Hon’ble MoS, PMO, Personnel, Public Grievances and Pensions, Secretary, Administrative
Reforms, Public Grievances and Pensions, ladies and gentlemen.
It has been our fortune to find distinguished presence of an extremely busy person in
most of our endeavours to improve state of affairs in India’s governance.
Hon’ble MoS, as you have seen, has set a roadmap on administrative reforms and
public service delivery in precise and clear terms.
We all present here should take note of the vision expressed, and conduct further
proceedings of this Conference accordingly.
As Hon’ble MoS has mentioned, he will be waiting for the outcomes of this
Conference with keenness and high expectations.
So will – I should add – the people of India. Performance expectations are high
everywhere and there is a demand in governance matters to conceptually shift from a duty-
based design of existing administrative framework to a citizen-centric rights-based morality.
I thank Hon’ble MoS for being amidst us at a very crucial juncture in country’s
administrative history.
On behalf of the Department and the Government of India, I would like to express deep
appreciation for the overwhelming response from the State Governments and Union
Territory Administrations in sending representatives to this Conference.
Therefore, we greatly value your presence here and, as Conference organizers, look-
up to you with great expectations.

In organizing the Third Annual Conference of Administrative Reforms Secretaries, we
acknowledge the stewardship of the Secretary of our Department.
Anyone who peruses the records of earlier Conferences shall un-mistakingly note the
qualitative progression -- from First Conference to the Second Conference and from Second
to the Third.
The officials of the Department of Administrative Reforms and Public Grievances deserve to
be complemented for the systematic execution of the event.
