1. Introduction

1.1. Inspection requirements

Legal requirement; There is a legal requirement to inspect, or have your racking inspected,
under the Health and Safety at Work Act 1974. The inspection also fulfils your obligations as
described by the Management of Health and Safety at Work Regulations 1999 and the
Provision and Use of Work Equipment Regulations 1998 (PUWER).

Qualified persons; Formal inspections should be carried out by someone who is suitable
qualified or experienced. Inspectors who have qualified through training have extensive
experience in storage equipment and warehouse design and have passed in depth
theoretical and practical examinations and also carry the appropriate Professional Indemnity
Insurance.

Competent persons; Members of your own staff have been trained to be competent in the
day to day identification of critical racking damage. This ensures that any immediate issues
can be safely assessed without delay and any appropriate action taken.

Should any damage occur to the racking structure there is a genuine risk that the
structure may not be able to take the loads for which it was designed.

1.2 Inspection objectives

Objective of the Inspection; To inspect and report on the damage condition of the
pallet racking in accordance with SEMA Guideline № 6 “Guide to the Conduct of
Racking and Shelving Surveys.

Our assessments are made in accordance with the SEMA Codes of Practice and Federation
Europeenne de la Manutention 10.2.04 Guidelines for the Safe use of Static Steel Racking
and Shelving.

These Codes of Practice have been incorporated into the Health and Safety Guidance
HSG76 which are the interpretations made by the Health and Safety Executive of current,
applicable, legislation e.g. PUWER.

Accordingly, we have classified our assessments as follows;

Green risk This is damage that requires monitoring but is not currently considered a
significant risk to the racking.

Amber risk This is hazardous damage which requires action and/or rectification within 28
days.

Amber risk that has not had action taken within the 28 day period should be
considered as RED and offloaded immediately.

Red risk This is very serious damage which requires immediate action i.e. immediate
offload and isolation from service.

2. Inspection

2.1. Inspection comments


• The storage equipment in the areas inspected was manufactured by Link 51 and
Dexion. With the exception of Row T, the Load notices accurately reflect the design
of the racking.

• The general racking configuration is based on wide aisle reach trucks.

• The first pallet level height is generally consistent with a number or racks including
for a small parts picking level.

• We have retained our notes on the technical specification of the racking should you
require such information in the future to check on the safety of the configuration or to
obtain replacement Load Notices.

In brief, the system is designed on a mixture of 900, 910 and 1100mm deep frames to
accommodate pallets handled on either face..

2.2. Inspection results

• Red damage: There were 2 items of serious damage observed within the racking
and 14 positions where the beam locks are missing. These should be fitted as a
matter of urgency.

• Amber damage: There was 5 instances of AMBER damage and the sheets have
been attached which identify the locations of this damage. It is a requirement of
HSG76 and the SEMA Codes of Practice that amber damage should be dealt with
within 28 days and should only be returned to use following repair.

• Green damage: There were 27 instances of GREEN damage and the appropriate
sheets have been attached to this report. This level of damage does not result in the
component being unserviceable although it requires monitoring to ensure it does not
deteriorate further with use.

• Visibility; The inspection took place from ground level with the racking partially
loaded. In some instances, the full frame was not visible due to the positioning of the
loads which prevented visibility. Wherever practical, rear beams were inspected for
damage and beam locks.

• Floor fixings; All floor fixings were present, tight and in the appropriate quantities.

• Base plates; All base plates were securely fixed to the floor.

• Beams; Please refer to the covering letter for comments about Row T.

• Bracing; There is 1 instance of a brace having been damaged in excess of the


guidelines and which requires replacement within 28 days. Bracing cannot be
repaired and should be replaced on a like-for-like basis with components from the
original manufacturer. During repair, your nominated repairer should check that the
upright bracing holes to ensure that they have not elongated.

• Housekeeping The general standard of housekeeping was excellent given the very
high levels of truck and picking movement.

2.3. Maintenance and repairs


On subsequent surveys we would normally comment on the completion of the repairs
and, additionally, assess the quality of these repairs.

When contracting out repairs, we suggest that your order states that “all repairs must
be carried out in conformity to the SEMA/FEM Codes of Practice together with the
manufacturers design installation standards”

Damaged components should only be replaced on a like–for-like basis except where


an upgraded component is approved and supported by the manufacturer.

2.4. Replacement components required


We recommend that only genuine components are to be used in the repair of
damaged racking since these are manufactured to the same standards as the original
and to be considered “fit for purpose”.

From our analysis, we have determined the following damaged components (Red
and Amber) although you should get your nominated repairer to check the actual
dimensions.

4. SEMA Guidelines for racking damage


The Storage Equipment Manufacturer’s Association has produced guidelines,
intended for users and professionals alike to keep the racking in a safe and risk free
condition. These guidelines provide the basis of assessment and can be used to
make an initial assessment on the rack’s safety.

The following pages contain the guidelines against which we have conducted the
inspection.
