1 GENERAL
1.1 SCOPE
This document defines the requirements for the painting and coating of above
ground & buried piping and accessories, steel structures/ equipment, and
miscellaneous steel items for Project name.
The painting and coating as mentioned above shall adhere strictly to the mandatory
Client Standards as well as applicable Industry Codes and Standards. These
specifications shall take precedence over the relevant International Codes.

3 PROJECT DESCRIPTION & SCOPE OF WORK


CLIENT is installing gas compression facilities at Haradh & Hawiyah Saudi Arabia
under the Southern Area Energy Efficiency Program comprised of BI-10-01996 (Field
Gas Compression-Haradh) and BI-10-02029 (Field Gas Compression-Hawiyah).
The purpose of the gas compression facilities is to increase production by reducing
the wellheads backpressure from above 600 psig to about 300 psig. The Haradh field
wellheads pressure of 300 psig will be boosted to the inlet design feed pressure of
the Haradh Gas Plant (HDGP) at 500 psig and to Hawiyah Gas Plant (HGP) at 575 psig
in both summer and winter cases, by installing gas compression facilities and the
required piping to the existing gas gathering network.
Nine new Gas Compression Plants (GCPs), along with seven Liquid Separation Stations
(LSS’s) and other supporting infrastructure/facilities will be installed and executed
simultaneously under multiple contracts in the Haradh and Hawiyah Field, as part of
the Field Gas Compression Projects.

4 QUALITY REQUIREMENTS
Surface preparation and coating shall be in accordance with the SAES-H series
standards, related 09-SAMSS series specification and project specification. The work
shall result in properly coated surfaces free from pinholes, voids, skips, runs, sags, thin
spots, dirt and abrasive inclusions, and other evidence of poor workmanship. Every
effort shall be exercised to prevent damage to the coated surfaces during handling and
shipping.

5 SURFACES TO BE COATED
The following surfaces shall be prepared and coated in accordance with the applicable
SAES-H series standards. The following list indicates typical items and is not intended
to be all inclusive. Surface not listed below shall be prepared and coated with the
applicable SAES-H series standard.
 Aboveground items including: Pipe; Flanges & Fittings; Valves; Valve Actuators;
Vent Valves; Saddles & Wear Pads; Scraper Trap; Pipe, Flanges, Fittings, Valves,
Girth Weld (J/O Bypass)
 Buried items which includes Pipes; Flanged & Fittings; Valves; Valve Extensions;
Flange Joints & Stud Bolts W/ Nuts; Stainless Steel Pipes; Girth Welds (Tie-In and
Non Tie-In); Transition from Buried to Above Ground; and Road Crossings Pipes
(Asphalt, Marl & Rail Roads).

 Structures which include Stairs, Platforms, Steel Pipe Supports, Scraper Handling
Unit and Jib Crane.
 Miscellaneous items which include guard rails/posts, scraper passage indicator
enclosure, aboveground concrete surfaces, buried concrete surfaces, instrument
and junction box stands, pipe anchor flange/sleeve in anchor block, fire hose
cabinets and firewater monitors.
 All transition areas (buried to above ground pipe sections) shall be protected
with the buried service coating and supplemented with an approved protective
laminate/wrapping system. This system shall start at least 1m below ground and
extend above ground as follows:
a) For sharp angles (46 to 90 degrees), the laminate coating shall extend at
least 1 m above ground.
b) For shallow angles (45 degrees or less), the laminate coating shall extend at
least 8 m above ground. If a support on an existing pipe is encountered at a
distance less than 8 m along the pipe, and it cannot be removed, the
laminate coating shall terminate at the support. In-active sand control,
pipeline coating may stop at the first weld, provided that the pipe is 3-pipe
diameter above the grade level where the plant coating will take over.

6 SURFACES NOT TO BE COATED


The following surfaces shall not be coated unless otherwise instructed by this
specification or the technical specification for the particular item to be coated.
 Galvanized stair treads, grating and cladding
 Nameplates or identification tags of any kind
 Valve stems or other machined contact surfaces
 Contact surfaces of structural steel members to be joined with friction type
connections using high strength bolts. (Note – these surfaces shall be blast
cleaned and inorganic zinc primed only, in accordance with APCS-17A/B. No
other paint is permitted)
 Metallized surfaces
 Plastics, rubber, transited or wood

7 PROTECTION OF SURFACE
TEMPORARY COVERINGS
All surfaces that are not to be coated shall be protected from damage or coating by
adequate temporary coverings during all operations of surface preparation and
coating application.
Surfaces to be protected include such items as following:
 Surfaces that are not to be painted (as list in Section 6 of this specification).
 Previously painted surfaces.
 Roadway markings.

