Following years of hurdles, construc-
tion of a new Foster City elementary
school is slated to take a sizable step
forward as education officials may select
a builder for the new campus.
The San Mateo-Foster City
Elementary School District Board of Shara Watkins
Trustees is facing the selection of a pre-
ferred contractor from two bidding firms which have applied
to develop the school proposed at the former Charter Square
shopping center. The potential decision Thursday, June 6,
could mark a key advancement for the project which has
been plagued with a variety of dilemmas since it was first
proposed several years ago.
Recognizing the magnitude of the moment, school board
President Shara Watkins expressed her enthusiasm regard-
ing the opportunity to push the project forward.
“It’s a huge step,” said Watkins. “Foster City is well over-
due for a new elementary school. There have been issues of
overcrowding for years.”
At the upcoming meeting, officials will weigh the lower
bid of $29.9 million from Overaa & Company against the
costlier bid of $32.2 million from Rodan Builders to con-
struct the two-story school designed to accommodate about
460 students at the intersection of Shell and Beach Park
boulevards.

San Carlos to cut ties

adopter of charter schools, the San
Carlos Elementary School District is
positioned to formally cut ties and trans-
form into a traditional public school
system.
The district Board of Trustees will Michelle

electing to not renew the school’s dependent charter status.
If approved, the school will be the next in the district once

Oakland becomes second city to
decriminalize magic mushrooms

SAN FRANCISCO — Oakland on Tuesday
became the second U.S. city to decriminal-
ize magic mushrooms after a string of peo-
ple shared how psychedelics helped them
overcome depression, drug addiction and
post-traumatic stress disorder.
The City Council voted unanimously to
decriminalize the adult use and possession
of magic mushrooms and other
entheogenic, or psychoactive, plants.
Denver voters approved a similar measure
for people 21 and older last month.
Speakers overwhelmingly supported the
move, describing substances like peyote as
traditional plant-based medicines. One man
who described himself as a former heroin
addict said such plants saved his life. Some
offered mystical descriptions of the hallu-
cinogens as providing spiritual healing.
The vote makes the investigation and
arrest of adults who grow, possess, use or
distribute entheogenic plants one of the
lowest priorities for police. No city money
could be used to enforce laws criminalizing
the substances, and the Alameda County dis-
trict attorney would stop prosecuting peo-
ple who have been apprehended for use or
possession.
Council member Noel Gallo, who intro-
duced the resolution, had said decriminaliz-
ing such plants would enable Oakland
police to focus on serious crime.

Councilwoman Lena Gonzalez and
Republican Assemblyman Brian Dahle are
headed to the California Senate after win-
ning special elections to fill vacant seats.
Gonzalez, a Democrat, clinched her urban
Southern California Senate district with
69% of the votes counted through Tuesday,
while Dahle received 53% in his sprawling
rural northern district.

House fire extinguished
after displacing six
Firefighters extinguished a fire that dis-
placed six residents and three pets at a home
in Daly City on Tuesday morning, accord-
ing to the North County Fire Authority.
Crews responded at 9:41 a.m. to a report
of a structure fire at 527 Crocker Ave. and
arrived to find smoke and flames coming
from the garage of a two-story home, fire
officials said.
Firefighters rescued a resident from the
rear of the home and used hose lines to con-
tain the blaze to the garage and a nearby
storage room, although smoke damage was
reported throughout the rest of the home,
according to the fire authority.
Six residents, two dogs and a cat are
receiving housing assistance via the
American Red Cross. No injuries were
reported to any firefighters or residents, fire
officials said.

of San Mateo have been burglarized in the
early morning and police are warning others
to prevent more crimes.
Mirroring a statewide trend of property
crimes, the city has seen an uptick as well.
In the most recent streak, police are investi-

vacant homes under construction in the gen-
eral area west of South El Camino Real and
south of State Route 92.

Without a deal, the first tariffs — 5%
taxes on imports from Mexico, eventually
increasing to 25% — are to go into effect
next Monday, and Trump has said that is
“more likely” than not to occur despite the
stiff and vocal opposition from many fel-

Feds: No more education, legal services for immigrant kids

PHOENIX — The federal government has
stopped paying for English-language cours-
es and legal services at facilities that hold
immigrant children around the country,
imposing budget cuts it says are necessary
at a time when record numbers of unaccom-
panied children are arriving at the border.
The Health and Human Services depart-
ment notified shelters around the country
last week that it was not going to reimburse
them for teachers’ pay or other costs such as
legal services or recreational equipment.
The move appears to violate a legal settle-
ment known as the Flores agreement that
requires the government to provide educa-
tion and recreational activities to immi-
grant children in its care.
But the agency says it doesn’t have the
funding to provide those services as it deals
with a soaring number of children coming
to the U.S., largely from Central America.
It’s now up to the various nonprofit
and private organizations run facilities
for the children to cover the cost of
teachers, supplies, legal services and
even recreational activities and equip-
ment — if they can, or choose to.
BCFS, a nonprofit provider in several
Texas cities, said in a statement that it
would continue providing services because
not doing so would violate state licensing
standards. It said it will use emergency fund-
ing from its parent organization.
“The health and well-being of those in our
care are of the utmost importance and we
hope there is a rapid resolution to this fund-
ing issue,” spokeswoman Evy Ramos said.
The government says it currently has
13,200 children in its care, and more are
coming. The Border Patrol said Wednesday
that 11,500 children crossed the border
without a parent just last month. The kids
are transferred to the care of Health and
Human Services after the Border Patrol
processes them. Health and Human Services
contracts out their care and housing to non-
profits and private companies.
“As we have said, we have a humanitarian
crisis at the border brought on by a broken
immigration system that is putting tremen-
dous strain (on the agency),” spokeswoman
Evelyn Stauffer said. “Additional resources
are urgently required to meet the humanitar-
ian needs created by this influx - to both
sustain critical child welfare and release
operations and increase capacity.”

Sudan protesters say 40 bodies
pulled from Nile River in capital

KHARTOUM, Sudan — More than 40
bodies of people slain by Sudanese securi-
ty forces were pulled from the Nile River in
the capital of Khartoum, organizers of pro-
democracy demonstrations said
Wednesday, and new clashes brought the
death toll in three days of the ruling mili-
tary’s crackdown to 108.
The Sudan Doctors Committee, one of
the protest groups, reported eight more
deaths by late Wednesday and said at least
509 people had been wounded.
Word about the retrieval of the bodies
came as Sudan’s ruling general called for a
resumption of negotiations with the
protest leaders, which they promptly
rejected. They said the generals cannot be
serious about talks while troops keep
killing protesters.
A spokesman for the protesters said that
instead they would continue their demon-
strations and strikes seeking to pressure
the military into handing over power to a
civilian authority.
The reported discovery of the bodies in
the Nile suggested that Monday’s violent
dispersal of the protest movement’s main
sit-in camp, outside military headquarters,
was even bloodier than initially believed.
The attack on the camp was led by a noto-
rious paramilitary unit called the Rapid
Support Forces, along with other troops
who waded into the camp, opening fire and
beating protesters.
During the mayhem, the Doctors
Committee said witnesses reported seeing
bodies loaded into military vehicles to be
dumped into the river. The camp was not far
from the Blue Nile, just upstream from
where it joins the White Nile and then
flows north through Sudan and Egypt to

The committee said in a statement that a
day earlier, militiamen of the Rapid
Support Forces were seen pulling 40 bod-
ies from the river and taking them away. It
said it was not known where they were
taken.
One activist, Amal al-Zein, said the num-
ber could be even higher. She said activists
and private citizens had pulled dozens more
bodies from the Nile in areas near the sit-in
and took them to a hospital morgue.
“Some bodies have wounds from bullets,
others seemed to have beaten and thrown
in the Nile,” she said.
On Monday, the Doctors Committee put
the death toll from the crackdown at 40.

