Tom Stuart Monday, April 15, 2019 5:37 PM Zachary Barner Ce: Christie (christiestuart@comcast.net) Subject: 352/ King Intersection Zach, Thanks for calling me back. | thought | had email addresses for a few of my neighbors, but | cannot locate any, | don't know exactly what problem(s) you are attempting to solve and what solutions have been considered and ruled out, but | urge you to consider trying a protected green on Route 352 in both directions before potentially destroying our properties and uprooting our lives. I have lived on that corner since December 1996 and | think it’s safe to say that very few people (if any) with more experience observing the problems and traffic at that intersection than me. The front of my house literally faces the middle of the intersection Ihave witnessed many dozens of accidents over the past 22 years—sometimes just the aftermath but often as they are happening. The biggest problems in that intersection, as you may already know, occur as a result of north and south bound 352 traffic. From my perspective, these problems are: (2) people routinely (and illegally) passing others waiting/trying to make left turns in both directions on 352 and (2) When 2 oncoming drivers both need to make left turns at the same time they often don’t know if they should go in front of or behind the oncoming car. This confusion/hesitation combined with the illegal passing mentioned above makes the problem much worse. There is absolutely no question that a period of protected green in both directions on 352 (with timing programmed to consider traffic volume patterns) would dramatically reduce the accidents and dramatically increase the safety at the intersection. Further, while this would likely result in longer queues on 352 (given traffic would be paused in all but 1 direction), for the vast majority of the day the lines are short and the impact would be negligible. That said, it’s possible that allowing people to turn freely without the concern for oncoming traffic could offset some of that incremental delay given there are many fits and starts now as people fight their way to make left turns and pass in the process in both directions In any case, as an engineer, | certainly understand the importance and relevance of engineering studies. I'm sure the firm you hired for the review has plenty of experience and expertise in analyzing traffic patterns and designing efficient solutions. However, when considered in a vacuum without the benefit of empirical knowledge (e.g, living at the intersection) —especially given the unique shape and patterns at that intersection, one risks missing some very important and relevant details, So, before potentially destroying our homes and/or our properties (and spending rmllions of dollars to do so), | implore you to seriously consider input from the local residents with more practical experience and knowledge about the intersection.