8 COATING SYSTEMS AND MATERIALS


The coating systems described in the following tables and in SAES-H-101 shall be used
on this project. Only coating materials that have been approved by Client shall be used.
Approved products shall be used for all coating performed in Saudi Arabia and every
effort shall be made to use these same approved products on items coated outside of
Saudi Arabia. Alternatives to these already approved products may be used on items
coated outside Saudi Arabia subject to prior review and approval. When requesting
permission to use alternate materials, a detailed description of the proposed coating
system shall be submitted to Client Responsible Standardization Agency representative
(RSA) including:
 The reason approved materials cannot be used.
 Product technical data sheets and application instructions for coating products
being proposed.
 Degree of surface preparation, profile range, number and sequence of coats, dry
film thickness range of each coat, total dry film thickness range of the completed
system.
 Material Safety Data Sheets (MSDS) including those of the solvents and thinners.
Alternative coating system that are comparable to the specified system or can be shown
to be suitable for intended service of the equipment may be accepted if they can be
maintained with Client’s standard coating systems.
All coating materials shall be in the manufacturer’s original unopened containers
bearing the manufacturer’s name, RAL number, batch number, date of manufacture
and shelf life. Material that has exceeded its shelf life, in containers that have been
damaged to the point that they have leaked or the lid seal has been broken, shall not
be used. All paints used in one coating system, shall be from the same manufacturer.
Substitution or intermixing of coating products from different manufacturers is not
permitted.
Coatings and thinners shall be stored in well-ventilated buildings at storage
temperatures as recommended by manufacturer’s data sheet. They may be covered
with tarpaulins or equivalent for a maximum of fourteen (14) days at the application
site. Temperature sensitive and self-polymerization coating material must be stored in
air conditioned area to maintain temperature as per manufacturer’s recommendation
as per SAES-H-001. The date and manufacture shall be clearly marked on each
container.
The flanges on prefabricated spools externally coated with APCS-104 shall be pre-
heated to remove any temperature differential with the pipe prior to coating.

3. Coating of Structural Steel & Supports, Scraper Handling Unit, Jib Crane, and other
miscellaneous steel items shall varies according to atmospheric condition as clarified in SA
response (TR-01996-006-00024/19-SAI) to Contractor TQ (SGCP-CV-Q-0114).

10 SURFACE PREPARATION
GENERAL
10.1.1 The type of abrasive to be used shall be determined by the degree of
cleanliness and surface profile requirements. Silica sand as abrasive
material is prohibited in Client.
10.1.2 When required, solvent cleaning shall be carried out in accordance with
SSPC-SP1. Do not use kerosene, diesel or other degreasers that leave an oily
film unless the surface is subsequently cleaned with a non-greasy solvent or
cleaner.
10.1.3 The reference standards for abrasive blasting shall be SIS 05-59-00 and SSPC
Vis 1.
10.1.4 The reference standard for profile measurement shall be the Clemtex
Anchor Pattern Standards. This does not preclude the use of other
techniques providing they agree with the reference standard.
10.1.5 Compressed air supply equipment, hoses and fittings shall be free of oil,
moisture and contamination. The inspector shall check and approve the air
quality at the start and mid-point of each 8-hour period. This shall be
conducted and determined as follows:
Attach a piece of blotter paper to a clip board, then hold it approximately
45 – 60 cm in front of the blast nozzle during air flow only, with a nozzle
pressure of 388 kPa (50 psig) for approximately one minute. The satisfactory
results shall be no water or oil contamination on the blotter paper, and
therefore operation is allowed to start or continue. In case of unsatisfactory
results, i.e., contaminants are evident the equipment deficiencies shall be
corrected and air stream shall be tested.
The blast system shall be operated for at least 5 minutes under actual field
conditions at the specified pressures prior to making the blotter test. A
properly sized dehumidifier can be connected downstream of the
compressor during periods of high relative humidity to improve moisture
removal from the air stream.
10.1.6 The operational remote control valve (Dead-man) shall be securely attached
to the nozzle. Minimum nozzle pressure acceptable for blasting steel shall
be 620 kPa (90 psig) measured at the nozzle side.
10.1.7 High intensity floodlight or spotlights shall be installed in vessels for
inspection purposes.
10.1.8 Sufficient dust suction blowers (exhaust fans) shall be fitted adequately to
remove dust and fine blasting debris during the blasting operation.

