WHEREAS, pursuant to Section 17 (a) of Republic Act no. 7160, also known as Local
Government Code of 1991, local government units shall endeavor to be self-reliant and
shall continue exercising the powers and discharging the duties and functions currently
vested upon them. They shall also discharge the functions and responsibilities of national
agencies and offices devolved to them pursuant to this Code. Local government units
shall likewise exercise such other powers and discharge such other functions and
responsibilities as are necessary, appropriate, or incidental to efficient and effective
provisions of the basic services and facilities enumerated herein;
WHEREAS, the rampant mushrooming of vehicles, both private and public transports in
Caloocan City, has brought forth traffic gridlock in minor roads, including the vicinity of
Barangay 15, which has caused inconsiderable discomfort to motorists, students of
Caloocan Elementary School-Central and residents of Barangay 15;
WHEREAS, the security and safety of the residents, students and motorists are the primary
concern of the Sangguniang Barangay;
WHEREAS, the traffic along the perimeter of Caloocan Elementary School-Central bounded by
P. Zamora Street and J. Rodriguez Street within the jurisdiction of the barangay has been
a perennial problem of the community especially during school days;
WHEREAS, there is an urgent need to address all these and put things in their proper
perspective by providing for an efficient traffic management, purposely to maintain an
orderly and smooth traffic and sufficient movement of motorists, students and residents
within the vicinity of Barangay 15;
Section 1. Title - This Ordinance shall be known as “An Ordinance providing a Traffic
Management Code within the vicinity of Barangay 15, Zone 2, District II, Caloocan
City”.
Section 2. Scope of Application - This ordinance provides for the traffic and pedestrian rules
and regulations within the jurisdiction of Barangay 15, Zone 2, District II, Caloocan City;
vehicle stops and transport terminals; parking and no-parking zones; and in general, such
other rules and regulations hereinafter promulgated in furtherance of an optimum
utilization of the road where the context applies in accordance with Caloocan City Traffic
Management Ordinance no. 0391 s. 2005.
Section 3. Declaration of Policy - It is the policy of Barangay 15, Zone 2, District II, City of
Caloocan to protect the health and welfare of the residents, students of Caloocan
Elementary School-Central and motorists concerning traffic problems and issues.
Section 4. Exemptions –
a. any emergency vehicle may, when it is expedient and safe to do so, proceed, pass a
traffic control device; and/or stop, left waiting or parked at any place at any time;
b. school services for SPED and disabled students of Caloocan Elementary School-
Central may enter a “No Entry” sign, provided that they have the necessary clearance
from the barangay.
ARTICLE II - DEFINITIONS
Section 5. Definition of Terms- for the purpose of this ordinance, the following terms are
hereby defined as follows:
a. Abandoned Vehicle - any vehicle unattended for more than twenty-four (24)
hours on a public way.
b. Driver – any person having control of the directional and motive power of a
vehicle.
c. Emergency Vehicle - a motor vehicle conveying members of the police force, fire
brigade and/or ambulance on an urgent duty.
d. Horn - includes any or every device for signaling by sound.
e. Intersection - the place which two or more roads cross.
f. Motor vehicle - means any conveyance designed to be self-propelled.
g. Motorbike- a two wheeled motorized conveyance.
h. Pedestrian- any person on foot or in a perambulator.
i. Pedicab- a three wheeled man-powered vehicle.
j. Tricycle- a three wheeled conveyance designed to be self-propelled.
k. Vehicle- any means of conveyance motorized or man-powered, including animal
driven or ridden, but does not include a train.
l. Zone- area or perimeter.
Section 6. Erection and Interference with Traffic Control Items - No person shall, except
when duly authorized by the barangay or proper lawful authority, erect, establish or
display on the road or in the view of any person on any road, or interfere with, alter or
take down, any traffic control sign or device.
Section 7. Traffic Control Signs or Items to be Operative - Where any traffic-control signs
or item of any kind exists on the road, it shall be effective and operative as a traffic-
control item duly established for the purpose under this Code.
Section 8. Obedience to Traffic Control Signals - Every person shall at all times observe and
comply with the instructions of any traffic control signal applicable to him.
Section 9. Obedience to Signs - Traffic signs installed shall be obeyed by motorists at all times
whether such signs were erected permanently and/or temporarily.

Section 11. Night Parking Procedure - The Sangguniang Barangay shall recommend to the
Department of Public Safety and Traffic Management the streets within the jurisdiction
of Barangay 15 available for night parking in accordance with Caloocan City Ordinance
no. 03921 s. 2005. As a rule, owners of residents of the building fronting the road have
the prerogative of night parking slots contiguous to their property.
Section 12. Parking for Certain Purposes Prohibited - No person shall park a vehicle upon
any roadway for principal purposes of: displaying such vehicle for sale; or washing,
greasing or repairing such vehicle except repairs necessitated by an emergency.
Section 13. Stalled or abandoned Vehicles - No driver shall abandon a vehicle more than forty
eight (48) hours within the jurisdiction of Barangay 15.
Section 14. Other Restrictions - The use of streets, sidewalks and other public places in
Barangay 15 for commercial and personal purposes are hereby prohibited; provided, the
necessary permit and/or clearance from the Office of the Punong Barangay had been
otherwise obtained. Such prohibited acts include but are not limited to the following:
ARTICLE IV – PENALTIES
Section 15. Penalty - Any person found violating any of the provision/s of this ordinance shall
be fined in accordance with Caloocan City Ordinance no. 0391 s. 2005 and/or reported for
immediate towing of the vehicle by RDPSTM or any towing services accredited by this City;
ARTICLE V – FINAL PROVISIONS
Section 16. Separability Clause – If for any reason, any section or provision of this Ordinance
is declared illegal or unconstitutional other sections or provisions hereof which are not
affected thereby shall continue to be in full force and effect.
Section 17. Repealing Clause - All ordinances, rules and regulations or parts thereof which are
in conflict or contrary to the provisions of this Code are hereby deemed modified,
amended or repealed accordingly.
Section 18. Effectivity Clause - This Ordinance shall take effect upon its approval.
