2 Overview
2.1 Introduction
Compact BTSs are also known as BTS3900E base stations.
Compact BTSs apply to special application scenarios, such as in rural areas. In a rural area,
the network architecture is simple, and the BTS is at an isolated site or has few neighboring
cells. The area where the BTS is located often has inconvenient transportation, insufficient
power facilities, expensive transmission resources, and inadequate experienced maintenance
personnel. Therefore, maintenance costs are high. If a compact BTS has functions such as
automatic frequency configuration, planning and optimization, and automatic neighboring cell
planning and optimization, the maintenance costs can be decreased. The Easy GSM feature
provides all these functions to implement the automatic deployment of GSM networks.
NOTE
l Device data refers to data configurations related to hardware, such as board configurations and
parameter configurations related to boards.
l Service data refers to data configurations related to services. In this document, service data
refers to frequency data.
Automatic frequency planning for compact BTSs generally applies to discontinuous
coverage areas, where the cells have no neighboring cells.
Before using automatic frequency planning for compact BTSs, operators must pre-
configure data on the homing BSC of a BTS. Most configuration data, including device
data and service data but excluding frequency data, can be automatically generated
according to the data configuration template on the LMT. The data that is not pre-
configured can be automatically configured during the automatic frequency planning for
compact BTSs.
NOTE
Operators must manually pre-configure transmission-related data, such as the IP address and
electronic serial number (ESN) of the BTS.
After the data pre-configuration is complete, operators initiate BTS initialization and
reset the BTS to trigger automatic frequency planning for compact BTSs. The system
then scans the radio environment of the live network, automatically configures cell
parameters, and starts operating.
l Automatic frequency optimization for compact BTSs
During the operation of a BTS, its surrounding radio environment may change, and
therefore the automatically configured frequency data cannot provide desired services. In
this case, the BTS automatically performs frequency adjustment and optimization under
the control of the BSC and U2000. This process is referred to as automatic frequency
optimization for compact BTSs. During the process, the system collects statistics on
radio signal quality in real time. Upon detecting that the radio signal quality deteriorates
to a value smaller than the preset threshold, the system automatically adjusts the
frequency allocation to improve the radio signal quality of the BTS.
l Automatic coverage and capacity planning for compact BTSs
When a compact BTS is used, traffic volume is not high and a single carrier can process
the traffic. After the continued operation of the BTS, the traffic model and the traffic
volume change. The BTS has to adjust the transmit power and the number of frequencies
to balance coverage and capacity. With this function, the BTS can collect statistics on its
traffic volume in real time. The BTS then automatically determines whether to add
carriers to balance capacity and coverage based on the traffic volume and the parameter
configurations. If traffic surge occurs, implement handovers between full-rate traffic
channels (TCHFs) and half-rate traffic channels (TCHHs) and dynamic channel
conversion. For details, see Handover Feature Parameter Description and Dynamic
Channel Conversion Feature Parameter Description.
l Automatic neighboring cell planning and optimization for compact BTSs
– Automatic neighboring cell planning scans downlink frequencies to obtain
information about neighboring cells. The neighboring cells then work as the initial
neighboring cells for a compact BTS.
– Automatic neighboring cell optimization identifies redundant or missing
neighboring cells by analyzing measurement reports (MRs).
After the initial planning of a compact BTS is complete, the neighbor cell relationships
may vary, some neighboring cells may be redundant or missing. As a result, handover
failures or call drops occur on the cell edge. The BTS will then be out of service if the
automatic neighboring cell planning is started again. Automatic neighboring cell
optimization, however, can adjust the neighbor cell relationships without causing the
BTS to become out of service. In addition, automatic neighboring cell optimization does
not need manual intervention, reducing the Operation and Maintenance (O&M)
investment.
Automatic neighboring cell planning and automatic neighboring cell optimization
functions enable the BTS to maintain a proper neighbor cell relationship. In addition,
these functions automatically improve network performance, increase the handover
success rate, reduce the call drop rate, facilitate the configuration of neighboring cells,
and improve the O&M efficiency.
l Compact BTS timing power-off
A user can configure the power-off and power-on time of a compact BTS at the BSC. If
there is no traffic or the traffic is light in the coverage area of the compact BTS in a
specific period, the compact BTS can be automatically powered off or powered on under
the control of a solar controller. Therefore, the power consumption of the compact BTS
decreases, the configuration of a solar board is not required, and the construction cost
decreases.
l Local user management
A compact BTS can be used to launch a new business mode. A telecom operator
contracts out the compact BTS deployed in a remote rural area to an entrepreneur. The
entrepreneur then performs local user management.

