1. INTRODUCTION

1.1. GENERAL
1.1.1 The Technical Procurement Specification (TPS) shall elaborate the Supplier’s
deliverables of the scopes of Supply and Services for the Condensate Pump unit.
The specification in the TPS shall form a part of the Contract between Shipbuilder
and Supplier.
1.1.2 The Supplier shall be responsible for the activities that are related to manufacture,
testing, preservation and supply. The Supplier shall identify the capabilities and
specifications of the Condensate Pump unit that will fulfil the operational
requirement of the Vessel.
1.1.3 The Vessel(s) shall have operational life span of 30 years. The design of the
Vessel(s) shall be based on the Vessel’s overall capabilities and equipped to
effectively perform the Naval Warfare duties during war and peace times.

2. DESIGN REQUIREMENT

2.1. OPERATIONAL REQUIREMENT


2.1.1 The condensate pump unit shall comply with the Standard, Rules and Regulations
as following:

2.1.2 The Vessel shall be classed to Bureau Veritas Naval Rules (BVNR) with notation
NC✠HULL✠MACH, FRIGATE, Unrestricted Navigation, AUT-QAS, AVM-DPS,
COMF.
2.1.3 The Vessel shall be designed and built without using any asbestos material, in
which all equipment and installation processes shall be certified as asbestos-free.
2.1.4 Four (4) units of condensate pump shall be supplied to serve following users (one
pump per user):
2.1.4.1 One (1) CWC 3B
2.1.4.2 One (1) Air Treatment Unit (ATU) 3B
2.1.4.3 Two (2) Air Treatment Unit (ATU) 3L
2.1.5 The condensate pump unit shall be equipped with its own tank and shall able to
contain 4L of condensate water before automatically discharge by built-in pump.
2.1.6 The pump capacity shall be minimum 8 L/min with minimum discharge head of
10m.
2.1.7 The inlet and outlet of the condensate pump unit shall be interfaced with vessel
scupper line piping with size ND25 by using flanges and gasket. The specification
of the interface as follows:

2.1.8 Supplier shall advise material used for the condensate pump unit and material
certification shall be provided to the shipyard. Polyvinyl chloride shall not be used,
except due to specific request that shall be reviewed with the shipyard.
2.1.9 The equipment envelope inclusive of maintenance area and weight for the
condensate pump unit shall be not more than 300 x 200 x 300 mm (Length, Width,
Height) and 50kg.
2.1.10 Piping shall be flanged at reasonable distances for ease of removal, survey and
maintenance.
2.1.11 Control and Monitoring
2.1.11.1 Start the pump when tank reached high level.
2.1.11.2 Stop the pump when tank reached low level.
2.1.11.3 Monitor pump operating states and default alarms.
2.1.11.4 Condensate pump unit shall be protected with IP 44 Standard or higher.

All equipment shall remain fully operational in sea states up to and
including 5 (Hs=3.25m, Tz=9.7s). The corresponding maximum
accelerations inside the Vessel are the following:

2.4. MILITARY ENVIRONMENT


2.4.1 Shock Requirement
2.4.1.1 Condensate pump unit is subjected to shock Category C (see Annex F at section
1).
2.4.1.2 Condensate pump unit is located in Region 2 (see Annex F paragraph 1.4.1.2).
2.4.1.3 The shock requirements and the related activities and deliverables to be
performed and delivered by the Supplier are defined in Annex F at section 1.
2.4.2 Noise and Vibration Requirements
2.4.2.1 The noise requirements, the related activities and deliverables to be performed
and delivered by the Supplier are defined in annex F at section 3.
2.4.2.2 To fulfil the habitability requirement, the overall acoustic power of condensate
pump shall be lower than 80 dB (A) ref 10-12.
2.4.2.3 The noise and vibration requirement, the related activities and deliverables to be
performed and delivered by the Supplier are defined in Annex F paragraph 3.
2.4.3 EMC Requirements
2.4.3.1 Condensate pump shall respect EMC 4 requirements (see Annex F paragraph
4.4).
2.4.3.2 The EMC requirements and the related activities and deliverables to be
performed and delivered by the Supplier are defined in Annex F at section 4.
2.4.4 Radar Cross Section – Not applicable.

