STREET LIGHTING, PEDESTRIAN
BRIDGES (AND LIFTS)
a) Note 1
i. This Part of the Specifications comprises the technical specifications for the electrical
installations for the street lighting system and also the pedestrian bridges and
passenger lifts serving these pedestrian bridges.
1. The Contracting Authority has identified a number of locations (areas) affected by a
| potential conflict between the Services Culvert - Enemalta (Special Structure 12) and
the services runs of other entities. These are indicated in Appendix 1/10.1 and in
Drawing MPJ/PL/ 004.

| 1.0 Introduction:
The Marsa-Paola junction upgrading project has been divided into three phases. This
| technical specification is primarily for the provision of a street lighting system for the
proposed roads” upgrading project but other works are envisaged as will be detailed in this,
specification. The lighting works are not only intended for the main carriage wayo but other
areas such as the pedestrian open and covered walkways including access stairways, the
covered underpasses, pedestrian crossings, etc. are also to be provided with adequate lighting,
Apart from the street lighting works, power supply points for Variable Message Signage
| (VMS), Lane Control Signage (LCS), and CCTV cameras at various points are also required
| together with the supply and installation of six passenger lifts (one at either end of each
bridge) for the three bridges across the traffic carriage ways including the electrical
installations within the bridges themselves.
Phase 1 of the project has nothing to do with this tender since it involves mainly civil works
only. This specification describes all the street lighting works for Phases 2 and 3 (that is
for the whole of the Marsa/Paola junction project) including the supply of the lifts for
the bridges and the electrical installation within the bridges however a call for tenders
has already been issued for the works in Phase 2 and as such these works, in spite of
excluded from he scupe uf Phase 3. Tu other

Bill of Quantities for the tender under consideration includes only those works in Phase 3 of
the project.
‘The drawings being published with this tender clearly indicate the demarcation lines between
Phases 2 and 3. However due to the fact that the street lighting system in particular has to be
uniform throughout and controllable as one system for the whole project, that is Phases 2 and
3, what follows is meant to explain what is included in Phase 2 and also the works which
need to be carried out within the boundary of Phase 2 as part of the works of Phase 3.

The scope of works in Phase 2 included the supply and installation of all the street lighting
poles (including the cutouts and all the wiring inside the poles themselves) all the
underground ducts and all power supply cables required from pole to pole as shown in the
relative drawing for Phase 2 only of the whole project. The scope of works in Phase 2 did not
include the design of the lighting system and the supply of the luminaires since the work to
design the lighting and supply the luminaires for the whole of Phases 2 and 3 are considered
to be included in the scope of works of Phase 3. The reason for this is to ensure that there will
be only one lighting design for both Phases 2 and 3 and the luminaires will be uniform
throughout the whole project. Moreover the lighting control/dimming/switching system for
both Phases 2 and 3 will be one system falling within the scope of Phase 3.
‘The drawings included with the tender documents for Phase 3 show the proposed position
and type of the main poles and luminaires required. The design to be eventually proposed as
part of the Scope of Phase 3 will be as far as possible in accordance with this drawing which
also shows the proposed route and number of the cable ducts to supply the pole mounted
luminaires and other supplies. However since the works in Phase 2 are already in progress
the type and position of the poles in Phase 2 cannot be changed and have to be considered as
existing by the prospective contractor of Phase 3 when making his lighting design
calculations. As such the prospective Phase 3 contractor may be allowed to make some
reasonable changes to the position and spacing and hence to the number of the poles and the
cable routes within Phase 3. The prospective contractor must however prove that it would not
be possible to achieve the required levels and/or quality of the lighting specified unless some
changes are introduced or if for example he can show that the lighting design can be carried
out using less poles. For such changes to be introduced the contractor must submit valid
reasons for the changes and the Contracting Authority must give its approval in writing if it
finds these reasons justified. Adjudication of the tender offers will be strictly based on the
type and quantities indicated in the BOQ and the BOQ rates will be used to adjust the final
price if the changes (additions andlor dednetians) in quantities as recommended hy the
successful bidder after the tender is awarded have been accepted. No changes in quantities
must be made to the BOQ when the offer is submitted.
‘Since Phase 2 will be completed ahead of Phase 3, arrangements have been made to have the
road sections within Phase 2 illuminated by the contractor of Phase 2 on a temporary basis
using traditional discharge lighting luminaires. The Phase 3 contractor, as part of his scope of
works, will be required to remove the temporary lumninaires carefully and return them to the
Contracting Authority in good condition against a signed receipt by the Contracting
Authority. These temporary luminaires are to be immediately replaced with the new LED
luminaires using the supply cables and cutouts installed by the Phase 2 contractor. Should
any replacement parts or cables be required these should be supplied and installed by the
Phase 3 contractor by agreement wit ‘ontracting Authority. It is crucial that the road
sections within Phase 2 are kept ijlimindied.ddring the dark hours during the transition from

OW 349The whole project is to be supplied with electricity strictly from one point only iraside a
dedicated switchroom which is shown in the tender drawings and which forms part of the
scope of works for Phase 3. This main switchroom will be provided with an adequate
400/230V SOHz. supply by means of an underground cable from a proposed nearby 11 /0.4kV
substation which will be constructed by Enemalta the local distribution system operator. The
demarcation point for the whole project as far as the supply of electricity is concerned -will be
the terminals of the Enemalta electricity meter which will be installed inside the main
switchroom. Electricity from this meter will be supplied to the main distribution board. which
is to supply all the outgoing electrical circuits for the project under consideration from the
main switchroom. The underground duets required for the Enemalta supply cable between the
substation and the main switchroom however form part of Phase 3 and as such will be
supplied and installed by the contractor to whom the tender for Phase 3 will eventually be
awarded
2.0 Scope of works and list of related drawings :
The scope of works covered by this specification for both Phases 2 and 3 shall comprise the
following:
1. The detailed design of the whole lighting and electrical installation systems ensuring
in particular that the lighting levels and quality are in conformity with the specified
standards.(This is strictly within the scope of works of Phase 3 only for both
Phases 2 and 3)
2. The provision of all cable raceways including the related trenching works , concreted
ducts, manholes, bracket works, cable trays etc. A dedicated system of ducts for the
cables associated with the street lighting and power supply points required is to be
provided as distinct from the ‘walk through culvert system’ for other services which is
also to be provided as detailed in an another section of the overall junction upgrading
project.
3. The supply and installation of the electrical system materials and equipment
comprising but not limited to the distribution boards, all types of cables, earth
electrodes et.
4. The supply and installation of all the street lighting poles and all the luminaires and
lighting equipment required for the whole project.
5. The provision of a number of supply points throughout the project as detailed in the
drawings and this specification for the supply of other systems required such as VMS,
LCS, CCTV, bridges/lifis etc. The supply and installation of the VMS and LCS
systems and CCTV cameras do not form part of the scope of works. (The supply and
installation of the cables required for these fall completely within the scope of works
of Phase 3 including those cables which have to be installed within the area of Phase
2. However the provision of the relative ducts and manholes within the area falling
under Phase 2 do not form part of the Phase 3 scope of works).
6. The supply and installation of the six passenger lifts together with all the electrical
and LV/control equipment and electrical distribution system required for the three
pedestrian bridges