ABRASIVE MATERIALS
10.2.1 Abrasive shall be kept dry and clean. Regardless of the type of abrasive, the
sulfate content shall be less than 50 PPM, the chloride content shall be less
than 50 PPM, and calcium carbonate shall be 1.0% by weight.
10.2.2 The use of reclaimed slag abrasives is prohibited. The use of reclaimed
garnet is permitted for pre-blasting work provided it meets the
requirements of paragraph 10.2.1.
10.2.3 The use of sand as a blasting abrasive is prohibited.
10.2.4 For spot removal of existing coating for inspection purposes, use other non-
silica abrasive such as garnet, grit and slag. The affected areas shall be re-
blasted with suitable abrasive prior to re-coating. Approved blasting
abrasive shall be used.
The approved coal slag abrasives are:
- Eurogrit (from Eurogrit)
- Indogrit (from KMC Corp.)
- Asilikos (from Asikos Strahlmittel GmbH)
- Straalgrit (from De Kleijn B.V.)
The approved garnet abrasives are:
- GMA Garnet (from Garnet International Resources)
- Bengal Bay (from Western Garnet International / Transworld)

REQUIREMENTS BEFORE ABRASIVE BLASTING


10.3.1 The substrate shall not contain oil, grease or lubricant.
10.3.2 Prior to blasting, rough welds and sharp edges shall be ground to a minimum
radius not less than 3 mm to ensure proper coating application.
10.3.3 Abrasive blasting shall be carried out only when the steel surface is at least
3°C above the dew point.
10.3.4 After blasting, test the substrate for the chloride content. Residual chloride
shall not exceed 40 mg/m². Wash down the surface with sweet water to
remove chloride contamination. Chloride test shall follow the water wash
down until the correct value is achieved.
10.3.5 Cover all coated areas near to the defective area before commence repair
or patching up. Use heavy duty textile or fabric adhesive tape.
CLEANING THE SUBSTRATE AFTER ABRASIVE BLASTING
10.4.1 Spent abrasive shall be removed from the cleaned surfaces by dry brushing
or blowing down with clean, dry compressed air. Internal surfaces shall be
dry brushed and vacuum cleaned.

10.4.2 Cleaned surfaces shall be primed or coated before the surface condition
degrades below the specified cleanliness level requirement.
10.4.3 Abrasive blast cleaned surfaces shall be re-inspected prior to priming or
coating if the surfaces are held for more than 4 hours after blasting.
Correction shall be done and retested before coating application.

11 COATING APPLICATION
COATING PREPARATION
11.1.1 Coatings, which have gelled, shall not be used.
11.1.2 Coating skins shall be cut and removed before application on recently
opened and partially used containers. If any skinning is found on previously
unopened coating, the cans should be set aside and not used unless
authorization to the contrary is given by the RUS.
Prior to application, all coating shall be thoroughly mixed until it is
homogeneous. For quantities over 5L, a power stirrer shall be used.
Exception:
For thick catalyzed coatings with filler, splash zone compounds and all
thixotropic coatings, a power mixer shall be used regardless of the
quantity. If sludge has formed in the bottom of the coating container,
stirring to mix shall be continued until the coating is fully homogeneous
mix. If sludge cannot be dispersed, the coating shall not be used.
11.1.3 If thinning is required, the thinner type and quantity to be added shall be
as given in the Client Data Sheet (provided in SAES-H-101V). Two-pack
coatings and all coatings in quantities over 5L shall be mixed with a power
stirrer/mixer during adding the thinner. Thinner shall be added only when
the coating is homogeneously mixed.
11.1.4 All coating materials for each coating system shall be supplied by the same
Manufacturer unless otherwise approved by Consulting Services Department.
The Manufacturer shall also either supply the thinner or approve the thinner
being used with his products.
11.1.5 Partial mixing in a two-component and multi-component coatings is
prohibited.
11.1.6 Coating materials used at the start of work or project should not be replaced
with coating materials from another manufacturer except on the following
conditions:
Exceptions:
a) Technical/quality issues on the existing coating product;
b) Insufficient inventory of existing material; or
c) Existing product is delaying the project completion schedule

