SECTION 7. TERMS OF REFERENCE

A. BACKGROUND

1. On 12 July, 2017, the Vice President of the Republic of Indonesia together


with chairmen of central level institutions conducted a classified meeting in
connection with stunting intervention. Problems were mapped and strategy and
necessary actions were formulated. The meeting concluded that stunting reduction
should be conducted in a manner of convergence. Efforts related to stunting
reduction were then considered as ‘national priorities’ and included in the National
Work Plan of 2018 to at least 2021. The stunting prevention program will be focused
on prioritized community groups in prioritized locations through prioritized nutrition
interventions.
2. The National Strategy to Accelerate Stunting Prevention (Strategi Nasional
Percepatan Pencegahan Anak Kerdil/Stunting) was launched at the National Stunting
Summit on November 21, 2018, and describes key policy decisions on priority target
groups and interventions, priority actions for executing the five strategic pillars,
institutional arrangements and includes a high-level results framework. Five strategic
pillars consist of (1) National Leadership, (2) National Public Awareness and
Behaviour Change Campaign, (3) Central, regional and village program and
intervention convergence; (4) Nutritious food security, (5) Monitoring and evaluation.
The Nat-Strat Stunting initially targets 100 priority districts with high stunting
prevalence and incidence for 2018, and sets out an ambitious plan to scale up to all
of Indonesia’s 514 districts and cities by 2021. List of 160 priority districts by province
for FY 2019 is provided in Annex.
3. To implement the third pillar at the district level, Bappenas, in coordination with
the Ministry of Home Affairs (MOHA), developed the Implementation Guidelines for
the Convergence of Stunting Reduction Interventions (Pedoman Pelaksanaan
Intervensi Penurunan Stunting Terintegrasi). The guideline issued by Bappenas in
September 2018 provides guidance for district governments to conduct eight (8)
inter-related “convergence actions” to improve nutrition interventions management
through local government planning, budgeting, monitoring, and evaluation
mechanisms. The guideline also describes the district performance assessment to be
conducted by province every August. An accompanying Technical Guidance
(Petunjuk Teknis/Juknis) with further details on how to implement the convergence
actions was also issued by Bappenas in November 2018. These guidelines can be

4. The Stunting Intervention Framework (SIF) is divided into two kinds of
interventions, namely: Nutrition-Specific and Nutrition-Sensitive Interventions. These

nutrition interventions are prioritized to address the 1,000-days households (Rumah


Tangga 1.000 HPK). Both the nutrition-specific and -sensitive interventions have
been planned and implemented by the Government of Indonesia as part of national
efforts to prevent and reduce stunting prevalence. In addition, the government has
also issued various policies and regulations that are expected to contribute to the
reduction of stunting prevalence in the region.
5. Activities under Nutrition-Specific Interventions which are commonly
conducted in health sector include:
i. Interventions targeted to pregnant mothers, comprise of: a) providing
additional nutriment to pregnant mothers to avoid chronic energy and protein
deficiency; b) overcoming iron and folic acid deficiency; c). Overcoming iodine
deficiency; d). Overcoming worms in pregnant women; and e). Protecting
pregnant women from malaria.
ii. Interventions aimed at breastfeeding mothers and children aged 0-6 months,
comprise of: a) Encouraging early breastfeeding initiation (giving jolong breast
milk/colostrum); and b) Encouraging exclusive breastfeeding;
iii. Interventions aimed at breastfeeding mothers and children aged 7-23 months,
comprise of: a) Encouraging continued breastfeeding until the age of 23
months, accompanied by the provision of supplementary foods to breast milk
(MP-ASI); b) Providing deworming medicine; c) Providing zinc
supplementation; d) Conducting iron fortification (as food supplement); e)
Providing protection against malaria; f) Providing complete immunization; and
g) Conducting prevention and treatment of diarrhea.
6. On the other hand, the targets of nutrition-sensitive interventions are
community in general, which include: a) providing and ensuring access to clean
water; b) providing and ensuring access to sanitation; c) conducting food fortification;
d) providing access to health and family planning (KB) services; e) providing National
Health Insurance (JKN); f) providing confinement insurance (Jampersal); g) providing
parental caregiving education; h) providing universal early-childhood education; i)
providing community nutrition education; j) providing education on healthy sexual and
reproduction, and nutrition to adolescents; k) providing social assistance and security
for poor families; and l) increasing food and nutrition security.
7. In the convergence of nutrition interventions to reduce stunting prevalence,
District/City Governments play a key role in increasing the convergence of nutrition
interventions, the quality of service delivery for 1,000-days household, and optimizing
the use of specific allocation funds to support local government in implementing their
authorities (Dana Alokasi Khusus/DAK), Village Funds (Dana Desa), and various
resources available in the district/city for relevant programs. In the context of
increasing the commitment and support of the local government in the stunting
reduction program, the Directorate General of Regional Development (DGRD),
MOHA will be an implementing unit for its capacity as the ‘general facilitator’ of
regional government affairs. In the implementation of the stunting reduction program,
the facilitation will take forms of assistance activities, preparation of technical
guidance, supervision and monitoring of the implementation of regional government

