Dear Speaker Plecas:

It has come to my attention that two documents purporting to be proclamations, dated

April 18, 2018, were signed by then Lieutenant Governor, the Honourable Judith Guichon. The
documents purport to entitle former BC Speakers and Cabinet Ministers, and the Clerk of the
Legislative Assembly, to refer to themselves as “Honourable”.

Following a review of these documents, it has been determined that they are not valid
proclamations. The Great Seal of the Province of British Columbia was not affixed to the
documents, as stated in the text of each, nor were the documents counter-signed by the
Attorney General. These statutory requirements are set out in the Attorney General Act and
Ministry of Provincial Secretary and Government Services Act. I am advised that staff in the
federal Department of Canadian Heritage have indicated that these documents have no current
legal effect.

I would like to take this opportunity to clarify that all proclamation requests must be submitted to
the Ministry of Attorney General for review and approval. This is a long-established protocol
that ensures that each proclamation is authorized, meets necessary statutory requirements and
undergoes the appropriate review process before it is submitted to the Lieutenant Governor for
signature. Mr. Jerymy Brownridge, Private Secretary to the Lieutenant Governor, has been sent
a similar letter to provide clarification on this matter.