COATING APPLICATION
11.2.1 Coating shall not be applied if one or more of the following conditions exist
unless the coating is specifically formulated for the averted condition:
a) The substrate temperature is less than 10°C or more than the temperature
limit given in the applicable Client Data Sheet.
b) The substrate contains oil, grease, dirt, loose coating, loose rust, or other
surface contaminants.
c) The substrate temperature is less than 3°C (5°F) above the dew point.
d) Adverse weather conditions exist such as, but not restricted to, the
following:
1) Wind is strong enough to blow sand, salt spray, or other foreign matter
onto the surface being coated.
2) Wind is strong enough to cause dry spray or to otherwise seriously disturb
the spray pattern when application is by spray gun.
11.2.2 In multi-coat applications, primer, intermediate coat, and topcoats shall be
of contrasting colors and from the same coating manufacturer.
11.2.3 All weld lines, edges, bolts, nuts and rivets shall be given a brush applied
stripe coat prior to all coating applications. Special attention shall be given
to structures and equipment in offshore and immersion services. When
inorganic zinc is used stripe coating should be applied after the first coating.
11.2.4 When using inorganic zinc primer, the Contractor shall check for surface
zinc oxide formation immediately prior to applying an epoxy topcoat. Any
oxide formation shall be removed by high pressure cleaning using sweet
water (with maximum chloride contents of 50 PPM and maximum TDS of 500
PPM), or by sweet water hosing followed by scrubbing with stiff brushes to
remove zinc salts. The surface shall be allowed to dry thoroughly prior to
applying the topcoat. To avoid pinholes and bubbles occurring in the
intermediate coat of epoxy, a mist-coat thinned 10-20% should first be
applied to the inorganic zinc primer.
11.2.5 Recoating intervals shall be as given in the Client Data Sheet. (See definition
in SAES-H-101V). In stringent application conditions, the latest Materials
Technical Data Sheet of the manufacturer shall be used as a supporting
document to the Client Data Sheet given in SAES-H-101.
11.2.6 The finished coating film shall have the following characteristics:
a) The dry film thickness shall be within the minimum and maximum limits
allowed in the applicable APCS. Dry film thickness shall be checked in
accordance with SSPC-PA 2.
b) Generally free of application related defects such as runs, sags, drips, dry
spray or foreign matter.
c) Uniform in appearance.
11.2.7 In case of brush application, the maximum brush size used shall be 125 mm.

11.2.8 Coatings to be sprayed shall be filtered through a 30 to 60-mesh screen prior


to use and shall be continuously agitated with a low-speed stirrer during
application.
11.2.9 All onshore buried coated pipes shall be 100% holiday free and all holidays
shall be repaired prior to burial. If the pipe is bent, it should be holiday
tested again to determine any damage to the coating during bending.

12 INSPECTION AND TESTING (per SAES-H-001)


QUALITY CONTROL EQUIPMENT
The coating contractor shall have the quality control equipment listed in (Attachment
A) on site for the inspection of surface preparation and coatings application.
QUALITY CONTROL RECORDS
12.2.1 Quality Control Equipment Check Sheet (Attachment B)
This form shall be completed by the contractor prior to job start-up. It shall
be completed and signed by the coating contractor supervisor and then
signed by the Client Inspector. No work shall be allowed until this form is
completed.
12.2.2 Daily Job Log
The coating contractor supervisor shall fill out a log, on a daily basis,
recording all problem areas, delays, non-compliances, and corrective
actions taken for Client inspector witnessing and surveillance.
12.2.3 In-process Inspection Sheet (Attachment C)
This form shall be completed and signed every work-day by the contractor
supervisor. The Client inspector shall initial each item marked with an
asterisk before work is allowed to begin on subsequent items.
12.2.4 Coatings and Equipment Log (Attachment D)
This form shall be completed and signed by the coating contractor supervisor
and verified and signed by the Client inspector.
12.2.5 Final Acceptance Report
The final acceptance report shall include the 4 quality control documents
described above.
12.2.6 Non Conformance Report
The non-conformance report shall be issued by the Contractor whenever any
defect is resulted by coating materials deficiencies or/and application
malfunctioning. Remedial action and method of repair shall be defined and
agreed. The Client inspector shall ensure that report copies have been
routinely circulated and remedial actions have been implemented correctly.