3.1 Overview
This section describes the GBFD-510701 Compact BTS Automatic Configuration and
Planning feature.
A BTS scans the frequencies supported by the telecom operator based on its frequency band
capability. The U2000 then evaluates the interference on each frequency according to the
ranking of the uplink and downlink receive levels. At the same time, the U2000 takes into
account the interference between neighboring BTSs and selects a frequency with the
minimum interference for the BTS to use.
When neighboring BTSs perform automatic frequency planning for compact BTSs, they may
simultaneously contend for the same frequency. To prevent this, the U2000 implements a
mechanism which initializes in succession all the BTSs controlled by the same BSC and their
neighboring BTSs.
A BSC supports paralleled automatic configuration and planning for 128 compact BTSs while
the U2000 supports paralleled automatic configuration and planning for 512 compact BTSs.
3.2 Algorithm
After a BTS scans uplink and downlink frequencies, it reports the uplink and downlink
receive levels of the scanned frequencies to the BSC and U2000. The information then serves
as the input for automatic frequency planning for compact BTSs. Figure 3-1 shows the
procedure for the automatic frequency planning algorithm for compact BTSs.

1. The system obtains the uplink and downlink receive levels by adding the adjacent-
channel interference to the uplink and downlink receive levels reported by the BTS. This
is done to prevent neighboring BTSs from selecting adjacent frequencies.
2. The system calculates the interference strength of each frequency based on the obtained
uplink and downlink receive levels and then ranks the interference strength by priority.
3. The system selects the frequency with the lowest interference priority from the available
frequency set as the BCCH frequency, and selects the frequency that has the lowest
interference priority and is not adjacent to the BCCH frequency as the TCH frequency.
3.3 Procedure
Enable automatic frequency planning for compact BTSs by setting the CFGMODE
(BSC6900, BSC6910) parameter to AUTO(AUTOPLAN) and FQBSICSWITCH
(BSC6900, BSC6910) to ON(ON).

4.1 Overview
When a BTS operates properly, the U2000 periodically monitors the frequencies based on the
MRs from MSs and the measurement results about the uplink interference band reported by
the BTS. The U2000 then compares the data obtained from frequency monitoring with the
interference proportion threshold to determine whether frequencies should be replaced. If a
frequency needs to be replaced, automatic frequency optimization for compact BTSs is
performed to select a new frequency based on the most recent ranking of interference
priorities. The new frequency must meet the following conditions:
l It has the lowest interference among all the available frequencies.
l It is not adjacent to other frequencies in the cell.
l It is supported by the BTS hardware.
4.2 Algorithm
Enable automatic frequency optimization for compact BTSs by setting the
FQBSICOPTSWITCH (BSC6900, BSC6910) parameter to ON(ON) on the BSC side and
selecting the frequency optimization algorithm on the U2000.
Figure 4-1 shows the procedure for the automatic frequency optimization algorithm for
compact BTSs.

quality are measured, the system determines whether interference occurs on the
downlink channels of the frequency.
The downlink interference measurement result can be quantified as a specific value,
which serves as the basis for determining the interference strength on the downlink.

5.1 Overview
This section describes the GBFD-510702 Compact BTS Automatic Capacity Planning
feature.
Automatic capacity and coverage planning for compact BTSs applies to simple network
architectures. The BTS is initially configured with a single frequency. As the traffic volume
increases, the system may activate another frequency by performing automatic capacity and
coverage planning for compact BTSs. The system then distributes transmit power between the
two frequencies.
During automatic capacity and coverage planning for compact BTSs, the system monitors the
traffic volume in real time. If the traffic volume reaches the value of the Start Double-
Carrier Load Threshold parameter, adjustment is performed to increase the traffic capacity.
Currently, automatic capacity and coverage planning for compact BTSs applies only to one or
two frequencies.
5.2 Algorithm
Enable automatic capacity and coverage planning for compact BTSs by setting
CAPCOVEROPTSWITCH (BSC6900, BSC6910) to ON(ON) on the BSC side and selecting
the Coverage optimization algorithm check box on the U2000.
Figure 5-1 shows the procedure for the automatic capacity and coverage planning algorithm
of Compact BTS.

