Introduction

The Commissioners in Peru are of vital importance since they help us to maintain a much
more integrated and secure personal and social life that is why these are distributed district,
this for a better service to the community to which they are governed since these public
entities are primarily responsible for ensuring, maintaining and restoring public order and
citizen security in their jurisdiction, These bodies also provide protection, assistance and
guidance to individuals and the community, especially children, adolescents, elderly people
and women, as well as disabled people and the disadvantaged who are at risk and
vulnerable. And their involvement in the society to which we belong is more relevant
because they help to prevent, combat, investigate and report crime within the framework of
the Constitution, the Law, regulations and directives of the NPP, observing unrestricted
respect for human rights.
The work of the social worker is important because it articulates and develops prevention
programs in the area of OPC (Citizen Participation Office), being an indispensable support
in terms of the steps to be carried out and constant coordination with networks to work, are
also part of the work team of the different areas for direct contact with the vulnerable people
who come to the entity to receive helping.
The implementation of preventive programmes requires the involvement of a social work
professional, as these are responsible for interacting with social groups to work as young
children and adults, During this process activities of vital influence are developed in the
being of the person, aspect in which the social worker is fully trained.

- Atended population : Sector de Hualmay - Santa María
- Highest authority : Mayor Lindemberg Salazar, Gaston Alberto.
- Hours of service : Monday to Saturday

State institution that aims to guarantee, maintain and restore internal order, provide
protection and help people and the community, ensure compliance with laws and public
and private heritage security, prevent, investigate and combat crime; monitor and control
borders.

1.4. Main goals of the Social Work Area


The social work area aims to promote the organization and operation of prevention
programs aimed at vulnerable groups in order to strengthen social integrity.

CHAPTER II

2.1. Therapeutic Context in the Social Work Area


A. PREVENTIVE PROGRAM - CLUB OF MINORS "FRIENDS OF THE
POLICE"

OBJECTIVE:
To occupy the leisure time of children, adolescents and youth so that they do not fall
into the scourge of society (gang, drug abuse and common crime.) Increasing sports
activities to counteract the adverse phenomena affecting our children, adolescents and
youth, while participating in interdistrict, national and even international events.

FUNCTIONS:
- Organize and present the children’s club
- Coordinate with the directors and teachers in charge of classrooms in schools to
intervene.
- Coordinate with the person in charge of the Office of Citizen Participation and Social
Projection.
- Support the development of the activities programmed in the program.

ACTIVITIES:
- Educational:
Conduct of orientation and development workshops on education, self esteem,
leadership, road safety, life project, youth violence, gangs, drug use, use and abuse,
etc.).
- Sports:
Development of volleyball, football, swimming, tae Kwo do, basketball, etc.
- Recreational and cultural:
Recognition of public institutions (university and municipality).
- Control and supervision of minors:
Under the responsibility of the Office of Citizen Participation with the support of
police personnel of the Commissioner of Cruz Blanca.

POPULATION:
Aimed at all children, adolescents and young people of school age, coming from low
economic resources, integrating them into the CLUB DE MENORES FRIENDS DEL
POLICIA program. In order to make good use of your free time.

B. PREVENTIVE PROGRAM " JUVENILE PATROL "


OBJECTIVE:
Reinsert and resocialize young people who have fallen into the gang, promoting
and encouraging them to participate actively and comprehensively in sports
activities, educational workshops on the cultural good, as they become aware of
the importance of their participation in the events of good, as well as of the
formation in their personality.
FUNCTIONS:
- Consolidate the approach and diagnosis of the I.E.
- Support the intervention proper in the development of the programmed
activities.
- Support the coordination of activities in a permanent and sustained way
throughout the year, consolidating the integration of the participants.
ACTIVITIES:
- Present the project to director I.E. Strategic Alliance.
- Reflect the strategy of rapprochement with teachers and parents
- Establish police services at the opening of the school year
- Inform parents about the programme and apply for permission to integrate
their children.
- Establish groups of students according to the reality and student population
of each I.E.
- Establish under full coordination with the director the dates and routes of
trots and motivational walks.
- Development of trots and motivational walks. Evaluation of the program.

POPULATION:
This programme is aimed at all young people and children who wish to reintegrate into
society. Having belonged to some Gang or Barra brava, wanting to reform their bad decisions
and at the same time being able to help other young people who meet or belong to a Gang.
Teenagers and young people at risk.

C. PREVENTIVE PROGRAMME "SCHOOL SELF PROTECTION BRIGADES"
(BAPES)
OBJECTIVE:
Neutralize and prevent the effects of adverse social phenomena by organizing
the human and material means available for the prevention of the threat risk or
any other equivalent, as well as ensuring the physical and moral integration of
our students and immediate intervention.

FUNCTIONS:
- Integrate the organization of the BAPES
- Communicate to the educational community of the existence of the
BAPES.
- Training of the members of the BAPES.
- Cooperate in the development of artistic activities, championship,
schoolchildren and street parades.
- Support surveillance campaigns in kiosks near schools.

ACTIVITIES:
- Swearing the members of the BAPES, simultaneously with the school
police.
- Training of BAPES members on prevention and safety issues.
- Development of a surveillance service role at critical points. Start of
security service.
- Support in the central ceremony for "Day of Santa Rosa de Lima".
- Support in the walk for the "Day of Youth".
- Participation in walking on the day of NO violence against women.
- Evaluation of the program.

POPULATION:
This programme is aimed at the parents of the various educational institutions.

Conclusions

First, citizen security is to prevent, educate, adapt negative to positive behaviors for the benefit
of society and its members, This is why the programmes are targeted at socially vulnerable
groups so that they can be reformed and integrated into society positively.

Secondly, we all need to participate in the safety of our society by contributing to it in some
way as this will have an impact on the benefits of ourselves, for a safe place to live is a place
where we can develop properly as people.

Thirdly, preventive programmes allow future generations to resort to correct decisions, as they
will grow up with a different vision, working with citizens and parents.
