Another Attempt to Report a Biocrime ...

I am the victim of a biocrime, the intentional assault with biological, chemical, and electronic
weapons. I am undiagnosed and untreated. My report is being dismissed as the manifestation of a
delusional mind, the suspect is getting away with murder, and a public health event may already be
in progress. This is a unlikely situation, I understand completely, however I did not choose to be in
this situation nor am I the creator of the bizarre events that I am reporting. I am the victim. I am
being poisoned by an individual with expertise and capabilities equal to those of a bioweaponeer,
operating unchecked by law enforcement, and driven by a criminally-insane mind. The
unwillingness of everyone that I have contacted to initiate an investigation and escalate my report
represents an imminent, lethal threat to my life, my family's lives, and to all citizens.

I have been dismissed by every local, county, state, and federal law enforcement agency numerous
times. My requests have been ignored by Public Health, Homeland Security, and Counterterrorism
agencies. No one will consider my claim as valid without a confirmed diagnosis and it is not
possible for doctors nor law enforcement at the local level to identify and diagnose a poisoning with
any non-traditional agents. Compounding the problem, there is no direct access to individuals with
expertise in microbial analysis for individual victims of a biocrime, further compromising my ability
to obtain a diagnosis and compel someone to investigate.

This is another attempt to report this crime. I am seeking a referral to individuals capable of
conducting a forensic analysis to identify unknown, and possibly altered biological and chemical
agents. These crimes must be investigated.

My recognition of a biocriminal assault became clear after the sudden onset of numerous and
common signs, symptoms, and illnesses affecting every organ and system in my body. I also
discovered hundreds of hidden files on my computer on weapons and emerging diseases with
information identifying the computer vendor that I had contracted with was the owner of these files.
He is poisoning me, gaining undetected access to my home with the spare set of keys he had stolen
when originally in my home in April 2002.

The suspect is a lone wolf, a domestic terrorist, and a bioweaponeer who possesses an unusual and
extremely sophisticated familiarity in the design and creation of bioweapons. I could not be his first
victim. This is a practiced assault. The timing and delivery is flawless. The suspect is guilty of
attempted murder.

Homeland Security defines terror, or bioterror, as an incident only when it involves 5 or more
individuals. This policy provides bioterrorists a fairly large loophole through which they can
successfully attack us and not be discovered. Everyone is waiting for planes to crash, buildings to
fall, multiple victims, and someone to blow a whistle declaring a public emergency before they will
respond. They have all missed the index case of a biocrime. (See attached essay by David Fidler,

A contagious biological agent released in an individual poisoning will create the same disease
process as blanketing a city with an aerosol with one exception, the individual, covert assault will
not be flagged by any surveillance systems, it will not be investigated, and the disease process will
not be contained.

Here's the background, briefly.

In April 2002, I contracted with the suspect to secure and repair my computers. He arrived with a
hidden agenda and he installed a rootkit and a second operating system on my computers to support
a global, covert network which also needs to be investigated. It appears that someone is going to
extreme lengths, using biological and chemical agents, to prevent it's discovery. Upon my
discovery of this hidden network, I reported it to the police. The poisonings may have been in
response to those reports.

I could never have imagined the possibility of a biocrime had I not come across the suspect's files
and websites hidden on my computer. They included the following:

• sites to purchase spores, viruses, parasites, molecular tool kits, and culture kits
• where to purchase diseased animal parts
• how to build a glove box
• a template to create a purchase order
• online suppliers of stationery and envelopes
• the leasing of bench time at labs in Philadelphia,
• how to gain access to biology labs at The College of New Jersey,
• where to purchase used lab equipment

• files on DNA/RNA and genetic splicing

• where to purchase potassium iodide
• vaccination schedules by the department of health
• emerging diseases as weapons

• the locations of river basins, watersheds, and all public and private water supplies in the state
of new jersey
• views inside the Flight Training Institute at CalPolyTech in SanLuisBispo
• where to lease planes and helicopters and flight training programs in NY, NJ, and PA
• remotely controlled farming software used for spraying chemicals and general farm
management

• the scientific research of colleges and universities worldwide on weapons of mass

destruction
• hundreds of pages of information on chemicals, weapons, and diseases
• self-made videos on weapons, torture and murder.

