It has come to our attention that the above-named organization has allowed the sale of raffle
tickets over the Internet during the 2017 raffle year using Raffle River. Penal Code section 320.5 (f)(2)
prohibits an organization from operating or conducting a raffle in any manner over the Internet,
nor may raffle tickets be sold, traded, or redeemed over the Internet.
Penal Code section 320.5, which became effective July 1, 2001, authorizes eligible organizations
to conduct raffles provided they are registered with the California Attorney General’s Registry of
Charitable Trusts (“Registry”) and they comply with all of the provisions of section 320.5 and
regulations thereto.
The statute and other pertinent information, including the required registration and reporting
forms relating to the Nonprofit Raffle Program, are available on the Attorney General’s web site at
http://oag.ca.gov/charities/. Any violations of Penal Code 320.5 section (f)(2) may result in sanctions
including, but not limited to a revocation of the organization’s raffle license, and a referral to the
District Attorney’s Office.
