II. TECHNICAL DESCRIPTION
A. Rationale/Significance
The Sorsogon State College, as the premier state college in the province of Sorsogon, serves as the
partner of its community in discovering innovations and improving the status of the society. The Commission
on Higher Education, in fact, mandates the conduct of community-based activities. According to
Borromeo (2016), CHED urged the State Universities and Colleges (SUCs) to prioritize projects that will help
the community particularly needs assessment and extension projects. This mandate is a recognition of the
role of SUCs in the development of the community towards economic stability. The Accrediting Agency of
Chartered Colleges and Universities in the Philippines (ACCUP) also require assessment of the needs of the
society in order to determine the necessary assistance that the College can offer to the community.
Meanwhile, according to universalclass.com (2017), conduct of researches develops a person’s
critical thinking ability and judgment of worthy resources. Researches also provide wider viewpoints for the
researcher. Moreover, researches enable an educational institution aware of the culture of the society
(contentwisestep.com 2016). It is in this significance of research that the Department of Education adopts
a research-oriented secondary curriculum. In senior high school, for example, each student, regardless of
the strand or track chosen, has to take research subjects, namely Practical Research I and II. This aspect of
Philippine educational system requires the competence of teachers in research-related works. Their ability
to teach research is rooted in their ability to conduct researches. Teachers are also encouraged by DepEd
to conduct action researches in order to determine and provide the needs of their students. However, the

capability-building programs conducted by the Department of Education to improve the ability of the
teachers are insufficient. Research capability-building trainings are being integrated to mass teacher
training which cover wide range of aspects of pedagogical enhancement. Moreover, most of seminars
and trainings related to research projects are sponsored by private entities.
With these professional gaps, the researchers seek to assess the competence of teachers in
conducting research-related activities. This study will give sufficient information regarding the needs of the
teachers and will help in the determination of the necessary assistance that the College may provide to
improve the competence of the teachers.
B. Objectives
This study will help in identifying the competence of teachers and the areas that need to be
improved related to research. Specifically, it seeks to answer the following questions:
1. What is the profile of the teachers in terms of:
a. age;
b. sex;
c. field of specialization;
d. highest educational attainment;
e. rank;
f. years of service; and
g. number of researches conducted;
h. trainings in research attended?

2. What is the level of competence of high school teachers along:


a. identifying prospect research projects;
b. employing appropriate research methods;
c. applying appropriate statistical tools; and
d. editing research works for publication?

3. What are the difficulties encountered by teachers in conducting researches?

4. What mentoring program can be proposed based on the results of the study?
C. Methodologies
This study will employ descriptive research design. The main source of data will be a survey-
questionnaire which will be composed of four sections. The first part will contain the basic profile of
teacher-respondents. Section II will assess the teachers’ research capabilities. Section III will identify the
difficulties encountered by the teachers in conducting research-related activities.
The respondents of this study will be junior and senior high school teachers of flagship school/s in
Bulan which will be the pilot area since this project will actually cover all flagship schools in the Province of
Sorsogon. Data obtained will be interpreted using descriptive and inferential statistics.
D. Expected Output/s
1. Publications (in recognized journals):
The results of this study seek to be published in a recognized journal of education.

2. People services (increase in scientific workforce and/or extension programs):


An extension project or training-workshop can be offered to the teachers in order to improve
their competence related to research.
