To keep pace with modern banking technology, DBP provides ATM services as additional convenience
to the Bank’s customers to avoid long queues at the Teller’s booths. ATM facilities are also installed off-
site to bring the Bank’s services nearer to its clientele. Responsibility for ATM servicing and
reconciliation is a joint responsibility of the CM/Branch Cashier and Accountant and their alternates. They
shall be referred herein as the ATM Servicing Team. The ATM operation is discussed in detail in the ATM
Manual issued on January 21, 2002 by CCAO (formerly EBPU).

I. POLICIES

1. ATM Cards shall be issued to individual depositors of Current and/or Savings Account which may
either be “single” or “OR” joint accounts provided that said depositor is at least 15 years of age.

2. ATM Cards and ATM PIN Form containing the system’s pre-defined PIN shall be released only to the
ATM Accountholder. ATM cards shall require Personal Identification Number (PIN) entry to access
ATM services.

3. Change of PIN thru the DBP PIN Activator system can only be made personally by the ATM account
holders.

4. ATM withdrawals shall be allowed within the prescribed limits against the available balance of the
ATM account. Said withdrawals shall be automatically debited by the system from the account on
transaction date.

5. The assigned ATM Servicing Team shall be jointly responsible in the cash servicing, as the need
arises and reconciliation of the cash in ATM.

6. Casual, contractual or probationary personnel shall not be allowed to handle in any way the daily
servicing of the ATM, including replenishments of all supplies in the ATM and the loading of
cassettes therein.

7. The cash servicing of the ATM, replenishment of all supplies and loading of ATM cassettes shall at
all times be attended by the Branch Accountant and Branch Cashier or their respective alternates. In
no case shall said activities be done by the Branch Accountant or Cashier and their own alternates only.

8. Spare ATM cassettes safekept in the vault shall be the responsibility of the CM/Branch Cashier.

9. ATM transactions shall be reconciled with GL the day following transaction date.

10. ATM Cash shortage involving P4,000.00 or more shall be verified by the CM/Branch Head. If unlocated
within two (2) banking days of discovery, the incident shall be reported to the Head, RMO/CCAO for
further verification. If still unlocated after two (2) banking days, the same shall be brought to the attention of
the Head, IA and the Office of the Legal Counsel for further verification and fact-finding, respectively.

11. ATM overwithdrawals shall be collected from depositors.

12. The Head Processing and Servicing Unit of CM/Branch Cashier shall be responsible in informing the
depositor of the overwithdrawals through fastest means and in sending demand letters to enforce
immediate payment.

13. Accounts of depositors who did not return overwithdrawn amounts shall be considered as
mishandled CASA account and shall be closed. The depositor shall be permanently barred from
opening CASA accounts with the Bank.

14. CM/Branch shall report to HRM the names of DBP Employees who failed to return within twenty four
(24) hours from notification any overwithdrawn amounts in the ATM if such overwithdrawals are
caused by the ATM System errors. Such information shall be included in the 201 file of the
concerned employee and for background information to Selection Board.

15. Cardholder data such as ATM Card Numbers are classified as confidential and must be masked
should it appear on the customer receipt generated by the ATM and on the screen of system users.
Only authorized personnel whose functions require the viewing of the ATM Card Number shall be
granted access to view this confidential information.

16. All reports and printouts for disposal which contain ATM Card Numbers shall be cross-cut shredded
or destroyed by other means which will render the prints unreadable.

17. Only DBP-issued removable media shall be used in the ATM Center. In case such removable media
is used outside the Bank’s premises, approval of the Cash Management Department’s Information
Security Officer / Associate Compliance Officer shall be required. Confidential card information
stored in DBP-issued removable media must be encrypted using reliable data encryption technology.

18. All card information classified as confidential shall be encrypted using only strong keys such as
those generated by the Hardware Security Module (HSM). Key management procedures, compliant
with the Payment Card Industry – Data Security Standards (PCI-DSS), shall be practiced to ensure that
sensitive information is kept confidential and that measures are in place to mitigate associated risks.

19. The HSM’s environment should be provided its required procedural security and its security
enforcing functions utilized appropriately to ensure that the system that uses it operates securely.

II. PROCEDURES

A. WHO MAY APPLY

1. ATM Card may be issued to any depositor of Current and/or Savings Account which may either be
“single” or “OR” joint account, provided that said depositor is at least 15 years of age.

2. An ATM card may also be issued to each co-depositor of an “OR” joint account.

3. Application for ATM Card shall be filed only at CM/Branch where the account shall be maintained.
(Annex A, page A.504.1)

B. CARD MANAGEMENT AND PROCESSING

1. Card Management shall be centralized at CCAO-ATM which shall be responsible for the purchase,
safekeeping, processing and definition (upload) of ATM Card data in the ATM System prior to
distribution to CM/Branches.

a. Blank cards shall be kept inside the vault under the control of CCAO Head who shall maintain a
register showing the following information:

i. Date Received from PSM


ii. Quantity Received
iii. Issuances (Date, Quantity Issued)
iv. Running Balance
v. Signature of Head of ATM Unit

b. CCAO Head shall issue to the Head, Cards & PIN Management Division blank ATM cards for
processing equivalent to the number requested by CM/Branches. For control purposes, spoiled
ATM card shall be returned to the CCAO Head for perforation before a replacement card is
issued.

c. Processing of ATM cards involves the following:

i. Encoding of the Primary Account No. (PAN) in the magnetic stripe at the back of the
card or in the microchip of the card, whichever is applicable.

ii. Embossing of the following on the face of the ATM Card.