Tuesday in Khartoum and Omdurman, the
capital’s twin city across the Nile, and far-
ther south in the White Nile state.
At least 18 more were killed in clashes or
died of earlier wounds Wednesday, the
Doctors Committee said late in the day.
The committee said it feared the final death
toll would be much higher.
Protests continued in Omdurman and
Khartoum’s central Bahri and Buri district,
where clashes erupted with the Rapid
Support Forces, activists said.
“In Buri, there were lots of shootings and
tear gas, ” said Hashim al-Sudani, an
activist. “They tried to force people into
narrow streets” to beat them.

Doctor accused of murder
in 25 patient overdose deaths
COLUMBUS, Ohio — An Ohio doctor was
charged with murder Wednesday in the deaths
of 25 hospital patients who, authorities say,
were killed with deliberate overdoses of
painkillers, many of them administered by
other medical workers on his orders.
In one of the biggest cases of its kind ever
brought against an American health care
professional, William Husel was accused of
ordering outsize doses of the powerful
painkiller fentanyl. Many of the patients
who died were on ventilators and receiving
palliative care. The deaths occurred between
2015 and 2018. Franklin County Prosecutor
Ron O’Brien compared Husel’s actions to
extinguishing a dwindling candle.
“That candle, while there may be just a half
an inch of wax left, if I blow that candle out,
I’m causing that flame to go out sooner than
it would naturally,” O’Brien said.
Husel, 43, pleaded not guilty after turning
himself in earlier in the day. A judge set bail
at $1 million.
Judge: Claims of political
motives in census fight ‘serious’
NEW YORK — Allegations that
Republicans pushed to add a citizenship
question to the 2020 census because they
thought it would give white people an elec-
toral advantage are “serious,” a judge said
Wednesday as he put the matter on a slow
track to keep it out of the way of an immi-
nent Supreme Court ruling.
U.S. District Judge Jesse Furman spoke in
a crowded New York courtroom where some
anticipated he’d quickly get to claims made
last week by opponents of the citizenship
question.
The high court is considering the Justice
Department’s appeal of rulings by Furman
and two other judges in California and
Maryland who concluded that the question
was improperly added to the census last year
by the Commerce Department without ade-
quate consideration.

— and the 93-year-old British monarch,
also a member of what has been called the
“greatest generation.”
The queen, who served as an army
mechanic during the war, said that when she
attended a 60th-anniversary commemora-
tion of D-Day 15 years ago, many thought
it might be the last such event.
“But the wartime generation — my gener-
ation — is resilient,” she said, striking an
unusually personal note.
“The heroism, courage and sacrifice of
those who lost their lives will never be for-
gotten, ” the monarch said. “It is with
humility and pleasure, on behalf of the
entire country — indeed the whole free
world — that I say to you all, thank you.”
Several hundred World War II veterans,
aged 91 to 101, attended the ceremony in
Portsmouth, the English port city from
where many of the troops embarked for
Normandy on June 5, 1944.
Many will recreate their journey, with less
danger and more comfort, by crossing the
Channel by ship to Normandy overnight.
They are due to attend commemorations
Thursday in Bayeux, the first major town
liberated by Allied troops after D-Day.
Mixing history lesson, entertainment
and solemn remembrance, the ceremony in
Portsmouth was a large-scale spectacle
involving troops, dancers and martial
bands, culminating in a military fly-past.

But the stars of the show were the elderly
veterans of that campaign who said they
were surprised by all the attention: They
were just doing their jobs.
“I was just a small part in a very big
machine,” said 99-year-old John Jenkins, a
veteran from Portsmouth, who received a
standing ovation as he addressed the event.
“You never forget your comrades because
we were all in it together,” he said. “It is
right that the courage and sacrifice of so
many is being honored 75 years on. We
must never forget.”
The event, which kicked off two days of
D-Day anniversary observances, paid trib-
ute to the troops who shaped history during
the dangerous mission to reach beachheads
and fight in German-occupied France.
D-Day saw more than 150,000 Allied
troops land on the beaches of Normandy in
northwest France on June 6, 1944, carried
by 7,000 boats. The Battle of Normandy,
codenamed Operation Overlord, was a turn-
ing point in the war, and helped bring about
Nazi Germany’s defeat in May 1945.
Wednesday’s ceremony brought together
presidents, prime ministers and other repre-
sentatives of more than a dozen countries
that fought alongside Britain in Normandy.
The leader of the country that was the
enemy in 1944 , German Chancellor Angela
Merkel, also attended— a symbol of
Europe’s postwar reconciliation and trans-
formation.
Russian President Vladimir Putin, who
attended 70th anniversary commemorations
in France five years ago, has not been invit-
ed. Russia was not involved in D-Day but
was instrumental in defeating the Nazis on
the Eastern Front.

Trump read a prayer that President
Franklin D. Roosevelt delivered in a radio
address on June 6, 1944, extolling the
“mighty endeavor” Allied troops were
engaged in.
British Prime Minister Theresa May read a
letter written by Capt. Norman Skinner of
the Royal Army Service Corps to his wife,
Gladys, on June 3, 1944, a few days before
the invasion. He was killed the day after D-
Day.
“Although I would give anything to be
back with you, I have not yet had any wish
at all to back down from the job we have to
do,” he wrote.
French President Emmanuel Macron read
from a letter sent by a young resistance
fighter, Henri Fertet, before he was executed
at the age of 16 years old.
“I am going to die for my country. I want
France to be free and the French to be
happy,” it said.
The ceremony ended with singer Sheridan
Smith performing the wartime hit “We’ll
Meet Again,” as many of the elderly assem-
bled veterans sang along.
Then WWII Spitfire and Hurricane fighter
jets, modern-day Typhoons and the Royal
Air Force’s Red Arrows aerobatic unit
swooped over the dignitaries, veterans and
large crowd of spectators.

more. Whenever their images came up on
the big screen, people cheered. The former
servicemen have reacted to such shows of
attention with humility and surprise, as
many believed they had been forgotten.
“What happened to me is not important.
I’m not a hero. I served with men who were,”
said Les Hammond, 94, who landed at Juno
Beach with the Royal Electrical Mechanical
Engineers. “I’m very lucky I’m a survivor.”
On Thursday the focus shifts to France,
where commemorations will be held at sim-
ple military cemeteries near the Normandy
beaches.
Events in France began early Wednesday
morning with U.S. Army Rangers climbing
the jagged limestone cliffs of Normandy’s
Pointe du Hoc to honor the men who scaled
them under fire 75 years ago.
They were recreating a journey taken in
1944 by the U. S. Army’s 2nd and 5th
Ranger Battalions to destroy Nazi guns atop
the cliffs, helping prepare the way for Allied
troops to land on the coast.
Elsewhere in Normandy parachutists
jumped from C-47 transporters in WWII col-
ors and other aircraft, aiming for fields of
wild flowers on the outskirts of Carentan,
one of the early objectives for Allied
troops.
Among the jumpers was American D-Day
veteran Tom Rice, 97. He jumped into
Normandy with thousands of other para-
chutists in 1944 and recalled it as “the worst
jump I ever had.”
Like many other veterans , Rice said he
remains troubled by the war.
“We did a lot of destruction, damage. And
we chased the Germans out and coming back
here is a matter of closure,” he said. “You
can close the issue now.”

Passing D-Day memories to children a priority 75 years later

Anyone who lives long enough knows that
children soak up memories that can stay
with them forever. A hardy bunch of 90-
somethings are counting on it.