• the times of unescorted tours of the White House.

 • interior views of Senate buildings, the Supreme Court, and the White House
• an eyeball view of the inside of the Air Force I hangar
• a view inside the Oval Office
• air quality studies and logs for Iran and the United States,
• the transfer route of oil from Canada to Portland Maine (in minute detail, 400+ pages),
• a listing of every financial institution in the US with logons and passcodes (400+ pages),
• hunting land for sale in Hillsborough, NJ
• and the NJ Department of Corrections website. The specific pages include information on
the daily schedule and privileges for prisoners on the capital punishment unit
• and hundreds more.

Also consider that there was an investigation of a suspicious powder at my local post office in 2003
(gillette nj pop 3000). The envelope was addressed to a male in eastern pennsylvania. The suspect
is male and he is from philadelphia (eastern pennsylvania). This incident occurred before I realized
that he had stolen my spare set of house keys and that he was entering my house and poisoning me.
Mailing a letter with a suspicious substance at the post office to create a bioterror response goes
along with the suspect's mission. He routinely leaves clues of his presence in my home and in my
car, a mass card with the 23rd psalm on my desk, a video tape on Chernobyl, stealing one floormat
from my car, etc.

There was a hoax anthrax letter sent to the Hillel Center at The University of Pennsylvania, 3 blocks
from where the suspect lives. They are both located on spruce street. The center is part of an
international organization supporting undergraduate Jewish students, in this case attending the
University of Pennsylvania. KB had mentioned to me that he had worked at UPenn but was fired.
He was angry about being dismissed. Another coincidence?

If I were an investigator, I would be inclined to further investigate these cases.

Rental of Homes behind my house?

The assault has continually escalated and may now include the rental of 1 or 2 homes behind my
house from which individuals are outside all night long, 365 days a year. One is launching and
controlling small satellites and the other appears to be monitoring my home. I accidently discovered
this 2nd individual when I noticed a light blinking every 20 minutes at the back of his property
closest to my house. That seemed odd, the light would not serve any normal purpose, so I placed a
security camera outside my window facing his house on a friday, around 3:00PM. An hour later, a
car pulled into the driveway of this house and 4 individuals went into the house. They must have
detected that I had a camera outside my window because they immediately came outside and from
behind the bushes, they searched the side of my house to see where the signal was coming from.
This means that they are using monitoring equipment to track any signals in the area whether from
me or anyone else. Again, if I were an investigator, I would be concerned with the reason for this
sophisticated level of surveillance.

All four individuals were visible, attempting to hide themselves while looking directly at the side of
my house. Their actions were recorded by my cameras, however, a week later, I played the tape
again and that section of the tape had been erased. Someone did not want me to have that tape as
evidence.
This leads me to another event that indicates sophisticated equipment and capabilities of these
suspects. It involves hacking into a TV/VCR/cable modem set-up without a computer involved.
He is using video over powerlines. He can turn on the vcr, fast forward, edit, and erase anything on
a video tape or a disk. He also inserts images onto the tape in this same manner. This is an
extremely advanced assault and should be a priority for homeland security, the FBI, the CIA, and
counterterrorism investigators, however I do not have the standing to compel anyone to investigate.
Up until this point, I have been on my own, attempting to collect and record evidence to save my
life and the lives of my parents and other family members.

Additional relevant information. The individual living in this apartment told the owner he is from
south jersey, cherry hill area, and that he telecommutes for his job at Lucent. If you telecommute,
you work from home, you don't rent an apartment 1 mile away from the workplace. He's there 4-5
nights a week, lately every night, stays up all night, and doesn't leave for work in the morning. His
lights go on and off all night long. He spends time outside the apartment doing something in the
driveway and in the garage. Another car pulls up in front of my house around 4:30-5:00AM on
most nights and shines his headlights onto the house. The kid, he's in his 20's, then walks through
my property, gets into the car and they leave. Not every night but many nights.

Other nights I have recorded sounds of someone walking around on my property.

I experience physiological symptoms when I pull into the driveway of my house in the evenings
when those 2 individuals are already outside. I am not looking for this to happen. It surprises me
also, and I pause wondering how I am ever going to convince someone to help me when I'm
reporting events such as these. If I back up and drive around the block, the symptoms cease. They
start back up when I pull into my driveway.

