TERMS OF REFERENCE

UPGRADING OF NETWORK INFRASTRUCTURE AND COMMUNICATION SYSTEM

I. RATIONALE

For the past fifteen years the PSHS-BRC network expanded from a very small workgroup
network to a full-blown multi-building Ethernet network. For several years, said facility has
continuously advanced the school’s information processing capability. However, the existing
infrastructure which lasted more than a decade was already outmoded and no longer suffice to
the current data transmission requirements and overall network operation of the school.

To respond to this, PSHS-BRC has embarked on the acquisition of a new and responsive cabling
infrastructure which will replace the old network connectivity, install new network
equipment, install outdoor and indoor close circuit television (CCTV) cameras, upgrade
PABX System and install information board system. Likewise, it is also imperative for PSHS-
BRC to renovate its existing Server Room which will house the active equipment adhering with
the new connectivity standards and best practices. This will also ensure reliability and improve
longevity of the network, all its servers and attached devices and equipment.

Hence, the project for the Network Infrastructure Upgrade from Ethernet to Fiber Optics and
Upgrading of Communication Facility for the Philippine Science High School-Bicol Region
Campus has to be carried out.

II. OBJECTIVES

The project aims to (a) Design and install fiber optic backbone cabling (b) Redesign, enhance,
and install PSHS-BRC’s cabling infrastructure specifically portions of Academic Building 1 and 2,
(c) Design and install CCTV cameras & Information Board System, (c) Design upgrade of PABX
and (d) Design and renovate the existing Server Room. The structured cabling system and
communication facility shall:

1. Provide user friendly environment with efficient, less technical support and open to
performance upgrade/future expansion and can accommodate efficiently all data
transmission service to the workstations;
2. Facilitate efficient communication;
3. Provide high-speed network connectivity to admin, academic buildings, dorms, gym,
auditorium and laboratories;
4. Upgrade PABX system to provide efficient telephone switching system;
5. Provide Indoor and Outdoor Close Circuit Television (CCTV);
6. Install Information Board System;

The Server Room renovation shall:

1. Align the PSHS-BRC server room with global standards and best practices and should
specifically address the following:

a. Perimeter Security
1. PSHS-BRC Server Room should have walls which extend from ceiling to
floor specially the exterior wall.

b. Structural Considerations
1. PSHS-BRC Server room’s equipment layout/arrangement should provide
for adequate clearance around computing racks (about 3-4 inches).
2. Door frame size should be sufficient to allow for easy introduction and
removal of equipment

c. Power
1. The server room should have sufficient dedicated circuits for all
equipment (at least 10), plus one or more additional circuits, as needed
for flexibility in the event a circuit fails.
2. All systems must be properly grounded.
3. General power shutdown feature should be installed
4. There should be an emergency lighting system to provide for life safety in
the event of a power outage
5. A transfer switch should be installed for easy switching from utility power
to back up generator power in case of power cut off.
6. The new server room should also have provisions for at least five power
outlet for future expansion.

d. Temperature Control
1. PSHS-BRC server room must have sufficient temperature control to
maintain temperatures within the operational limits defined for the
hardware located in the room (between 15 and 21 degrees Celsius).
2. The server room should have dedicated, redundant air conditioning
sufficient to maintain temperatures between 15 and 21 degrees

e. Safety
1. The server room must have some form of fire detection and suppression,
adequately maintained and routinely tested.

2. Meet PSHS-BRC’s communication facilities requirements

The engagement shall also meet the required technical training/briefing for the operations,
troubleshooting and maintenance of structured cabling on the safety rules and management
of Server Room within 120 calendar days from receipt of the Notice to Proceed, under the
duration of Project implementation.

III. QUALIFICATION REQUIREMENTS

a.) The Bidder shall be involved in System Integration and shall have at least 2 years’
experience in undertaking similar project. Must attached proof.

b.) The Contractor must have at least Certified Engineers who are currently employed in the
contractor's company trained and certified in the design and installation of cabling
System. Must attach certification.

c.) The Contractor must have Certified Technical Professional.

e.) The Contractor must have its own test equipment. Must attached proof of ownership.

Other documentary requirements to be submitted by bidder:

1. Certification of After Sales Support for the Network equipment indicating the Support,
should include on-line, telephone support, on-call, on-site and replacement if the
hardware is defective under warranty.