affairs in the health sector. This is in accordance with the duties and functions of the
DGRD as mandated in Presidential Regulation No. 11 of 2015 concerning the
Ministry of Home Affairs as well as the Ministerial Regulation of Home Affairs No. 43
of 2015 concerning the Organizational Structure and Task and Function of the
Ministry of Home Affairs.
Provincial governments also play a role in improving intervention convergence
through: a) facilitating the technical assistance, monitoring, evaluation, and follow up
action for districts in developing and implementing its policies, program, and budget
of priority nutrition interventions; b) providing technical support to strengthen district
capacity in implementing convergence nutrition interventions effectively and
efficiently; c) coordinating the non government institution involvement to support the
convergence actions implementation; and d) supporting MoHA in conducting district
performance assessment for stunting prevention agenda, including to provide
feedback and award to districts
8. To accelerate the implementation of convergence actions in the regions, the
DGRD has established a pool of specialists based in DGRD and Provincial
governments to provide technical assistance support to District / City governments
(TA Pool).
9. Since their deployment in October 2018, some initial learnings have emerged
from the transitional TA Pool implementation as follows:
 Synergy among institutions, especially between province and district
governments and among agencies (e.g. planning, health, education, public
works, village and community development), is critical to effectively implement
stunting prevention agenda. In addition, linkage between convergence in
district and village levels needs to be strengthened.
 District government confirmed that the Convergence Action Guideline,
particularly the first action (i.e. situation analysis) is very helpful in identifying
the priority locations (villages) to be targeted and the program interventions
that need to be prioritized.
 District commitment for stunting agenda has also raised awareness regarding
the need for good data, both availability and quality. This in turn has
increased their commitment to improve data management in their respective
district/city.
10. Some suggestions for the TA Pool based on experience to date are as follows:
 Regional approach is quite effective in supporting province government
implement their role in capacity building and supervision. However, some
provinces, with weak districts capacity, require more intensive support,
particularly in the initial phases of the diagnostics step on data identification,
processing and analysis.
 Team composition in the regions is suggested to include: a Planning and
Budgeting Specialist, a Public Policy Specialist, and a Data Management
Specialist.

 Even though the regional team will be covering several provinces, the team is
suggested to be based at a Bappeda Provincial Office of as hub.
11. To support its function in strengthening the capacity of District / City
Governments to carry out their roles and authorities within the framework of national
priorities for prevention of stunting, the Directorate General of Regional Development
considers consultanting supports recruited through the procurement of Technical
Assistance: Local Government Capacity Building for Acceleration of Stunting
Reduction (LGCB-ASR).
B. OBJECTIVE
12. Considering that priority nutrition interventions do not only concern with health
matters, the purpose of procuring these consulting services is to provide support to
the Directorate General of Regional Development (DGRD), Ministry of Home Affairs
(MOHA) in an effort to realize the convergence of programs and activities to
accelerate reduction and prevention of stunting in the regions. The objectives of the
TA are to facilitate the DGRD in:
a. Strengthening the capacity of the Provincial Governments in developing capacity
of district/city governments in their respective regions, through coordination,
facilitation, mentoring, and supervision of stunting intervention convergence
activities;
b. Mainstreaming/integrating the development agenda for the implementation of
convergence actions in districts/cities into relevant provincial/central government
development planning documents;
c. Strengthening the capacity of district/city governments to design, implement and
monitor the results of 8 convergence actions at the district/city level;
d. Support the implementation of district/city performance assessments in realizing
the convergence of priority nutritional interventions for families in 1,000 days
household;
e. Accelerating the progress of the level of convergence and coverage of priority
nutrition intervention services in the prioritized districts/cities;
f. Support the design and development of online training and learning platforms to
facilitate the wide-spread dissemination and utilization of training and learning
materials on intervention convergence implementation by district/city
governments
g. Facilitating knowledge and best practices sharing and peer-to-peer learning
across districts and provinces.

