Kate -—~two updates. First, Governor Inslee has called OSD and will be calling the ACHP if he has not
done so yet regarding tomorrow’s meeting. Specific concerns include:

1 Meeting location — location isn't big enough


2 Security -— there's not enough security lined up
3. ACHP attendance -~ ACHP needs to send more senior leadership than Reid/Kate .
4 Delay the meeting -~ The Gov's office doesn't think these concerns can be resolved before the
meeting tomorrow so they are requestingthat we push the meeting to a later date.

Second, the Sound Defense Alliance (a consortium of 7 smaller NGOs‘against the Growler basing) is
planning a rally in advance ofthe meeting. They sent out the following announcement:

STAND UP and SHOW UP for Ebey's ReserVe and our region against the Department of Defense and the
GrowlerJet expansion.

The Section 106 process begins when federal actions have the potential to affect historic properties.
The Section 106 Process regarding Ebey's Landing was recently terminated by the Navy. The Advisory
Council on Historic
Preservation (ACH P) has 45 days to provide comments to the Dept of Defense to recommend
alternatives to the proposed expansion at NASWI. The Sound Defense Alliance Growler Section 106
position is the following: ‘

1. The additional Growlers will cause "indirect harm” to historicsites


_ as determined by the Nav.V and,
therefore, the No Action is the only acceptable alternative.

2. The proposals brought forth by the Navy thus far fall far short of mitigation and fail to consider the
damage to historic sites beyond Whidbey Island. The Navy's noise modeling and impact assumptions
are biased toward
understating- the impact, and, as a result have excluded consideration of harm to lotherhistoric sites.

3.. While some jurisdictions may benefit from a payment from the Navy, the SDA does not recognize
any monetary compensation as a sufficient mitigation or minimization action.

This Wednesday, the ACHP will hold a meeting for public comment and take their recommendations to
the Secretary of the Navy. We need to SHOW UP and STAND UP forthe Reserve and show the ACHP the
scale of our community
opposition. While ore-registration for speaking has closed, there will be a chance to sign up at the
meeting for a two-minute time slot. it is important that we speak to the historical significance of Ebey's
Landing National
Historical Reserve, and the spirit in which it was set aside for preservation by Congress in 1978.

Pro-hearing rally outside the Coupeville High School Performing Arts Center at 4pm. Wear green in
solidarity -— jackets, scarves, hats. Bring battery operated ca ndles and flashlights.

I’m not able to read the email on my phone’s app but John Fowler read it to me. Just to let you
know, if you hadn’t heard already, Reid isn’t with us for the meeting due to a family emergency,
and Tom is repreeenteting the ACHP.

John ham’t heard from the Governor ‘e ofiiee and we are still planning on holding the meeting.
