The days of wine and roses are over
and US President Barack Obama stands
stripped of the aura that propelled him to
office two years ago. Many of the Obama
myths, not all of them spun by his
campaign managers, stand exposed as
that much fiction and no more; there is a
distinct air of disenchantment among
America's chattering classes
who had mistaken cleverly
worded slogans for political
commitment and seen “hope”
in a vacuous promises “Yes
we can!” was never elevated
to “Yes we shall!”. Instead of
demonstrating his claimed
abilities to pull America out of
its downward economic slide
and restoring “values” and
“morals”, the Democrats are
never short of either and are prone to
waxing eloquent on both while hectoring
others to domestic and foreign policies,
he has failed on both fronts. Contrary to
popular expectations and his carefully
nurtured public image, Mr Obama has
turned out to be anything but a “thinking”
President; indeed, his critics would call
him “shallow”. He is indecisive, depends
on others to take the call and simply lacks
the chutzpah without which an American
President is no different from the
President of one of its client states.
Mr Obama thought he would bowl
over Muslims around the world and have
the Islamists eating out of his hands. He
tried to “reach out” to the “Muslim world”

congregate in the courtyard of the Asakusa
Shrine in central Tokyo. The five-storey

This is the Shoten-cho
part of the Japanese capital,
famous for its many temples
and shrines. Less known is
that Shoten, the Noble God,
is the Hindu deity Ganapati. And there are
temples to Sarasvati and Shiva to be
found amid these crowded streets. In the
1830s, say scholars, over 100 Ganapati
temples could be found here.

realize most deities worshipped in Japan

allies, Mr Obama does not really matter,
nor does the US count for much.

No one need to doubt the report of
the highly competent department like ASI
but it would help public opinion from a
neutral stand to understand the intricacies
of the result. The ASI needs to facilitate
this study by publishing immediately, the
reports with drawings, photographs etc for
public assessment, with the approval f the
Court. Assuming that the ASI opinion
mentioned in the report is correct, a
historic judgment in an earlier case
regarding the legal right of a ruined
temple, delivered by the London High
court deserves attention.
“As long as even a single slab
belonging to the ancient ruined temple is
found in the site, the temple continues to
exist in the eye of law and has its right to
claim its possession” was the historic
judgment delivered by the London High
Court with the reference to an ancient
Hindu temple that was ruined and
remained with out worship for long. The
Appeal Court in London, presided over by
three senior judges to which the case was
taken upheld this judgment, but the case
was taken to the Privy Council and the apex
court also upheld the judgment. Thus three
Foreign courts that command greatest
respect in the world of judiciary held that
the presence of even one slab in the site
empowers the ancient temple to be
treated as an existing entity in the eye of
law, irrespective of whether the temple
was in ruins or was not under worship.
This decision of the London high Court
was delivered hardly fifteen years ago when
the then Congress Government headed by
late Rajiv Gandhi was Prime Minister of
India, who enthusiastically supported and
got the case filed in the London high Court
in the now famous London Nataraja case.
The present writer appeared in the case as
an Expert witness in that case on behalf of
Government of India.

Temples to Brahma, Kubera and
other Hindu-derived deities are scattered
all over Japan. The Shibamata and
Katsushika wards of Tokyo have Indra
temples. Many will show these gods on
either side of a Buddha image. The suffix
“ten” derives from deva and was once a
way to denote a god with Indian origins.
Religion is a declining force in Japan.
The country is half atheist. But, said one
Japanese official when I asked him,