C. SCOPE OF WORKS AND OUTPUTS


13. Key activities of the technical assistance will be as follows:
a) Central-based consultant team:
1) Monitor progress on the implementation of convergence actions in all
stunting priority districts/cities and develop plans and strategies for
assistance based on district/ciFty groups;

2) Develop a simple online system to monitor progress (activity #1 above)


that enables districts and provinces to update their progress
themselves.
3) Coordinate and ensure the implementation of capacity building support
to priority districts carried out by regional teams together with the
provincial government;
4) Prepare recommendations on policies and/or follow-up actions for
provincial and district governments based on the results of monitoring
the integration of district action plans into the annual work plan
(RKPD), annual budget (APBD), and special funds (DAK) proposals;
5) Prepare provincial policy recommendations and/or follow-up actions
based on the results of monitoring toward the increase of coverage of
nutrition intervention services in the priority districts/cities;
6) Prepare recommendations for DGRD in terms of: (a) updating
instruments to assess district performance in convergence of priority
nutrition interventions; and (b) formulating mechanisms for providing
incentives to local governments that are considered successful in
increasing convergence of services to 1,000-day neo natal families;
and
7) Coordinate with the relevant teams in the technical ministries,
especially in dealing with sector capacity development needs in priority
districts/cities, such as but not limited to: data systems improvement,
service quality improvement, and needs of improved incentive
mechanism.
8) Identify and document best practices and lessons learned of
convergence actions implementation to be shared and disseminated
through various channels as relevant.
9) Ensure policies and regulations relevant with convergence actions are
well disseminated and understood by local government.
b) Regional-based consultant team:
1) Identify existing provincial multi sectoral institution platform (RAD PG,
TKPKD, other task force) assigned as coordination team and
strengthen its work plan to support districts/cities in implementing
stunting reduction agenda.
2) Identify relevant provincial work programs (both sectoral and multi
sectoral) for district/city development in the implementation of
convergence actions, and provide technical support to the provincial
government;
3) Strengthen the capacity of district/city governments in formulating
policies, strategies and action plans based on the results of

diagnostics/ performance assessment to be further integrated into the


regular regional planning and budgeting process;
4) Carry out support for the capacity development of district/city
governments to implement convergence actions on priority order;
provide intensive support for selected districts identified as requiring
additional support.
5) Strengthen the role of district coordinative institutions (e.g. TKPKD or
line agencies team), among others through redefining tasks, structures,
team composition, and work plans;
6) Strengthen district/city capacity in designing and implementing training
for sub-districts and villages in increasing service convergence at
village level from various funding sources, including ensuring
socialization of regulation related to convergence of interventions
(District Regulation on Village Role/KPM); and
7) Identify sectoral capacity development needs in priority districts/cities
and coordinate with sectoral technical assistances.
c) Provincial-based consultant (for selected provinces)
Additional consultant may be assigned at the province level only for
selected provinces where districts within those provinces require more
intensive technical assistance. List of provinces will be provided in the
annex:
14. Targeted output will include:
a) All priority districts supported in conducting convergence actions.
b) Up-to-date monitoring of implementation progress of convergence actions
in each priority districts and type of support provided by TA Pool
completed with simple analysis and recommendations. This include but
not limited to:
i. Key results of situation analysis (action #1) to be included into action
plan (action #2)
ii. Integration of district action plans (action #2) into the annual work plan
(RKPD), budget (APBD) and special funds (DAK) proposals;
iii. Key outputs from stunting summits (rembuk) at district level (action #3)
iv. Progress and key substance of local regulations (Peraturan
Bupati/Walikota) on village role in stunting reduction agenda (action
#4)
v. District plan to support Human Development Workers (HDW) (action
#5)
vi. Implementation plan and progress of data systems improvement
(action #6)

