Cada vez que algún funcionario público menciona la posibilidad de elevar alguno
de los impuestos que pagan hoy en día las personas naturales en Colombia, ya
sea aumentar el IVA en los bienes que compran o ampliar la base de la renta para
que declaren personas de un menor nivel de ingresos, se genera una gran contro-
versia. El ejemplo más reciente es el del ministro de Hacienda, Alberto Carrasqui-
lla, que el año pasado propuso estas dos medidas sin éxito.
“Los ingresos de la Nación son bajos. Para aumentarlos solo hay dos opciones:
mejorar la administración de impuestos a través de la reforma de la Dian o cam-
biar las políticas, es decir, expandir la base tributaria. A largo plazo sería una bue-
na idea que se aumente la base de casi todos los impuestos, ya sea los directos o
los indirectos, para que el país avance. Hoy, pocas personas pagan”, aseguró Ul-
rich Zachau, director del organismo internacional para Colombia y Venezuela.
Y es que si bien los recursos por concepto tributario han crecido de manera soste-
nida en los últimos años como resultado de las diferentes reformas tributarias, Co-
lombia todavía obtiene menos ingresos que sus pares de la región. Además, los
impuestos están concentrados en muy pocos contribuyentes pues de los más de
22 millones de ocupados declaran renta alrededor de 2,9 millones de personas. En
total, se estima que las empresas asumen más de 80% de los impuestos directos
recaudados mientras que el porcentaje de las personas naturales solo llega a
20%.
En efecto, para Carlos Sepúlveda, decano de la Facultad de Economía de la Uni-
versidad del Rosario, un sistema competitivo tiene que depender más de los indi-
viduos y menos de las empresas, que son las que generan progreso y crecimiento.
“Hay que armonizar el tema tributario para enfocarlo en las personas. Quiere decir
que el sistema sea más progresivo, que los que más tienen contribuyan más”, dijo.
En ese sentido, el Banco Mundial será una institución clave para responder al
éxodo venezolano pues lanzará un crédito de libre destinación por US$750 millo-
nes con el objetivo de contribuir a la sostenibilidad fiscal, la competitividad y la mi-
gración. “Ya se anunció una donación de US$31,5 millones y los otros US$718,5
millones son créditos. Se llevará a consideración de la Junta del Banco el próximo
mes”, manifestó Zachau, quien también dijo que un crédito para la Dian estaría
listo en los próximos meses.

COMENTARIO
Si se pudiera acabar con la corrupción todo funcionaria mejor, al acabar con esta
corrupción se lograría recaudar más fácil y en menos tiempo el dinero de la deuda
externa, un informe de la asociación de examinadores de fraude certificado ha co-
locado a Colombia como el tercer país más corrupto de américa latina, se debería
de dar un castigo fuerte penalmente a los corruptos y que les caiga todo el peso
de la ley, al acabar con la corrupción inclusive el estado podría invertir más en
educación, salud, en pavimentación vial, en infraestructura etc.

COMMENTARY
For my opinion, in Colombia the tax base should not be increased but, on the con-
trary, taxes should be lowered for both companies and individuals since taxes in
Colombia are among the highest in the world.
If you could end corruption every better functionary, by ending this corruption you
could get easier and in less time the money from the external debt, a report by the
association of certified fraud examiners has placed Colombia as the third country
more corrupt in Latin America, should be given a strong punishment criminally to
the corrupt and that they fall the full weight of the law, to end corruption even the
state could invest more in education, health, road paving, infrastructure etc.
If the corruption could be ended, the state could provide aid and subsidies to the
vulnerable population due to the armed conflict, the state could help all sectors of
the country especially the agricultural sector and peasant who is very neglected,
and Colombia is a country that depends a lot on the farmer, if you could support
this sector the prices of the family basket would fall considerably and you could
even think about making exports worldwide, as previously I said the solution for
Colombia is not to raise taxes and attack the worker a lot. less to companies, in
Colombia corruption should be completely exterminated.
A good tax system is simple and transparent and collects resources efficiently and
effectively. It also promotes equity, through progressive taxation. Finally, a good
tax system minimizes economic distortions and promotes competitiveness.
An efficient tax system has a low administrative and compliance cost, in addition, it
is simple, transparent, neutral and minimizes the distortions caused by taxes. A tax
system that encourages growth and competitiveness allows the mobilization of tax
resources by minimizing the distortions that affect the decisions of economic
agents to invest, save and participate in the labor market.
