I checked with Finance on TCA’s and EPT’s OT situation. TCA still has $1.7 million in OT to spend, so
they are in the same pattern as last year, where they will need to end up burning it all at the end of the
year. EPT on the other hand has only $186,000.00 left so we may need to help them out. I have (b)
doing an analysis of their OT spending. (6)

While organizing the PF-70 fence building effort, the question of whether to utilize OT or not was risen. Chief
Aguilar chose rather to increase the number of Agents assigned so that we had enough Agents for swings and mids
crews everyday while each Agent stayed at a 5 day work week. If there is a requirement for OT usage then please
submit. I know you are aware that this a high priority at all levels. Please advise.

Gentlemen,

Please read message string. El Paso PF-70 Project is moving along nicely. We’re re-evaluating our OT here and
certainly realize that PF-70 is a priority. There is a good possibility EPT will be able to approve all necessary OT
for the PF-70 Project. However, in the event we need to reach out to OBP, will you be able to assist with PF-70
OT?

We believe we are right on track with the graph we provided. The agents arrived here the 9th, and got their safety
briefing until noon on the 10th. They actually began working at approximately 1:00pm on the 10th, when we
arrived with the welding jackets and helmets. We fully anticipate finishing ahead of schedule; in fact (b) (6)
will be addressing the Command on site re: the BP setting up our own installation crew at 6:00pm when their crew
is finished. This would save the money needed to rent a second crane, and we believe we can have another 15-20
panels in place and ready for concrete at 0600hrs. Our biggest concern out here besides bad weather is concrete
deliveries, and whether or not the only 2 suppliers can keep up with the installation. The USACE has updated the
concrete contract to include Saturday deliveries, and this should help a lot. We have minor issues with small items
like welding tips, wire brushes, and ice, but we’re working them out.

One of our questions is about OT and how much of it is available? Last week the crew used 10 x 10hr days, and we
have 20 days scheduled this week. Do we have enough OT to continue to schedule these guys 6 days a week?
(Code?) The current schedule that James has set up provides excellent coverage over the weekends when the
Seabees have minimal coverage due rotational troops.

Gentlemen,

Prefaced upon the facts that are reflected on this particular report, how are we progressing compared to the graph
we provided to OBP before the PF-70 Project actually deployed?

The 20 detailed agents reported for duty at the DNM BP Station on 8/09. When did the BP agents actually begin
working; was it 8/10 or 8/11? Do we still anticipate completion of the 3 miles during the third week of September?
Do you feel confident that we will be able to achieve this milestone? What can Sector do to assist?
