MALIGAYA CENTRAL ELEMENTARY SCHOOL

I. INTRODUCTION

Maligaya Central Elementary School continually upholds, respects and


implements the law on the protection of every Filipino Child as stated in the DEPED
ORDER NO. 40, S. 2012 AND DEPED ORDER NO. 55, S. 2013. This
action taken by the institution aims not just to comply with the
aforementioned orders coming from the Department’s higher authority but it
is more on our social, moral and spiritual obligation.
As a response to the clamor or powerless individuals who have been
experiencing different forms of abuse, the institution took a big leap in
organizing the School Child Protection Committee or the SCPC which is
represented by the different community sectors such as; School personel,
private individuals, student organization, Parents’ Association and Barangay
Council. The committee serves as a refuge to the aggressed party and to
give them protection from further abuses and bullying.

II. Objective/s

 To protect the rights of every Filipino Child


 To provide them a safe, conducive and friendly learning
environment
 To minimize if not, dismantle the culture of aggression
and oppression inside and outside the school premises
 To find a peaceful and fair resolution on the complaints
filed in the office
 To continually inculcate the value of love, respect and
fairness among them
III. CHILD PROTECTION POLICY

The following guidelines were crafted by the School Child Protection


Committee (SCPC) members who convened during the First Committee meeting
held at Maligaya Central Elementary School last July 3, 2015, to wit:

The Pupils’ responsibilities

Pupils are deemed to:

1. All pupils are expected to obey all school rules and regulations.
2. Everyone are expected to give due respect to school officials including the
faculty and staff and to the elderly as a whole.
3. To respect their fellow pupils at all times.
4. To refrain from making trouble inside and outside the school premises.
5. Pupils are expected to avoid making absences and come to school on time.
6. Everyone is encouraged to take part in the beautification campaign of the
school.
7. To take care the school facilities and its plants by avoiding vandalism and
other form of destruction.
8. To cooperate in the maintenance of school’s cleanliness and orderliness.
9. To avoid all forms of vices such as smoking, drinking liquor and gambling.
10.No one is allowed to carry deadly weapons such as pointed and bladed
materials, metal knuckles and guns.

The Parents’ Responsibilities

The parents are expected to:

1. Send their children to school.


2. To support their children in all school dealings.
3. To help the school personnel specifically their child’s teacher in imposing
discipline.
4. To assist their children in the area of instruction.
5. To provide guidance to their children as to the proper dealing with their peers,
teachers and elderly.
6. To take full responsibility to their child’s action.
7. To ensure that their children do not possess deadly weapons in coming to
school.
8. In case that there is a complaint regarding abuse and bullying experienced by
their child, they are encourage to file the complaints to the proper authority-
the School Child Protection Committee
9. They are not allowed to directly enter the classrooms without observing
proper protocol, further they are not permitted to interrogate the erring pupil
or any individual outside the proper forum.
10.To actively participate in upholding the protection of every child.

Teachers and Administrator’s Responsibilities

Teachers and the School administrators have the following duties:


1. To ensure the safety of the pupils at all times.
2. To provide a child-friendly atmosphere in and outside the classrooms.
3. To make sure that the school facilities and plants are child-friendly, free from
danger and risks.
4. To treat all complaints filed seriously by making proper and outright actions
on it.
5. To show fairness and impartiality to all the cases filed regardless of the sex,
tribe, religion and economic status.
6. To follow correct process of investigation in the course of the case.
7. To help the SCPC in finding solution to solve the conflict peacefully.
8. To serve as pacifier in case of extreme oral arguments of both parties

Responsibilities of the School Child Protection Committee (SCPC)

The committee will serve as:


1. The mediator between the aggrieved and erring parties.
2. To take appropriate and on-time actions appertaining to the filed case.
3. To show fairness and impartiality in giving their judgment and verdict.
4. To thoroughly investigate the filed case to pinpoint the cause prior to the
incident.
5. To show professionalism at the highest level in dealing with the case.
6. To provide necessary assistance such as counseling and other related
services to help both the aggrieved and erring pupils.
7. To constantly monitor the progress of the case and also of the abused and
bullied pupil and the bullies as to how they are coping with the incident.
8. To provide peaceful resolution of the case.
9. To continuously craft rules and regulation that may help in ensuring safety
and protection of the whole school populace.

IV. Prohibited Acts

A. Discrimination - is treatment or consideration of, or making a


distinction in favor of or against, a person or thing based on the group,
class, or category to which that person or thing belongs rather than on
individual merit.
B. Bullying - is unwanted, aggressive behavior among school aged
children that involves a real or perceived power imbalance. The
behavior is repeated, or has the potential to be repeated, over time.
C. Child-Abuse - physical maltreatment or sexual molestation of a child.
D. Child Exploitation- is a type of sexual abuse in which children are
sexually exploited for money, power or status. Children or young
people may be tricked into believing they're in a loving, consensual
relationship. They might be invited to parties and given drugs and
alcohol.