2.5. ELECTRICAL REQUIREMENT


2.5.1 Cables
2.5.1.1 The Supplier shall use Naval type cables according to Navy Cable Standard VG
95218 Pt 60-66 halogen free electric cables for power, light power and
telecommunication. The listing of naval type cables is as per table below.

2.5.1.2 Other type of electric cables shall comply with IEC 60092-3 series as per BNS
Cable list.
2.5.1.3 Specific cables to meet the specific conditions and services for weapons and
electronic equipment shall comply with OEM requirements.
2.5.1.4 Cable and wire shall be flame-retardant and self-extinguishing in accordance
with IEC 60332-1.
2.5.1.5 Cables installed in area where high ambient temperature, oil or other harmful
liquids are present shall comply with IEC 60754-2.
2.5.1.6 Constructional requirements for cables shall be in accordance with BV NR Pt C,
Ch 2, Sec 9.

2.5.2 Motors
2.5.2.1 Motors shall be of the squirrel cage marine type, totally enclosed and fan cooled
except where a specific application requires different construction.
2.5.2.2 Motors with Class F insulation shall be provided. The motor enclosures shall be
at least IP 44.
2.5.2.3 AC motors shall be designed to withstand, without excessive noise and vibration
or damage, unloaded operation in compliance with IEC 60034.
2.5.3 Motor starters
2.5.3.1 Motor starters shall provide control for starting, stopping, reversing and speed
selection as determined from the requirements of the driven equipment and the
motors.
2.5.3.2 Protections from single phasing, high temperature, short circuit, under voltage
and overload shall be incorporated into motor and starter system.
2.5.3.3 All motors of rating exceeding 1 kW rating and all motors for essential services
shall be in compliance with BV NR Pt C, Ch 2, Sec 3, Paragraph 7.10.
2.5.3.4 Direct on-line starters shall be provided for all motors less than 7 kW.
2.5.3.5 Star-delta arrangement starters shall be provided for motors 7 kW and above up
to 20 kW.
2.5.3.6 Soft start arrangement shall be provided for motors 20 kW and above.
2.5.3.7 Soft start arrangement shall also be provided for all high load motors with
starting current exceeding 400 A.
2.5.4 Transformers
2.5.4.1 Transformers with minimum Class B insulation according to Def Stan 02-535
Sec 1.1.2 shall be provided.
2.5.4.2 Transformers shall have enclosure with a degree of IP 44.
2.5.4.3 Transformers shall be constructed to withstand, without damage, the thermal
and mechanical effects of a secondary terminal short circuit for 2 seconds, at
rated primary voltage and frequency in accordance with BV NR Part C, Ch 2,
Sec 5.

2.6. FLUID REQUIREMENT


2.6.1 Piping
2.6.1.1 The piping system must meet at least the BV NR 483 November 2011 Pt C, Ch
1, Sec 10.
2.6.1.2 Pipe connections between pumps and ship piping system shall be in accordance
with Deutsches Institut für Normung (DIN) standard.
2.6.2 Flexible hose
2.6.2.1 The use of solder or clamp collars is prohibited. The use of snap ring nuts is
allowable provided that grooves should be integrally circular.
2.6.2.2 The flexible hoses shall be marked with at least below detail:
2.6.2.2.1 Nominal diameter (ND).
2.6.2.2.2 Manufacturer name, standard used for manufacturing and date of
manufacturing (first digit: quarter, 2 last digits: year).
2.6.2.3 Supplier shall provide list of all flexible hoses with reference number of each
item, main characteristics, date of manufacturing and expiry date.
2.6.2.4 All flexible hoses shall have protection or safety measurement installed to
reduce the possibility of failure (leakage, breakage, etc.) and limiting its
consequences.
2.6.2.5 All flexible hoses are to be approved by the society for the intended service as
per BV NR 483 November 2011 Pt C, Ch 1, Sec 10, para 2.6.

