Chief Promoter of New Delhi Heights Multi State Cooperative Group Housing Society
Limited, Unit No.G-l, Ground Floor, Plot No.5, Malik Plaza, Sector-4, Dwarka, New
Delhi-l10078 has submitted a proposal for registration under the provisions of MSCS Act,
2002. On scrutiny, followlng deficiencies have heen found in the proposa/:­

I. The objectives of the society are vast in bye-law No.5. At the time of registration, the
objectives are to be limited to certain extent since the bye-laws are amendable as the need
arises from time to time based on the requirement.

2. ID proofs of members of the State of Delhi and Haryana have not been submitted by the
society.

3. Certificate relating to Section 7(i)(b) of the MSCS Act 2002 has not been framed
properly.

4. Membership list for the State of New Delhi has not been submitted in the prescribed
format as mentioned in the MSCS Act,2002.

5. Membership list for the State or Haryana has not been submitted in the prescribed format
as mentioned in the MSCS Act2002

6. In the membership list of New Delhi, Column related to the "Profession" has not been
filled up by the Society.

7. In the membership list of Haryana, Column related to the ;'Profession" has not been filled
up by the Society.

8. In the membership Jist of New Delhi, the age of a member at Sl.No.14 has not been filled
up by the society hence, it does not indicate the eligibility of a person for admission as a
member of a multistate cooperative society.

9. In the membership list of Haryana, the age of a member at SI.No.2, 25 and SO have not
been filled up by the society hence, it does not indicate the eligibility of a person for
admission as a member of a multi state cooperative society.

10. In the Viability report submitted by the society, the area of operation mentioned by the
society is only one State i.e Delhi, whereas the Society has proposed to register itself in
the Multi State Cooperative Societies Act where the area of operation of the society shall
be two States.

II. Viability report submitted by the society is not satisfactory.

12. Bye-law no. 37(b)(xii) relates to are related to credit actIVIties, the following
documents have been made mandatory under Rule 3(g) of the MSCS Rules, 2002
for the proposed credit/ Multi-purpose society to submit along with their proposal
of registration, which are not enclosed by the Society:­
i. No Objection Cer1iticate from the RCS of the States or the UTs concerned where
the proposed area of operation or the society extends:
ii. Veritication Certiticate of the background and other credentials of the Chief
Promoter and other Promoters duly certified by the RCS of the State where the
Registered Office of the society is proposed to be located.

13. Resolution no. 2 has not been framed properly.

In view of the above deficiencies, you are hereby called upon to show cause as to why
the registration of the proposed society in the name of New Delhi Heights Multi State
Cooperative Group Housing Society Limited, Unit No.G-I, Ground Floor, Plot No.5,
Malik Plaza, Sector-4, Dwarka, New Delhi-ll0078 under the Multi-State Cooperative
Society Act, 2002 and the rules made thereunder shall not be refused. The Chief Promoter of
the society or in his absence any promoter member authorised by him is called upon to appear
before the Central Registrar of Cooperative Societies on '23 ~411 ~ at :2.30 fP.M. in
Room No. 244, Krishi Bhawan, New Delhi.

If none appears for hearing, it would be presumed that you have nothing to say in the
matter and accordingly appropriate order shall be passed, ex-parte.

This issues with the approval of Central Registrar of Cooperative Societies.