temple”. The history of the case is as
follows. A group of Bronze Idols including
a Nataraja, was found in a land behind a
ruined Chola temple at Pattur, in Tanjore
District. The idols were found by a labourer
who sold the Nataraja to an antique dealer
and the image was smuggled out of India
and was caught in London by the Scotland
Yard Police. The Government of India filed
a case in the London High Court claiming
the Nataraja as a property of the ruined
temple.
Among the various legal points
raised in the case, a few are relevant.
What constitutes the Hindu temple? Is it
the structure, or the space around it or
the enshrined image? When the temple
has been ruined and worship ceased,
whether it could claim ownership? The
court agreed that not only the building and
the image but also the consecrated space
around the religious building constitutes
the temple. The temple ritual treatises
mention various causes of ruin such as
vegetation on the buildings, fire, floods,
earthquakes and the like besides
destructions by enemy during invasion.
Having examined the ritual and historical
position, the court came to the decision
“so long as even one stone slab belonging
to the ancient temple is found in the site,
the temple continues to exist in the eye of
law. Any ruined temple could be brought
back to worship at any point of time by
purificatory rites”.
The ASI, which is aware of this
judgement, may be expected to appraise
the Allahabad High Court while submitting
the opinion and further clarifications The
opinion of other Archaeologists who study
the report from an objective angle may
also be assistance in this case. It would
also help to dispel the view that the ASI
repot is “vague and contradictory” as
claimed by the other side. Whatever be
the case, one thing seems to be certain
that the vexed question of this case seems
to be nearing an end.

elections to the State Assembly since mid-
50s have ratified the integration. Indira

over the status of the State's integration.
The ABKM reaffirms that J&K is an
integral part of Bharat and any challenge
to that issue in the name of Azadi is
nothing short of treason. Azadi has
become a euphemism for Islamist and
pro-Pakistan secessionism.
The ABKM takes strong exception
to the statement of the Chief Minister of
J&K in the State Assembly that J&K has
'only acceded but not fully merged with'
Bharat 'like other Princely states'. Through
his immaturity and inefficiency he has
already brought the state into the vortex
of violence. With an eye on vote banks
he deliberately allowed the violence to
perpetuate by not controlling it with iron
hand. Through his statements on several
occasions he created an atmosphere
against his own security forces. And now
he openly started speaking the language
of the secessionists and their Pakistani
mentors. The ABKM is aghast at the way
senior Ministers in the Central
Government, in stead of condemning him,
sought to support him thus exposing their
own ulterior political games at the cost of
nation's integrity.
The ABKM notes with grief that it is
this secessionist leadership, which is
always held as representative of the State
although a large section of the population
of the State is pro-Bharat and patriotic.
This section includes pro-Bharat
(nationalist) Muslims in the Valley, the
Kashmiri Pandits, Sikhs, Shias , Pahadis,
Buddhists of Ladakh, Gujjars and
Bakrawals of the State, people of Jammu
region and several lakhs of refugees and
others who don't have State Subject status
even after 60 years. The ABKM urges the
Government to talk to all these sections –
especially the Kashmiri Pandits, refugees
of the PoK and West Pakistan refugees -
that have stood firmly for Bharat in spite
of being the victims of the atrocities of the
secessionist and terrorist elements. The
experience so far has been that it is the
secessionists and terrorists that are
pampered by the successive
governments while pro-Bharat elements
are always dismissed with contempt.
The ABKM regrets that this time also
during the visit of the all-party delegation
to the State the separatist leaders, who
should have been delegitimized by the
delegation, have in stead been provided
big importance whereas there was no time
for the leaders to listen to the pro-Bharat
patriotic people.
The ABKM wishes to remind the
government that the secessionists and
terrorists have lost their ground in the
Valley due to the valiant fight put up by
our security forces in the last 2 decades.
Around 5000 of our security personnel
have laid down their lives fighting these
forces. They continue to fight these forces
in the Valley with their hands tied up and
backs to the wall. Instead of supporting
and strengthening them the government,
some intellectuals and a section of the
media are bent upon vilifying them.
The ABKM deplores this attitude of
running down our security forces in the
name of baseless allegations of human
rights violations. We should not forget that
the intefada-style terrorism deployed by
the secessionists now a days is only a
strategic shift in the same terror that they
have been indulging in from the beginning.
Whether it was the attack of the Kabaili