When automatic capacity and coverage planning for compact BTSs is enabled, the U2000
measures the average TCH usage during three peak hours within the period specified by the
Capacity Expansion Statistical Period parameter. After the measurement is complete, the
U2000 compares the average TCH usage with the value of the Start Double-Carrier Load
Threshold parameter. If the average TCH usage is greater than the value of the Start Double-
Carrier Load Threshold parameter, the U2000 automatically configures two carriers for the
cell.
After the two carriers operate properly, the BCCH and non-BCCH carriers share the transmit
power.
l The BTS reduces the transmit power of the BCCH carrier and increases the transmit
power of the non-BCCH carrier if both the following conditions are met:
– Load on the BCCH carrier ≥ Threshold of BCCH Load Congestion
– Load on the BCCH carrier - Load on the non-BCCH carrier ≥ Threshold of Load
Difference Between BCCH and TCH.
l The BTS reduces the transmit power of the non-BCCH carrier and increases the transmit
power of the BCCH carrier if both the following conditions are met:
– Load on the non-BCCH carrier ≥ Threshold of TCH Load Congestion
– Load on the non-BCCH carrier - Load on the BCCH carrier ≥ Threshold of Load
Difference Between TCH and BCCH.
6.1 Overview
This section describes the GBFD-510704 Compact BTS Automatic Neighbor Cell Planning
and Optimization feature.
In automatic neighboring cell planning, the U2000 instructs the BTS to scan downlink
frequencies, and the BTS reports the scanned cell information to the U2000. The U2000 then
adds scanned cells as neighboring cells of the BTS, and adds the BTS cells into the
neighboring cell list of scanned cells to establish bidirectional neighboring relationships
between the BTS cell and the scanned cells. If a scanned cell is not controlled by this U2000,
the U2000 establishes only a unidirectional neighboring relationship between this cell and the
BTS cell.
Automatic neighboring cell planning applies to situations in which a BTS is newly deployed
in an existing GSM network. It is necessary only when BTSs have overlapping coverage
areas.
Automatic neighboring cell planning requires the cooperation of the U2000, BSC, and BTS.
6.2 Algorithm
Enable automatic neighboring cell planning for compact BTSs by setting the CFGMODE
(BSC6900, BSC6910) parameter to AUTO(AUTOPLAN) and the NBRCELLSWITCH
(BSC6900, BSC6910) parameter to ON(ON).
Figure 6-1 shows the procedure for the automatic neighboring cell planning algorithm for
compact BTSs.

