1 JAK NOMINATOR SPEECH FOR KENDALL CAMPBELL AWARD – AS DELIVERED

2 First, I don’t know how I could top that speech. I think Dr. Brooks nailed it like she was

3 flying for the Blue Angels. But I think it’s safe to say although I speak only from my heart; I

4 wonder rhetorically how many public servants would invest great amounts of time and political

5 capital to find a win-win instead of a us versus them solution in 2019? Precisely what Kendall

6 Campbell did in regards to the Section 106 eco-blocks. Kendall got Ebey’s NHR supporters –

7 mostly opponents of the Navy outlying field flight ops where the jets come in very loudly, practice

8 their carrier landings, take off and practice again– their viewshed of a preserve protected by

9 shrubs. OLF supporters like me who with this camera take pictures of the flight ops we wanted

10 a historical report into, quote, “The historical legacy of OLF Coupeville to the history of Whidbey

11 Island”, end quote especially as the story of Outlying Field Coupeville itself is arguably a buried

12 in the archives history.

13 Well was written by Douglas Brinkley in The Great Deluge , The Great Deluge, about

14 buried history that, “History, in the end, is homage; it’s about caring enough to set the record

15 straight even if reliving the past is painful or disappointing. Buried history leads to rank

16 defilement of the human spirit.” So if Kendall Campbell did nothing else at NAS Whidbey

17 Island, my friend Kendall helped inspire me and at times actively helped me to unearth that very

18 buried history. The Section 106 MOA report into, “The Navy’s use of OLF Coupeville and its

19 relationship to the broader historic legacy of the military in Ebey’s Reserve” will help unbury

20 that history…

21 Finally, I nominated Kendall to protect her reputation because of the exact tensions Dr.

22 Brooks spoke of moments ago. For in the final analysis, all of us who fought and continue to fight

23 for OLF Coupeville do so as we have each other, a deep sense of duty to the young men & women
1 of NAS Whidbey Island who protect us to protect them in return, and a recognition around OLF

2 there is ahead buried history to unbury and new history to create. Thank you so much for doing

3 this Dr. Brooks, it was a pleasure doing this the past few years, thank you so much.