• Current/Savings Account Number


• ATM Card No.
• Full Name of the ATM Cardholder

d. ATM cards shall be processed within three (3) working days from date of request. Processed
ATM cards shall be sent by pouch directly by the Head ATM Unit to the requesting CM/Branch
Cashier.

e. CM/Branch Cashier shall, upon receipt of ATM Cards, acknowledge receipt thru e-mail to the
CCAO Head. CM/Branch Cashier shall assume custody of the cards and shall keep them under
lock and key until they are claimed by the depositors.

f. The Head-CM New Accounts Division/Branch Cashier shall maintain an ATM Card Register
(ACR) Logbook to effectively monitor request and receipt of ATM Cards from the ATM Center
and issuance to the depositors. The Register, to be utilized jointly by the CM/Branch Cashier,
New Accounts Staff and the Accountant shall contain the following information:

i. Date Requested
ii. ATM Card Number
iii. Account Name
iv. Account Number
v. Date Received by Cashier From ATM Center
vi. Signature of and Date Received by New Accounts Staff from Cashier
vii. Signature of Depositor
viii. Date Received by Depositor

g. The CM/Branch Cashier shall ensure that the card numbers of ATM cards received from the
CCAO are sequentially numbered. Any discrepancy shall be reported at once to CCAO thru e-
mail.

C. ISSUANCE OF ATM CARDS

1. ATM cards shall be released by the Cashier to the New Accounts Staff for issuance to the
depositor/s who shall acknowledge receipt thereof in the Cashier’s ACR Logbook.

2. The New Accounts Staff shall orient depositor/s on the use of the ATM and the ATM card. It shall
be emphasized that the ATM card is the personal property of the cardholder who shall be liable for
its use. The cardholder shall also be liable for amounts debited from his account through the use
of his ATM card whether or not the withdrawals were made with his prior knowledge or authority.

3. ATM card may be released and the PIN may be activated in another Branch upon written request
of the depositor and duly endorsed by the Head of CM/Branch where the account is maintained.

4. At the end of the day, the CM/Branch Cashier shall verify the ACR Logbook and ascertain that
ATM cards and PIN mailers are released by New Accounts Staff duly acknowledged by the
client in the ACR Logbook

5. ATM Cards remaining unclaimed after ninety (90) days shall be:

a. destroyed (cut) by the CM/Branch Cashier in the presence of the CM/Branch Head prior to
disposal;

b. delisted by the back office from the CASA System by changing the ATM status of the account
from “1” to “0”.

c. promptly reported to the CCAO-ATM for deletion in the ATM CASA System.

D. PERSONAL IDENTIFICATION NUMBER (PIN) MANAGEMENT

As a general rule, the CM/Branch Cashier or alternates, being custodian of ATM cards, shall not be
allowed to administer/change PINs nor access the ATM PIN Activator System.

1. PIN Assignment

PIN consisting of six (6) numeric characters may be assigned thru:

a. PIN definition by depositor thru the Personal Computer with On- Line or Off-line PIN Setting
System to be administered by the New Accounts Staff prior to release of ATM card.

b. Automatic ATM PIN Creation (pre-defined) and Printing in PIN Form System to be
undertaken by the Head of Processing & Servicing Unit in CM and by the Accountants in the
Branches or by their respective authorized alternates.

PIN Forms containing pre-defined PINs shall be kept under lock and key by the Head of
Processing and Servicing Unit in CM or by the Accountant in the Branches or their respective
authorized alternates and released to the New Accounts Staff when corresponding ATM card
is claimed by the depositor.

c. PIN definition via the ATM Supervisor’s Card of the Head of New Accounts Division in CM
and by the Accountants in the Branches.

2. Change of PIN

a. PIN may be changed by the depositor in CM or in any issuer Branch provided a Letter of
Introduction from CM/maintaining Branch is presented and confirmed by the CM/servicing
Branch and true identity of the account holder is established by said CM/servicing Branch.

b. Requests for PIN change thru the PIN Activator System by representatives shall not be allowed.

