Integrating Eco-Social Design in Administrative Building through Architecture


Stimulation

1. INTRODUCTION

A government is the sovereign or supreme power in a state or nation. It is the machinery


by which the sovereign power in a state expresses its will and excercises its functions, for
the good and welfare of its individual members. The Philippines is a republic with a
presidential form of government wherein power is equally divided among its three
branches: executive, legislative and judicial. The Philippine government seeks to act in
the best interest of its citizen through a system of check and balance.

1.1 BACKGROUND OF THE STUDY

Government agencies are often stereotyped as inefficient, inaccessible and


unresponsive, while its employees are overpaid yet mediocre and less acountable
compared to their conterparts in the private sector. In a recent SWS survey on
President Duterte's performance, five issues ranked the lowest: ensuring that no family
will ever be hungry; solving the problem of extra judicial killings; ensuring that oil
companies do not take advantage of oil prices; fighting inflation; and solving traffic.

The government, bearing in mind their social responsibility to the public, fashioned
policies and programs which aid in their mission to uplift government service.
Examples of which are: free tuition in state colleges and universities; extension of
validity of passport and driver's license; stiffer penalties for hospitals refusing to treat
patients; construction of housing units and new classrooms; repair of state colleges
and universities, strict implementation of Anti-Red Tape Act; introduction of Results-
Based Performance Management System; and constructions and restorations of
government buildings and infrastructure.

Many public buildings including the administrative building portray less sensitiveness
to design approach that is responsive to the local climatic context. Most of the country’s
administrative building were designed to fit the patrons intend which is usually biased
towards the visual impressiveness instead of focusing more on the user comfort. Upon
the release of CamSur iconic Capitol building, it is a challenge to build a capitol building
that should represent its people and become an icon of the city.
1.2 PROJECT JUSTIFICATION

Trece Martirez City became the capital of Cavite in 1954. It also the location of Cavite
Capitol Complex and serve its people for so many years. There are a lot of changes
that is happening over the years, the province of Cavite continues to grow and develop
as a province, but the capitol complex in Trece Martirez despite the changes it
undergo, the capitol complex failed to improve its service. In Section 11 of Republic
Act no. 7160 or the local government code of 1991, it allows the transfer of the
government seat to a better site taking into consideration of the geographical centrality
availability of transport and communication facilities, development and economic
progress and other relevant consideration.

Stated in Provincial Ordinance no. 144, that the provincial capitol in Trece Martirez
City no longer conducive for the growing necessity of the people of Cavite due to traffic
and limited space brought by the development and industrialization of the area. Due
to this reason there is a need to relocate the seat of the provincial government of
Cavite to a place that will allow the construction of structures that reflect the current
stature of Cavite as one of the most progressive provinces in the country today.

1.3 REASEARCH TOPIC BACKGROUND

The researcher adheres to use architecture as part of the solution on how to improve
the service of the government in Cavite. Furthermore, eco-social design is a diverse
set of design practices that contributes to the transformation of the relation of human
and nature in order to achieve more sustainable, non-alienated, resilient and equitable
future. Through pieces of architectural information the proponent will use it as a tool
for improving social interaction and environmental enhancement in a campus design.
The approach takes advantage of the external environmental conditions to regulate
the internal environment of the buildings, matching thermal comfort conditions.Its
approach for the proposed project is Eco-social design through architectural
stimulation. Eco-social design as defined indicates a balance between ecology, land
use and all social and economic aspect of human society. It is a combination of
principles of eco architecture and social architecture to produce an innovative solution
that is conscious and promote a mutual interaction between environment and human
emotion and behaviour.

Furthermore, eco-social design is a diverse set of design practices that contributes to


the transformation of the relation of human and nature in order to achieve more
sustainable, non-alienated, resilient and equitable future. Through pieces of
architectural information the proponent will use it as a tool for improving social
interaction and environmental enhancement in an administrative buildings to achieve
an energy efficient complex. The approach takes advantage of the external
environmental conditions to regulate the internal environment of the buildings,
matching thermal comfort conditions.

1.4 ENVISION DEVELOPMENT/PROJECT PROPOSAL

An administrative building is the symbol of political power and became an icon of the
city. An administrative architecture is a building that accommodates the work of
administrators despite their levels to perform all related administrative activities, apart
from serving as a place to run the seat of the government. The building is also located
in important areas as the capital and houses the office of the government’s lawmakers.
Administrative structures involve the management and operation of the respective
systems and their leadership.

Architecture must provide spatial condition for social processes to play out. The
development aims to provide a new administrative complex that meets the necessities
of the province. The solution that also reflects the mission of the government of Cavite
for good governance that ensures effective and efficient public service and reflect the
province as a progressive and world class community.

The proposed development plan will incorporate the environment as an innovation on


space planning to increase the visibility between different department and promotes
collaborative process between different branches of provincial government..
Furthermore the development aims to use the environment for the people to be
inspired and to function better by making the building with passive cooling design,
abundant natural lighting and views of the environment which are all characteristic of
sustainable design.

The proposed project will be located at Lalaan I, Silang Cavite. It is will house the
provincial capitol building, government center building, finance building, legislative
building, general office building and others.

2. GOALS AND OBJECTIVES

The main goal is to improve the design of public buildings and spaces to enhance the
quality of built environment through design process that is not only conscious to its users
but also in its surrounding to achieve an energy efficient complex

2.1 OBJECTIVES
 To design a working environment that has a positive impact to the users and
produce a design solution that has a dialog between users and structure.
 To incorporate eco-social design to maximize the use of natural ventilation,
cooling and lighting.
 To have a design that strive for sustainability, energy efficiency buildings for
administrative buildings.
 To design a building that helps the people connect and use architecture solutions
to improve the public service