The invasion consisted of almost 7,000
allied vessels and close to 3,000 aircraft
while more than 13,000 paratroopers were
dropped behind enemy lines the night
before. An estimated 4,900 allied troops
were killed, missing or wounded that day.
Abend’s company was held back in
England for 10 days after the D-Day inva-
sion began. On June 16, he and about 80
soldiers boarded a transport vessel loaded
with supplies, jeeps, trucks and other equip-
ment.
Abend recalls a short journey across the
English Channel to Normandy — it felt like
15 to 20 minutes, he said — and his ship
sailed in a group of about a dozen others that
docked at Omaha Beach, a 5-mile stretch of
coastline that saw especially fierce fighting
on D-Day. The allies suffered an estimated
2,000 to 5,000 casualties at Omaha Beach
that day.
As Abend’s ship approached the beach, he
saw a handful of smaller troop transports
that had been hit with artillery or compro-
mised in some way. The beach was littered
with debris and shell casings from the battle
10 days prior, but the dead bodies had
already been collected and taken away. There
were no Germans defending Omaha Beach
when Abend arrived as they had been pushed
inland by then and were fighting with the
first waves of allied soldiers.
“We were coming at a very safe time,”
Abend said. “It never occurred to us there
would be other things waiting for us.”
On the battlefield
Abend experienced combat for the first
time about 30 miles from Omaha Beach at
Villers-Bocage. That engagement is known
as “the battle of the hedgerows” because it
took place on farmland separated by thick
hedgerows.
“There were these hedgerows and we knew
on either side were Germans in various
buildings and I recall firing on them,”
Abend said. “I think we took a fair amount
of them out when they came to the win-
dows.”
Abend said he was seldom fearful for his
life.

“There are so many who have died for us,

landed at that time, maybe we would be

French youngsters conveyed emotion as

“I considered the possibility of being
killed, but never had a sense of overwhelm-
ing fear. I was too young or too dumb to
think about it,” he said. “Little by little I
saw it was possible to get yourself killed.”
When he saw about a dozen dead American
soldiers being carted away from the battle-
field, the reality of war began to sink in.
“I remember the first time I saw them
unloading bodies and these guys looked like
me, they were wearing the same outfit and
they were stiff as a board,” he said. “It was
the first time I saw Americans being
scooped up and what you looked like when
you were frozen to the ground and dead.
Somehow that was different than seeing it
in action. That I found troubling.”
As a combat engineer, Abend was tasked
with erecting portable, pre-fabricated
bridges called pontoon or Bailey bridges.
The wood and steel bridge parts were trans-
ported in trucks and then assembled by hand
over bodies of water, the finished product
strong enough to support tanks.
Under enemy fire
Abend’s duties also included removing
land mines, purifying water and distributing
it to soldiers on the front lines. The work
was often done under enemy fire.
“Absolutely the most important thing we
captured the Pointe du Hoc on after scaling
high cliffs.
“We lost hundreds of our men trying to
take this particular spot,” Brian Goodbrake,
a history teacher who traveled from

“I’ve studied this for 20 years. World War
II is one of my areas of specialty,” he said. “I
don’t think I understood it until I was here
the first time, stepping in the bomb craters,
going into the German command center. I
got it, finally,” he said.

His company had trucks that carried water-
purifying equipment. Once Abend arrived in
Germany, water was sometimes purified in
small pools they had constructed that were
about 5 feet deep and 12 feet in diameter.
Knowing the pools of water were used to
hydrate the allied soldiers, German pilots
were able to spot them from the sky and
would often target them with strafing runs,
Abend said.
The Germans would also blow up bridges
as they retreated to slow down the allied
advance.
“In one case the Germans were so anxious
to get out that they blew up a bridge and left
behind a whole line of wounded soldiers that
was about 2 miles long,” Abend said. “I saw
a young German soldier and he was slumped
over, obviously wounded. They just left
them there and they died.”
Abend recalled erecting one pontoon
bridge across the Rhine river in Germany.

crater sites from all the bombs, and you just
see all these vets all over the place,”
Pearson said.
Several thousands of students from the
United States and Canada are touring
Normandy and attending D-Day commemo-
rations. Some get to ask a panel of veterans
questions at Utah Beach later in the week.
Erin McGrew, 18, from Colorado, imag-
ined what Allied troops her age and even
younger experienced, their fears and exhaus-
tion.
“It’s different to see it in person and see
where it actually happened. I think it makes
it more real,” she said.
The work was done at night and German sol-
diers were heavily armed and waiting on the
other side of the river. The Germans would
occasionally shoot a flare into the sky that
would make a loud whooshing sound which
meant Abend had about three seconds to take
cover before everything would be illuminat-
ed. Gunfire and artillery would soon follow.
“What you don’t want to be doing is sit-
ting there or moving because now you’re a
target, he said.
End of the war
Toward the end of the war, Abend was
walking by himself down a street in a
German town when he saw 22 armed German
soldiers accompanied by a tank. They were
coming toward him.
“This guy is hailing me and he knew some
English. He was trying to get my attention.
I thought this will be interesting — they
got a whole bunch of guys with guns and I
have this little peashooter,” he said. “The
German wanted to know where he could sur-
render. Why? Because the Russians were
coming and he was trying to surrender to the
Americans as quickly as possible.”
The Russians were known for killing sur-
rendering Germans and not taking prison-
ers.
Before sailing to Europe, Abend trained at
locations all over the United States, includ-
ing the Bay Area for a brief period of time.
On one training mission, he was driving
around Palo Alto in a jeep, tasked with
locating specific targets. At one point, he
found himself looking down at a beautiful
campus that he thought might’ve been a
religious retreat of some kind. He later
learned it was Stanford University.
“I said I think I want to go back there,” he
said.
Returning home
After the war, he did go back to Stanford
and studied there on the GI Bill, which cov-
ered tuition costs for veterans. Abend
enjoyed a career as a product and industrial
designer and has lived in the Bay Area since.
Abend’s Redwood City home is filled with
artifacts he brought back from the war —
helmets, a bayonet, medals and his uniform
— as well as photo albums and a U.S. Army
poster.
“We fought and died for democracy,” he
said. “Fortunately I didn’t die, but my bud-
dies did.”

Tech companies lead stocks broadly higher

Stocks closed higher on Wall Street for
the second straight day Wednesday, extend-
ing Tuesday’s strong gains as investors bet
an interest rate cut could be ahead.
Technology, industrial and health care
companies accounted for much of the broad
gains, which were tempered by a slide in
energy stocks following a 3.4% plunge in
the price of U.S. crude oil.
Traders shrugged off a report showing pri-
vate U.S. companies added the fewest jobs
in nine years last month. The bleak jobs
snapshot may have been welcomed by
investors hoping that it could help persuade
the Federal Reserve to cut interest rates.
“It could help underpin a Fed rate cut,” said
Quincy Krosby, chief market strategist at
Prudential Financial. “The market has been
in essence calling for a rate cut for a number
of months as the economic data have waned
and tariff issues have intensified.”
The S&P 500 index gained 22.8 points, or
0.8%, to 2,826.15. The benchmark index’s
2.1% gain Tuesday was its best performance
since January.
The Dow Jones Industrial Average climbed
207.39 points, or 0.8%, to 25,539.57. The
Nasdaq composite rose 48.36 points, or
0.6%, to 7,575.48. The Russell 2000 index
of smaller companies slipped 1.77 points,
or 0.1%, to 1,506.79.

the 10-year Treasury note to 2.12% from

DETROIT — General Motors is adding
70,000 miles of roads across the U.S. and
Canada to the area where its Cadillac Super
Cruise semi-autonomous driving system can
run, including some with cross traffic simi-
lar to those that have confused Tesla’s
Autopilot system.
Currently the GM system can travel on
130,000 miles of limited-access highways
that don’t have crossing traffic or intersec-
tions. It will expand to 200,000 miles in
the fourth quarter of this year.

its hate speech policies to prohibit videos
with white supremacist and neo-Nazi content.
The video streaming company says it has
already made it more difficult to find such
videos, but it’s now removing them out-
right. YouTube will also prohibit videos
and be ready to act if necessary.
Two people have died on Florida high-
ways driving Teslas while using the compa-
ny’s semi-autonomous Autopilot system. In
each case neither the system nor the driver
braked for tractor-trailers turning in front of
the cars. The National Transportation Safety
Board and the National Highway Traffic
Safety Administration are investigating the
most recent crash, which happened March 1
in Delray Beach, Florida. The first fatality
occurred in 2016 near Gainesville. Tesla’s
system uses cameras, long-range radar and
computers to detect objects in front of the
cars to avoid collisions. The system also
can keep a car in its lane, change lanes and
navigate freeway interchanges.