vii. Implementation plan and progress of stunting measurent and


publication (action #7)
viii. Key findings from annual performance review (action #8)
c) Analysis on the district performance assessment results in implementation
including recommendation and TA plan to improve districts performance;
d) Recommendations related to strengthening provincial government role in
enhancing convergence of priority nutrition interventions in the
districts/cities.
D. CONSULTANT INPUT
15. The short-listed firms are required to submit the CVs of key and non-key
experts. However, only the CVs of key experts will be scored as part of the technical
evaluation of proposals. The CVs of non-key experts will not be scored; however, the
EA will review and individually approve/reject each CV for each non-key position in
the proposal. The winning firm will be required to replace unacceptable experts
during contract negotiation stage. All experts engaged under the contract, whether
key or non-key experts, must be citizens of one of the Bank’s member countries. All
positions under the contract, key as much as non-key experts, must be included and
budgeted for in the financial proposal in accordance with the person-months
allocation required for each position.
16. The consultant team is expected to be on board from 4th quarter of 2019 to the
end of 2021 (27 months) with the following input:

(i) Institutional Development Specialist cum Team Leader – (National – 27


person-months). The Team Leader will have minimum bachelor’s degree in
public administration, government sciences, health sciences, or other relevant
fields. He/She should have at least 12 years of relevant work experience, of
which at least 10 years in the field of institutional development and local
government capacity building, with 7 years practical experience of working in a
similar position. Previous experience as Team Leader or Deputy Team Leader
will be given preference, and must have experience of community consultation
and working jointly with government agencies. The Team Leader will be familiar
with all aspects of the tasks listed in the scope of work and will have overall
responsibility for managing the team. The major duties and responsibilities will
include, but not limited to the following:

1) Lead and manage overall tasks as outlined in the terms of reference;


2) Coordinate overall team members for well-proportioned and effective
implementation of tasks and function;
3) Provide capacity development support in the implementation of diagnosis,
preparation of diagnosis-based action plans, community consultation,
regional annual performance reviews, and report consolidation;
4) Ensure satisfactory standard of all works, prepare workplan and
communicate with the Client;
5) Prepare Overall Work Plan (OWP) for strengthening local government
capacity in acceleration of stunting reduction program;
6) Co-operate with other team members in preparation of guidances,
instruments, forms and manuals as required for the project execution;
7) Synchronize and conduct synergetic planning between central and regional
activities;
8) Co-ordinate internally with DGRD and with other stakeholders such as the
World Bank, Secrretariate of the Vice-President, Bappenas (National
Planning Board), Ministry of Health, provincial and district governments
and other related local agencies;

achievement of targeted outputs of technical assistance;

(ii) Planning and Budgeting Specialist – (National, 27 person-months). The


Planning and Budgeting Specialist shall have a university degree in
development study, urban and regional planning, public sector management,
public finance, or other relevant fields, and minimum 8 years of relevant
experience related to institutional development and local government capacity
building, with tasks related to planning and budgeting. She/he will carry out the
following tasks:
1) As Key Focal point for convergence actions on Situation Analysis (action
#1), Action Plan (action #2), and Stunting Summits (Rembuk) (action #3).
2) Defining progress indicators for those three actions mentioned above (#1,
#2, #3) to monitor each priority districts implementing them. This includes
development of instruments for progress monitoring.
3) In cooperation with Training and Learning Specialist develop capacity
building modules and ensure their delivery through various means (face to
face and remote) to the clients both in province and district levels.
4) Liaise with and provide support to regional team including to receive
feedback from province and district stakeholders regarding implementation
of those convergence actions.
5) In coordination with Team Leader and other team members in prepare
guidances, instruments, forms and manuals for local governments to
facilitate the implementation of convergence actions;
6) Contribute to development of training and e-learning materials for those
three actions.
7) Conduct field visits for monitoring and evaluation of program
implementation;
8) Be responsible for progress of overall technical support for implementation
of those three actions and present the output as required.
9) Provide the team leader with data and information for report preparation;
10) Prepare reports on implementation of district action plans in the annual
work plan (RKPD), budget (APBD), and special funds (DAK) proposals.

