IV. ENTRANCE BRIEFINGS:


INTRODUCTION:

The team conducted discreet SSI to the area of Barangay Celestino Villacin,
Cadiz City, Neg. Occ.as proposed venue of the ceremonial inventory/accounting
and turned-over of fire armed by the RPA-ABB to the OPAP that will on September
26, 2018 as their initial date.

The information about the existing threat is a matter of importance in


determining the measures required to adequately protect the entire vicinity of the
Barangay subject for the said activity from possible incident to be conducted by the

lawless elements and unauthorized disclosure of or access to classified matters
based on the New PNP Security Survey Policy known as KALASAG 2008.

VI. HISTORY:

Brgy. Celestino Villacin is a barangay in the city of Cadiz, in the province


of Negros Occidental. Its population as determined by the 2015 Census was 3,340.
This represented 2.16% of the total population of Cadiz it situated at approximately
10.7441, 123.2421, in the island of Negros. Elevation at these coordinates is
estimated at 914.5 meters or 3,000.3 feet above mean sea level.

VII. THREAT OF SECURITY AND PEACE AND ORDER:

a. Threats to Internal Security

CPP/NPA (CNN) is quiet threat to the peace and order situation in the City.
The enemy sightings are indicators that the CTS still exists and likewise capable of
conducting TO against undermanned police, military camps and harassment to any
vital installation in AOR.

b. Threat to Peace and Order

Barangay Celestino Villacin is conceivably mobility corridor of CPP-NPA


thru boundaries and other arm group which possibly walk through in the area.

VIII. COMMUNICATION SECURITY:


Globe telecom is the most common way of communication use by the
populace in the area.

IX. OPERATIONAL SECURITY:


1. Personnel Strength:
a. Actual Strength–thirty (30) members of RPA-ABB secure their Peace
Development Chapter (PDC).
2. Personnel Firepower:
Undermined long and short FA’s.
3. Transport and Mobility Supply:
Double tires, motorcycle and vehicles with 4x4 capability.

4. Power and Water Facilities and Supply:


Power and Water Facilities are provided in by the NONECO and Natural
Spring water.

5. Analysis of threats to Security and Peace and Order;


CPP/NPA (CNN) is quiet threat to the team who will be conducting the said
inventory because of the enemy sightings spotted adjacent to Brgy. Celistino and
said enemy sightings are indicators that the CTS still exists and likewise capable of
conducting Ambush or any means of atrocities against government troops.

Thus, Barangay Celistino Villacin is a remote Brgy. of Cadiz City that more
or less 40 kilometers away from the City proper and it will consist 2 to 3 hours
traveling period by vehicle but sometimes there are roads and overflows are not
passable during rainy seasons.

Therefore, Barangay Celistino Villacin is not an appropriate place/area for


inventory and accounting of firearms to be executed by the government side/forces
due the following reasons enumerated above.

However, Cadiz City PNP and other friendly forces in the area still willing
comply and provide security measures during the entire events.

X. RECOMMENDATIONS
1. Physical Security:
Geographically not recommended because of the terrain that
characterized/described the whole area. It is disadvantageous/injurious to the
government troops during withdrawal and even the insertion phase in the
area.
2. Personnel Security:
This office recommended/requested the full augmentation by other friendly
units that could sanitized the proposed area prior and during the entire
occasions in order to safeguard the entire activities or practically transfer the
venue amenable/favorable by both parties.