PARIS — Fiat Chrysler pulled out of an
offer to merge with French automaker
Renault late Wednesday, saying in a state-
ment that France’s political climate would
prevent the tie-up from being a success.
The surprise move came on a tumultuous
day that saw a tentative agreement on merg-
er terms between FCA and the French
Government fall apart. The Groupe Renault
board met for six hours outside of Paris to
consider the merger, only to postpone a
decision at the request of the government,
which owns 15% of the company.
For now, it appears the merger has been
scuttled, with FCA thanking Renault and its
alliance partners Nissan and Mitsubishi for
their work on the proposal.
“It has become clear that the political
conditions in France do not currently exist
for such a combination to proceed success-
fully,” the Fiat Chrysler statement said.
“FCA will continue to deliver on its com-
mitments through the implementation of its

independent strategy.”
The combined company would have pro-
duced some 8.7 million vehicles a year,
more than General Motors and trailing only
Volkswagen and Toyota. Fiat Chrysler had
proposed merging with Renault to create the
world’s third-biggest automaker, worth
almost $40 billion.
But it could have been gummed up by job
and other assurances sought by the French
government.
Earlier in the day, a person briefed on the
matter said Fiat Chrysler and the French
government had reached a tentative deal on
terms for the potential merger, a good sign
for the plan, but no guarantee it would be
approved. The person didn’t want to be iden-
tified because Renault’s board was still
meeting to discuss the proposal.
The merger would have saved billions in
purchasing costs and helped each company
share costs of developing autonomous and
electric vehicles. It also would have
reshaped the global auto industry, especial-
ly if the new company maintained ties with
Japan’s Nissan.

f you’re looking for the dragon boat
races Sunday in Foster City, just fol-
low the drum beat.
The 12th annual Bay Area Dragon Boat
Novice Race will fill the Foster City
Lagoon with hundreds of rowers in the
water and spectators along the banks as
the Bay Area Dragons, the club sponsor-
ing the event, try to drum up funds for
Alzheimer’s research.
Dragon boats racing is similar to the
sport of crew, but instead of pulling on
oars like in a rowboat as is done in crew,
dragon boat racers use paddles and stroke
like a canoe. A boat is comprised of 22
participants — 20 paddlers, the drummer
— who sets the
pace — and a steer-
er in the rear, to
keep the boat
going straight
down the course.
Many of the 36
participating teams
are comprised of
company-spon-
sored teams, like
Genentech,
Facebook and
Uber, but there are
also private entries like Ralston Middle
School, Foster City Parents Club and
Boy Scout Troop 47 Foster City.
Most of the participants have never
paddled a dragon boat previously, so
teams are given two practice sessions to
get a feel for the sport before they go
head-to-head on the lagoon.
The races begin at 9 a.m. and will be
run every 15 minutes until 4 p.m. Food
trucks and lunch-hour entertainment will
also be on display.
While the event is used as a fundraiser,
it’s also a way to introduce newcomers to
the sport, as well as promoting healthy
lifestyle, Bay Area Dragons also use it as
a recruiting tool to find paddlers for their
competitive teams that travel around the
country and world.

Serra duo leads Chapman to Division III national title

It was in Iowa — which served as the set-
ting for the classic baseball film “Field of
Dreams” — where Nick Garcia’s and Brad
Shimabuku’s baseball dreams came true.
The two Serra alumni enjoyed quite the
haul while in Cedar Rapids, Iowa this week,
as their Chapman University baseball team
claimed the NCAA Division III national
championship. It marks the second national
championship in the baseball program’s
history, and the first since 2003.
The Panthers swept their way to the title in
the best-of-three championship series, tak-
ing down Birmingham-Southern College
with wins of 6-4 followed by the 11-0 coro-
nation in a Tuesday doubleheader.
“It was great,” Shimabuku said. “Words
can’t really describe it. A moment like that,
it’s something you’ll remember for a life-
time.”
A 2018 graduate of Serra, Shimabuku was
Chapman’s leading hitter as a true freshman
this season, batting .340 — ranking 10th in
the Southern California Intercollegiate
Athletic Conference — and saved his most
pivotal hits for last.

inning, including Shimabuku, who added a
two-run triple.

Vargas (2-3) was maligned by Mets fans as
an unworthy No. 5 starter coming into the
season, but the 14-year veteran has been
stellar lately, allowing one run or fewer in
seven of his past eight starts.
Despite averaging just 84 mph on his fast-
ball, the 36-year-old lefty struck out a sea-
son-best eight, allowed five hits and a walk,
and threw his most pitches in five years. His
previous high this season was 98.

ence from high school, where he pitched 12
1/3 innings as a senior at Serra in 2017.
This year, though, he reached new heights
— and then some.
Not only did the sophomore lead the
SCIAC with 12 saves this season — tied for
second in the nation — he also ranked fifth
in the conference with 82 strikeouts. The
four pitchers ranked in front of him were all
starting pitchers. He was tops in the confer-
ence, and sixth in the nation, with 13.18

“I was giving everything I had,” Garcia
said. “Everything and anything I had left in
the tank I left it on the field right there.”
The fire-balling right-hander was the last
man standing in the Game 1 victory, though,
as he preserved the win for starting pitcher
Tyler Peck by recording his 12th save with a
fly out to right.
“Just relief,” Garcia said of the finish. “I
knew winning that game set us up to win the
whole thing. That took all the emotion out of
the other team … and just gave our guys all
the confidence possible to win just one more
game. That’s what was in everyone’s heads.”
The Angels tied it at 9 when Shohei
Ohtani was walked by Ryan Buchter with the
bases loaded in the eighth.
Ohtani homered and tied a career high
with RBIs. He added to earlier homers by
Tommy La Stella and Mike Trout, who had
the big hit in a four-run third when he drove
Daniel Mengden’s curveball to left-center
for a two-run shot.
The first four hitters in Los Angeles’ lineup
— La Stella, Trout, Ohtani and Albert Pujols
— had seven of their 10 hits and drove in a
combined six runs. Robles (3-0) got the win
after allowing one hit in 1 1/3 innings.
Grossman tied a career high with four hits
and made a diving catch in the eighth on
Luis Rengifo’s line drive.
Marcus Semien had three hits and three
RBIs for Oakland. He had the key hit in a
four-run second when his single drove in