E. SPECIAL HANDLING

1. Lost/Stolen Cards

a. CM/Branch New Accounts Staff/Authorized Personnel shall receive report of lost ATM cards
from clients. If the report is received thru phone, fills up the ATM Customer Complaints Form
(CCF). If reported in person, requests client to fill out the form. Forwards copy to Accountant
and accesses the ATM Tools Manager System, Account Information System for the tagging of
ATM Card number of the client as Hot Card.

b. ATMS file shall be saved in a diskette and a copy will be sent to ATM Center thru e-mail. To
ensure immediate tagging in the system, stolen or lost ATM Card Number shall also be reported
to ATM Center thru phone.

c. For NIDSS converted Branches only: CM/Branch NAS/Authorized Personnel shall perform
ZAB option (Block Customer Account) in the NIDSS Backoffice menu and encodes Account
Number (NIDSS Account Number). CM/Branch Accountant shall afterwards authorize in
NIDSS Backoffice Terminal.

d. Upon receipt of phoned information and ATMS file from NAS/Authorized Personnel, CCAO
Authorized Personnel uploads ATMS file to AIS and to the STRATUS for deletion of the number
of lost ATM card from ATM System. An e-mail shall be sent to the Issuing Branch of the lost
ATM Card regarding deletion from the ATM System and for validation against bank records. A
printed list of lost ATM Card shall be forwarded to ATM Center Authorizer.

e. CCAO ATM Center Authorizer shall compare the printed list with the uploaded ATMS file in
STRATUS and authorizes the uploaded ATMS file for deletion.

f. Prior to issuance of replacement ATM Card, CM/Branch Accountant/CASA Bookkeeper shall


validate from ATM System if ATM Center has deleted the lost ATM Card data. If not yet deleted,
it shall be coordinated with ATM Center. CM/Branch Accountant/CASA Bookkeeper shall
change ATM Account Status of lost ATM card from “0” to “1” and shall authorize NAS to issue
the replacement ATM Card to cardholder.

2. Replacement of ATM cards

a. ATM cards shall be replaced under the following circumstances:

i. Lost/stolen card
ii. Physically damaged cards
iii.Unreadable data on magnetic stripe of the ATM card

The ATM cardholder shall be required to fill up the Application for ATM Card (AAC) form.
The prescribed card replacement fee may be waived by the CM/Branch Head for valued clients.
For lost/stolen card, cardholder shall be required to execute an Affidavit of Loss (Exhibits
Section, Exh. # 4).

b. CM/Branch Cashier shall inform the CCAO – ATM Unit thru e-mail of the ATM data (card and
account number) of ATM cards to be replaced for deletion in the ATM System. Once deleted
from the System, the old ATM card shall no longer be reactivated.

3. Captured Cards

ATM cards are automatically captured by the ATM if not retrieved within the time limit or in case
the ATM card slot is jammed.

a. If captured at DBP ATMs, the CM/Branch Cashier or authorized alternate shall take out ATM
cards from ATM Captured card box for disposal as follows:

i. Return DBP ATM card directly to account holder after proper identification or thru the
Issuer Branch;

ii. Destroy DBP ATM card immediately, if tagged as “Hot Card”;

iii. Send other Banks’ ATM cards to CCAO-ATM Unit for delivery to Megalink or directly
to Issuer other Bank’s Branches located in the locality, as the case may be;

iv. If circumstances warrant and subject to proper identification of claimant, CM/Branch


Cashier may release the captured other Bank’s ATM card directly to the cardholder.

b. If DBP ATM cards are captured in other Banks’ ATMs, the CM/Branch Cashier shall await
delivery from CCAO ATM Unit or Other Bank/Branch for disposal, as follows:

i. destroy immediately if tagged as “Hot Card”;

ii. release to client after proper identification.

F. SERVICES

Except for Cash Advance transactions of credit cards, cash services shall be to the extent of the
available balance of the savings or current account to which the ATM card is attached. The following
ATM services shall be available twenty four (24) hours a day, seven (7) days a week to all Megalink,
Bancnet and Expressnet banks’ ATM cardholders.

1. Cash Withdrawals

a. Withdrawals shall be allowed only against the available balance of depositors’ savings or current
account.

b. Regular Cash Withdrawals - maximum of 5 withdrawals a day from P200.00 to a maximum of


P10,000.00 per cardholder per transaction or a total of P50,000.00 a day whichever comes first.

c. Fast Cash Withdrawals - Withdrawal of P 500.00 using the “Fast Cash” Option of the ATM for a
maximum of P2,500.00 a day for withdrawals.

d. Withdrawals made through the ATM are automatically debited to the cardholder’s account by
the CASA System. Withdrawals not debited to cardholder’s account due to System’s error shall,
as soon as discovered by the Accountant during the daily balancing/reconciliation of ATM
transactions, be debited from the account.

e. Withdrawals on non-banking days shall form part of the next banking day’s transaction and
booked accordingly.

f. Overwithdrawals resulting to negative account balance due to system’s error shall be collected
immediately from the depositor. If collection efforts fail after one (1) month, the same shall be
referred to the Bank’s Lawyer for legal action.