I wish that I didn't have to report events such as these.

What are these individuals hiding that would force them to use these tools and techniques to prevent
it's discovery?

The Dust:

There is a wind tunnel of white dust and particles outside my home that stream past and
through my screens, racing in one direction and then suddenly changing course and streaming in
the opposite direction. I cough and choke when it is swirling around. These particles blanket my
home and I assume they are to deliver something to ensure that I am continually exposed,
incapacitated, and unable to successfully report these crimes. I have samples of the dust and I have
the events on film. I inadvertently recorded this process with a night vision camera that I had set up
outside my window. The still images that I have taken will indicate that this same dust is in my hair,
on my skin, and elsewhere on my body.

Microphones:

There is a microphone hidden under a radiator in my bedroom with wires leading into the
wall or the floor. It is still there today, March 8, 2010.

The conversations that are recorded are then cut and pasted into my videos of evidence to discredit
and defame me.
I also found a headset taken apart and reconfigured as a listening device in my desktop drawer.

Insect Vectors:

We have had 4-5 separate insect infestations in our home, one each year, the first being the
Springtail, known to infest humans. We had never seen these insects and we were the only home
affected. The insects were only in my bedroom, in my bed, and in my offices. Now they are inside
of me.

Food Water Contamination:

Our water has been contaminated. I see the same dust and fibers in the water that are on me and
throughout my home. Public and private water companies can only test for compliance with safe
drinking standards. They cannot test for biologically-altered agents and/or criminal events. These
events require a forensic examination. I received messages for a week from Hillsbororugh
Plumbing stating that they were returning my calls. I never called a plumber. The phone calls
happened before I knew that I was being poisoned.

Our food has also been contaminated. I have the samples, cartons full. All food, frozen, fresh,
boxed and canned. An elaborate scheme. He has also recorded a personal video in which you can
see him switching food items in someone's cupboard. The title of the video is 'eating diseased
feet' ....

There is no doubt that I have identified someone who could be involved in a precursor network
and/or associated with terrorist or criminal activities. At the very least, he is guilty of attempted
murder. I have yet to understand why no one will investigate nor escalate my report.

Any reasonable person would have reported these findings to both law enforcement and physicians
and they would have requested testing to determine if they were being poisoned. Not an
unreasonable request given the circumstances. My requests have all been dismissed because I have
not travelled out of the country. No one has the intelligence to consider that these unknown agents
are being used as weapons and they have been delivered, released in my home and car.

The doctors that I have seen treat according to their area of practice and they are not inclined to
contact public health or the CDC for guidance. These same doctors are submitting my labs with
created diagnoses of GERD, high blood pressure, and headaches to satisfy insurance billing
requirements. My case cannot be resolved in this manner nor with tests listed on a Quest or
Labcorps requisition form. Evidence needed to prove the existence of a crime is routinely being
discarded. All laboratory workers are being exposed to potential bioagents without warning to
initiate precautionary procedures and to submit the specimens to Level IV labs.

I have unresolved issues throughout my body and I require consults with every area of medical
practice. Someone should notify USAMRIID, the NBACC, NBFAC, BARDA, the CDC, the FDA,
DEP and/or EPA, and all facilities and individuals involved in defense and counterterrorism
research. The physical evidence that I hold, together with the personal experiences that I can detail,
would be priceless to anyone involved in the study of emerging and infectious diseases, electronic
weapons, cyber-terrorism, and the diagnosis and treatment of poisoning with biological and
chemical agents, all weapons of future wars. My case will someday redefine preparedness and
response to a covert biological event.

I require immediate medical attention and a resolution to the criminal assaults that continue on a
daily basis. I completely understand that my report is bizarre. I am living it. I would much rather
be sitting on a beach than writing these letters. I am the victim of a biocrime and I have exceeded
my obligation to identify and report criminal behavior. I have collected volumes of evidence,
samples, and information required to indict the suspect. It's time for someone else to step up to the
plate.

My intention is to stand down this individual until I can convince someone to investigate. My goal
is to ensure that the suspect is indicted for attempted murder so that my family will be safe. Victory
in this war can only be measured by our ability to identify and prevent an attack with bioweapons
and by investigating and indicting the suspects. Every report of a biocrime must be investigated
until proven otherwise.
