Specification For Design, Manufacturing, Testing and Supply of Basket Strainer
Assembly for Salt Service Water System Of TAPS.

1..0 Scope:

1.1 The specification defines the engineering requirements of the equipment specified
herein. It covers the requirements for design, fabrication, testing, transportation
to TAPS site, installation and field testing of stainless steel strainer assembly
.The vendor shall design the actual sectional details and submit proposed details
to purchaser before start of fabrication. The work done by the seller in
accordance with this specification shall include all necessary design,
development, analysis, drawing, fabrication, inspection, shop testing, packing
and safe delivery of the equipment at TAPS Site.
Approval by purchaser does not relieve the vendor of his responsibility to
produce a satisfactory design and fabricate to meet the site requirement and the
basic design conditions indicated herein.

1.2 The strainer assembly.


a) Shall preferably be a retrofitted type assembly?
b) Will be checked for fit up at vendor’s premises before transportation to
site.

1.3 The vendor shall clearly state the facilities to be provided by TAPS for carrying
out the installation.

2.0 Description:

At TAPS Seawater is used as ultimate cooling sink for plant heat loads. Salt
Service Water (SSW) System is used to deliver water for cooling. The SSW
water is filtered before Supply to TBCW and RBCW heat exchangers. The
existing strainer used for this purpose is duplex type basket strainer. Each basket
of 36″ dia. comprises of four strainers. Each strainer is made from 1/18″
perforated plate.
The present duplex basket strainer is having arrangement for on line cleaning by
isolating one half. One strainer assembly can be taken out for cleaning without
SSW outage. Simultaneous shutting of both halves of basket strainer can only be
availed by shutting down both TAPS units and stopping all the five SSW pumps
for a limited period of 24 hours. Hence basket strainer on line cleaning system by
isolation of one half shall be operable reliably at all time.

3.0 Codes and standards:

All materials specified in the specification shall be designed and fabricated in


accordance with and shall confirm to the latest addition and revision of following
codes and standards, where applicable.
3.1 American Society of Mechanical Engineers-Boiler and pressure vessel codes.
3.1.1 Section II: material specification

4.0 Design requirements

The duplex type strainer shall meet the following minimum requirements: -

4.1 The overall size shall be as per the details given in enclosed drawing.

4.2 The assembly shall provide a maintenance free filtering arrangement under the
following condition and for a design life of at least 15 years.

4.2.1 Pressure: during normal operation the selected filters will be subjected to a
pressure of 2-kg/ cm 2 g approximately. The maximum dp across the filter at
designed flow shall not exceed 0.1 kg/cm 2.

4.2.2 Temperature: The maximum expected temperature is 40 ° C.

4.2.3 Air quality: Ambient air is clean and free from pollutants. The maximum
expected relative humidity is 100 % during monsoon season. Air is saline due to
near by sea.

4.3 Flow: The expected flow is 17000 US gpm.

4.4 Media characteristic.


Media: -Sea Water
Total dissolved solids - 40,000 PPM
Suspended solids - 300 PPM
Specific gravity - 1.03
Chlorides (Cl) - 21,000 PPM
Sulphate (SO4) - 3,000 PPM
pH (determined at site) - 6.9 – 7.0
The seawater may contain pieces of thin pollythene sheets.

4.5 Seismic zone: the site falls in the zone III as per IS 1893 latest edition and
correspond to an earth quack intensity of VII as per modified mercalli intensity
scale. The equipment shall be designed for 0.1 g ground acceleration under OBE
and 0.2 g ground acceleration under SSE condition.

4.6 Screen or strainers shall be designed for maximum differential pressure across filter
and shall have good mounting arrangement in housing.

The self-cleaning type strainer is also acceptable, provided it meets the retrofitting
and design requirements. Otherwise the strainer should have online change over
and cleaning facility as available in existing duplex strainer.

5.0 Fabrication and Constructional requirement.

All welds shall be full penetration butt welds blended smoothly with adjacent
material.

All surfaces shall be free from cracks, pits and surface porosity. Welding shall be
by qualified welders as per latest ASME codes.

All welding and repair procedures shall be submitted to purchaser before start of
fabrication.

The strainers shall be designed for safe, proper and continuous operation. . In
design the attention shall be given for ease of maintenance, repair and cleaning.
Suitable corrosion allowances shall also be provided wherever necessary.

The housing body shall be designed and manufactured as per applicable codes for
pressure vessel. It shall house the filter sections and screens and shall have
flanged inlet, outlet, instrument, flushing and debries discharge opening.

An inspection hole / window may be provided with bolted covers and sight glass
to see the internals.

Vent and drain with isolation shall also be provided.

All flange connections shall be supplied with gaskets, fasteners, nuts, and counter
flanges. All flanges shall meet the ANSI -B-16.5 requirement.

Performance requirement:

The strainers shall be designed and guaranteed to meet following requirement:

The system shall perform satisfactorily under the flow and pressure conditions
specified in data sheet and shall be capable of handling various forms of debris
i.e. fish. Mussels, grass, paper pieces, PVC pieces, wood pieces etc.
During flushing operation the debris discharge flow shall be sufficiently adequate
to complete the flushing operation in a period of say three to five minutes.

6.0 Material of construction:

The suggested material of construction is given below, however; the bidder shall
be free to suggest alternate materials along with quotation and shall bring such
alternates to the attention of buyer.