1. After a compact BTS initializes, the U2000 sends the frequency set to the BTS for
scanning. The BTS then scans all the downlink frequencies in the frequency set,
measures the downlink receive level (Rxlev_DL) of all frequencies, and reports the
scanning result to the U2000.
2. The U2000 ranks the downlink frequencies by Rxlev_DL in the scanning result.
Frequencies carried on non-BCCH TRXs are excluded from the ranking list.
3. The U2000 adds the cells under the compact BTS into the neighboring cell list of
scanned cells to establish bidirectional neighboring relationships.
7.1 Overview
This section describes the GBFD-510704 Compact BTS Automatic Neighbor Cell Planning
and Optimization feature.
In automatic neighboring cell optimization, the U2000 analyzes MRs to determine whether a
neighboring cell is redundant or missing. The U2000 then automatically optimizes the BTS
neighboring cells and updates the neighboring relationship.
Automatic neighboring cell optimization applies to situations in which a BTS is newly
deployed in an existing GSM network. It is necessary only when BTSs have overlapping
coverage areas.
Automatic neighboring cell optimization requires the cooperation of the U2000, BSC, and
BTS.
l The U2000 is responsible for implementing control and implementation algorithms.
l The BSC is responsible for collecting and managing data. The data includes downlink
frequency scanning information and neighboring cell measurement files.
l The BTS is responsible for collecting data.
7.2 Algorithm
Enable automatic neighboring cell optimization for compact BTSs by setting the CFGMODE
(BSC6900, BSC6910) parameter to AUTO(AUTOPLAN) and the NBRCELLOPTSWITCH
(BSC6900, BSC6910) parameter to ON(ON).
1. Setting a measurement task
Create a frequency measurement task for compact BTSs on the U2000 based on the
neighboring cell list and the BCCH frequency allocation in the network. Then, set U2000
parameters to specify the cell to be optimized, the cell's frequencies, measurement
period, measurement step, and measurement start time. After the task is created, the
U2000 starts to check the time. When the measurement start time arrives, the U2000
sends the measurement task to the BSC.
8.1 Overview
This section describes the GBFD-510705 Compact BTS Timing Power Off feature.
This feature involves BTS power-off and BTS sleeping at night.
BTS power-off applies to areas under the coverage of compact BTSs. If there is light traffic or
no traffic within a certain period, users can configure the power-off and power-on time of the
compact BTSs on the BSC so that the solar controller can automatically power on or power
off the compact BTSs. This decreases the power consumption of the compact BTSs, the
number of solar panels to be configured, and the network construction costs.
BTS sleeping at night applies to the countryside, especially an isolated site. In such a
scenario, operators usually deploy energy equipment that uses green energy, for example,
solar energy, because mains power is difficult to bring in. The investment in solar energy
takes up a large share in the total investment at the site. Operators are concerned about how to
reduce the number of solar panels for lower total investment without deteriorating services at
the site. Luckily, subscribers have predictable habits of communication. They usually do not
make calls at night. Therefore, the BTS is put in sleeping at night to reduce power
consumption. In this way, the total power consumption demand is reduced and the number of
solar panels to be configured can be reduced at the site.
Working in cooperation with the solar controller, BTS power-off turns off a site and BTS
sleeping at night turns off all TRX power amplifiers in a cell during the specified period.
When detecting that the BTS power-off time arrives according to the stored information, the
solar controller powers off the BTS to reduce power consumption. During the power-off
period, the Abis transmission is interrupted, and the BSC can therefore neither control nor
power on the BTS remotely.
When detecting that the BTS power-on time arrives, the solar controller powers on the BTS.
The connection between the BTS and the BSC is therefore established. The BSC then sends
the initial configuration data to the BTS again, and the BTS starts operating.
9.1 Overview
This section describes the GBFD-510706 Local User Management feature.
NOTE
This feature enables entrepreneurs to manage local users. During the management process, some
personal information about users is inevitably used, such as MSISDN, IMSI, and prepaid balance. You
are obligated to take considerable measures, in compliance with the laws of the countries concerned and
the user privacy policies of your company, to ensure that the personal data of users is fully protected.
9.2 Principles
Figure 9-1 lists the network elements (NEs) and the network topology involved in local user
management.
As shown in Figure 9-1, when a compact BTS communicates properly with the BSC, the
BSC allocates radio resources to the local users and public network users under the compact
BTS, and the BSC exchanges information with the compact BTS over the Abis interface. If
the transmission between the BSC and the compact BTS is interrupted, the PC allocates radio
resources to the local users and public network users under the compact BTS, and there is no
information exchange between the PC and the BSC.
Enable the Local User Management feature by setting SPRTLU (BSC6900, BSC6910) to
YES.
NOTE
To support the Local User Management feature, you must install certain management software on the
PC.
This feature does not support handovers. The BSC does not actively release local calls, and
MSs cannot perform handover between compact BTSs under the same PC because compact
BTSs currently work in single-BTS single-cell mode. Local voice calls do not support forced
handovers.
The BSC processes public network services under a compact BTS in the same manner as
processing public network services under a common BTS.
10 Engineering Guidelines
Before performing compact BTS automatic frequency planning, configure the following data
on the U2000:
l Operator frequency data
This parameter specifies a frequency set available for operators. A BTS allocate the
frequencies selected from the set to broadcast control channels (BCCHs) and TCHs. The
frequency data includes MCC, MNC, and starting and ending frequencies of a frequency
band.
Operator frequency data is predefined.
l BSIC data
This parameter specifies the range of a base station color code (BCC) and a network
color code (NCC) that an operator allows a BSC to use.
l CGI resource data
This parameter specifies the range of a CGI that a BSC allows a BTS to use, especially
when the BTS performs automatic frequency planning. The CGIs set on the U2000 are
not delivered to the MSC. Rather, they are used only for automatic frequency planning.
To ensure that the obtained CGIs for automatic frequency planning are valid, set a range
of CGIs for the BTS by LAC on the MSC in advance. The range of CGIs on the MSC
must be greater than that configured on the U2000.
l BTS adjacency information
Based on the automatic frequency planning algorithm, the BTS scans neighboring cells
and frequencies. Considering some BTSs that are adjacent and cover the same areas
cannot mutually scan neighboring cells and frequencies, you can define BTS adjacency
information on the U2000 in advance to ensure that neighboring BTSs can properly
reselect frequencies or perform handovers in overlapped areas and meanwhile are free
from co-channel or adjacent-channel interference.
To prevent neighboring BTSs from contending for frequencies during automatic
frequency planning, the U2000 will forcibly process automatic frequency planning
requests from these BTSs in succession.
If the BTS adjacency information has been defined on the U2000, the information will
be written into BTS configuration data. At the same time, if the BTS requests for
automatic frequency planning, the neighboring BTSs will start frequency scanning in
succession, but the BTSs that are not adjacent can start paralleled frequency planning.
If the BTS adjacency information is not defined on the U2000, all BTSs will start
paralleled frequency planning.
Before performing compact BTS automatic frequency planning, configure the following
parameters on the BSC LMT:
l CFGMODE (BSC6900, BSC6910)
For BTSs that need compact BTS automatic frequency planning, set this parameter to
AUTO(AUTOPLAN). For BTSs that do not need compact BTS automatic frequency
planning, set this parameter to NORMAL(NORMAL).
The default value for this parameter is NORMAL(NORMAL).
l FQBSICOPTSWITCH (BSC6900, BSC6910)
For BTSs that need compact BTS automatic optimization, set this parameter to ON(ON).
For BTSs that do not need compact BTS automatic optimization, set this parameter to
OFF(OFF).
The default value of this parameter is OFF(OFF).
l CAPCOVEROPTSWITCH (BSC6900, BSC6910)
For BTSs that need compact BTS automatic capacity and coverage planning, set this
parameter to ON(ON). For BTSs that do not need compact BTS automatic capacity and
coverage planning, set this parameter to OFF(OFF).
l MAXFQNUM (BSC6900, BSC6910)
This parameter specifies the maximum number of required carriers for compact BTS
automatic frequency planning. The default value of this parameter is 1. Currently, a
compact BTS supports a maximum of 2 carriers for automatic frequency planning.
l NBRCELLSWITCH (BSC6900, BSC6910)
For BTSs that need compact BTS automatic neighbor cell planning, set this parameter to
ON(ON). For BTSs that do not need compact BTS automatic neighbor cell planning, set
this parameter to OFF(OFF). The default value of this parameter is OFF(OFF).
l NBRCELLOPTSWITCH (BSC6900, BSC6910)
For BTSs that need compact BTS automatic neighbor cell optimization, set this
parameter to ON(ON). For BTSs that do not need compact BTS automatic neighbor cell
optimization, set this parameter to OFF(OFF). The default value of this parameter is
OFF(OFF).