Dunn upped her game after getting cut in 2015

LONDON — Crystal Dunn was
among the last cuts from the U.S.
national team roster for the 2015
Women’s World Cup in Canada.
That just made her all the more
determined to get to France.
Dunn is expected to start for the
defending champions, one of 24
teams competing in this year’s
tournament. The Americans open
play Tuesday with a match against
Thailand.
“I’m just so excited to get into
this World Cup so that I can no
longer be known as that girl that
didn’t make a World Cup,” she said
with a laugh.
Dunn was in camp with the
United States on Wednesday at
Tottenham’s training center in
north London. The team was
spending 10 days there before
heading to France.
The 26-year-old native New
Yorker said the experience of get-
ting cut has made her into the play-
er she is today.
“I supported them (the 2015
team) along their journey, but I was
able to reflect on myself and really
just invest in who I wanted to be as
a player. And I think just brushing
myself off just helped me get to
where I am now.”
While the 2015 team was tra-
versing Canada en route to its third
World Cup title, Dunn was back
home in the National Women’s
Soccer League and lighting it up.
She had 15 goals for the
Washington Spirit and was awarded
the league’s Golden Boot.
She also played a season over-
seas in Chelsea before returning
home and landing with the NWSL’s
North Carolina Courage. Dunn is a
midfielder for the Courage, which
won last season’s NWSL title after
a record-breaking season.
In the intervening four years,
she also became a regular on the
national team, earning a spot on
the 2016 Olympic roster. She’s
scored 24 goals in 84 appearances.
Dunn’s versatility is valued by
coach Jill Ellis, who has at times
moved her up to a more attacking
role late in games when subs are
made. The starting backline for the
U.S. team during the World Cup
will likely include Dunn, Becky
Sauerbrunn, Abby Dahlkemper and

“She’s the most versatile player
I’ve ever coached,” Ellis said. “It’s
not just her ability to play in dif-
ferent lines, it’s the quality with
which she plays in different lines,
which is quite extraordinary.”
Dunn joked that there’s one
position she’ll stay away from:

“Yes, it is challenging at times,”
she said about her shifting role. “I
think I’ve been fortunate to actual-
ly be on this team where people
help me. It’s not so much about,
‘You have to do this, this and this
right in order to be the world’s best
outside back.’ I think I’m always
learning, I’m always trying to be
at my best.”
The U.S. team is in Group F at
the World Cup, which kicks off
Friday in Paris with a match
between France and South Korea.
Following the Americans’ opener
against Thailand in Reims, they’ll
face Chile in Paris. The final match
of the group stage is against neme-
sis Sweden, which knocked the
Americans out of the Rio Games,
in Le Havre.
This World Cup is all the more
special for Dunn because her hus-
band, Pierre Soubrier, was born in
France and still has family there.
A former player at Quinnipiac
University, Soubrier is the head
athletic trainer for the Portland
Thorns — the team the Courage
beat to win the title last season.
Dunn and Soubrier married late last
year.
“I always tell Pierre’s family
that, obviously, the French side, it
would be great for women’s soccer
if they were to do well as the host-
ing country,” she said. “But of
course not too well because we’re
trying to win this thing.”

Gaffalione has become horse racing’s rising star

Tyler Gaffalione seems poised to
add his name to the list of all-time
great jockeys in horse racing that
includes Ron Turcotte, Jerry
Bailey, Gary Stevens, John
Velazquez and Mike Smith.
While there may not be a specif-
ic moment when people in horse
racing realized those jockeys
would become all-time greats,
Gaffalione has had two that stand
out for Bailey: July 4, 2017 when
the young rider tied the Hall of
Famer’s track record with seven
victories in a day and May 18,
2019 when he won the Preakness
aboard War of Will.
“I think the Preakness will
probably be a defining mark in
this young man’s career,” Bailey
said.
It’s early in a career that’s reach-
ing a crescendo for 24-year-old
Gaffalione. The 2015 champion
apprentice rider gets another
chance to add to his already
impressive resume when he rides
War of Will in the Belmont on
Saturday.
Gaffalione is third generation in
the profession after grandfather
Bobby rode more than 3, 200
times and father Steve won over
800 races over 20 years. As a
child, Tyler straddled the armchair
of the couch to simulate riding a
racehorse.
“I call Tyler the next Johnny
Velazquez, ” trainer Mark Casse
said. “He’s an extremely good ath-
lete. I think he can do a little bit of
anything. He’s good on front end,
he’s good from coming out, he’s
an extremely, extremely strong
finisher. And for a young rider, he
does a lot of thinking, which is
good.”

Gaffalione thinks about every-
thing before and during a race,

“Like a dream come true, ”
Gaffalione said. “It’s like every-
thing that you could ever want to
happen, happened. I couldn’t
believe that it was just right there
for me and my horse didn’t hesitate
at all. He’s such a fabulous horse
and he didn’t hesitate at all and he
really came home strong.”
With his family connection to
the sport, Gaffalione fell in love
with horses while growing up in
Davie, Florida. His first time on a
horse was at the Ocala tracks
Cardinal Hill and Classic Mile
when he was 11. He begged his dad
to let him ride for real and a year or
two later he did.
Gaffalione’s first race was Sept.
5, 2014 at Florida’s Gulfstream
Park. He has had 6,448 mounts
since with 1,094 victories and 23
graded stakes winners.
At age 20, Gaffalione won what
amounts to the Eclipse Award’s
rookie of the year honors when he
won 217 races and over $5.8 mil-
lion in earnings in 2015 facing
tough competition at Gulfstream
Park.
“Mentally I’m so much stronger
than I used to be,” Gaffalione said.
“I used to let things get to me
when I’d lose races. I would get a
little bummed out. ... I just always
expected so much more of myself
and I wanted to be the best rider
possible. I have a lot more confi-
dence in my decision-making, a
lot more patience I would say and I
think it helped tremendously. But
I’ve had great support around me.”

the aftermath of the historic
Kentucky Derby disqualification
of Maximum Security for interfer-
ing with War of Will.

Giants draft a number of familiar names

The hometown ties for the San Francisco
Giants in the 2019 MLB First-Year Player
Draft run much deeper than the first-round
selection of Serra graduate Hunter Bishop
out of Arizona State.
With the three-day draft concluding
Wednesday, the Giants selected two of
Bishop’s former amateur teammates. In the
33rd round, San Francisco selected Serra
graduate Nolan Dempsey, a second baseman
out of Fresno State. Earlier in the day,
Bishop’s recent Arizona State teammate,
Carter Aldrete, was selected in the 15th
round.
While Bishop and Dempsey both grew up
Giants fans, Aldrete’s allegiances have long
tended toward Oakland, as his uncle Mike is
the hitting coach for the A’s. Those alle-
giances changed quickly, however, when
the Monterey native heard his name called.
“To join the organization and to do it with
my best friends, it means so much to me,”
Aldrete said.
When he signs, Aldrete is a second-gener-
ation Giant. Not only did his uncle come up
with the Giants and play his first three big
league seasons in San Francisco, his father,
Rich, played five seasons in the Giants’
farm system. He also grew up going to

about winning two games and moving on to
Omaha.”
Leading off isn’t new territory for
Daschbach, who literally batted leadoff his
entire senior season at SHP in 2016.
Despite his coming off a junior season in
which he posted a .814 slugging percent-
age, Sacred Heart Prep manager Anthony
Granato was intent on getting his Stanford-
bound prospect as many at-bats as possible.
“I hit him leadoff so he could get the most
at-bats of anyone on the team,” Granato
said. “And he ended up giving us that
spark.”
In three years at Stanford, though,
Daschbach has grown into a middle-of-the-
order presence for one of the top baseball
programs in the nation. After hitting 16
home runs as a sophomore in 2018, he has
amassed his best season this year batting
.300 with 17 home runs, both career-highs.