Party shall submit material test (MT) certificate for physical properties and
Chemical composition for all the materials used.

All materials shall be identified by appropriate ASME, ASTM or IS designations.

The vendor shall recommend the material for parts not specifically listed here in
and shall submit such recommendation to purchaser’s approval. The complete bill
of material shall be shown on proposed general general-arrangement (GA)
drawing.

7.0 Installation:

The vendor shall submit a time schedule for installation of strainer assembly (in
case the quotation is with commissioning).

8.0 Quality assurance plan.

8.1 The vendor shall have the comprehensive Quality Assurance (QA) plan for design,
development, fabrication, and assembly of the complete unit. The QA Plan shall
identify the scope and responsibility for each agency for examination, testing
and hold point. This plan shall be submitted to purchaser for review and
approval along with the quotation.

8.2 For all the examination, process qualification, certificate and test record shall be
prepared and maintained by the vendor to provide objective evidence of the
compliance and shall be submitted to purchaser.

8.3 All tests and test procedures shall be submitted to purchasers for his approval
prior to conducting the test.

9.0 Inspection and Testing:

9.2 Dye Penetrant Test: All welds and casting machined surfaces shall be 100%
dye penetrant tested in accordance with ASTM –E-165 and NB 2576 of ASME
Sec III. All indications shall be evaluated in terms of acceptance standards.
9.3 Material Test. All materials designated as in accordance with ASME or
equivalent standards shall be subjected to all mill tests for chemical and physical
properties required by such standards. The test report or mill certificate shall be
submitted to purchaser .The test shall include chemical composition analysis and
mechanical properties tests.
9.4 All fabrication works shall be checked for conformance with the drawings and
specification approved by TAPS.

9.5 Hydrostatic Test: The body shall be subjected to hydrostatic test. The hydrostatic
pressure shall be 1.25 times the design pressure i.e. 65 psig. No leakage and no
permanent deformation is allowed. Hydro test of both the halves shall be
performed separately.
9.6 All test procedures shall be submitted to purchaser for acceptance and approval
prior to test.
9.7 The vendor may employ independent inspecting agency, qualified to certify
compliance of materials and workmanship to specifications designated.
9.8 During pre dispatch inspection, vendor shall demonstrate leak tightness of one
half when other half is pressurised to design pressure.

10.0 Packing and delivery.

10.1 After performance testing of the assembly at vendor’s shop, the vendor shall
transfer the item to TAPS site, properly packed after getting insurance and
purchaser approval. The opening shall be sealed to prevent entry of water, dirt or
other foreign materials. The seals used on the ends shall not damage faces of the
ends.

10.2 All the interior surfaces shall be cleaned prior to packing to remove all fluids,
grease, rust and other foreign materials including residue of water.

10.3 Should there be any damage noticed at the time of receipt of the item at the site,
the same will have to be corrected by the vendor at his own expenses.

10.4 Exterior surfaces shall be cleaned to remove rust, scale or slag and painted with
two coats of red oxide primer.

10.5 All small, loose pieces like bolts, O rings, gaskets etc. shall be adequately crated
or boxed for protection during shipment. Each package shall contain a complete
list of contents and shall be clearly marked in two places with corresponding
Identification Number (Purchase Order No. And Services).

10.6 Upon completion of the packing and before shipment all packing must be
approved by the Purchaser's representative.

11.0 Guarantee.:

By acceptance of Purchase Order covering the work included under these


specifications, the vendor shall guarantee that the equipment furnished shall be
entirely suitable for the service indicated, shall confirm to the requirement of all
applicable codes and regulations and shall meet safety and completely all
conditions of performance and/or performance offered by bidders.
The vendor will have to give a guarantee that the strainer assembly is designed to
meet all the requirements mentioned in this specification.
Vendors guarantee shall be for a period of not less than 12 months from the date
of commissioning or 18 months from the date of shipment whichever occurred
earlier.

12.0 Tools and special handling equipments:

The vendor shall furnish all the tools necessary such as a slings and fittings
adequate to permit handling of the assembly during installation. All special tools
required for maintenance of these equipments shall also be included in the
offered quotation.

13.0 Drawings:

Following drawing of existing strainer assembly is enclosed here. The drawings


are for reference and guidance only.

14.0 General:

The vendor should specify the time required for reassembly, testing and
installation of Basket Assembly at site and adhere to the time schedule and get
the time schedule approved from the purchaser. The vendor shall give the total
delivery period after the firm order is placed on the firm.
The vendor may visit TAPS to acquaint him self with the site conditions and
constraints and satisfy himself about the full requirements before submitting the
firm quotation.

15.0 SUBMISSION OF QUOTATION:

The bidder shall quote the equipment for the parameters specified herein
in triplicate along with the relevant literature and technical justification about the
design offered regarding suitability of the same for the application intended. The
quotation shall also consist a sample or proposed QAP along with the BOM (Bill
of Material) indicating in the GA drawing .The manufacturer shall submit with
the quotation fabrication drawing of components, foundation details, design
calculations welding and NDT procedures and test procedure for approval.
A drawing depicting the outline of the assembly indicating over all dimensions,
shipping and operating weight and the location of support is required.
All the spare parts for erection and satisfactory operation for five years shall also
be included in the quotation.
