PART 4.2 Summary of Work

 provide a mechanism for communicating changes to the stakeholders,


and
 develop a process to assess the reasons for the changes and the
potential to charge it to the contractor / supplier / others.

PROJECT QUALITY PLAN / QUALITY ASSURANCE


The Bidder shall:
 develop a Project Quality Plan which will identify measures required
to supervise and perform the quality management of the project,
 describe the disciplines in the Project Quality Plan which cover quality
policy and standards, scope of the plan, project organization,
responsibility and duties in project management, quality audits, and
quality records,
 ensure that all personnel involved in the project will follow the
requirements of the Project Quality Plan,
 develop and establish QA policy across all areas both at headquarters
and at each site, and
 execute all the QA activities that shall cover, but not limited to the
following:
 Perform quality control management functions
 Control and file documents related to quality procedures
 Track the status of the project activities performed by both
internal contractor and all third parties involved
 Control all reviewed and approved engineering documents,
design, and drawings
 Respond and control to all design changes and change orders
 Review and resolve noncompliance reports submitted by quality
control personnel
 Ensure the execution of quality audits and maintain quality
records

The Bidder shall coordinate with the Owner and any parties authorized by
Owner on all matters related to “As Built” drawings, certifications and
hand-over of documentation during the completion stage of the Works.

The works shall be completed and functioned in accordance with the


requirements of this bid documents including but not limited to the scope
indicated on the drawings included and the following item:

4.2.2.1. MAIN MECHANICAL PLANT

 Pulverized Coal Boiler including boiler drum & all necessary relating
pressure parts, feeders, pulverizers, flue gas filter, fans, air pre-
heaters, burners, soot blowers, ductwork, dampers, complete start

up fuel system, and all other associated ancillary plant, utilizing a


enclosed structure complete with coal bins.
 Reheater boiler complete with all all other associated equipment.
 Steam turbine plant complete with condensers, on-load condenser
cleaning equipment, steam turbine by-pass system, air extractions
equipment, direct once through sea water and all other associated
ancillary plant and equipment.
 Feed water pumping and pre-heating system, including deaeration
equipment, and chemical dosing equipment, to transfer and
condition condensate from the steam turbine condenser hot well to
provide boiler feed water suitable for the boiler.
 Materials handling systems for coal, ash with environmental control
systems, including :
- Coal handling equipment and associated facilities. Coal handling
system should be provided from the first transfer house at on
shore area to the all CFSPP system.
- Equipment for environmental control measures, conveyor system
from coal unloading up to boiler bins.
- Ash disposal equipment & system including ash silo and auxiliary
facilities.
- coal sampling system and coal weighing system.
- pneumatic transfer system for fly ash, storage facilities for off site
sales, plus conditioning plant system for disposal of fly ash into
ash disposal area. Handling and transportation of furnace bottom
ash for disposal to ash disposal area.
- Ash Silos in the power plant and ash disposal area.
- Emergency loading facilities for furnace bottom/fly ash and
loading facilities from ash silos to mobile truck.
- Mobile plant, including dozers and ash management including
vacuum trucks transport, etc.
 Facilities for the import, transfer, storage, handling and supply
systems for fuel oil for boiler start up and combustion support
operation, including trace heating etc.
 Flue gas exhaust system with continuous emission monitoring
systems including ducting and inner stack flues for final exhaust.
 Dust arrestment plant for particulate removal.
 Auxiliary steam system, complete with pipe work.
 Main cooling water (CW) system including inlet filtration and,
screening, Cooling Water Pond, pipe work, pumping, chemical
dosing, and associated equipment
 All isolation, non return and control valves necessary to effect safe
operation and maintenance of the main CW system.
 Cooling water systems for auxiliary plant.
 Water treatment plant and condensate storage facilities to produce
and store boiler quality feed water for boiler make-up, and provide
adequate storage to prevent disruption of either the water treatment
plant or the water supply.

 Service water supply and storage for the power station.


 Potable water supply and storage for the power station.
 Electro-chemical and dosing system to control biological fouling of
cooling water system.
 Waste water treatment system.

Other Mechanical

 Air Conditioning and Ventilating System.


 Air compression and conditioning plant to supply instrument quality
air to the boiler and steam turbine plant and other auxiliary plant.
 General services compressed air system.
 Station inert gas systems, (N2, CO2, etc.).
 Boiler preservation systems.
 Station vacuum cleaning systems /particulate removal from main
power station building.
 Fire protection systems, including fire detection panel in the station
control room, together with fire water pumps and main.
 Laboratory & laboratory equipment to enable the operator to
monitor the water circuits and all necessary sampling / monitoring
activities required for the operation of Power Station.
 All necessary fixed crane and handling equipment for plant operation
and maintenance. Elevators for goods and personnel access in boiler
house and turbine building.
 All necessary lagging and cladding of pipe work and vessels
 Pipe work, valves and fittings for all systems.
 Workshop equipment required for essential maintenance of
electrical, mechanical and instrumentation systems, also building
repairs.

All mechanical works specified above shall be furnished complete with


pipings, valves, fittings, support and hangers, insulation and lagging
where ever necessary for a complete and functional unit.

Studies to be performed by Bidder

The Bidder shall perform engineering studies, calculations and analysis to


ensure a good mechanical system design at detail engineering stage, and
shall be submitted to the Owner for review and approval.

These shall include all studies/calculations/analysis required by individual


mechanical specifications, and other studies required by the Owner at
detail engineering stage which in the opinion of the Owner is necessary to
obtain a good mechanical system design.

There will be no works that can be preceded without obtaining prior


Owner’s approval of the following studies/calculations/analysis.

The following are the minimum studies/calculation/analysis shall be


performed by the Bidder:

 HP/LP steam piping stress analysis.


 HP/LP feed water piping stress analysis.
 Turbine by-pass system piping stress and dynamic analysis.
 Piping support and hanger calculations.
 Equipment capacity and size calculations such as, pump capacity &
heat, valve size, safety valve sizing, deaerator and other tank & heat
exchanger sizing.
 Water siphon, water pond, water hammer and surge analysis for
circulating water system.
 Air Circulation for room and building.
 Boiler flue gas dispersion model (plume test) to investigate effect of
fly ash dispersion quality.
 Waste Water management analysis

The Contractor shall assist the owner to preparing all documents for power
plant waste water permit according to the Decree of Minister of
Environment No. 12, 2006.