tribesmen in 1947-48 or the wars of '65,
'71 and '99 or the terrorism and proxy war
of the '90s or the new wave of stone-
pelting agitational terrorism – all these are
different forms of terrorism employed by
our neighbour in J&K. The stone-pelting
terrorism in a way betrays the cruel and
inhuman face of the secessionist
leadership in which the leaders push
young boys in the forefront with stones
and make them scapegoats. More than
3000 security personnel were injured,
many grievously, in the recent spate of
stone pelting in the Valley.
The ABKM views the demand for
withdrawal of the Armed Forces Special
Powers Act (AFSPA) and the Disturbed
Areas Act as a dangerous one fraught with
serious consequences to the national
security. J&K is a sensitive border state
requiring continuous movement of armed
forces and also infested with terrorism
sponsored by our neighbor. It is important
that our security forces are equipped with
sufficient powers to deal with the situation
and the AFSPA is one such Act that can't
be dispensed with. While the Government
including the Prime Minister is bent upon
withdrawing the Act in their effort to bend
backwards to please the secessionists the
Army and the security establishment is
strongly resisting any such dangerous
move.
The ABKM strongly decries the
statements and actions of the Group of
Interlocutors, which betray their lack of
depth and understanding of the issues
involved. Statements emanating from the
members of the group go against the
stated position of our Parliament through
the 1994 unanimous resolution. The
Group lacks not only vision and expertise
but also legitimacy, as it doesn't have the
mandate of either the parliament or the
country. The Group is acting overtly in
support of the secessionists and Pakistan
thus greatly harming our interests. The
ABKM deplores the reckless attitude of
the Central Government in appointing
such a group of biased individuals for such
an important mission and calls for its
immediate disbanding.
The ABKM is of the considered
opinion that the Central Government is
succumbing to foreign pressures and
trying to create a favourable atmosphere
for secessionist forces in the Valley.
Repeated statements of the ministers
about finding a 'political solution to the J&K
problem' are nothing but a euphemism for
granting more autonomy. It is to create
such an atmosphere that they are using
all the forums like the all-Party delegation,
the Group of Interlocutors and even some
members of the political establishment.
The ABKM reiterates that the
direction of our efforts should be towards
reaffirming the status of complete
integration of J&K in the true spirit of our
Constitution and the 1994 unanimous
Resolution of our Parliament and not
towards autonomy or pre-1953 status.
The ABKM warns the Government
that any move to further alienate J&K will
be strongly resisted by the people of the
country including the patriotic people of
J&K. It calls upon all the political parties
to rise above their differences to ensure
that the Government doesn't compromise
on vital national interests in the context of
the J&K problem. The ABKM calls upon
the countrymen to understand and undo
the machinations of all these forces that
are bent upon destroying the unity and
integrity of our nation in the name of
autonomy and political solution to J&K
issue. Autonomy is like a post-dated
cheque for another partition, which the
country shall never accept.”

petition against Roy, Singh has sought
initiation of criminal proceedings against
her under the IPC’s Section 124 A.
However, the CJM, instead of
issuing a directive to lodge FIRs against
Rahul and Roy, referred the petitions to
the court of Judicial Magistrate (JM) to
examine if the allegations made in these
petitions were worth initiating proceedings
in. The JM has fixed November 22 and
24 to hear the merit of Singh’s petitions.

there has been no action on part of the

last week, a criminal complaint was filed
against Geelani, Roy and others at a
police station in the
national Capital on
Thursday.
The complaint for
registration of FIR
against them has been
filed at Tilak Marg police
station, and according to
the complainant, the
police has promised investigation and “if
the case suits, then a FIR will be filed
within two days,” which may prompt the
police to take action against Roy, Geelani
and others.
In the complaint addressed to the
SHO of Tilak Marg police station, Sushil
Pandit said that he waited for the last
seven days for the Government to take
formal action but they failed due to
conspicuous reasons.
“The Ministry of Home Affairs has
lately shown no keen interest to move
ahead with the case. We, therefore,
decided to move as private citizens who
attended the said event and went to Tilak
Marg police station to file a formal
complaint. The concerned SHO has
assured inquiry into our complaint and
further action. We expect him to file an
FIR over the complaint that he has
accepted. If there is no action within next
72 hours, we’ll use further legal rights
available with us to get the accused
booked,” Pandit said in his complaint, a

are dismayed by the Government’s
inaction in this case. The contents of the

advance about the event, who assured us
action. Unfortunately, those who protested