1 Upon Discovery of overwithdrawals, perform the following:

a. Branch Cashier or Processing and Servicing Unit Head of CM shall immediately contact the
account holder through fastest means to inform of the overwithdrawals and request for the
return of overwithdrawn amount. This call shall be evidenced by a call memo to the
CM/Branch Head and the returned amount to be evidenced by issuance of official receipt.

b. If over withdrawn amount is not returned within the next banking day,

 Change ATM status in the CASA System to “0”


 Send two (2) demand letters at one (1) week interval to the account holders, the
demand letters shall contain request for immediate payment of overwithdrawn
amount upon receipt thereof and warning of closure of account and filing of
necessary legal action if not paid immediately.

a. Refer to OLC for legal action and IA for verification of deposit systems, cause of
errors and to determine responsibility where financial loss will be charged.

c. If overwithdrawn amount is returned within the prescribed period stated in the demand
letter, change ATM status in the CASA to “1”.

d. If overwithdrawn amount is not returned within the prescribed period stated in the two (2)
demand letters, ensure the following:

1. The account shall be closed

i. CM/Branch Accountant /CASA SL Bookkeeper shall modify ATM account status in


Deposit System from “1” to “0” (the change takes effect on the next day). The saved
ATMS file shall be email immediately to ATM Center. To ensure immediate tagging
in System, calls ATM Center and reports the ATM Card Number for deletion

ii. For NIDSS converted Branches only: Perform the ZAB option (Block Customer
Account) in the NIDSS Backoffice menu and encode account number (NIDSS
Account Number). CM/Branch Accountant shall authorize in NIDSS Backoffice
Terminal.

iii.Upon receipt of phoned information and ATMS file from NAS/Authorized Personnel,
CCAO Authorized ATM Center Personnel uploads ATMS file to AIS and to the
STRATUS for deletion of the number ATM card from ATM System. An e-mail shall
be sent to the Issuing Branch regarding deletion from the ATM System and for
validation against bank records. A printed list of closed ATM accounts shall be
forwarded to ATM Center Authorizer.

iv. CCAO ATM Center Authorizer shall compare the printed list with the uploaded
ATMS file in STRATUS and authorizes the uploaded ATMS file for deletion.

 No ATM account shall be allowed to be opened under the same account name.
CM/ Branches where account is maintained shall send corresponding notice to
all Branches/deposit taking units of the bank thru fastest means.

2. Book overwithdrawn amount as follows:

a. For overwithdrawals resulting into negative (overdraft) CASA balances due to


CASA System approved ATM withdrawals from insufficient CASA balances, to
credit back the over withdrawn amount in SL of affected accounts. Book in GL as
follows:

Debit – Accounts Receivables-Others


Credit – Deposit Liability

b. For System initiated multiple posting of inter-branch deposits/credits where


account holders withdrew the over posted amounts, close the withdrawn amount
on float thru the following GL entries by the branch where affected account is
maintained.

Debit – Accounts Receivables-Others


Credit – Due to CM/HO/Branch

3. Closure of affected CASA of depositors within 15 days from date of registered


mailing of the 2nd demand letter in Number 1.b. above, and depositors to be
permanently barred from opening CASA accounts with the bank. CM/Branch where
such account is maintained shall issue corresponding advisory to all branches.

4. Reversal by CM/Maintaining Branch of “A/R-Others” to Expense account after six (6)


months if over withdrawn amount is not returned by depositors within said period.

g. All ATM withdrawal problems/complaints reported by the clients shall be attended to immediately
by CM/Branch Cashier who shall elevate to CCAO Head more complex/unresolved cases.

h. ATM CASA System’s error resulting to overwithdrawals arising from negligence of the
System’s maintenance service provider or by the System’s Programmer (external or internal)
whether individually or in group shall be charged to erring firm/individual after verification by
Internal Audit.

i. All ATM Transaction Reports downloaded from the ATM CASA System shall be the basis for
the accounting entries for the day. In case of discrepancies, the accounting entries for the day
shall be based on Reports with the biggest ATM withdrawal debiting “ATM AR-Others” or
crediting “ATM AP-Others”, whichever is applicable. Said discrepancies shall be looked into and
reconciled not later than the next banking day.

j. The ATM Balance Register shall be prepared daily by the CM/Branch Cashier for balancing and
reconciliation of transactions for each ATM unit. This shall be verified and monitored daily
against the ATM Logbook maintained by the CM/Branch Accountant.

k. Over the Counter Withdrawals

At the option of the depositor, OTC withdrawals shall be allowed by presenting an ATM card
together with duly accomplished withdrawal slip. This is considered a “No Book” transaction
subject to the approval of the CM/Branch Head or in their absence by the CM/Branch Cashier.
Withdrawals shall be up to the extent of the available balance of the account for the following
scenarios:

i. For On-Us Transaction – (being transacted at the issuing Branch) :

• If CM/Branch is operating under CASA Off-Line Mode, the available balance (real time
balance) shall first be verified with another CASA On-Line Branch operating under the On-
Line Mode.

Withdrawal shall be allowed if the depositor willingly surrenders the ATM card. Otherwise,
he shall be advised to withdraw using the ATM.

• If only the ATM System is on Off-line mode or if the CASA and ATM system are on Off-
Line Mode, OTC withdrawals shall be allowed based on available balance at the CM/Branch
level CASA System, provided the ATM card is surrendered to be returned as soon as all the
transactions are recorded in the books.

The ATM System shall be reactivated only by IT-DCI after completion of the store and
forward process.

ii. For Inter Branch Withdrawals

For inter Branch withdrawals, CM/transacting Branch shall request the CM/maintaining Branch
for signature verification of the account holder’s signature appearing on the image of the
withdrawal slip sent thru e-mail/ fax by CM/transacting Branch.