3. INTERFACES

3.1. PHYSICAL INTERFACE


3.1.1 The Supplier shall provide the equipment dimension and weight, seating
arrangement for the equipment and bolting plan.

3.2. MECHANICAL INTERFACE


3.2.1 The securing method (rigid, yield straps, cable metallic or resilient mounts) for the
condensate pump shall be defined by Supplier in accordance with the shock and
acoustic requirements specified in Annex F, Military Requirement.
3.2.2 The type of mounting shall be preferably extracted from mounting catalogue
provided by shipbuilder. If the Supplier has own selection of shock mount, then the
Supplier shall furnish the evidence of qualification.
3.2.3 The mounting for condensate pump shall be delivered by the Supplier.
3.2.4 For the mechanical interfaces at fixing point’s onboard ship, (the mountings and
accessories as screws, bolts, washers, rivets and etc. are part of the scope of
supply).
3.2.5 The equipment shall conform to mechanical interfaces data submitted by Supplier
as IGD during design phase.
3.2.6 The condensate pump shall be fitted with adequate certified lifting points allowing
for safe loading onboard. Sling fasteners shall allow easy handling for on board
assembly and maintenance.

3.3. ELECTRICAL INTERFACE

4. SCOPE OF SUPPLY

4.1. HARDWARE
4.1.1 The supply shall consist of 6 ship sets of condensate pump unit and related
accessories.
4.1.2 The condensate pump unit hardware shall consist of the following (per ship set),

5. SCOPE OF SERVICES

5.1. PROJECT MANAGEMENT


5.1.1 The Supplier shall establish and maintain within its company structure a discrete
management organization (referred to as the 'Supplier's Project Management
Organization') with suitable capability and authority to perform the Contract.
5.1.2 The Supplier shall additionally undertake the following management services in
relation to the condensate pump:
5.1.2.1 Document management.
5.1.2.2 Data management.
5.1.2.3 Human resource management.
5.1.2.4 Information technology management.
5.1.2.5 Meeting management.
5.1.2.6 Tasking and planning management.
5.1.2.7 Procurement management.
5.1.2.8 Progress and reporting management.
5.1.2.9 Resource / assets management.
5.1.2.10 Review management.
5.1.2.11 Security management.
5.1.2.12 Conflict management.
5.1.2.13 Safety management.
5.1.3 The Supplier shall have an established and maintained Quality Management
System (QMS), which has been certified by a Certification Body acceptable to the
Shipbuilder as meeting the requirements of ISO 9001:2008 “Quality Management
Systems – Requirements”, or other internationally accepted equivalent standard as
agreed by the Shipbuilder.
5.1.4 The Supplier will provide project-wide management and coordination of all Supplier
and Sub-Supplier configuration management activities. This is more fully described
in Configuration Management – Annex E Project Management Plan.
5.1.5 The Supplier will deliver a test and trials management program to demonstrate that
Supplies offered for Acceptance comply with the requirements of the Contract. This
is more fully described in Annex D Inspection, Test and Trials.

5.1.6 The Supplier will implement appropriate risk management policies to identify and
manage project risks. This is more fully described in Risk Management – Annex E
Project Management Plan.
5.1.7 The supplier shall submit implementation schedule that complies to Master
Schedule as guided by Annex A.

5.2. DESIGN
5.2.1 During the design phase of the condenser pump unit, the Supplier shall assist the
Shipbuilder in providing the engineering and interface data of the condensate
pump.