Shri A.N.Vaishnavi took a serious
view of the evolving political scenario in
the state. The uncalled for statements of
the Interlocutor on Jammu and Kashmir,
Mr. Dilip Padgoanker such as terming the
Kashmir issue as a “dispute” and asking
Kashmiri youth to “prepare road map for
azadi” cannot be taken lying down. These
statements are unacceptable to the
nationalist forces in the J&K state. The
statement that “focus of this dialogue is
to seek as large area of agreement as you
can to get to arrive at a comprehensive,
political settlement of the Kashmir dispute”
transgresses the stated Indian position on
Kashmir and the unanimous
Parliamentary resolution of 1994 on J&K
state. Kashmir is politically a settled issue
and cannot be reopened for the caprice
and whims of the anti-national elements
that are bent upon to balkanize the
country.
Shri Ashwani Kumar Chrungoo
maintained that the accession of Jammu
and Kashmir has taken place in the same
manner in which it took place in case of
other princely ruled states of India in 1947.
We need to understand that the Jammu
and Kashmir state has always been the
‘cynosure’ for the State of Pakistan which
made all attempts in the past to create
trouble in J&K state. Article 370 of the
Indian Constitution has proved to be the
constitutional bedrock of Islamic
secessionism and terrorism in Kashmir.

Flare Up in Katwa
During Durga Puja, Oct 16, 2010
(Nabami-ninth day) night several Muslims
youth gathered in front of a Palita Road
Puja Mandap and used abusive and
condescending language against Hindus
and the Hindu faith in presence of the
police. The mandap is near Katwa railroad
station in Katwa town (Police Station is
Katwa in Burdhwan District of West
Bengal). Ujwal Das, a Hindu devotee
approached the police personnel and tried
to draw their attention to this act by the
disturbing elements. The Muslims got
upset and started beating Mr. Das.
Communal tensions went up in the area.
Later a few Hindu youths beat up a Muslim
man who they identified as one of the
Muslims who were abusing the Hindus at
their religious program.
Fake money worth Rs 12
lakh crores in India
October 26, 2010: Even as the
government of India speaks of taking preventive
measures to curb the menace of fake currency,
statistics show there is nearly Rs 12,00,000
crore worth of fake currency still in circulation
in India.
While India managed to seal the fake
currency's Pakistan and Nepal route into India
to a large extent, Inter Services Intelligence-
sponsored operatives have furthered their
activities by shifting base to Thailand.
These elements have been pumping in
fake currency into the Indian market with help
of operatives of the Dawood gang who have a
strong base in Thailand.
The key player in this racket today is
Aftab Bhakti, a D Gang operative who reports
directly to Major Ali and Arshad Khan, both top
ranking ISI officers.
Bhakti grew in stature, as he had been
operating out of Thailand for nearly a decade.
During his earlier stint, he coordinated with the
mafia in Thailand on behalf of the D-gang. They
were primarily into smuggling of drugs.
The D gang's network is very deep-rooted
in Thailand and there was already an existing
route between this country and Bangladesh
through which drugs were being smuggled.
Earlier, all notes were being printed in
Pakistan and then transported into India
through Nepal. However, the scenario changed
post the November 26 attacks on Mumbai,
which prompted the ISI to rethink its strategy.

Currently India relies on 11 firms abroad
to import paper.
This means that India does not have
absolute control over the security features and
are heavily reliant on these firms.
When the paper is imported, security
features such as watermark, magnetic thread
and the windowed security thread already exist.
Experts say that it is not hard for these
terror groups to get access to these notes. All
they need to do is incorporate micro lettering
and the face of the father of the nation into it.
