watertight,
• Provided with a filter for solid material collection,
• Connected to non hazardous open drain OD2 (after filtration).

8.8 Compaction facilities


Metallic container compaction unit:

This equipment shall be located close to the container cleaning unit and shall reduce container
volume of at least 60%.

Recyclable waste compaction unit:

This equipment shall be designed to allow compaction and tie recyclable plastic or carboard in bale
of less than 50 kg (in order to allow their transport by 2 persons).

2 sheltered storage (one for recycling plastic and one for cardboard) shall be provided for waiting
non compacted material.

8.9 Waste stabilization facilities


In order to be stored or transported in safe conditions, incinerator ash, hazardous sludge (i.e. from
evaporation basin, observation basin, API basin, …) and bottom wastes from vessels (i.e. slug
catchers, LP separator, hazardous liquid drums / tank, …) shall be stabilized (mix with lime) in a
dedicated facility with the following requirement :
• Floor of the facility shall be constructed with an impermeable material that is resistant to
waste hazardous substances and lime action,
• Facility (including lime storage and waste stabilization area) shall be sheltered,
• Shall be designed for 2 m3 sludge with a slope oriented to the back of facility,
• A drainage valve shall be provided at the lowest point for liquid collection in dedicated
containers,
• Design of unit (i.e. unit front) shall allow waste handling with dedicated equipment (truck,
waste and lime mixing),
• Lime storage area shall be enough for 2 pallets that should be transported easily to the
stabilization area,

• A fresh water supply shall be available for waste humidification purpose.

8.10 Waste landfill on site


According to the law n° 01-19, Ref. [1], authorization of inert waste landfill, shall be initiated by
commune, and authorized by the president of commune popular assembly.

Waste landfill required for inert waste such as insulation material, concrete and rubble, shall be
provided on site and designed in accordance with GS-EP-ENV-421, Ref. [25].

The landfill will be subdivided into several cells (cell dimension: L = 20 m x W = 10 m x H = 3 m) to


facilitate waste management:
• 3 cells will be dedicated to inert waste:
o Excavated material / Topsoil / Concrete and rubble,
o Non burnable plastic,
o OPTION : Sewage sludge (HOLD 5).
• OPTION : 2 cells will be dedicated to stabilized hazardous waste (HOLD 6).

An access way shall be provided upstream side of landfill area.

Storage capacity must be designed for an operating life of no longer than 10 years. As project length
is 25 years, 2 extensions shall be planned.

Waste landfill for inert waste (HOLD 5)

Due to its location in a non sensitive area (poor ecosystem, unconfined aquifer not close to the
surface (depth > 3 m), no groundwater use by local population, and no population near the site
area), and an arid climate (Rain water precipitation less than 200 mm/year), requirement for inert
waste landfill will be limited (i.e. no requirement of lining / drainage system).

OPTION: Waste landfill for hazardous waste (HOLD 6)

Stabilized hazardous waste cells shall be designed with:


• Compacted clay at bottom,
• Geotextile membrane,
• Leachate collection drain system for each cell.

8.11 Organic waste composting on site


A composting area will be provided on site near accommodation camp, and close to the incinerator
for treatment of food and green waste only. This will enable the reused of “composted material” as
fertilizer within TIMIMOUN facilities.

Composting area will be designed with the following requirement:


• 20 pits located side by side to allow an easy access with a dedicated vehicle (5 pits per year
cleaned after 4 years of composting)
• Dimensions of each pit : 1.5 m x 1.5 m x 1.5 m
• 5 pits will be equipped with easily movable structures movable to the closest pit on the same
row. Such structure will prevent access to rodents / birds (wire netting) and flies (mosquito
nets), but allow the solar radiation and air circulation. The area will be equipped with a
device that prevents access to reptiles (low wall).

8.12 Waste incineration on site


According to the law n° 01-19, Ref. [1], authorization of non hazardous waste incineration, shall be
initiated by commune, and authorized by the wali territorially conversant with MA waste.

A waste incinerator will be provided on site near accommodation camp for heat treatment of mixed
non hazardous burnable waste, with the following minimum requirement:
• Allow complete combustion of the following wastes: contaminated paper and cardboard,
plastic packaging, textile, Wood treated crumb, Oily rags, Used filters (non metallic), Soft
medical wastes, Green/food wastes and Used frying oil,
• Allow high availability rate and easy maintenance (list of wear part to provide),
• A specific air supply system will be provided to allow optimal hanging waste and gas
combustion,
• Combustion will be assist with a fuel supply,
• Allow smoke temperature higher than 600°C,
• Fixed Emission Monitoring System (EMS) to follow the levels of pollutants and to prevent
adverse impacts,
• Disposal requirements for ash without combustion deterioration.

Incinerator capacity will be designed for minimum treatment capacity to allow continuous supplying
during long periods. Waste quantities to be considered are summarized in the table below (for further
details, refer to Effluent List, Ref. [20]):

In a conservative approach, Incinerator will be designed for 150 kg / day (HOLD 2).
A crusher shall be provided for wood and plastic piece, in order to allow optimum incinerator
performance.
Ash produced by the incinerator may be stored in landfill under on meter soil / inert waste for fly
prevention.

8.13 Evaporation basin


In order to avoid potential pollution due to effluent release to environment, 2 Evaporation basins will
be provided to collect effluent from:

• Reverse osmosis package


• Produced Water Treatment Package
• Drainage system (observation basin)

Each evaporation basin will be designed:


• Inlet flowrate : based on the maximum flow from produced water treatment and continuous
flow from reverse osmosis
• To avoid overflow, the following hypothesis has been considered:
o > 100% evaporation of inlet nominal flow (in the worst evaporation conditions, i.e. in
march at a reference temperature of 20°C and a wind velocity of 5m/s)
o Water temperature is equal to air temperature
o Capacity shall allow 3 months of production without evaporation (during winter when
average ambient temperature is less than 20°C, Ref. [15])
o 20% margin on calculated evaporation basin volume
• To avoid infiltration : watertight
• Dimensions : square area (75 x 75m) with a depth of 1.5m
• Orientation : basin shall be oriented downwind and effluent feeding shall be upwind
• With an easy access to allow good collect and transport of evaporation basin sludge.

For further details, refer to “PID – CPF Evaporation Basin”, Ref. [14].

Evaporation basin sludge shall be stabilized (refer to sections 8.9 and 8.3) before transport by
specialized carrier and authorized offsite treatment (HOLD 6).

8.14 Sewage treatment


Two sewage treatment facilities designed to treat 250L/pers/day will be provided in Timimoun
facilities (one in CPF and one close to Accommodation Camp).

For further details refer to “specification – Sewers & Drainage”, Ref. [16], and “Specification – CPF
Sewage Package”, Ref. [17], and Effluent list, Ref. [20].

Sewage sludge will be collected from each sewage treatment facility by specialized carrier and sent
in dedicated authorized installation for agricultural / land improvement purposes (HOLD 5).

8.15 Handling equipment


The following equipment shall be provided:

• Handling equipment equipped for moving sludge or soil,

• Adaptable handling vehicle (truck type or towing) for transport of containers (minimum
capacity of 4 containers),

• 2 towing 1 m3 tank for use with TIMIMOUN vehicles including fire man vehicles,

• 2 electric vacuum pumps for waters or effluent (i.e. sewage, oily water, treated water),

• Mobile containers for oil collect.
