REMOVER, DECAL ADHESIVE

1. SCOPE:

1.1 Form: This specification covers a solvent-type remover in the form of a


liquid.

1.2 Application: Primarily for removing decal adhesive residue from painted
surfaces, metal, plastics, and interior decor of aircraft.

1.3 Safety - Hazardous Materials: While the materials, methods, applications,


and processes described or referenced in this specification may involve the
use of hazardous materials, this specification does not address the hazards
which may be involved in such use. It is the sole responsibility of the
user to ensure familiarity with the safe and proper use of any hazardous
materials and to take necessary precautionary measures to ensure the health
and safety of all personnel.

2. APPLICABLE DOCUMENTS: The following publications form a part of this


specification to the extent specified herein. The latest issue of SAE
publications shall apply. The applicable issue of other publications shall
be the issue in effect on the date of the purchase order.

3. TECHNICAL REQUIREMENTS:

3.1 Material: Shall consist of a liquid solvent or remover meeting the


requirements of 3.2.

3.1.1 The product shall not be hazardous as defined by OSHA regulation


29CFR1910.1200.

3.1.2 The concentrated product, diluted in accordance with manufacturer's


recommendations, shall produce a homogeneous solution, determined by
inverting a 100-mL graduated cylinder containing 100 mL of the diluted
product three times and visually examining for homogenity.

3.2 Properties: The remover shall conform to the following requirements; tests
shall be performed in accordance with specified test methods on the product
in concentrated form and at use dilution recommended by the manufacturer:

3.2.1 Flash Point: Shall be not lower than 60° C (140° F), determined in
accordance with ASTM D 56.

3.2.2 Sandwich Corrosion of Metallic Surfaces: Specimens of AMS 4045 and


0 AMS 4049 aluminum alloy, after test, shall show a rating not worse than 1,
determined in accordance with ASTM F 1110.

3.2.3 Low Embrittling Cadmium Plate: Panels coated with low-embrittling cadmium
0 plate shall not show a weight-change greater than 0.3 mg/cm2/per
24 hours, determined in accordance with ASTM F 1111. The coating shall
not be allowed to dry on the panels prior to rinsing.

3.2.4 Effect on Plastics: The product shall not craze, stain, or discolor
0 MIL-P-25690, Type C, acrylic plastic, determined in accordance with ASTM F
484. The product, likewise, shall not craze, stain, or discolor
MIL-P-83310 polycarbonate plastic or polysulfone plastics, determined in
accordance with test procedures specified in ASTM F 484 on specimens
stressed for 30 minutes ± 2 to an outer fiber stress of 3.0 ksi (21 MPa).

3.2.5 Effect on Painted Interior Surfaces: The product shall neither decrease
the hardness of films of polyurethane paint or other paint specified by
purchaser nor shall it produce any streaking, discoloration, or blistering
of the paint film, determined in accordance with ASTM F 502.

3.2.6 Effect on Unpainted Interior Surfaces: The product, tested in accordance


with ASTM F 485, shall neither produce streaking nor leave any stains
which require polishing to remove from AMS 4045 and AMS 4049 aluminum
alloys.

3.2.7 Storage Stability: The product, tested in accordance with ASTM F 1105,
0 shall show no evidence of precipitation, stratification, layering, or
separation, shall be restorable to its original appearance by moderate
agitation, and shall conform to all other technical requirements after the
storage stability period specified in ASTM F 1105.

3.2.8 Performance: The product, when used in accordance with manufacturer's


0 recommendations, shall remove decal adhesives from the interior surfaces
of aircraft without leaving any visible residue. Acceptance criteria
shall be as agreed upon by purchaser and vendor.

3.3 Quality: The product, as received by purchaser, shall be homogeneous,


uniform in color, and free from skins and lumps and from foreign materials
detrimental to usage of the product.

4. QUALITY ASSURANCE PROVISIONS:

4.1 Responsibility for Inspection: The vendor of the product shall supply all
0 samples for vendor's tests and shall be responsible for performing all
required tests. Purchaser reserves the right to sample and to perform any
confirmatory testing deemed necessary to ensure that the product conforms to
the requirements of this specification.