(iii) Public Policy Specialist – (National, 27 person-months). The Public Policy


Specialist will have university degree in law, public administration, government
sciences, social sciences, health or other relevant fields, with a demonstrated
work experience of a minimum of 8 years in institutional development and local
government capacity building, with tasks related to public policy preparation or
review. She/he will carry out the following tasks:
1) As Key Focal point for convergence actions on local regulations (Peraturan
Bupati/Walikota) on village role in stunting reduction agenda (action #4),
and District support for Human Development Workers (HDW) (action #5);
2) Defining progress indicators for those two actions mentioned above to
monitor each priority districts implementing them. This include
development of instruments for progress monitoring;
3) In cooperation with Training and Learning Specialist develop capacity
building modules and ensure their delivery through various means (face to
face and remote) to the clients both in province and district level;

4) Liaise with and provide support to regional team including to receive

7) Conduct field visits for monitoring and evaluation of program
implementation;
8) Be responsible for progress of overall technical support for implementation
of those three actions and present the output as required;
9) Provide the team leader with data and information for report preparation;
10) Conduct overall supporting activities;
11) Assist in preparing data and material for preparation of reports, especially
related to regulation and policy aspects;
12) Prepare recommendation on performance assessment result of the
implementation of the results of 89 convergence actions at the district/city
level.

(iv) Monitoring and Evaluation Specialist - (National, 27 person-months). The


Monitoring and Evaluation Specialist shall have a university degree in social
science/health/civil engineer or other relevant to the position and minimum of 8
years in project implementation related to institutional development and local
government capacity building, with tasks related to monitoring and evaluation
aspects. She/he will assist the PIU to carry out the following:
1. Prepare forms and instrument for monitoring and evaluation of program
implementation, including overall physical and financial progress;
2. Prepare planning on monitoring and evaluation;
3. Conduct field visits for monitoring and evaluation of program
implementation;
4. Prepare reports on the results of the application of city/district performance
assessment in the program convergence and recommendations based on
the assessment results;
5. Colect all data, including central and regional, physical and financial data;
6. Provide the team leader with data and information for report preparation;
7. Conduct overall supporting activities;
8. Be responsible for program monitoring and evaluation to ensure
achievement of targeted outputs of technical assistance; and
9. Present outputs related to the program monitoring and evaluation.

(v) Management Information and Data System (MIDS) Specialist – (National,


27 person-months). The MIDS Specialist will have university degree in
computer science, information systems, engineering, data/information science,
statistics or other relevant fields, with a demonstrated work experience of a

minimum of 8 years in institutional development or local government capacity


building, with tasks related to development of information systems, data
management and analysis. She/he will carry out the following tasks:
1) Manage tasks as MIDS Specialist and be responsible to the to team leader;
2) As key focal point for convergence actions on Improvement of Data
Management (action #6), Stunting Measurement and Publication (action
#7), and Self Performance Review (action #8);
3) Provide advice/consultancy, mentoring/coaching, backstop services, and
other capacity building activities to the districts for those three actions
mentioned above (#6, #7, #8);
4) Supervise the progress, quality, and result of those three actions mentioned
above;
5) Ensure the utilization of result from those three actions into other
Convergence Actions, particularly Action #1, and Action #2;
6) Provide recommendation to Provincial Government in strengthening and
supervising districts in those three actions implementation and utilize its
result for more stunting reduction-oriented planning and budgeting;
7) Support Training and Learning Specialist in developing capacity building
modules related to those three actions which taking into account specific
needs of clients both in province and district level;
8) In coordination with National Data Systems Specialist and other regional
team members provide necessary adjustment to the instruments/forms of
capacity building activities;
9) Contribute to development of training and e-learning materials for those
three actions;
10) Support efforts to reduce system duplication in the districts/cities and
increase data availability and reliability on stunting and intervention
coverage;
11) Support design for routine data collection systems, including system
assessment and improvements;
12) Develop capacity building modules related to data management systems
and web-based information system;
13) Provide capacity building to provincial data management experts and
provincial/regional coordinators in practicing modules for capacity building
of district/city data management system;
14) Coordinate provincial data management experts in implementing the
modules;
15) Prepare district progress reports on convergence actions related to data
management;
16) Prepare inventory for primary and secondary data related to stunting
reduction program;
17) Analyze, process and present data in various graphs and submit processed
data to the team leader; and
18) Be responsible for management of data, deliverables and reports.