With Arizona State hitting 96 home runs
as a team this season, Aldrete produced nine
of them. He hit .288 and took a nine-game
hitting streak into the Sun Devils’ final
regional playoff game, a heartbreaking 13-
12 loss to Southern Mississippi, in which
he went hitless through five at-bats.
The heartbreaking part, though, was
Arizona State led 10-2 in the fifth inning.
Southern Miss went on to put up three
crooked numbers, though, including three
runs in the eighth and four more in the ninth
to score a dramatic walk-off victory and end
the Sun Devils’ season.
“It was tough,” Aldrete said. “To put all
that hard work in all season, and to play a
good game, to be up six runs and not come
out on top, it’s tough. It’s just one of those
things … Obviously it’s surprising but
baseball is like that sometimes. … But I

Stanford’s first 19 games, Daschbach was
scuffling through a .196 stint (9 for 46) but
turned things around in a big way. He hit
safely in nine of his next 10 games. But the
most noteworthy splash came April 19 at
Oregon when he hit four home runs in one
game.
Daschbach is now ranked ninth in the
Pac-12 Conference with a .626 slugging
percentage.
“That’s in there,” Granato said. “That’s
not a fluke thing that just happens. It’s
something he’s done time and time again.”
When Granato arrived at SHP 2015,
Daschbach already had one successful varsi-
ty season under his belt. In taking over his
first high school program, Granato was
immediately struck by Daschbach’s maturi-
ty.
“I was really surprised by the way … just
physically and character wise and all of
that, he was clearly a standout and way
above his years,” Granato said.

Francisco Giants, I’m just so blessed to be
in the position I was in.”
drafted out of SHP in the 40th round by the
Tampa Bay Rays in 2016, but likely would
have gone much higher if not for his com-
mitment to play at Stanford on a full ride
—  Granato said he was impressed by the
absence of arrogance in Daschbach’s per-
sonality.
“He wasn’t like that at all,” Granato said.
“He was actually the exactly the opposite.
He was coachable and always looking to
learn more … and always leading by exam-
ple. It was really refreshing to have a kid
like that with that kind of mentality.”
Players are prohibited from negotiating
with major league clubs until their college
season is over, so Daschbach won’t be eli-
gible to sign until after Stanford’s postsea-
son is complete.
Of Stanford’s nine draftees, three were
taken by Baltimore. Outfielder Kyle Sowers
was selected by the Orioles in the
Competitive Balance B round. In the sixth
round, the O’s drafted catcher Maverick
Handley.
“My focus is just still on Stanford base-
ball,” Daschbach said. “But I really like that
fit. I’m really happy Baltimore took a

Aldrete said he will remain in Arizona for
the time being but is eager to get to work in
professional baseball.
“I’m ready to sign whenever they have
something for me to sign,” Aldrete said.
With Aldrete likely to report to rookie
camp in Scottsdale, Arizona, he’s perfectly
placed right where he is. He currently
resides less than five minutes away from
Scottsdale Stadium, he said.
“I’m quite excited,” Aldrete said. “It’s so
close. I just have to move my locker down
the street instead of across the country.”
Second-base depth with Dempsey
The Giants drafted two second basemen
among their 40 picks this week. The first
was Aldrete. Dempsey was the other, as the
offensive middle infielder made a home there
for two seasons with Fresno State.
A transfer from De Anza College-
Cupertino, Dempsey went on to hit .324
through two seasons with the Bulldogs. A
middle-of-the-order presence, he ranked sec-
ond on the team in 2019 with 57 RBIs.
He closed his collegiate career over the
weekend at the Stanford Regional, with
Fresno State advancing through the win-
ners’ bracket to the championship round
before losing two straight to Stanford.

run in Saturday’s 7-2 victory.

With Sowers, Handley and Daschbach
having appeared in the playoffs every sea-
son they’ve been at Stanford, there is also a
palpable buzz from Daschbach that the trio
could be the start of something special for
an Orioles organization that hasn’t reached
the World Series since the 1983 world cham-
pionship season.
“[The Orioles] seem very excited, ”
Daschbach said. “All three of us are obvi-
ously very excited. We’re all likeminded and
we have similar work ethics, and we also
bring a lot of different things to the table in
terms of our skill set … but I think they
took note of that in thinking that we can
build something very special. So, I think
that both sides are really excited.”
Daschbach is the second SHP alumnus
ever drafted by MLB. The first was Spencer
Lucian, who was selected by the New York
Yankees in 2008 out of Princeton
University.

The Bowditch Middle School girls’ soc-
cer team went 11-0-1 in capturing their
fifth-straight unbeaten championship for
the San Mateo school.
During their five-year run, Bowditch has
compiled a record of 58-0-2.

Menlo-Atherton announced this week the
hiring of Lauren Lesyna as the school’s
varsity girls’ water polo coach. Lesyna

School in Palo Alto, where she was an all-
CCS player throughout her four-year varsi-
ty career. She spent two seasons playing at
Foothill College in Los Altos, helping the
Owls to a fourth-place finish at the state
championship tournament. She transferred
to U.C. Davis and helped the Aggies to the
2017 National Collegiate Club
Championship.
She started her coaching career at her at
her alma mater, where she was the junior
varsity head coach and assistant varsity
coach. She has also spent the last four sea-
sons coaching for Stanford Water Polo
Club.

That includes Chara, even though missing
him on the penalty kill and defensively could
make a big difference.
“We prepare for a game from our side,” Conn
Smythe Trophy candidate Vladimir Tarasenko
said. “We can control our game. We don’t
know what’s gonna happen if he’s gonna play
or no. We just follow our plan. That’s it.”
The absence of Chara could prove to be the
tipping point in a bruising battle between the
Bruins and Blues. Boston defenseman Matt
Grzelcyk is out with a concussion and St.
Louis forward Robert Thomas is out with a sus-
pected hand or wrist injury. Cassidy said
Grzelcyk, who practiced in a no-contact jersey
Wednesday, is still in concussion protocol
and would need to be medically cleared in order
to play in Game 5 on Thursday night.
If Boston is without two of its top five
defensemen in Chara and Grzelcyk, it would
mean bigger roles for John Moore and Connor
Clifton and the possibility of Steven Kampfer
seeing his first action since Game 1 of the
East final. And the Bruins’ entire approach
would change.
“You lose a little bit of your team defense,
well, maybe you’ve got to create more offense
to balance that out,” Cassidy said. “You got a
guy that kills penalties well, maybe stay a lit-
tle more disciplined. Down the line of how can
you make up for what he brings without one
guy going in there.”
Meanwhile, St. Louis is relatively healthy
except for Thomas. The Blues got defenseman
Vince Dunn back for Game 4 after he missed
almost three weeks after taking a puck to the
face in the West final, and he assisted on a goal

and drastically improved their puck move-
ment.
“He’s a dynamic player,” coach Craig
Berube said. “He can make something out of
nothing a lot of times. He’s very good at that.
He’s elusive and even coming out of our own
end, you feel like there are times when the
puck is going to get stopped up and he’ll do
something and make a move and a quick play
with the puck that breaks a guy out and it’s a
great play that we’re going up the ice now.”
It appears rugged Robert Bortuzzo will
return to the Blues’ lineup in place of Joel
Edmundson, who had his ice time reduced for
performance reasons by coach Craig Berube in
Game 4 . Bortuzzo came out when Dunn was
ready to return but has two goals in the past
two rounds despite not being much of a scorer.
Cassidy and Berube have been matching
wits all series with roster decisions. From this
point on, the right and wrong calls could
determine the Cup champion, and the Bruins
have faith in Cassidy to push the right buttons
and compensate for injuries.
“He kind of knows how to get guys going,”
center Patrice Bergeron said. “He has a good
read and a good feel on how to do that and how
to handle it.”
Berube has tweaked far more in this series
than previous rounds, all the while counting
on St. Louis to not stray from its straightfor-
ward game that thrives off punishes oppo-
nents.
“We have to keep pounding them,” forward
Patrick Maroon said. “We just got keep doing
the same thing. Our team’s not flashy at all.
It’s north/south. Dumping it in. Wearing
teams down.
“When we don’t do that, their defense is
effective in moving up in the play. Odd-man
rushes. The D can jump higher. When we’re
doing well, we’re limiting their time and
space. We’re wearing them down.”