• If transaction is posted in Deposit System by CM/maintaining Branch, the withdrawal


transaction should likewise contain “Signature Approval” by authorized Officer of
CM/maintaining Branch when e-mailed/faxed back to the CM/transacting Branch.

• If withdrawal transaction is not posted in Deposit System by CM/maintaining Branch, the


available balance should be written on the image of the withdrawal slip before this is faxed/e-
mailed back to the CM/transacting Branch who shall be responsible in conducting KYC/ due
diligence on the withdrawing client, transaction approval and posting in Deposit System.

• As a general rule, the maintaining Branch shall have the responsibility of booking inter
Branch withdrawals thru the backroom facilities of the CASA System upon approval of the
withdrawal. Booking of the inter Branch withdrawals thru the CASA System shall be as
follows :

2. Fund Transfer Facility (FTF)

a. FTF shall require prior enrollment with CM/Branch where the account is maintained and shall
be:

i. limited to the available balance of the account from where the amount shall be
withdrawn;

ii. debited and credited simultaneously on transaction date.

b. The transaction receipt dispensed by the ATM shall be the official document evidencing fund
transfer.

3. Balance Inquiry

ATM cardholders may, by using the “Balance Inquiry” option of the ATM, inquire for the
outstanding balance of the current or savings account to which the ATM card is related and the
portion available for withdrawal.

4. Debit Bills Facility (DBF)

a. DBF shall require prior enrollment directly with the CM/issuer Branch or with the institution
concerned except for some institutions which do not require prior enrollment (e.g. PLDT,
CITIBANK, Equitable-PCI Bank-VISA)

b. DBF presently services a maximum of four (4) subscriber accounts per institution per cardholder
(e.g. maximum of four (4) numbers for PLDT).

c. Payment received during weekends and/or other non-banking days shall form part of the next
banking day’s transactions and booked accordingly.

d. SYS-DCI, on a daily basis, shall generate the DBF Abstract of Collection Report as of 12:00
midnight for prompt electronic transmission direct to Megalink. In case of System breakdown,
said Report shall be prepared manually by SYS-DCI also for submission to Megalink soonest
possible.

e. Upon receipt from Megalink of DBF Reports of DBP Cardholders, CCAO shall validate against
Reports generated by DCI and advise transaction totals to CM/issuer Branch for booking.

5. Additional ATM Services

a. Cash/Check Deposits

i. Clients may deposit cash or checks to their accounts thru selected DBP ATMs using ATM pre-
printed deposit envelope for cash or cash and check deposits.

ii. A maximum of forty (40) bills and/or checks per envelope to be sealed by the depositor shall be
accepted for deposit thru the ATM. No coin shall be allowed in the deposit envelope.

iii.Separate deposit envelopes shall be used for deposits to different accounts numbers.

iv. The ATM Account holder warrants the genuineness of all checks deposited in his/her account
notwithstanding the lack of his/her endorsement, in the case of checks payable to the depositor
himself. Second endorsed checks are not acceptable for deposits thru ATM. The depositor shall be
notified promptly as soon as discovered.

v. The Bank obligates itself only as the depositor’s collection agent in receiving check deposit
assuming no responsibility beyond the exercise of due care.

vi. All checks deposited shall pass the usual image capture/microfilm process before further
processing.

vii. The ATM Servicing Team is not authorized to make any alteration on the deposit envelopes
received thru ATM. They are, however, responsible for the opening of the ATM and the
depository cartridge during the regular servicing schedule of ATMs. In case of discrepancy
among amount written by the depositor in the envelope, the ATM validation and the actual
amount verified by the ATM Servicing Team, the amount to be credited shall be the amount
verified by the ATM Servicing Team.

The CM/Branch Head shall advise the depositors promptly in writing of the discrepancy.

viii. All check deposits received before the clearing cut-off time and all cash deposits received before
the end of banking hours shall be credited to depositor’s account on transaction date. Cash and
checks received thereafter shall be value dated the following banking day.

Check collection shall be processed under Section 2.D of Current Account (Clearing of
Checks).

b. Check Book Request – accepts requisition for one (1) checkbook per request per cardholder.

c. Statement Request – accepts special request for Statement of Account (SOA). Request for SOA
shall be serviced within three (3) working days from date of request in accordance with the
requirements under Section II.K (Statement of Account) of Current Accounts. The same service is
also available for Savings Account. SOAs requested thru ATM shall be for the current month until
date of request.

d. Electronic Fund Transfer – Point of Sale (EFT-POS)

This facility is commonly used to pay purchases from Megalink-accredited establishment


(Landmark, Rustans, Shoemart, etc.). i.