(vi) Training and Learning Specialist – (National, intermittent, 12 person-

months). The Training and Learning Specialist will have a university degree in
public administration, government sciences, health sciences, sociology,
education, or other relevant fields, with a demonstrated work experience of a
minimum of 8 years in institutional development or local government capacity
building project implementation, with tasks related to developing and delivering
training strategy, programs and materials for adult learning and development.
Experience with development of e-learning programs will be desirable. She/he
will carry out the following tasks:
1) Conduct training need assessment and develop training program for local
government staff in implementing convergence actions;
2) Develop learning agenda and coordinate with other team members in
preparation of training terms of reference (TOR), modules and learning
materials;
3) Design an e-learning platform for facilitating wide-spread utilization of
training and learning materials by relevant district/city government staff,
and supervise its development and implementation, including analysis of its
adoption and effectiveness;
4) Identify events and activities that potentially to be used and or included as
learning events;
5) Conduct monitoring and evaluation with regards of the learning progresses
and challenges;
6) Prepare training and learning-related reports;
7) Assist the team leader in in preparing data and material for preparation of
reports, especially related to training aspect.

(vii) Knowledge Management Specialist (National, intermittent, 12 person-


months)
Knowledge Management Specialist will have a university degree in public
administration, government sciences, health sciences, sociology,
communications or other relevant fields, with a demonstrated work experience
of a minimum of 8 years in institutional development or local government
capacity building, community development project implementation, with tasks
related to developing and delivering knowledge management strategy,
programs and materials. She/he will carry out the following tasks:
1) Identify relevant knowledge materials including policies, regulations,
modules to be shared and disseminated to sub national government;
2) In consultation with relevant stakeholders, develop information packages
required by local governments to implement convergence actions (e.g.
Frequently Asked Questions);
3) Together with training and learning specialist, develop learning curriculum for
various stakeholders and contribute to development of learning platform;
4) Manage learning platform, including the distance learning platform (to be
developed), develop analysis and recommendations based on the utilization
of these platforms;

5) Proactively coordinate with Knowledge Management Specialists posted both


in Bappenas and TNP2K and share lesson learned and inspiration news to
TA Pool support implementation .

(viii) Environmental Specialist (National, temporary consultant, 12 person-


months)
Environmental Specialist will have a university degree in environmental
sciences, environmental health, geology, or other relevant fields, with a
minimum of 8 years of demonstrated work experience in environmental risk
assessment and management. She/he will carry out the following tasks
1) To serve as focal point for issues relating to environmental risk
management; especially for medical waste, water supply and sanitation,
including village water resource conservation, and other environmental
health issues;
2) To ensure the environmental issues (if any) related to stunting reduction
program/activities integrated into district convergence instumen/tools;
3) To ensure the environmental issues (if any) integrated into capacity
building curriculum for program implementators; such as training module
for Puskesmas officers and other district offices (OPD);
4) To advise provincial and district government in managing environmental
issues through various activities, such as development ToR for Technical
Specialist needed (in managing the issues), workshop, knowledge sharing,
and success story documentation.