2. Brochures or Technical Data Sheet or equivalent document for the following


items/equipment showing compliance with the required Technical Specifications:
 LAN Switches
 Fiber Cable
 UTP Cable
 HD IP Cameras (indoor & outdoor)
 TV Set for infoboard (smart tv) ex. Hotel and signage solutions
 PABX

3. Proposed plans and design.


a. Proposed Cabling Plan for Fiber Optic Backbone Cabling
b. Proposed Structured Cabling for portions of Academic Building 1 and 2
c. Proposed Structured Cabling, Floor Plan, Electrical Layout of Server room
d. Proposed Topology and Design for CCTV and Information Board System
e. Proposed Topology and Design PABX System

4. Proposed Work Plan and Detailed Implementation Schedule for the Project covering
the whole period. Prospective Bidders are required to conduct site inspection. This is
to ensure the reliability, security and efficiency of the required services that the
contractor shall perform. Timeframe should be specified for each activity to be
done and shall include Gantt Chart Summary.

5. Documentation (for both components)


a. Final Cabling Plan as built for Fiber Optic Backbone Cabling
b. Final Cabling Plan as Built Plan with Line Diagram for Academic Building 1 and 2
c. Final Plan as built for Network/Structured Cabling/Floor Plan, Electrical Layout of
Server Room
d. Final Plan as built for CCTV and Information Board System
e. Final Topology and Design as built for PABX System

The Contractor shall complete the delivery and installation of work within One Hundred
Twenty (120) calendar days from the date of receipt of Notice to Proceed.

The completion schedule provided shall be considered extended under the following:

a. Delays caused by force majeure events;


b. In all cases, the period or number of days of extension shall be agreed upon with the
PSHS-BRC in writing;
c. Claims for time extension of the contract period due to force majeure shall be
subject to approval by the PSHS-BRC.

Force majeure includes events such as Earthquake, Flood, Typhoon, Cyclone, Revolution,
War and other cataclysmic phenomena of nature and misfortune which are beyond human
prudence and foresight.

The Contractor shall guarantee that the entire structured cabling and networks are free
from all defective workmanship and materials, and will remain so for the period of:

1) 20 Years of Product Warranty from the Cabling Manufacturer of the


Product Offered (for fiber optics) and 3 years for CAT 6 cable.
2) Minimum One (1) Year Warranty on Workmanship

PSHS-BRC shall not be responsible for lack of excess materials and equipment to be
supplied by the winning Bidder. It shall be the sole responsibility of the winning bidder to
assess and re-assess on the Materials to be supplied to the Agency and shall be PSHS-BRC’s
property.

IV. DUTIES AND RESPONSIBILITIES OF THE CONTRACTOR


A. Scope of Work and Activities
The contractor shall furnish all labor, materials, tools and equipment, and perform all
operations necessary to complete the supply, delivery, installation, testing and
commissioning of Fiber Optic Backbone Cabling, Structured Cabling (integrated voice
and data) and Network Switches and Renovation of PSHS-BRC Server Room. The
contractor must provide demonstration and training for IT Personnel for the Network
Equipment/switches, cctv operation, basic trouble shooting for the Structured Cabling for
at least five (5) days. The Contractor shall provide warranty service within the warranty
period. Provision of upgrades and patches to be installed free of charge during the
warranty period. Bidder shall be responsible for all the cost related to the warranty period
for hardware products.

A.1 Detailed Scope of Work: Structured Cabling, Indoor/Outdoor Camera, Infoboard


System and PABX.

1) Submission of Proposed Plan/Design for Fiber Optic Backbone Cabling, Structured


Cabling, CCTV System, Infoboard System and PABX.
2) Supply of labor, delivery and installation of various network equipment, cables
and components

3) Conduct of site survey and provisions of appropriate site specifications for the
supplied equipment.
4) Submission of the Bill of Materials for the project including software and
hardware and its related network architecture.
5) Provision of the in-house wiring, including the Telco lines, from the cable
entrance to the network rack where the modem, routers and switches are located.
6) Supply delivery and pulling of Category 6A UTP cable and Fiber optic cable
7) Supply, delivery and installation of CCTV posts.
8) Supply, delivery and installation of metal support for Cable Gutter, PVC conduits
and other consumables
9) Supply, delivery and installation of CCTV cameras (outdoor and indoor)
10) Supply, delivery and installation of Information Board System
11) Submission of Project Management Plan
12) Provision of Technical documentation
13) Continuity Testing
14) End to end Tagging and Labelling

A.2 Renovation of Server Room: Scope of Work and Technical Specifications

1.) Provision of Floor Plans, Electrical Plan and Working Drawings


The proponent shall submit a blue print of General Perspective that includes other
working drawings such as Floor Plan, Equipment Arrangement, Electrical
Computation design for review and evaluation if the existing electrical system will
suffice.

Existing power and cooling facilities shall be considered but contractor shall automatically
provide power and cooling requirements computation and recommend for augmentation
of existing electrical and cooling system design.

B. Pre-installation
a.) Submit Work Plan within five (5) working days upon receipt of Notice to Proceed

C. Installation
a.) Supply, deliver and install the required components as specified in the Work Plan
duly approved by PSHS-BRC and with the following Technical Specifications of this
TOR.