Payments thru EFT-POS shall be:

• in accordance with the withdrawal limit for ATM Account presently at P20,000.00 a day,

• available only to Megalink accredited establishments

• immediately debited against the cardholder’s account on transaction date.

ii. The validated transaction receipt produced in the Cash Register of the establishment shall serve
as the cardholder’s proof of transaction

H. ADMINISTRATION

1. The ATM Servicing Team

Acquirer CM/Branch Head shall designate thru a Department/Branch Memorandum Order their
respective ATM Servicing Teams with a minimum of four (4) members composed of the Cashier,
Accountant and Service personnel and their respective alternates, who shall be bonded. As such, no
casual, contractual or probationary personnel shall be designated as member of the ATM Servicing
Team.

a. The CM/Branch Cashier and Accountant and their respective alternates shall be jointly responsible
for:

i. the cash servicing of ATM, as the need arises, and daily deposits, reconciliation and verification
of ATM transactions as to amount dispensed per generated reports.

ii. maintaining spare set of ATM Cassettes for loading in the ATM on the next day. For control
purposes, these shall be sealed and signed by both the CM/Branch Cashier and Accountant or
authorized alternates before these are kept inside the vault.

iii. any controllable ATM downtime (e.g. out of tape and/or cash) which are subject to Megalink
sanctions.

b. In the exercise of their dual control functions:

i. ATM and cassette keys shall be kept in the custody of the CM/Branch Accountant or his alternate
who shall also be responsible in changing the ATM’s lock and keys as the need arises.

ii. The CM/Branch Cashier or his alternate shall be the Custodian of the ATM safe combination.
With the assistance of ATM service engineers, the CM/Branch Cashier shall change the ATM
safe combination at least every six (6) months or as the need arises.

The spare keys for ATM and Cassettes and ATM safe combination shall be placed in separate
sealed envelopes to be signed across the seal jointly by the CM/Branch Head, Accountant and
Cashier to be kept by the CM/Branch Head.

2. ATM File Maintenance

a. The New Accounts Staff shall:

i. update the Account Information System (AIS) Register on transaction date.

ii. Establish the cardholder’s identity before request for file update is accepted and approved.

b. CM/Branch Cashier shall verify daily all updates made in the AIS Register against source
documents. Any difference noted shall be immediately corrected in the AIS.

3. ATM Cash and Supplies Replenishment

a. ATM Servicing Team shall :

i. As the need arises, replenish cash and supplies (journal tapes, transaction receipts, printers’ ribbons
and deposit envelopes) before the Branch/CM open its door to the public. Additional replenishment
shall be done as the need arises for cash and supplies or both.

ii. Ensure an uninterrupted ATM service on weekends and holidays. They shall be held personally
liable for penalties that will be imposed by Megalink for the ATM going to off-line mode due to
“out of cash/out of receipt” conditions.

b. The CCAO ATM Center Monitoring Team shall inform thru fastest means concerned ATM
Servicing Team of the concerned CM/Branch for monitored signal on low in cash or supplies status.
Upon receipt of such information, assigned Members of the ATM Servicing Team shall
immediately replenish cash or supplies.

4. ATM Balancing and Reconciliation (more detailed discussion on the ATM Reconciliation is contained
in the ATM Manual issued on January 21, 2001 by CCAO (formerly EBPEU).

a. The ATM shall be serviced as the need arises. Said service shall consist of changing of cassettes
and removal of transaction log and replacement of journal tape/transaction receipt, if necessary.

ATM transactions shall be balanced and reconciled the day after transaction date particularly on
the following items:

i. Cash in the machine - Total amount should tally with expected remaining cash. ii

Deposits - these should tally in number with those registered in the journal tape. iii.

Retained Cards - these should match with those recorded in the journal tape.

b. The ATM balancing and reconciliation shall always be carried out by at least two (2) members of the
ATM Servicing Team, one of whom should preferably be an Officer.

c. Members of the ATM Servicing Team who service the ATM cash replenishment other than the
Cashier and Accountant, shall initial in the ATM Balance Register and ATM Accountant’s
Logbook to signify the correctness/accuracy of the cash loaded/retrieved and of the ATM Reports.
The CM/Branch Cashier and CM/Branch Accountant shall sign the ATM Balance Register and ATM
Accountants Logbook, respectively and noted by the CM/Branch Head.

d. An ATM Accountant Logbook shall be maintained for balancing reference and to validate the
information in the CM/Branch Cashier’s ATM Balance Register. All ATM transactions and cash
replenishment totals, captured card data, cash retracted, overages and shortages and such other
ATM related incidence shall be recorded in this logbook by the CM/Branch Accountant, certified
correct by the CM/Branch Cashier and noted by the CM/Branch Head.

e ATM transactions for the day shall be booked in the GL not later than the next banking day. ATM
transaction totals for non-working days shall form part of the next banking day’s transactions.

f. In case of discrepancies in totals between ATM Journal Tape and ATM CASA System generated
reports, the report with the higher total shall always prevail (ruling report) and shall be used as
basis in balancing ATM transactions.

g. Cash cassettes shall contain enough cash to service daily withdrawals on weekdays and an average of
three (3) days’ withdrawal for weekends and long holidays. Spare cash cassettes containing cash
shall be sealed and jointly signed across the seal by the CM/Branch Cashier and Accountant or
their authorized alternates prior to safekeeping in CM/Branch vault.

5. ATM Shortages and Overages

a. Overages shall be verified by the CM/Branch Accountant by comparing ATM Journal Tape against
ATM system generated reports such as the Terminal Activity Report (TAR), Cardholder’s Activity
Report (CAR) and Teller’s Blotter 1000.

