Introduction:
The Philippines Tripartite Labour & Employment Plan 2011-2016 (PLEP) recognizes that
the implementation of labour standards remains a challenge. The gap in promoting and
protecting the rights of workers is especially evident in the weak enforcement of minimum
standards. The PLEP argues that improving labour law compliance should be addressed
through an “intensified labor inspection program” toward ensuring compliance with general
working conditions and occupational safety and health laws as well as the fundamental
principles and rights at work.
In recent years the Philippine Government through the Department of Labor and
Employment (DOLE) has undertaken initiatives to strengthen its labour enforcement and
compliance system. This includes the introduction of the Labour Law Compliance System
(LLCS) in 2013 which drew on the recommendations of a prior ILO labour inspection audit.
The LLCS shifts the focus from a regulatory approach to a compliance system with a strong
pro-active and developmental dimension. Implementing this new approach requires
corresponding capacity building programme for Labour Law Compliance Officers and other
DOLE officials with a role in the LLCS. It has included the modernization of the LLCS digital
information system. The so-called Labour Law Compliance System-Management
Information System (LLCS-MIS) aims to assist DOLE in ensuring the effectiveness,
efficiency and transparency of the country’s labour inspection system. Advocacy and public
education are important key measures in creating a culture of compliance and better
application of national standards. The success of the LLC system includes building the
capacity of the Labor Inspectors, as well as the one of workers and employers and their
organizations, who are integral parts of the system and essential partners to ensure its
effective implementation.
The International Labour Organization (ILO) plans to implement the project Building the
Capacity of the Philippines Labor Inspectorate, a technical assistance programme in
support of the Government of the Philippines’ Department of Labor and Employment
(DOLE). It intends to 1) Improve the effectiveness of labour inspection conducted by Labour
Law Compliance Officers (LLCO), particularly in the area of occupational safety and health
(OSH); 2) Improve the effectiveness of workers, employers, and their representatives in
monitoring labor rights and conducting joint assessments; 3) Stronger enabling legal
environment for the Labour Law Compliance System, which include the promotion of ILO
Convention 81, (Labour Inspection Convention, 1947).
To be funded by the U.S. Department of Labor Bureau of International Labor Affairs, the
project is aligned with ILO’s Area of Critical Importance (ACI) of strengthening workplace
compliance through labour inspection. Identified as a Decent Work Country Programme
(DWCP) priority, this project will contribute to developing the capacity of constituents to
improve compliance in workplaces with national labour laws and regulation, ratified
international labour standards and applicable collective agreements. This will be done by
enhancing employer and worker collaboration in compliance; strengthening the enforcement
and preventive functions of labour inspection and labour administration; providing technical
assistance and capacity building to government inspection and enforcement institutions and
to social partners.
The Project will be based in ILO Country Office for the Philippines (CO-Manila) and will
collaborate with the ILO’s constituents – Department of Labor and Employment (DOLE) as
lead Government agency, and Employers’ and Workers’ Associations as key social partners
and other NGOs, academic institutions, and civil society organizations.
The Monitoring and Evaluation (M&E) Officer will report to and work under the
administrative supervision of the Project Manager. Technical guidance will be provided by
Evaluation Unit (EVAL) and Labour Administration, Labour Inspection and Occupational
Safety and Health branch (LABADMIN/OSH) Geneva. Evaluation advisory services will be
sought from ILO Specialists in the Regional Office for Asia and the Pacific (ROAP),
particularly international labour standards, labor inspection, migration, local economic
development, occupational health and safety, education and training, gender mainstreaming
and workers and employers’ activities.
The M&E Officer will coordinate and work with a project team consisting of one (1) Project
Manager and one (1) Administrative Clerk.
The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination
and implementation of the monitoring and evaluation, research, and learning framework of
the Project. He/she will develop a systematic monitoring framework to improve the
qualitative and quantitative evidence gathered by the Project. He/she will also provide
technical assistance to the implementing agencies, particularly in relation to monitoring,
reporting and governance issues.
Specific duties:
Setting up the system:
Assist in the revision of the project log frame matrix, particularly in the areas of
performance indicators and their measurement;
Assist in the development and/or finalization of the project Work Plan and keep it
updated in accordance with project activities and timeframes as relevant.
Develop the overall framework, for project M&E, for example mid-term project review,
impact assessment, final evaluation, develop project Performance Monitoring Plan with
relevant data collection systems.
Review the quality of existing data in the project subject areas, the methods of
collecting it, and the degree to which it will provide good baseline statistics for impact
evaluation.
Develop baseline data for each project component and for all project indicators.
With collaborating partners, review their existing approaches and management
information systems and agree on any required changes, support and resources.
Develop a plan for project-related capacity-building on M&E and for any computer-
based support that may be required.
Organize and undertake training with collaborating partners on M&E as required.
Implementation of M&E and coordination:
Produce reports on M&E findings and prepare presentations based on M&E data as
required.
Provide the Project Manager with management information she/he may require.
Check that monitoring data are discussed in appropriate forum and in a timely fashion
in terms of implications for future action. If necessary, create such discussions to fill
any gap.
Perform other duties as may be assigned by the Project Manager and the Director of
ILO CO-Manila.
