income group. Of late this issue has been highlighted in many newspapers and Venue Plenary Theatre,
other media. The question of housing affordability is however a complex one and Kuala Lumpur Convention Centre
there appears to be no easy solution.

The Government has also initiated its PRIMA1 Housing for the middle income A Better Tomorrow: The Future of Cities
group, which they have defined as those earning between RM 2500 and RM7500 Venue PAM Northern Chapter, Pulau Pinang
per month. If one were to evaluate this under present criteria it would translate to
monthly payments of RM830 to RM2500 per month based 0n 1/3 of income. For

a loan period of 12 to 15 years the cost of the houses would have to be in the
range of about RM 60,000 to RM 180,000. In the smaller towns this would PAM – LAFARGE Architecture Student

depending on location and type of finishes. Under the PRIMA scheme they are Design Submission Deadline: 20 December 2013
supposed to be 20% below market price or RM75,000 to RM250,000. In the
Klang valley you are looking at a low cost flat or a medium cost apartment of about
120 square meters, certainly not in the city centre area.

Malaysia has a very young population. The profile of the Malaysia population shows
that 45 per cent are below the age of 25. Based on this PRIMA1 have estimated
that Malaysia will require one million new homes in the next 10 years. This is a
huge potential work and also challenge for Architects over the next 10 years. As
the key persons designing the physical forms and typology of the future homes, we
have to start to look beyond the basic terrace housing and the square blocks of
high rise apartments as the only solutions. Many of the basic assumptions and
by-laws, especially related to low cost housing, may have to be re-examined.

PAM has initiated a series of Housing and Practice forums this year to explore and
discuss among Architects the wide range of possibilities with the aim to draw up
specific recommendations to the Ministry of Housing. PAM has also launched a
student competition for affordable housing in collaboration with Lafarge Malaysia
to draw out some innovative ideas from the younger future Architects.

Architects do not have total control over the price of housing but they play a
significant role in determining the form of our future homes and I am confident that
we will meet the challenge.