Verified overages shall be covered with Official Receipt upon discovery and credited to Overages-
ATM. Verified overages shall be returned to Cardholders as follows:

i. if DBP cardholder - credit to account

ii. if cardholder of other banks - issue MC payable to the cardholder or thru “Ok to Pass”
instruction to the issuer Bank upon advice by CCAO Head.

iii. return to cardholder directly in cash if circumstances warrant (e.g. amount being claimed is
exactly the same amount retracted by the ATM).

b. The ATM Servicing Team shall, within two (2) banking days from date/time of transaction, exert
all efforts to identify the cause/s of the ATM shortages by comparing all ATM Journal Tape
Transaction totals against totals in ATM CASA Withdrawal Reports, Inter-Branch ATM Reports,
Other Banks’ Transaction Reports. Shortages may arise from the following circumstances:

i. Over-dispensing by the ATM to be duly certified by the ATM Servicing Team and declared within
the day of discovery. If dual control as certified by the Branch Head and verified by Internal Audit
is being practiced, the verified ATM shortages shall be debited to the Shortages- ATM upon
approval of the CM/Branch Head.

ii. Shortages incurred under the following circumstances are chargeable to AR-OE of the
CM/Branch Cashier and Accountant and/or concerned authorized alternates:

• when there is a break of joint custodianship by the CM/Branch Cashier and Accountant or
authorized alternates;

• dual control is not practiced on the day the shortage occurred as certified by the CM/Branch
Head;

• no report to the bank’s ATM Center of cases of ATM cash over dispensing problem during
the day the loss occurred.

ATM Cash shortage involving P4,000.00 or more shall be verified by the CM/Branch Head. If
unlocated within two (2) banking days of discovery, the incident shall be reported to the Head,
RMO/ CCAO for further verification. If still unlocated after two (2) banking days, the same shall
be brought to the attention of the Head, IA and the Office of the Legal Counsel for further
verification and fact-finding, respectively.

c. Unclaimed overages and/or verified shortages shall be credited and/or debited to Income/Expense
after six (6) months from date of booking and upon written recommendation by the CM/Branch
Head and approval by the BBS/RMO Head, respectively.
6. Key Management Procedures

a. A Hardware/Host Security Module (HSM) shall be used to encrypt confidential ATM and
Cardholder data.

b. The HSM shall be placed in a secure area with controlled access.

c. The front panel of the HSM has two cam locks, which secure the HSM in the rack. The Heads of IT
and BBS-Alternative Channel Operations Group shall be the custodians of the two physical keys
for the front-panel locks of the HSM. Both locks need to be disengaged to remove the HSM from its
rack.

d. These same keys and locks are used to change the security state of the HSM, whether online,
offline or secured as illustrated below.

e. The HSM Alarm Circuitry should be turned on when the HSM is put into service. The alarm needs to
be turned off when the HSM is to be moved. There shall be a record of change when the HSM is put
in a new operating state.

f. A Local Master Key (LMK) shall be generated by the HSM with the Heads of IT and BBS-
Alternative Channel Operations Group being the “Component Holders” or authorizing officers.
Each Authorizing Officer creates a distinct set of 32 alphanumeric characters which the HSM
transforms into a Component Set. These Component Sets are individually stored in separate
Smartcards kept separately and securely by the Heads of IT and BBS-Alternative Channel
Operations Group to establish dual control and split knowledge of these key components.

g. The two sets of 32 alpha-numeric characters generated by the Heads of IT and BBS-Alternative
Channel Operations Group shall be written separately on a Key Type Form (annexed), placed in
sealed envelopes and stored securely in their

respective vaults. Access to these envelopes shall be limited only to the Heads of IT and BBS-
Alternative Channel Operations Group, and these shall be opened only when there is an
immediate need to re-generate the LMK.

h. No single individual shall have knowledge of both halves or components of the LMK.

i. The Heads of IT and BBS-Alternative Channel Operations Group shall sign a Key Input Form
(annexed) to confirm that they understand and accept their key custodianship responsibilities.

j. The LMK shall be changed annually. Old Key Type Forms shall be cross-cut shredded or destroyed
and rendered unreadable in order to prevent the leakage of the old keys.

k. The LMK shall likewise be changed under the following circumstances:

1. If the keys are suspected to be compromised.

2. If there is a change in the designated Head of either the IT or BBS-Alternative Channel


Operations Group, or both.

3. If there is a changed in the ATM switch system.

4. Any other circumstance which will require the changing of the LMK to ensure a more stringent
protection of the Bank's confidential data.

l. To retire or replace old or suspected compromised cryptographic keys, all of the following should
be available:

1. The physical keys to gain access to the Hardware Security Module (HSM).

2. The Smartcards which contain the Component Sets of the LMK.

3. The Key Type Forms of the Head of IT and BBS-Alternative Channel Operations Group.

These controls are in place to prevent fraudulent and unauthorized substitution of cryptographic
keys.

