PAGTATATAG NG CRITICAL HABITAT
“....ang Kalihim ng DENR ay magtatalaga ng mga critical
habitats sa labas ng Pinapangalagaang Pook na sakop ng RA
7586 (NIPAS Act), kung saan matatagpuan ang mga uri ng
buhay-ilang na may banta. Ang pagtatatag nito ay gagawin
batay sa siyentipikong impormasyon/datos na may
konsiderasyon sa species endemicity and/or richness,
presensya ng man-made pressures/threats to the survival of
wildlife living in the area, at iba pa.

PAGTATATAG NG CRITICAL HABITATS
Lahat ng itinalagang critical habitats ay poprotektahan,
sa pakikipagtulungan at koordinasyon ng mga LGUs at
iba pang nagmamalasakit na grupo, sa anumang porma
ng ekploytasyon o pagkasira na maaaring maging banta
sa kaligtasan o survival ng mga buhay-ilang na
nakadepende dito.
Ang mga sumusunod ang pangkalahatang
konsiderasyon sa pagtatatag ng Critical Habitats:
1. Mga uri ng buhay ilang na may banta na nakatala sa DAO
DAO 2004-15 (Establishing the List of Terrestrial Threatened
Species and their Categories, and List of Other Wildlife
Species pursuant to RA 9147);
2. Lugar na ginagamit na breeding, nesting (pamugaran),
roosting(pahingahan), wintering, foraging at iba pang
aktibidad ng mga natural na uri ng buhay ilang na naitala o
di pa naitatala subalit nakaambang mawala;
Ang mga sumusunod ang pangkalahatang
konsiderasyon sa pagtatatag ng Critical Habitats:
3. Presensya ng man-made pressures o mga banta
kagagaya ng logging, quarrying, mining,
squatting/informal settling, at mineral exploration
4. Mga prayoridad na lugar para sa konserbasyon na
natukoy ng Philippine Biodiversity Conservation Priority
Setting Program at iba pang key biodiversity areas (KBA);
5. Presensya ng iba pang likas-yaman na may pang-
ekonomiya at pang-sosyal na impact sa lugar. (watershed)

Pamamahala ng Critical Habitat


5.1 Ang lahat ng naitalagang critical habitats ay magkatuwang ng
pangangasiwaan ng LGU at iba pang kinauukulang grupo. Ang DENR
sa pamamagitan ng Regional Executive Director ay maaaring
pumasok sa isang Memorandum of Agreement (M0A)/Partnership
Agreement sa LGU, People's Organization (PO), Non-Government
Organization (NGO), Indigenous People/lndigenous Cultural
Community (IP/ICC), private sector o iba pang kinauukulang grupo
para sa pamamahala ng critical habitats;

Paghahanda/Paggawa ng Critical Habitat Management Plan
6.1 Ang Critical Habitat Management Plan (CHMP) ay magkatuwang
na bubuuin ng kinauukulang DENR Regional Office, LGU at iba pang
grupo. Ang CHMP ay magsisilbing giya o gabay sa pamamahala ng
critical habitats;
6.2 Ang CHMP ay naglalaman, subalit hindi limitado sa, mga
sumusunod:
(1) Layunin;
(2) Mga matitingkad ng isyu sa pamamahala;
(3) Mga estratihiya sa pamamahala ng lugar at mga aktibidad
kagaya ng: monitoring and evaluation, community organizing,
habitat rehabilitation, etc; at,
(4) Administrasyon o Pamamahala, na binibigyang
konsiderasyon ang resulta ng mga proseso isinagawa na
nakasaad sa Seksyon 4 ng Memorandum Circular na ito.

Alinsunod sa Seksyon 27.c ng RA 9147 (Wildlife Act) ang mga
sumusunod ay mahigpit na ipinagbabawal sa loob ng critical
habitats:
1. pagtapon ng mga basura na nakakasira o nagiging banta sa
mga buhay-ilang;
2. squatting o pag-okupa sa alinmang bahagi ng critical
habitat;
3. mineral exploration and/or extraction;
4. pagsusunog;
5. logging; and,
6. quarrying

• Nagpasa ng ordinansa/resolusyon hinggil sa kagubatan at
kapaligiran:
- Lawak Langaka ordinance na nagbabawal sa pagputol ng
kahoy sa private lands sa layuning pambenta (2007).
- Cacaoiten ordinance na nagbabawal sa pagkuha ng mga
produktong gubat.
- Pacalat ordinances na nagbabawal sa electro fishing;
pagkuha ng labong at bayog para sa komersyal na gamit;
pag-uuling; solid waste management lalo na sa
pagtatapong ng basura sa ilog.

• Barangay LGUs of Catarataraan, Lawak Langka,
Cabaluyan 2nd, Calomboyan Sur, Cacaoiten and Pacalat
allocated Forest funds in 2011 & 2012
• Catarataraan and Lawak Langka supported Bantay Gubat
with honorarium; Calomboyan shouldered the expenses
of BGs for deputation requirements; Cacaoiten also
provided fund support for BGs
• BLGUs fund support to PO livelihoods