V. Procedure in Handling Bullying Incidents in Schools

In all cases where a penalty is imposed on the bully or offending pupils


the following will follow on reporting mechanism.

 The pupils and the parents or guardians shall be informed


of the complaint in writing.
 The pupils shall be given the opportunity to answer the
complaint in writing with assistance of the
parents/guardians.
 The decision of the school head shall be in writing, stain
the facts and the reason for the decisions.
 The decision of the school head may be appealed to the
District Office as provide existing rules of the Department.

COMPLIANCE TO DEPED ORDER NO. 40, S. 2012 AND DEPED ORDER NO. 55, S. 2013
Dated: July 11, 2015
Pursuant to DepEd order No. 40, s. 2012 and DepEd order No. 55, s. 2013, all schools
shall adopt a child protection policy and mandated to adopt anti-bullying policies. Under
these DepEd Orders, all schools are tasked to establish a Child Protection Committee (CPC)
which will handle bullying cases.

Maligaya Central Elementary School fully recognizes the responsibilities for child
protection, through collaboration of Parents, Teachers, Barangay Officials and other
stakeholders of the community. Working cooperatively towards safe, secure, positive and
child friendly environment in which all members of the school community can work and
learn.

CHILD PROTECTION POLICY

1. All pupils should obey the rules and regulations of the school.
2. Respect the personal belongings of others and take good care of school properties and
facilities.
3. Behave properly inside and outside the classroom.
4. Be respectful and courteous to everyone at all times.
5. Be clean in person, behavior, action and in words.
6. Cooperate by keeping the classroom clean and orderly.
7. Maintain an environment where pupils feel secure, are encouraged to talk and are
listened to.
8. Ensure that pupils know whom they can approach if they have problem and worries.
9. Integration in their lesson the child protection policy, anti- bullying, the rights of the
child, Gender and Development (GAD)
10. Principal, Teachers, and Staff are responsible for protecting all pupils.
11. The Child Protection Committee are obliged to give their time to fulfill their duties and
responsibilities.
12. The Child Protection Committee ensures that the child protection procedures are
strictly followed, to make appropriate and timely referrals to the Barangay Child
Protection Committee to solve problems at the lower levels.
13. Smoking, alcoholic drinks and used of prohibited drugs are strictly prohibited inside
the school campus.
14. Saying of vulgar and bad words are also discouraged,
15. Avoid loitering to other classrooms or anywhere else during class hours.
16. Pupils especially in the higher grades shall not intimidate, harass, and bully other
pupils through words and actions.
17. Discrimination of pupils by a teacher is highly prohibited regardless of tribe and
religion.
18. Vandalism, child labor and cutting classes is not allowed.
19. Incidents of bullying must be reported immediately to the members of the Child
Protection Committee for immediate action.
20. Vendors who are not authorized by the school to sale their products are not allowed
to enter the school campus.
21. Parents are not allowed to directly enter the classrooms without the consent of the
teacher adviser.

DUTIES AND RESPONSIBILITIES OF SCHOOL HEAD, TEACHERS, PARENTS, PUPILS AND CHILD
PROTECTION COMMITTEE
I. SCHOOL HEADS RESPONSIBILITIES:
 To carry out investigation with all parties ensuring that each has equal hearing.
 If appropriate to inform parents/ guardians of all parties of incidents.
 If necessary, to bring the parties together in order to form a resolution/action
plan to end bullying, the school head will ensure that all parties have support
of a parent/guardian.
 To ensure that no child will be placed in a situation in front of external parties
without equal parent/guardian support.
II. TEACHERS RESPONSIBILITIES:
 To listen to children’s concerns and always take them seriously.
 To investigate any incidents, allowing all parties concerned to give their account
of what happened.
 To be fair in dealing with all children and judge each case on its merits.
 To take action to address the problem, using the range of strategies and
sanctions outlined in the Rules and Regulations of the school.
 To make a note of incidents considered to be of a serious nature and bring
these to the attention of the School Head.
 At classroom level, make class rules against bullying.
III. PARENTS RESPONSIBILITIES:
 Stress to the children the importance of social behavior.
 Support the schools policy by encouraging children to deal with bullying by
reporting it, and not by by becoming aggressive in return.
 Report any concerns you have regarding behavior to classroom teacher as soon
as possible.
 Try to retain the spirit of partnership in any dealings between home and school
even if you don’t agree with actions taken.
 Always act as a mediator for the benefit of our school children.
 Always remember that the school will deal with anything happen and do not
ask anybody or children in your own satisfaction. This can make the situation
more worst and can cause more problem.
IV. PUPILS REPONSIBILITIES:
 Report any incidents of bullying to your class adviser or any school staff as soon
as possible.
 Be considerate and supportive to the needs of others, report any suspected
incidents on behalf of children.
 Never try to solve a problem by yourself or others through aggressive means.
Don’t try to out-bull the bully! Always seek adult help.