4.2 Classification of Tests: Tests for all technical requirements are


0 acceptance tests and preproduction tests and shall be performed prior to or
on the initial shipment of the product to a purchaser, on each lot, when a
change in ingredients and/or processing requires reapproval as in 4.4.2, and
when purchaser deems confirmatory testing to be required.

4.2.1 For direct U.S. Military procurement, substantiating test data and, when
requested, preproduction test material shall be submitted to the cognizant
agency as directed by the procuring activity, contracting officer, or
request for procurement.

4.3 Sampling and Testing: Sufficient remover shall be taken at random from each
0 lot to perform all required tests. The number of determinations for each
requirement shall be as specified in the applicable test procedure or, if
not specified therein, not less than two. A lot shall be all remover
produced in a single production run from the same batches of raw materials
under the same fixed conditions and presented for vendor's inspection at one
time.

4.3.1 When a statistical sampling plan has been agreed upon by purchaser and
0 vendor, sampling shall be in accordance with such plan in lieu of sampling
as in 4.3 and the report of 4.5 shall state that such plan was used.

4.4 Approval:

4.4.1 Sample remover shall be approved by purchaser before remover for


production use is supplied, unless such approval be waived by purchaser.
Results of tests on production remover shall be essentially equivalent to
those on the approved sample.

4.4.2 Vendor shall use ingredients, manufacturing procedures, and methods of


inspection on production remover which are essentially the same as those
used on the approved sample remover. If necessary to make any change in
ingredients or in manufacturing procedures, vendor shall submit for
reapproval a statement of the proposed changes in ingredients and/or
processing and, when requested, sample remover. Production remover made
by the revised procedure shall not be shipped prior to receipt of
reapproval.

4.5 Reports: The vendor of remover shall furnish with each shipment a report
showing the results of tests to determine conformance to the technical
requirements. This report shall include the purchase order number, lot
number, AMS 1320A, manufacturer's identification, and quantity.

4.5.1 A material safety data sheet conforming to AMS 2825, or equivalent, shall
0 be supplied to each purchaser prior to, or concurrent with, the report of
preproduction test results or, if preproduction testing be waived by
purchaser, concurrent with the first shipment of remover for production
use. Each request for modification of remover formulation shall be
accompanied by a revised data sheet for the proposed formulation.

4.6 Resampling and Retesting: If any sample used in the above tests fails to
meet the specified requirements, disposition of the remover may be based on
the results of testing three additional samples for each original
nonconforming sample. Failure of any retest sample to meet the specified
requirements shall be cause for rejection of the remover represented.
Results of all tests shall be reported.

5. PREPARATION FOR DELIVERY:

5.1 Packaging and Identification:

5.1.1 Remover shall be packaged in containers of a type and size agreed upon by
purchaser and vendor.

5.1.2 Each container of remover shall be legibly marked with not less than
AMS 1320A, purchase order number, manufacturer's identification, lot
number, and quantity.

5.1.3 Containers of remover shall be prepared for shipment in accordance with


0 commercial practice and in compliance with applicable rules and
regulations pertaining to the handling, packaging, and transportation of
the remover to ensure carrier acceptance and safe delivery.

5.1.4 For direct U.S. Military procurement, packaging shall be in accordance


0 with MIL-STD-2073-1, Commercial Level, unless Level A is specified in the
request for procurement.

6. ACKNOWLEDGMENT: A vendor shall mention this specification number and its


revision letter in all quotations and when acknowledging purchase orders.

7. REJECTIONS: Remover not conforming to this specification, or to


modifications authorized by purchaser, will be subject to rejection.

8. NOTES:

8.1 Marginal Indicia: The phi (0) symbol is used to indicate technical
changes from the previous issue of this specification.

8.2 For direct U.S. Military procurement, purchase documents should specify not
less than the following:

Title, number, and date of this specification


Type and size of containers desired
Quantity of remover desired
Acceptance criteria for remover performance (See 3.2.8)
Level A packaging, if required (See 5.1.4).

8.3 Remover meeting the requirements of this specification has been classified
under Federal Supply Classification (FSC) 8010.

This specification is under the jurisdiction of AMS Committee "J" (AMCM).
