NATIONAL TOBACCO ADMINISTRATION

BACKGROUND
In order to promote the
development of the tobacco industry
and to promote the quality of life of
all those who depend upon the
Tobacco industry as a source of
livelihood, especially the tobacco
farmers, the Government under the
late President Corazon C. Aquino,
consolidated all pre-existing
tobacco agencies (i.e. Philippine
Tobacco Administration, Philippine
Virginia Tobacco Administration,
Tobacco Board, Philippine Tobacco
Research and Training Center, Virginia Tobacco Fuelwood Corporation, and the
National Tobacco Classification Council) into the National Tobacco Administration.
Located at Scout Reyes St. corner Panay Avenue in Quezon City, the
National Tobacco Administration or NTA serves to promote the efficiency,
economy, and governance of the Tobacco Industry. Specifically, its primary vision
is to achieve “An improved quality of life of the tobacco farmers and other
stakeholders through increased productivity and other income-generating
activities.”
For the effective actualization of the vision, NTA is committed to its mission
of “Enhancing the capabilities, build synergistic relationship among sectors, and
mobilize resources for the development of the tobacco industry, for the benefit of
the tobacco farmers and other industry stakeholders.” Moreover, the primary
objectives of the NTA are outlined under Executive Order No. 245 and are as
follows:
a. To improve the economic and living conditions and raise the quality of life
of the tobacco farmers including those who depend upon the industry for
their livelihood; and

b. To promote the balanced and integrated growth and development of the


tobacco industry to help make agriculture a solid basis for industrialization.
PROGRAMS:
In aggressive pursuance of its mandates and thrusts, the NTA accords top
priority to the following programs/projects/activities:
I. Technology Development and Services Program for Market-Driven
Quality Tobacco Production

The Program involves such activities as:


 Germplasm Collection, Characterization/Evaluation, Purification and
Maintenance
 Integrated Production Technology Development/Enhancement
 Improvement of Curing Structures and Processes for Virginia
Tobacco
 Tobacco Seed Production and Distribution
 Outreach Programs: Tobacco Trading and Marketing in Occ.
Mindoro and Mindanao
 etc.

II. Industrial Research and Development Program

This program is concerned with the efficient and maximum utilization of the
tobacco crop for industrial purposes. As such, the program covers three
major tasks which include the following:
 develop/establish standards of quality for tobacco leaf and tobacco
products;
 addressing public health consciousness and effective regulation;
 increase revenue for the government; and, to serve as safety net in case
of any eventuality that may arise due to aggressive, global, anti-smoking
campaigns.

III. Market Research and Development Program


The programs’ major implementing projects include:
 Market Research and Trade Promotion Program for Tobacco and
Tobacco Products of Cigar/Cigarettes:
 Country Profiling (Supply/Demand Profile, Trade Facilitators/ Barriers/
Competition, etc.)
 Employment Study, Cost and Return Study and Study on Smoking
Population

Richard L. Bernard

Richard "Dick" Lawson Bernard


was born in 1926 at Detroit, Michigan to
Clarence and Ilda Bernard. He was a
member of the First Baptist Church of
Urbana, the American Legion, and the
Moose and Elks lodges. He enjoyed
dancing and was a veteran of the U.S.
Army Air Force.
Bernard went on to obtain his
bachelor's and master's degrees from The Ohio State University e obtained his
Ph.D. from North Carolina State University. He was an internationally recognized
soybean research geneticist and worked for 34 years for the U.S. Department of
Agriculture, National Soybean Research Lab at the University of Illinois at Urbana-
Champaign. He was an associate professor at the Department of Agronomy at the
University of Illinois and was curator of the USDA Soybean Germplasm Collection
and Professor Emeritus in the Department of Crop Sciences. He has been
associated with the U.S. Regional Soybean Laboratory at Urbana, Illinois since
1954.
His greatest contribution has been through his breeding work and
Development of new Varieties of Soybean (Glycine max) which is prized for its
protein content (used in animals feeds and many packaged meals). Since 1954,
Dr. Bernard has released the varieties, Shelby, Harosoy 63, Hawkeye 63, Clark
63, Chippewa 64, and Wayne, which was the leading U.S. Soybean Variety in
1968. He also took the leadership in adding phytophthora root rot resistance to
varieties adapted to humid areas.
In 2010, Dr. Bernard unveiled his 14th variety of Gardensoy edamame. Dr.
Bernard released the first six edamame varieties in 2000, followed by seven more
in 2002. He named them Gardensoy with numbers following to reflect the soybean
maturity group and release order.