(ix) Regional Institutional Specialist – (Regional, 6 persons, 27 person-months


each). The Regional Institutional Specialist shall have a university degree in
development study, urban and regional planning, public sector management,
public finance, or other relevant fields, and minimum experiences of 6 years in
project implementation related to institutional development and local
government capacity building, with tasks related to planning and budgeting.
She/he will carry out the following tasks:
1) As key focal point for convergence actions on Situation Analysis (action
#1), Action Plan (action #2), and Stunting Summits (Rembuk) (action #3);
2) Provide advice/consultancy, mentoring/coaching, backstop services, and
other capacity building activities to the districts for those three actions
mentioned above (#1, #2, #3);
3) Supervise the progress, quality, and result of those three actions
mentioned above;
4) Ensure the utilization of result from those three actions into district annual
planning and budgeting process, including for proposal of special allocation
funds (DAK);
5) Provide recommendation to Provincial Government in strengthening and
supervising districts in those three actions implementation and utilize its
result for more stunting reduction-oriented planning and budgeting;

6) Support Training and Learning Specialist in developing capacity building


modules related to those three actions which taking into account specific
needs of clients both in province and district level;
7) In coordination with National Planning and Budgeting Specialist and other
regional team members provide necessary adjustment to the
instruments/forms of capacity building activities;
8) Contribute to development of training and e-learning materials for those
three actions;
9) Support province in conducting district performance assessment.

(x) Regional Management Information and Data Systems Specialist –


(Regional, 6 persons, 27 person-months each). The Regional Data Systems
Specialist shall have a university degree in data/information science, statistics,
public sector management or other relevant fields, and minimum of 6 years in
project implementation related to local government data management and
monitoring and evaluation aspects. She/he will carry out the following tasks:
1) Manage tasks as MIDS Specialist and be responsible to the to team
leader;
2) As key focal point for convergence actions on Improvement of Data
Management (action #6), Stunting Measurement and Publication (action
#7), and Self Performance Review (action #8);
3) Provide advice/consultancy, mentoring/coaching, backstop services, and
other capacity building activities to the districts for those three actions
mentioned above (#6, #7, #8);
4) Supervise the progress, quality, and result of those three actions
mentioned above;
5) Ensure the utilization of result from those three actions into other
Convergence Actions, particularly Action #1, and Action #2;
6) Provide recommendation to Provincial Government in strengthening and
supervising districts in those three actions implementation and utilize its
result for more stunting reduction-oriented planning and budgeting;
7) Support Training and Learning Specialist in developing capacity building
modules related to those three actions which taking into account specific
needs of clients both in province and district level;
8) In coordination with Central MIDS Specialist and other regional team
members provide necessary adjustment to the instruments/forms of
capacity building activities;
9) Contribute to development of training and e-learning materials for those
three actions;
10) Support efforts to reduce system duplication in the districts/cities and
increase data availability and reliability on stunting and intervention
coverage;
11) Support design for routine data collection systems, including system
assessment and improvements;
12) Assist district Bappeda to design and implement data collection strategies
to improve availability and quality of relevant data;

13) Prepare district progress reports on convergence actions related to data


management;
14) Prepare inventory for primary and secondary data related to stunting
reduction program;
15) Analyze, process and present data in various graphs and submit
processed data to the team leader;
16) Be responsible for management of data, deliverables and reports.

(xi) Regional Public Policy Specialist – (Regional, 6 person, 27 person-months


each). The Public Policy Specialist will have university degree in public
administration, law sciences, government sciences, public sector management,
or other relevant fields, with a demonstrated work experience of a minimum of 6
years in institutional development and local government capacity building, with
tasks related to public policy formulation or review. She/he will carry out the
following tasks:
1) As key focal point for convergence actions on local regulations (Peraturan
Bupati/Walikota) on village role in stunting reduction agenda (action #4),
District support for Human Development Workers (HDW) (action #5);
2) Provide advice/consultancy, mentoring/coaching, backstop services, and
other capacity building activities to the districts for those two actions
mentioned above (#4, #5);
3) Supervise the progress, quality, and result of those two actions mentioned
above;
4) Ensure the utilization of result from those two actions into district
monitoring of village fund utilization for stunting agenda and coverage of
1,000-days household with simultaneous access to priority nutrition
interventions;
5) Provide recommendation to Provincial Government in strengthening and
supervising districts in those two actions implementation and utilize its
result for more stunting reduction-oriented planning and budgeting;
6) Support Training and Learning Specialist in developing capacity building
modules related to those two actions which taking into account specific
needs of clients both in province and district level;
7) In coordination with National Public Policy Specialist and other regional
team members provide necessary adjustment to the instruments/forms of
capacity building activities;
8) Contribute to development of training and e-learning materials for those
three actions;
9) Support province in conducting district performance assessment;
10) Assist in preparing data and material for preparation of reports, especially
related to regulation and policy aspects;
11) Prepare recommendation on performance assessment result of the
implementation of the results of 89 convergence actions at the district/city
level.