7. Removable media

a. Request for purchase of removable storage media such as USB flash memory devices and
removable hard drives shall be thru Supply Requisition Module (SRM).

b. The Department’s Information Security Officer / Associate Compliance Officer shall be the custodian
of removable media who will likewise be accountable for safekeeping, monitoring and recording the
usage of such devices.

c. Use of DBP-issued removable media shall be recorded by the Information Security Officer /
Associate Compliance Officer in a logbook indicating the following details:

III. CONTROLS

1. The CCAO Head shall maintain a Register to record receipt of blank ATM cards from PSM and
issuances of processed ATM cards to CM/Branches. Spoiled ATM cards shall be returned by the
ATM Unit Head to the Designated Officer for perforation before a replacement card is issued.

2. Receipt of processed cards shall be acknowledged promptly by the CM/Branch Cashier who shall be
the Custodian thereof. The processed cards shall be kept under lock and key until claimed by
depositors.

3. The New Accounts Staff shall administer the PIN. The CM/Branch Cashier or alternates, as Custodian
of unissued ATM cards, shall not be allowed to administer or change PINs nor access the ATM PIN
activator System.

4. During off-line modes, over the counter withdrawals for ATM accounts shall be allowed provided the
ATM card is surrendered by the depositor.

5. The CM/Branch Cashier shall be responsible in the regular maintenance check-up of the ATM by
authorized service engineers.

6. The Head-CM New Accounts Division/Branch Cashier shall maintain an ATM Card Register
Logbook (ACR) to effectively monitor request and receipt of ATM cards from the ATM Center and
release thereof to depositors. At the end of the day, the CM/Branch Cashier shall verify and ascertain
that the ATM cards and PIN mailers released to New Accounts Staff have been picked up and
acknowledged by client on the ACR Logbook.

The CM/Branch Cashier shall ensure that the card numbers of ATM cards received from the CCAO
are sequentially numbered. Any discrepancy shall be reported at once to CCAO thru e-mail.

7. The ATM Servicing Team shall be designated by CM/Branch Head thru a Department/Branch Order
with a minimum of four (4) members composed of the Cashier, Accountant and their respective
alternates.

8. The ATM Servicing Team shall be responsible in the daily servicing of the ATM and reconciliation of
cash in ATM and all ATM transactions, including replenishments of all supplies in the ATM.

9. An ATM Accountant Logbook shall be maintained for balancing reference and to validate the
information in the CM/Branch Cashier’s ATM Balance Register.

10. All ATM Transaction Reports downloaded from the ATM CASA System shall be the basis for the
accounting entries for the day.

11.The ATM Balance Register shall be prepared daily by the CM/ Branch Cashier for balancing and
reconciliation of transactions for each ATM Unit. This shall be verified and monitored daily against
the ATM Accountant Logbook.

12. The ATM and cassette keys shall be kept in the custody of the CM/Branch Accountant while the
ATM safe combination shall be with the CM/Branch Cashier.

The spare keys for ATM and Cassettes and ATM safe combination shall be placed in separate sealed
envelopes to be signed across the seal jointly by the CM/Branch Head, Accountant and Cashier to be
kept by the CM/Branch Head.

13.The 64 character DES Master Key, composed of two sets of 32 alphanumeric characters, is
individually generated by the Heads of IT and BBS-Alternative Channel Operations Group. Each
set is written on a Key Type Form and safe kept in their respective vaults or in another repository
which is physically secured. The Key Type Forms shall always be kept separately.

14. No single individual shall have knowledge of both halves or components of the Local Master Key
(LMK).

15. Two physical keys which open the two separate locks of the Host Security Module (HSM) shall be
likewise kept individually by the Heads of IT and BBS-Alternative Channel Operations Group.

16. In case there is a need to replace the old LMK, the old Key Type Forms shall be cross-cut shredded
or destroyed by other means which will render the prints unreadable in order to prevent the leakage
of the old Master Key.

17. To retire or replace old or suspected compromised cryptographic keys, all of the following should be
available:

• The physical keys to gain access to the Hardware Security Module (HSM).
• The Smartcards which contain the Component Sets of the LMK.
• The Key Type Forms of the Head of IT and BBS-Alternative Channel Operations Group.

18.All encryption keys are protected and secured by a second stage of encryption and are distributed
only to applications in a secure manner to prevent their unauthorized disclosure and subsequent
fraudulent use.

19. A logbook shall be made available for recording of the use of DBP-issued removable media by the
Information Security Officer / Associate Compliance Officer who shall be the custodian of DBP-
issued removable media. The following shall details shall be noted:

i. Name of User
ii. Purpose
iii. Date and time borrowed
iv. Date and time returned

All DBP-issued removable media shall be returned to the Information Security Officer / Associate
Compliance Officer within the same working day.

20. The Head Processing and Servicing Unit of CM/Branch Cashier shall immediately contact the
depositor thru fastest means to inform of the overwithdrawals and request return of amount thru
issuance of receipt.

21. Two (2) demand letters at one (1) week interval shall be sent to the account holder. The demand
letter shall contain request for immediate payment of overwithdrawn amount upon receipt thereof,
warning of closure of account and filing of necessary legal action if not paid immediately.

22. The CASA Account shall be closed within 15 days from date of registered mailing of the 2nd