Lesson from Miss
Kim: Give other
lilac species a try

The problem with Miss Kim is she doesn’t
look like what you might expect. She’s a
lilac (Syringa patula), but not what we usu-
ally think of as a lilac.
Miss Kim, who is from north China and
Korea, is a different species from the lilac
we know in the U.S., called, appropriately,
common lilac (S. vulgaris), and hailing
from southern Europe. She looks and acts
differently from, and is in many ways better
than, her common lilac cousin.
Miss Kim lilac is one of a number of lilac species that are worth growing in addition to or A BETTER FIT FOR SMALLER SPACES
instead of the usual common lilac. For one thing, Miss Kim is a compact
shrub, often billed as growing only 3 feet
high and wide. In fact, she’s capable of
growing 8 to 10 feet. That’s still substan-
tially smaller than common lilacs, which,
left to their own devices, swell to 20-foot
behemoths. My own Miss Kim is 5 feet
high, in her third year, and still growing
strongly. So for smaller yards or more inti-
mate spaces, Miss Kim might be the lilac of
choice.
And rather than creating an arching foun-
tain of stems, leaves, and flowers, Miss Kim
presents a dense, rounded mass of greenery
and flowers. Her leaves are also smaller than
those of the common lilac and, with their
rippling surfaces, lend an unlilac-like look
to the shrub.
Miss Kim also looks decidedly unlilac-
like in summer, when her leaves retain their
healthy green color rather than being
marred by the powdery mildew disease that
attacks common lilac (but does those plants
no particular harm). In autumn, as common
lilac’s leaves drop with little fanfare, Miss
Kim’s leaves turn reddish burgundy.

FLOWERS DIFFER ALSO
Face it: We grow lilacs mainly for their
flowers. In this respect, Miss Kim is similar
to her Occidental cousin. Her blooms,
which open two weeks or more after those of
the common lilac, have more white in them,
giving them a pleasantly icy appearance.
The flowers, like those of common lilac,
are fragrant. Not to my nose deliciously so
though because they have more of the aroma
of privet (a lilac relative). For some reason,
Miss Kim changes once she comes indoors,
however, then becoming pleasantly and
strongly fragrant, with even a single cluster
of blossoms perfuming a whole room.
OTHER LILACS WORTH GROWING
Miss Kim is not the only lilac that is
unlilac-like. There’s also the so-called early
lilac (S. oblata) from Korea, which, besides
blooming early, has loose panicles of flow-
ers and nice autumn leaf color.
Japanese tree lilac (S. reticulata) is —
what can I say? — from Japan and a tree,
developing a hefty, single trunk and bloom-
ing a couple of weeks after common lilacs.
The branches become smothered in frothy,
white blooms which, unfortunately, smell
very much like privet blooms.
Meyer lilac, from northern China, is
unlilac-like in that its blooms develop all
along the stems, covering the entire shrub
from top to bottom.
Cutleaf lilac, from western China, is
notable for having finely lobed leaves that
give the whole bush a lacy texture.
All these unlilac-like lilacs have qualities
that make them worth growing not instead
of but in addition to the common lilac
which, on the other side of the Pacific
Ocean, is itself the unlilac-like lilac.

nically independent charter schools
causes administrative headaches and
offers no benefit, motivating officials
to consider the shift.
“There’s no incentive, no advan-
tage, and there is a lot more work
involved for the parent community,
administrators and the teachers to
maintain these charters,” she said.
The district operates as a dependent
charter system, under which the
schools are technically independent
according to the state’s definition, but
still rely on financing from the coun-
ty, state and federal government while
adhering to a conventional administra-
tive system with direction from a
school board and superintendent. Such
a structure differs from independent
charters, which operate similarly
financially but are not overseen by a
school district.
In 1993, the district was the first in
the state to adopt charters, and the
Charter Learning Center, the pioneer
school, will preserve its status.
Harmeier said the district was initial-
ly willing to operate as a charter sys-
tem to track down grant funding avail-
able at the time. But that money has
since dried up, and the district has long
operated largely as a traditional school
system, despite having to jump

Watkins acknowledged the two bids
came in a bit higher than officials had
hoped, but she shared optimism that
officials would be able to offset poten-
tial additional costs by pulling from
other funds.
She further balanced that perspective
by noting that the two bids received
were relatively competitive, especial-
ly considering the rising costs of con-
struction throughout the Bay Area.
“They did come in much more rea-
sonable than we had anticipated,” said
Watkins.
Officials took the school out to bid
on their own following the dissolution
of a construction deal with the former
property owner, which had previously
agreed to develop the campus after the
district acquired the land.

Officials already started the shift
away from dependent charters when
officials agreed the district’s newest
campus, Mariposa School, should be
launched as a traditional establish-
ment. The same decision was made
when Arroyo School was opened as
well.
Beyond the operational inefficien-
cies, Harmeier said the motivation to
convert the district is also fueled by
most members of the school communi-
ty assuming San Carlos is just a tradi-
tional school system.
“Nobody really understands that we
have this burden and we are just suffer-
ing so I don’t think there will be any
issue about this,” she said.
To that end, she said no one in the
school community has raised concerns
about the proposal to shift away from
dependent charters. Contrarily, she

was eventually settled.
Watkins cited the district’s ability to
independently seek bids as a crucial
component to identifying potential
builders willing and able to work
alongside the district.
“The option we had to go out to bid
on our own has allowed us to have bids
which are more within the realm of
possibility for us,” she said.
The project has also seen significant
cost escalation and designs have been
amended to be more affordable.

as gyms and classrooms throughout
the district is offered through the $148
million Measure X bond, which must
also address a variety of construction

site council requested the change. If
the school board approves the propos-
al, the conversion will be final, as it
was already voted on by the school’s
site council and its teachers.
Looking ahead, she said the rest of
the district’s dependent charter
renewals are up in the coming year and
Harmeier expects they too will seek to
convert back to traditional programs.
Additionally, she said the conver-
sion is facilitated by officials adopt-
ing much of the innovation often
associated with charter schools and
folding that into the district’s strate-
gic plan, broadening the reach of such
programs.
Harmeier said when San Carlos initi-
ated the conversation around the con-
version, state education officials
referred administrators to other
dependent charter districts in
California which are considering simi-
lar shifts as a model.
Ultimately, beyond the operational
advantages offered by doing away with
a system which only seemingly causes
administrative challenges with no
apparent incentives, Harmeier framed
the upcoming decision as a matter of
common sense.
“It doesn’t make sense that we are a
charter, when we are really operating
as a whole district,” she said.