(xii) Provincial Institutional Specialist – (5 Provinces, 1 person, 27 person-


months each). The Provincial Institutional Specialist shall have a university
degree in development study, urban and regional planning, public sector
management, public finance, or other relevant fields, and minimum experiences
of 6 years in project implementation related to institutional development and
local government capacity building, with tasks related to planning and
budgeting. She/he will carry out the following tasks:
1) Support provincial government to design effective monitoring and technical
assistance for districts to implement convergence actions;
2) In coordination and as requested by province government, provide hands
on support to selected districts within province that require more intensive
support to implement 8 convergence actions.
3) Based on findings in districts, provide technical and policy recommendation
to Provincial Government to strengthen enabling environment particularly
for less perform districts;
4) Support provincial government in coordination with sectoral technical
assistance and with relevant donors’ program;
5) Support province in preparation and implementation of district performance
assessment;
6) Conduct intensive consultation with regional team to receive program and
knowledge updated and vice versa provide feedback regarding program
and lesson based on field findings;
7) In regular basis, document process and lesson learned.

17. The consultant team may be assisted by administrative support in the Jakarta
and Regional offices. OPEs may cover the relevant costs of office rental and
equipment, costs of report production and communication.
18. The consultant team will be supported by a number of assistants and support
staff. In Jakarta office, the team will be supported by sub-professionals (assistants),
office manager, bilingual secretary and operator computers. In regional office, the
number of support staff is less and includes the position such as: sub-professionals
(assistants), office boys and drivers.
19. In order to support the implementation of the assignment, various activities are
also financed under component of OPE (out-of-pocket expenses) or reimbursable
expenses. The OPE include salary for support staff mentioned above and other
expenses as follows:
1) a per diem allowance, including hotel, for experts for every day of
absence from the home office for the purposes of the Services;
2) cost of travel by the most appropriate means of transport and the most
direct practicable route;
3) cost of office accommodation (for central and 6 regional offices),
including overheads and back-stop support;
4) communications costs;
5) cost of purchase or rent or freight of any equipment required to be
provided by the Consultants;

6) cost of reports production (including printing) and delivering to the Client;


7) other allowances where applicable and provisional or fixed sums;
8) car-rent and O&M (2 for central office and 1 for each of 6 regional
offices); and
9) Special activities, including: Central Office Coordination Meeting;
Regional coordination meeting and national workshop.

E. IMPLEMENTATION ARRANGEMENT
20. The Ministry of Home Affairs (MOHA) will be the implementing agency for this
component and activities will be closely coordinated with the provincial and district
planning and development agencies (BAPPEDAs). A Central Project Implementation
Unit (CPIU) will be established in Directorate General of Regional Development
(DGRD) in MOHA, which will oversee the overall implementation of the component.
The CPIU will be led by the Directorate of Synchronization of Regional Government
Affairs III under DGRD.
21. The CPIU has confirmed that they will appoint counterpart staff to manage and
supervise the consultant team. The CPIU will also provide access to project’s data
and information and access to meeting facilities. The CPIU due to limited resources
may not be able to provide adequate space for consultant team offices. Hence, the
consultant will have to rent office spaces. The consultant will propose the office rental
costs as part of Out of Pocket Expenses (Reimbursable Expenses) section of
financial proposal.

F. FACILITY PROVIDED BY THE CLIENT


22. The Client shall make available to the Consultant and the Experts, for the
purposes of the Services and free of any charge, the services, facilities and property
as follows:
a. Data and information on the project, including previous studies related to the
project;
b. Contact persons for both central and local (provincial and district) concerned
agencies;
c. Administrative facilitation, e.g. in mobilization to regional offices and site
visits; and
d. Counterpart personnel as liaison officer.

G. DELIVERABLES
