Housing is a very basic human need. After food and meaningful employment, Venue PAM Centre, Kuala Lumpur
housing is the third basic human need. However at the rate that house prices are

raising in Malaysia, it is beginning to be beyond the reach of even the middle Professional Practice Forum
income group. Of late this issue has been highlighted in many newspapers and Venue Plenary Theatre,
other media. The question of housing affordability is however a complex one and Kuala Lumpur Convention Centre
there appears to be no easy solution.

Klang valley you are looking at a low cost flat or a medium cost apartment of about
120 square meters, certainly not in the city centre area.
Malaysia has a very young population. The profile of the Malaysia population shows
that 45 per cent are below the age of 25. Based on this PRIMA1 have estimated
that Malaysia will require one million new homes in the next 10 years. This is a
huge potential work and also challenge for Architects over the next 10 years. As
the key persons designing the physical forms and typology of the future homes, we
have to start to look beyond the basic terrace housing and the square blocks of
high rise apartments as the only solutions. Many of the basic assumptions and
by-laws, especially related to low cost housing, may have to be re-examined.
PAM has initiated a series of Housing and Practice forums this year to explore and
discuss among Architects the wide range of possibilities with the aim to draw up
specific recommendations to the Ministry of Housing. PAM has also launched a
student competition for affordable housing in collaboration with Lafarge Malaysia
to draw out some innovative ideas from the younger future Architects.
Architects do not have total control over the price of housing but they play a
significant role in determining the form of our future homes and I am confident that
we will meet the challenge.

Malaysian Institute of Architects (Pertubuhan Akitek Malaysia - PAM) is pleased to announce the Winners Announcement and
Award Presentation of the 'PAM-Tan Sri Ar. Chan Sau Lai Architecture Award' on 27 August 2013. YBhg. Dato' Prof. Dr.
Morshidi Sirat, Ketua Pengarah Jabatan Pengajian Tinggi Malaysia officiated the ceremony and present the prizes to winners
and recipients on 27 August 2013 at Atmosphere 360, KL Tower, Kuala Lumpur.
The PAM-Tan Sri Ar. Chan Sau Lai Architecture Award is open to Malaysian PAM Student Members locally and abroad who
have just completed an architecture course in the immediate preceding year or who will be completing an architecture course
in the present year.
The objective of the Awards is to demonstrate PAM and the benefactor’s commitments to architecture design excellence by
recognising outstanding achievements by the students of architecture in design and to introduce these final year students to
the profession and the industry.
The categories of prizes that feature RM50,000 worth of prize money per year are:
- The Architectural Award Winner: RM25,000 and Winner Certificate
- Up to 4 Commendation Prize: RM 5,000 and a Commendation Certificate each
- Up to 5 Award Finalists: RM1,000 and a Finalist Certificate each.
This year, the Award was launched in January 2013. At the close of Stage 1 submission on 4 February 2013, a total of 31
entries were received from students of local and overseas Universities and Colleges.
The Panel of Jury shortlisted 10 finalists to proceed to Stage 2 of the Awards and interviewed them in person or via video
conference on 15 April 2013. The members of the Panel of Jury are as follows:
- Ar. Haji Saifuddin Ahmad – PAM Immediate Past President
- Tan Sri Ar. Chan Sau Lai – Founder of the Award
- Ar. Boon Che Wee – PAM Past President, Co-founder and Convener of the Award
- Ar. Zulhemlee An – PAM Vice President and PAM Education Committee Chairman
- Ar. Dr Tan Lim Teng Ngiom – PAM Education Fund Board Member

Pertubuhan Akitek Malaysia is the national professional institute representing architects in Malaysia.

EXECUTIVE SUMMARY OF THE MINUTES OF THE 4TH MEETNG
OF PAM COUNCIL 2013-2014 HELD ON 30 AUGUST 2013
PAM’s position on LAM’s proposal to revoke the automatic recognition of overseas architecture programme: The
proposal for the revoke has not been approved by LAM due to PAM’s objection. PAM wrote to LAM to request a meeting or
dialogue between PAM Council Members and the sub-Committee of MAPSM to discuss PAM’s reservation on the proposed
revoke of automatic recognition of overseas architecture programmes.
Council approved the new membership applications of 21 Graduate Members, 1 Associate Graduate Member and 217
Student Members.
PAM Gold Medal 2013 is proposed to be presented in January 2014.
The Deputy Prime Minister, YAB Tan Sri Dato' Hj. Muhyiddin bin Hj. Mohd. Yassin, has confirmed his participation as the
Guest-of-Honour for this year’s PAM Golf 2013, on 15 September 2013 (Sunday) at Sungai Long Golf & Country Club. The
launch of the PAM Tanduk Fund will be held in conjunction with the PAM Golf 2013.
The Architecture Student Workshop 2013 ‘Dualisma’ hosted by UM just concluded on 25 August 2013. Next year the
workshop will be hosted by UiTM Sri Iskandar, whilst in 2015 it will be co-hosted by Limkokwing University and Infrastructure
University Kuala Lumpur. In 2016, USM will host the workshop.
The opening of the PAM Annual Architecture Student Exhibition 2013 will be held at 2.30pm on 4 September 2013, at
High Street, Ground Floor, 1Utama Shopping Centre.

The Committee invited the President of REHDA and Prof. Dato’ Abang Abdullah Abang Ali of UPM as moderators and yet to
receive their confirmation.
A lab meeting was held on 22 August 2013 hosted by the Ministry of Urban Wellbeing, Housing and Local Government
(KPKT) to study on affordable housing. Other attendees were PR1MA and UP1A. Currently the industry is producing 100,000
homes a year in Malaysia whilst the Prime Minister wants the industry to produce 200,000 homes a year. Some of the issues
raised at the lab were:
1. Proposal by HBA and REHDA to abolish Bumiputra discount.
2. Price of affordable homes should be in the range of RM150,000 to RM300,000 instead of RM400,000 proposed by
PR1MA.
The next meeting will be hosted by the Selangor State Government.
ROS has approved the application by ICOMOS Malaysia to register in ROS. ICOMOS Malaysia will now embark on a member
ship drive and host activities.
The Heritage and Conservation Committee is planning to launch the Exhibition on works of A.B. Hubback on 8 December
2013 at the National Textile Museum. The Sultan of Selangor has expressed interest to grace the event.
The next UIA Council Meeting will be held on 21 – 23 October 2013 in Beijing, China. The UIA Congress will be held in
Durban, South Africa in 2014.
It was reported that in July 2013, all Ministries have been informed of the enforcement of Regulation Impact Assessment
(RIA). RIA was adopted by PEMANDU and imposed on all Ministries. Before approval of any amendment to the Act of
Parliament, the Act must undergo RIA to study the impact of the amendments to society.
Council approved in principle for the proposal by the Media and Publications Committee to publish the following 2 books
however Council needs to look at the budget and the working paper before the Committee could proceed.