D. Post-Installation
a. Restore damages to property caused by excavation, installation, maintenance
and/or removal of cabling equipment and other procedures conducted by the
contractor to accomplish the project.
b. Conduct free training for IT personnel of PSHS-BRC on the basic maintenance and
operational requirements of structured cabling and the equipment.
c. Provide at least one (1) copy of the technical manual/documentation (English) in
printed hard copy and electronic (soft copy) formats. The documents include Cabling
and equipment installation, operation, configuration and testing.
d. Render support services to PSHS-BRC within the warranty period as follow:
a. Technical support will be provided through phone calls or email within
regular working hours from Monday to Friday, 8:00AM to 5:00PM
b. If the supplied equipment is found defective and need to be pulled-out,
the contractor shall provide replacement with the same or higher
specifications.
c. Rectify and or/replace any part that fail to pass any test/inspection or
make alteration necessary to meet the specification.
d. Responsible and accountable for any damage caused solely by the
Contractor or its agent to the PSHS-BRC Building as a direct result
of the installation maintenance, and removal of any cabling components
and devices.

V. DUTIES AND RESPONSIBILITIES OF PSHS-BRC

A. Assist prospective bidders during the conduct of site Survey


B. Review and approve the work plan submitted by Contractor within five (5) working
days.

C. Grant the Contractor authorized representative access to its premises and facilities
located therein to perform its obligations, provided that such representative shall be
accompanied by the duly assigned PSHS-BRC personnel.
D. Reject any unit or any part thereof that fail to pass any test and/or inspection or do not
conform to specifications.
E. Pay the Contractor in accordance with condition set in the Payment Scheme.
F. Issue a Certification of Inspection and Acceptance upon determination by the PS H S -
B R C Inspectorate Team that the delivered and installed equipment and components are
usable and in good working condition.

i. The IP-Cameras shall cover warranty on labor and on-site visit for three (3)
years
ii. O n call support shall be available 24 hours a day, 7 days a week.
iii. Warranty must include firmware updates, software patches, and driver
updates, if available, during the duration of the warranty.
iv. Installation and configurations of IP-Cameras and all parts must be free of charge
to procuring entity.
v. Provide RCA (Root Cause Analysis) after solving the problem
vi. Provide IP-cameras reconfiguration, if needed, with no extra cost to procuring
entity during warranty period.

vii. The winning bidder must provide procedures on support and problem
escalation.
viii. Winning bidder must be authorized partner of the proposed brand. Bidder
must submit certification coming from the manufacturer local office.
F. Transfer Knowledge
i. The winning bidder must provide technology transfer to IT personnel after
commissioning
G. Provide Documentation
The winning bidder must provide:
a. User and system manuals
b. Technical materials
c. Documented step-by-step procedure
d. Complete documentation of the hardware appliance, utility and other
applications
e. Inventory of all devices and serial numbers

VIII 6.
SCOPE OF WORK
The Bidder must undertake the following:
1. Supply of labor, materials and engineering services required for the project.
2. Conduct of site survey and provision of appropriate site specification s for the
supplied equipment;
3. Supply and Installation of Fiber Optics, CCTV, UTP CAT-6 cable & Smart TV;
4. Supply and Installation of information outlet, faceplates, rubber boots and patch
panel;
5. Supply and installation of IDF rack;
6. Supply and installation of PVC pipes, plastic moldings, pull boxes and fittings;
7. Submission of Bill of Materials for the project;
8. Submission of Project Management Plan;
9. Restoration of building damage due to construction, if any;
10. Termination, harnessing, testing and commissioning;
11. Provision of Technical documentation ;
12. Label the cables, faceplates, racks, panel and blocks.
13. Must submit as-built drawing showing all the locations and identifiers for the
Horizontal cable routing and terminations of outlets/connectors. Test documentation
on all cable types must be included as part of the as-built package.

14. Provide all the needed components/materials to complete the setup and
connections. PSHS-BRC shall not be responsible for the lack of any
components/materials. It shall be the sole responsibility of the winning bidder to assess
and re-assess all needed components/materials.
15. Provide Warranty Service as follows:
i. The CAT6 cables and connectors shall be guaranteed to be free from defects in
materials for Three (3) years warranty on structured cabling and one (1) year
warranty on workmanship. The warranty covers repairing or replacing any
defective parts, including onsite labor.

ii. Bidder shall be responsible for all costs related to the three (3) years for the
hardware products.
iii. Three (3) years product warranty on its entire hardware products,
including free parts and labor. The product warranty covers the components
against parts and labor coverage on cable and network peripherals.
iv. Conduct of an annual preventive maintenance during the warranty period
for all the components of the solution.