ADDITIONAL INSPECTION REQUIREMENTS APPLICABLE TO PURCHASE ORDERS


Client Form 175-091900 applies whenever this Standard is referenced in a Purchase
Order. The same form is issued by the contractor when items like vessels, piping,
pipeline and associated appurtenances & fittings are shop-coated.

13 FIELD-ERECTED EQUIPMENT
Where the Contractor is responsible for field-erection of equipment, including coating
that equipment, his responsibility includes field touch-up of all bare and damaged
areas. These areas include field-welded seams, abraded areas resulting from removal
of temporary erection braces, shipping and handling damage, erection damage, and all
other areas that do not satisfy the requirements of this specification. The repaired areas
shall receive surface preparation and coating equal to the original coating.

14 FIELD REPAIR OF COATED SURFACES


Except as described above, the field coating contractor shall repair all damaged areas
and field weld connection areas of shop coated surfaces with the same coating system
used in the initial coating. Substitution of an organic zinc primer for inorganic zinc is
permitted for field repairs when the operating temperature of the equipment is
sufficiently low. No substitution of the required top coats is permitted. The repaired
areas shall have the same corrosion resistance as the original coating.

15 GALVANIZING
All steel surfaces specified to be hot dip galvanized shall be chemical cleaned before
galvanizing. Welded areas shall be blast-cleaned in accordance with Sa 2 or SSPC-SP6,
Commercial Blast Cleaning, prior to chemical cleaning. After cleaning, the steel
surfaces shall be hot-dip galvanized in accordance with ASTM Specifications A123 and
A385. Galvanizing shall be done after completion of all cutting, drilling, forming,
punching, and welding operations performed in the shop, but before any assembly by
bolting. Warped or twisted shapes resulting from the galvanizing process are not
acceptable and shall be straightened prior to shipment.
High-strength bolts, nuts, and washers conforming to ASTM A325 shall be mechanically
galvanized in accordance with Class 50 of ASTM B695. A307 bolts, nuts and washers shall
be galvanized as A325 bolts or they may be hot-dip galvanized in accordance with ASTM
specification A153. Galvanizing shall be done after threads have been rolled or cut, and
all nuts shall be retapped after the coating process is complete. These requirements
for galvanizing do not apply to pressure bolting.

16 REPAIR OF GALVANIZED SURFACES


Welds, cuts, abrasions, or other damaged areas of galvanized surfaces shall be repaired
prior to shipping using a zinc-based solder galvanizing compound, flame-spray
galvanizing. Aerosol sprayed cold galvanizing compounds are not permitted. Surface
preparation and application shall be in accordance with the manufacturer’s

recommendation and Annex A1 of ASTM A780, Standard Practice for Repair of Damaged
Hot Dip Galvanized Coatings.
Field repair of damaged galvanizing shall be performed using liquid applied coatings in
accordance with 12-SAMSS-007 para 5.2.6, para 5.3 and this specification.

17 COATING SCHEDULE
The Coating Schedule, Appendix A of this specification, defines the criteria to be used
in selecting the proper coating system for particular items. The Coating Schedule
divides items requiring coating into five (5) broad categories. Typical examples of the
items included in each of these broad categories are given. These examples are not to
be considered in all inclusive. The Coating Schedule further subdivides each of these
broad categories by the item’s intended service and operating temperature. For a
particular item, under a particular set of service conditions, the Coating Schedule
defines the APCS to be used.
The APCS are detailed in Section 8.0 of this specification. A description sheet is included
for each APCS referred to in the Coating Schedule. These description sheets define the
surface preparation, number of coats, sequence of coats, dry film thicknesses, and
approved coating products.
The APCS detailed in Section 8.0 are indicated in Appendix A as prescribed by SAES-H-
001, SAES-H-002 and SAES-H-003 by letters number, e.g. APCS-10.

18 PARTICULAR QUALITY REQUIREMENTS


Within 30 days from confirmation of the order the Supplier of all items shall issue a
painting procedure describing all coating treatments and painting that are to be applied
at the shop by the Supplier and his Sub-Vendors and/or at Site by Contractor
This painting procedure will be submitted for approval and shall obtain the Contractor
written authorization.
The Contractor review does not relieve in any contractor’s or supplier obligations under
the contracts or purchase order.
