ENVIRONMENTAL MANAGEMENT UNIT
OPERATIONAL STRUCTURE

To implement and enforce environmental laws within respective


areas of jurisdiction

To institute EMB programs and activities in correlation with the


DENR-PENROs and CENROs relative to the implementation of RA
9275, RA 8749 and RA 9003 in the provincial and municipal level

Description

Represent the Regional Office and provide actions in the


following activities in coordination with DENR:
1. Quick response to environment-related emergency incidents
2. field validation and monitoring
3. enforcement of orders and decisions
4. public consultations and IECs
5. Technical assistance
6. Information sharing

In coordination with the DENR-PENROs, CENROs shall provide


technical assistance and coordiantion support to LGUs on
matters pertaining to the following:
1. solid waste management
2. water quality management
3. air quality management

Participate in joint planning activities with DENR prior to


preparation of annual Forward Budgetary Estimates and
periodic performance validation activities

Provide the DENR on a weekly basis the following information:


1. list of licenses, permit, clearances, NAF, NOV, CDOs and other
majpr issuances
2. report on newly occuring issues and concerns concernoing
DENR regional and central office
3. Updates on pending issues and concerns

Assistance in resolution of environmental complaints thru


conduct of investigation within prescribed period of time
Identification/survey of established firms/industries and
commercial establishments projects without permits

Assistance in implementation of airshed action plan programs


Monitoring of firms' compliance to RA 8749

Strengthen Monitoring of all accredited Private Emission Testing


Centers nationwide

Identification/survey of firms/industries and commercial


establishments without permitsprojects without permits

Facilitates operation of WQMAs

Monitoring of firms' compliance to the requierements of RA

Identification/survey of projects without ECC


Monitoring of project's in compliance to ECC conditions and
EMP including participation in MMT activities

Assistance to LGUs in the formulation of Safe Closure and


Rehabilitation Plan and Ten-Year Solid Waste Management Plan
Monitoring and assessment of safe closure and rehabilitation
plan implementation and material recovery facilities

Survey of importers, manufacturers (firms), dealers/distrbutors,


users
Chemical Management Monitoring of Industries with CCO
Registration and Importation Clearance (including those with
SQI)

Survey of potential hazardous wastes generators and importers


of recyclable materials
Compliance monitoring of HWG, transporters and TSD facilities