5.3. FACTORY ACCEPTANCE TEST (FAT) – Not Applicable

5.4. PRE-DELIVERY INSPECTION (PDI)

5.4.1 The Supplier shall conduct Pre-Delivery Inspection (PDI) prior to the shipment of
the Condensate Pump Unit based on the approved PDI Checklist to allow
Shipbuilder to inspect the equipment compliance with the contract specifications
before delivery.

5.4.2 The PDI Checklist shall contain inspection criteria in terms of product quality,
quantity, physical attributes (dimensions, weight and colour), and other information
agreed by both parties

5.5. INSTALLATION ONBOARD

5.5.1 The Supplier shall provide the list of deliverables (Packing List) during delivery for
shipyard verification upon arrival.

5.5.2 Upon completion of installation, the Supplier shall provide to shipyard the
documentation for Equipment, Installation and Inspection (EII) to confirm readiness
of the equipment before STW.

5.5.3 The Supplier shall submit the EII report document five (5) days upon completion of
EII.

5.6. SETTING TO WORK (STW)


5.6.1 The Supplier shall provide the STW plan in order for shipyard to properly carry out
the setting to work of the condensate pump unit.
5.6.2 The Supplier shall define its own means to perform the setting to work activities
such as tools, spare parts, etc.

5.6.3 The planning of setting to work operations shall be submitted by the Supplier to the
Shipbuilder within one week (7 working days) upon notification after started the
installation.
5.6.4 The Supplier shall advise shipyard to manage in real time any incidence of the
setting to work operations.
5.6.5 The Supplier shall propose sufficient technical assistance for setting to work.
5.6.6 The Supplier shall submit STW report document five (5) days upon completion of
STW.

5.7. MAINTENANCE
5.7.1 The Supplier shall propose maintenance requirements for equipment up to
acceptance, depending on running time of equipment and assistance if required.

5.8. HARBOUR ACCEPTANCE TRIALS (HAT) – Not Applicable.

5.9. SEA ACCEPTANCE TRIALS (SAT) – Not Applicable.

5.10. OTHER SERVICES


5.10.1 Tagging and Marking of Equipment, Piping, Wiring and Cabling
5.10.1.1 General markings, equipment names, labels, warning plates, operating
instructions, organization boards, and check-off lists shall be adequately
provided in accordance with DEF STAN 02-784. In particular, all equipment fitted
onboard shall be identified by a tag indicating at least its reference ID number.
5.10.1.2 Pipe marking shall be sufficiently placed with arrows indicating the direction of
flow and the system name in black letters on white background.
5.10.1.3 All cables shall be tagged with cable number at both ends.
5.10.2 Safety
5.10.2.1 Supplier shall provide all necessary safety procedures related to fitting onboard,
setting to work, tests, trials and operational life onboard the ship.
5.10.2.2 Equipment shall fulfil relevant standard for prevention of the following risks:
5.10.2.2.1 Electrical hazards.
5.10.2.2.2 Turning and moving machines.
5.10.2.2.3 Personnel falling.

7. QUALIFICATION

7.1. GENERAL REQUIREMENT


7.1.1 The Supplier shall be responsible for the equipment qualification in accordance with
the standards stipulated or equivalent for hardware and software.
7.1.2 The Supplier shall produce compliant certification for hardware from the equipment
sub-Suppliers.
7.1.3 The Supplier shall manage the following Qualification related activities:
7.1.3.1 Verification of the system definition compliance with all the requirements
performing all the analysis, inspections, demonstrations and the tests planned
in the CRI.
7.1.3.2 Gathering and recording qualification evidences and updating the CRI.
7.1.3.3 The Supplier shall keep all evidences recorded in the CRI for inspection.

8. ACCEPTANCE

8.1. GENERAL REQUIREMENT


8.1.1 Acceptance shall be upon after completion of PHO.
8.1.2 The Supplier is responsible to provide the Acceptance Plan, Acceptance Test
Report, Equipment Configuration report and As Built assembly drawing.
8.1.3 All contractual documentations, equipment and HMI feature must be available and
operational, updated for the final acceptance.