Should a contractor be identified
within the project budget, Watkins has
said she expects Foster City elemen-
tary school construction could start in
July with an anticipated completion in
fall 2020. The site where a shopping
center and post office once stood has
since been cleared and is ready for con-
struction.
Following the variety of hurdles the
project has encountered, Watkins
shared her anticipation for the chance
to push forward a priority project for
the district.
“It’s really exciting for us,” she said.

a Planned Development District, Update the Zoning Map, and
Adopt a Development Plan for the Multi-Family Residential
Development located at 500 Sylvan Avenue.
The site is currently zoned R-2 (Low Density Residential) but
is also located in the Transit Corridors Plan (TCP) Area.
There are five-character areas located throughout the TCP
area. The subject site is located in the Central Business Dis-
trict (C-B-D) Character Area. An amendment to the Zoning
District to change from the current Low-Density Residential
(R-2) zoning classification to a Planned Development District
(P-D), and to adopt a related District Development Plan to es-
tablish use and development standards is required. The un-
derlying Low-Density Residential (R-2) zoning classification
would not allow for the project as proposed; therefore, a Plan-
ned Development District (P-D) will be established, consistent
with the TCP Central Business District (C-B-D) Character
Area requirements.
In accordance with the Municipal Code, this ordinance will go
into effect 30 days from adoption, which is Thursday, July 11,
2019.

NOTICE IS HEREBY GIVEN that sealed bids will be received in the Harbor District Administrative
Offices, San Mateo County Harbor District (District), either by U.S. Postal Service addressed to its
mailing address, PO Box 1449, El Granada, CA 94018, by courier or personal delivery to 504
Avenue Alhambra, Ste. 200, El Granada, CA 94018, on July 10, 2019 by 2:00 pm, Pacific
Standard Time, at which time bids will be publicly opened and read for the following:

Pillar Point Fishing Pier Rehabilitation
The District seeks bids for the Pillar Point Fishing Pier Rehabilitation. Bids shall be submitted
on the District’s “Bid Form” and enclosed in a sealed envelope marked “CONTRACT NO. 2017-
11, Pillar Point Fishing Pier Rehabilitation,” and plainly endorsed with Bidder’s name and ad-
dress.
Bidders bidding as the prime contractor must possess a valid State of California Class A or
Class C, Contractor’s License at the time of contract award. All subcontractors, if any, must be
properly licensed by the State of California to perform specialized trades.
A non-mandatory pre-bid conference and site visit will be held prior to the date of bid opening.
District staff will be available to answer general questions pertaining to the solicitation documents
and the specifications. Any questions that may require staff research to answer or that will other-
wise modify the meaning or intent of this solicitation shall be submitted to the District in writing as
described in Special Provision 1.8. The pre-bid conference will take place on June 18, 2019 at
10:30 am at the Pillar Point Harbor – Harbor Master’s Office located at 1 Johnson Pier, Half
Moon Bay, CA 94019. There will be a site visit immediately following the pre-bid conference. Any
individuals who participate in the site visit must bring their own safety gear (hard hat, safety vest,
safety glasses, and steel toed shoes) to wear during the site visit.
Bids must be accompanied by a deposit either in the form of a certified or cashier’s check or Bid-
der’s Bond, as described in the documents, which shall be applied to damages sustained by the
District in the event that the successful Bidder fails or refuses to enter into a contract awarded to it
by the District.
Requests for modifications or clarifications of any requirement must be submitted in writing to San
Mateo County Harbor District, Attn: John Moren by e-mail at jmoren@smharbor.com or by fac-
simile at (650) 583-4614 by June 25, 2019 at 4:30 pm, Pacific Standard Time.
This is a Public Works Contract. The general prevailing rates of per diem wages and the general
prevailing rates for regular (straight) time, holiday and overtime work in San Mateo County for
each craft, classification and type of worker needed to execute the Contract shall be set forth in
the current General Prevailing Wage Determinations made by the Director of Industrial Relations
pursuant to California Labor Code Sections 1720 et seq. The current General Prevailing Wage
Determinations are incorporated into the Contract and are available at the California Department
of Industrial Relations' website (www.dir.ca.gov/dlsr/DPreWageDetermination.htm). Should the
general prevailing wage rates not specify a wage determination for a particular type of worker, at-
tention is directed to 8 CCR 16202(b) regarding petitioning the Director of the California Depart-
ment of Industrial Relations for a special wage
determination. Responsibility for labor law enforcement remains with the Division of Labor Stand-
ards Enforcement.
The successful Bidder will be required to furnish a Performance Bond and a Payment Bond, both
in the amount set forth in the Special Provisions.
Pursuant to Public Contract Code Section 22300, the successful Bidder may submit certain se-
curities in lieu of the District withholding funds from progress payments (retention) during the Proj-
ect.
Bids will be examined and reported to the General Manager within ninety (90) calendar days after
the bids have been opened. The District reserves the right to reject any and all bids, or to waive
any irregularities or informalities in any bid or in the bid procedure, or to postpone the bid opening
for good cause. No Bidder may withdraw its bid for a period of ninety (90) calendar days after the
date of opening of the bids. Each Bidder will be notified of award of contract, if award is made.
Contractors and subcontractors must be registered with the Department of Industrial Relations
(DIR) at the time of bid, or else the bid may be rejected as non-responsive. (See Labor Code sec-
tions 1725.5 and 1771.1.) For federally funded projects, the contractor and subcontractors must
be registered at the time of contract award. (See Labor Code section 1771.1(a). Each bidder must
submit proof of contractor registration with DIR (e.g. a hard copy of the relevant page of the DIR's
database found at: https://efiling.dir.ca.gov/PWCR/Search. This Contract is subject to monitoring
and enforcement by the DIR pursuant to Labor Code Section 1771.4.

Senators launch bipartisan bid to block Saudi arms sales

WASHINGTON — Directly challenging
President Donald Trump’s use of executive
power, Democrats and Republicans in the
Senate are banding together to introduce
more than a dozen resolutions aimed at
blocking the Trump administration’s sale
of weapons to Saudi Arabia.
The maneuver amounts to a remarkable
display of bipartisan pushback to Trump’s
foreign policy and threatens to tangle the
Senate in a series of floor votes this sum-
mer. Sen. Bob Menendez of New Jersey, the
top Democrat on the Senate Foreign
Relations Committee, is leading the effort,
but he has support from two of Trump’s
allies in Congress: Lindsey Graham of
South Carolina and Rand Paul of Kentucky.

Trump, Irish prime minister differ on Brexit, meeting venue

SHANNON, Ireland — For the backdrop to his first offi-

cial visit to Ireland, President Donald Trump wanted to pro-
mote his golf course on the nation’s rocky west coast. The
Irish government countered with the grand staging of an
ancient castle.
In the end, neither side got what they wanted. The com-
promise location for Trump’s meeting Wednesday with Irish
Prime Minister Leo Varadkar was the VIP lounge at Shannon
Airport, just down the hallway from the food court and duty-
free shop.
And the meeting itself was more than just a warm hand-
shake for the cameras, as the two broke sharply on what
would be best for Ireland if the United Kingdom were to
leave the European Union.
Varadkar has become a vociferous opponent of Brexit, a
move Trump supports. Many in Ireland express worry that if
the U.K. does leave, a “hard border” will return between
Ireland and Northern Ireland, which is part of the U.K,

“Probably you’ll ask me about Brexit because I just left

as you know,” Trump said in the leaders’ meeting. “And I
think it will all work out very well, and also for you with
your wall, your border.”
Varadkar quickly retorted: “I think one thing we want to
avoid, of course, is a wall or border between us.”
“I think you do, I think you do,” Trump responded. “The
way it works now is good, you want to try and to keep it that
way. I know that’s a big point of contention with respect to
Brexit. I’m sure it’s going to work out very well. I know
they’re focused very heavily on it.”
Trump also has one other stop during his two days in
Ireland, and it’s not the capital of Dublin or the famed Cliffs
of Moher. Rather, it’s his own golf course in Doonbeg,
where he will sleep for two nights amid the commemora-
tions of the 75th anniversary of D-Day.
