BUNKERING PLAN
MV/ MT
Addendum to Bunker Plan (as per 33 CFR 155.750)
(Refer to VOM Section 14 and accordingly implement following procedure for safe bunkering)

1) Personal Protection :
While handling these products, proper Personal Protective Equipment as required by the circumstances is to
be worn during connection and disconnection of manifolds, at all times during bunkering operation. If skin contact is made,
wash thoroughly with soap. If splashed into the eye, flush with clear water for 15 minutes or until iritation subsides.

2) Procedures and Duty Assignemnts for bunker Transfer


Chief Engineer :- Overall In Charge of Operation
All person should report to Chief Engineer prior bunkering. He will address all safety items, and review all local and federal
regulations. After ensuring that all concerned personnel have fully understood their duties, Chief Engineer will notify Master
requesting permission to start bunkering. The Chief Engineer will note down special instructions required to be followed
during the transfer, in the bunker plan which must be strictly followed during operation. The Chief Engineer will be
responsible for inspecting and signing Bunker Checklist and bunker delivery note.
(In absence of Chief Engineer, Second Engineer will be in charge for bunkering operation).

Duty Deck Officer :- Assist Chief Engineer in preparation and execution of bunker transfer.
He will check and ensure weather is safe for the operation. He will check for any protrusions / condition of fenders on bunker barge
during approach. Keep sufficient fenders stand-by. He will check safe moorings of the vessel and barge. Ensure all scuppers are
closed, all safety signs are posted at relevant location. Check all doors, portholes and vents are shut, Ensure two fire hoses,
Portable fire extinguishers and applicable SOPEP items are placed well in advance. He will regularly monitor mooring condition of
the vessel and barge. Keep all personnel advised of weather changes. He will notify Chief Engineer if the vessel is heeling more
than ________ degrees or more than ______ meters trim. He will carry out ballasting operation as required to keep vessel upright
at all times. He will ensure safe access is provided to the barge/ terminal.

Second Engineer :- Assist Chief Engineer in preparation and execution of bunker transfer.
He will supervise duty engineer/motormen during bunkering operation. Check operational condition of fuel system,
vent pipes, sounding pipes, opening / closing of bunker tank valves, drip pan containment and flange connections.
He will ensure all bunker containment are empty before transfer. Check fuel sounding in all tanks and record in the
sounding log book before transfer.

Duty Engineer :- Assist Chief Engineer in preparation and execution of bunker transfer.
He will take soundings at regular interval and will also take safety rounds around deck.

Duty Motorman :- Assist Chief Engineer in preparation and execution of bunker transfer.
He will assist Duty Engineer in taking soundings at regular interval and will also take safety rounds.

He will assist Second Engineer in connection / disconnection of bunker manifold and will also take safety rounds on deck.

Duty A/B :- Assist Chief Engineer in preparation and execution of bunker transfer.
He will assist Duty Deck Officer in ensuring all LSA / FFA / SOPEP gears are placed in appropriate location
prior commencing bunker operation. Ensure safe access between and also safe mooring of the vessel and barge/ terminal.

The minimum number of personnel on duty during transfer is _____________ crew members.

7) Procedure for topping off :-


a) The Duty Engineer should take soundings of all tanks and give his report to the Chief Engineer.
b) When tanks are filled to _________ %, Inform shore to reduce flow to ____________ MT/Hr
c) Continuous soundings will be taken.
d) The level in the tanks is to be staggered so that only one tank is topped up at any given time.
e) The shore should continue to reduce the flow as needed until __________% is reached.

10) Procedure for reporting Oil Pollution :- Report immediately as per 'Port Contact List' in SOPEP/SMPEP

11) Transfer Hoses :-


All hoses used in the transfer of any oil products have been tested/designated as required by 33 CFR
155.750(a)(11) [Annual Hydrostatic Pressure Testing, 1.5 times MAWP].

12) Fire Fighting Medium/extinguisher used onboard :-

13) During transfer, vessel should have sufficient rags and sand available in hand to be used in case of spill. Refer to the
vessel's SOPEP/SMPEP/Vessel Response Plan for details.
Fixed Containment :- Any overflow of bunker into fixed containment will be emptied in the following manner,
a) Removal by pneumatic portable pump or manually with buckets.
b) All containment will be wiped clean using rags or absorbent material.
c) The oil will be disposed off in the slop tanks; rags will be incinerated.

14) Refer to the line diagram for transfer piping, control valves, pumps, fuel vents, isolation valves and control devices,
shut-off valves. A copy of the plan shall be displayed at bunkering station alongwith 'Emergency Contact details'.

15) Points to be considered during Bunkering Operation :-


a) All scuppers are effectively shut.
b) Wilden pumps are to be rigged on both sides and tested. Discharge hoses are to be lowered into antipollution drums
or slop tank designated by Chief Engineer
c) SOPEP/SMPEP/FFA equipment to be placed at manifold.
d) Ensure all personnel are wearing protective equipment at all the times during transfer.
e) Company's Checklist ECL 8 is fully filled and complied with.
f) All port and terminal regulations are strictly adhered to.
g) MSDS, First Aid procedures and Material Hazard, Spill containments are understood by everyone.
h) Line up is double confirmed by Chief Engineer.
i) Emergency stopping device operation is well understood by all personnel.
j) Communication is established with shore prior transfer operation.
k) Accommodation Air-Con is put on recirculation. All external doors to be kept closed.
l) Ensure bunker manifolds are clearly marked with the correct product tag.
m) Gas measuring equipment and Draeger tubes are available in CCR for the material being handled.

H) Checks prior signing 'Bunker Delivery Note' (BDN)


(If 'NO' is ticked for any of the below item, the Chief Engineer should issue 'Letter Yes No
of Protest' and charterers are to be informed accordingly).

1) Bunker slip quantity and onboard bunker delivered quantities compared and the
difference is within acceptable tolerance?
(In any event, if there is any discrepancy at all between the ship and shore figures,
a protest should be made in writing to the bunker supplier and BDN should be
claused mentioning the actual quantity received and charterers to be informed
accordingly).
2) Is bunker quantity clearly mentioned in either net barrels, metric or long tons.
3) Does the BDN includes following information?

k) Viscosity
l) Confirmation that fuel oil supplied is in conformity with Regulation 14(1) or
4(a) and Regulation 18(1) of Annex VI of MARPOL 73/78.
J) Drip sample bottle seal numbers (4 nos) MUST be entered in BDN.