10.1.2 Activation
Using MML Commands
On the BSC LMT, perform the following steps:
Step 1 Run the ADD BTSAUTOPLAN command to add an auto-planning BTS. By default, the
automatic planning and optimization algorithms supported by the auto-planning BTS are
enabled.
NOTE
The newly added auto-planning BTS will automatically enable the automatic planning function the first
time it is powered on. After the first automatic planning frequency scanning is complete, the BTS will
not automatically enable the automatic planning function even if it is powered off or reset. To restart the
automatic planning, run the RST AUTOPLAN command on the BSC LMT.
On the BSC LMT, if BTS Configuration Mode has been set to NORMAL(NORMAL), run the SET
BTSAUTOPLANCFG command with its parameters set as follows:
l Set BTS Type to BTS3900E_GSM(BTS3900E GSM).
l Set BTS Configuration Mode to AUTO(AUTOPLAN).
l Set Freq. and BSIC Plan Switch to ON(ON).
l Set Freq. and BSIC Optimize Switch to ON(ON).
Then, run the RST AUTOPLAN command to restart the automatic planning.
Step 2 (Optional) To enable the BTS location detection function, run the SET

l The newly added auto-planning BTS will automatically enable the automatic planning
function the first time it is powered on. After the first automatic planning frequency scanning
is complete, the BTS will not automatically enable the automatic planning function even if it
is powered off or reset. To restart the automatic planning, run the RST AUTOPLAN
command on the BSC LMT.
l If BTS Configuration Mode has been set to NORMAL(NORMAL), run the SET
BTSAUTOPLANCFG command to enable this feature. In this step, set BTS Configuration
Mode to AUTO(AUTOPLAN) and set Neighbor Cell Plan Switch to ON(ON). Then, run
the RST AUTOPLAN command to restart the automatic planning.
b. Run the ACT BTS command to activate the BTS.
l Activating Compact BTS Automatic Neighbor Cell Optimization
