ORDINANCE CONVERTING THE USE OF THE BUTTERFLY FARM

LOCATED IN BARANGAY MARIKINA HEIGHTS, THIS CITY INTO A
PUBLIC SCHOOL FACILITY AND APPROPRIATING FUNDS FOR THE
PURPOSE

WHEREAS, the City Government of Marikina owns a 2,000 square meter property
located in Barangay Marikina Heights, this City which was named as "World of
Butterflies" in 2004 by virtue of Ordinance No. 064 enacted by the City Council;

WHEREAS, for some time, the World of Butterflies became a tourist attraction in the
City where people, mostly students, frequent the place to study the evolution of
butterflies or to simply admire its beauty; ./

WHEREAS, however, for some reasons, the World of Butterflies was no longer
maintained until the time that it was utilized as a temporary house for the children in
conflict with the law;

WHEREAS, there are already existing public elementary and high schools in the vicinity
and the proposed school facility to be built in the former location of the Butterfly Farm
will be utilized to augment these schools;

WHEREAS, at present, the venue is no longer being utilized, thus, it is only fitting to
convert its use into a public school facility that will be beneficial to many constituents;

WHEREAS, Section 17 of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, provides that:

SEC. 17. Basic Services and Facilities. - (a) Local government

units shall endeavor to be self-reliant and shall continue exercising the
powers and discharging lhe duties and functions currently vestecl upon
lhem. x x x Local government unils shall likewise exercise such olher
powers and discharge such other functions and responsibilities as are
necessary, appropriate, or incidental to efficient and elfective provision of
the basic services andfocilities x x x

(b) Such other basic services and.facilities include, but are nol
limited to, the following:

x x x (viii) InJiastructure ./itcilities intended primarily to service the needs

of the residents o/ the city and which are funded out of city ./unds,
including but not limited to x x x, school buildings and other .focilities for
public elementary and secondary schools;

NOw THEREFORE, BE IT ORDAINED' AS IT IS HEREBY ORDAINED' by the

SANGGUNIANG PANLUNGSOD of MARIKINA, in session duly assembled, that:

SECTION 1. The City Govemment of Marikina hereby converts the use of the Butterfly
Farm located in Barangay Marikina Heights, this City into a Public School Facility.

SECTION 2. Funds necessary for the construction of a two-storey school building shall
ofthe City.

SECTION 3. This Ordinance hereby repeals Ordinance No.064, Series of2004.

SECTION 4. This Ordinance shall take effect upon its approval.
