1. Introduction
1.1 Purpose
The purpose of this document is to stipulate acceptance criteria for offshore service vessels that are to
perform services on the Norwegian Continental Shelf.

The acceptance criteria are defined so that they meet the needs of multiple users, so that the vessel
can be used in sailing pools and rechartered to others without the need for a new approval or
inspection.

1.2 Preface
This document contains the charterer's acceptance criteria for evaluation, inspection and approval of
offshore service vessels.

In general, acceptance criteria are given by identifying which national and international rules,
conventions, guidelines, regulations, codes and standards must be met in order to meet the minimum
requirements for acceptance.

Minimum requirements are verified either through internal evaluation and confirmation from the
shipping company, or through checking and inspection of the vessel.

Certificates must be issued without remarks that restrict operation of the vessel beyond that which has
been agreed in the contract.

References to rules, regulations, codes or standards in this document shall generally be understood to
mean the most recent edition of such documents.

1.3 Scope
The acceptance criteria specified in this document apply to offshore service vessels that carry out
assignments on the Norwegian Continental Shelf. The acceptance criteria may be used in whole or in
part as appendices to contracts/charter parties between the charterer and the shipping company.

1.4 Definitions
Approved class: Classification society approved by the Norwegian authorities to carry
out checking, inspection and certification of vessels.

Recognized authority: Authority recognized by Norway to issue statutes and regulations, as


well as exercise supervision over vessels and equipment.

Charterer: The company or firm that hires the vessel and enters into a
contract/charter party with the shipping company/managing company.

Offshore service vessel: Vessel that carries out supply, anchor-handling, ROV/ROT, inspection
or preparedness services in connection with exploration, development,
production, shipment or decommissioning.

Operator: The party that conducts the daily management of the petroleum
activities on behalf of the licensees.
Shipping company: The party that owns or manages the operation of a vessel.

3. General requirements
3.1 Relationship between Shelf and maritime regulations

Construction, outfitting and operation of offshore service vessels on the Norwegian Continental Shelf
are governed by the requirements in the vessel's flag country, as well as the relevant parts of the
Norwegian Petroleum Directorate's regulations.

The vessel's flag country is responsible for governing and supervising the vessel's maritime safety,
including construction, stability, safety during navigation, safety manning and appurtenant certification.

The flag country requirements are based on international conventions as stipulated in IMO, possibly
with the supplement of additional national requirements.

The Norwegian Petroleum Directorate is responsible for governing and supervising the safety of the
petroleum activities on the Norwegian Continental Shelf, including operations carried out from vessels,
such as emergency preparedness. Other operations such as anchor-handling, loading/unloading to or
from installations that are not defined as petroleum activities are subject to the regulations of the
maritime authorities.

This means that equipment, systems and procedures for carrying out the vessel's tasks / functions in
the petroleum activities must satisfy the Norwegian Petroleum Directorate's requirements, in addition to
the flag country requirements.

The Norwegian Petroleum Directorate does not normally have requirements related to the marine
safety of the vessel. As regards standby vessels, the Norwegian Petroleum Directorate refers to the
Norwegian Maritime Directorate's regulations relating to "Standby Vessels" as the norm.

3.2 Regulatory requirements depending on the vessel's functions


Vessels registered under foreign flags that are to carry out assignments as standby vessels must have a
"standby certificate in accordance with the Norwegian Maritime Directorate's rules".

3.3 Quality assurance


The shipowner shall have a documented quality assurance system that includes operation of the vessel.
This requirement also applies when chartering vessels from subcontractors.

The quality assurance system shall define relevant QA principles/procedures for all activities linked
with operation of the vessel. Documentation of the QA system shall be made available to the charterer
as needed.

3.4 Verification of requirements and deviations


Before the vessel commences a charter party period, the shipowner shall document that the operational
and technical requirements specified by the charterer have been met.

This can be accomplished by means of the shipowner issuing a report confirming the status of the
vessel in relation to the relevant requirements. The report shall contain an overall evaluation of the
vessel's systems and equipment, technical standard and status of certificates, as well as documentation
of operational and emergency preparedness instructions.

All non-conformities shall be identified and reported to the charterer together with proposals for
corrective measures and a plan for correction.

The charterer is entitled to carry out audits at the shipowner's premises as well as inspections of the
vessel.

4. Requirements for vessels and equipment


4.1 Construction requirements
Construction and hull strength shall be in accordance with the prevailing requirements of classification
companies and the authorities. This must be documented by means of a valid class certificate. Orders
issued by classification societies or authorities must be reported to the charterer, and treated as non-
conformities, if necessary.

4.2 Technical/operational redundancy


No individual error in equipment or procedures shall result in hazard and accident situations that
threaten health, the environment or material values.

4.3 Failure mode and effects analysis


A "Failure mode and effects analysis" (FMEA) and/or “Fault tree analysis” (FTA) must be available
for the vessel before it is put to use by the charterer. An independent, recognized supplier must
conduct this. The failure mode analysis must be updated if the preconditions for the analysis change.

4.4 Stability
Stability requirements must satisfy class and regulatory requirements, ref. Chapter 2.

The vessel shall be equipped with a valid stability log approved by a recognized authority and damage
stability calculations carried out and approved by a classification society and the flag country.
4.5 Fire protection
The vessel shall, as a minimum, meet the requirements specified for cargo ships in Chapter II-2 of the
SOLAS Convention with supplement.

Documentation of inspections, checks and maintenance of fire-fighting equipment and systems shall be
available on board.

All fire protection equipment shall be listed in the safety plan.

4.6 Machinery and electrical installations


The vessel shall satisfy the requirements specified for machinery and electrical installations in the
SOLAS Convention and relevant requirements issued by the classification society and authorities.

4.7 Noise
The noise level on board new and existing vessels shall satisfy the Norwegian Maritime Directorate's
(NMD's) recommended norms for all operating conditions.

Prior to signing a contract, the noise level on board existing tonnage shall be documented by class
notification or by noise level tests carried out by an approved body under relevant operating conditions
including use of auxiliary machinery, thrusters etc.

4.8 Rescue gear and equipment


The vessel shall be equipped with rescue gear in accordance with the regulations laid down in the
SOLAS Convention and NMD's rules. A valid safety certificate without deviations and orders must be
maintained.

As a minimum, medical equipment shall meet the requirements listed in OLF's guidelines "Minimum
List – First Aid and Medical Equipment for Standby Vessels on the Norwegian Continental Shelf".

All persons on board shall be provided with an approved survival suit of a suitable size.

4.9 Dynamic positioning


Vessels equipped with a DP system shall be designed, equipped and operated in accordance with IMO
MSC Circ. 645 ”Guidelines for Vessels with Dynamic Positioning Systems”.

When DP is used within the safety zone, the following requirements for on-duty personnel on
the bridge must, depending on the DP class the vessel is operating under, be satisfied:

- Class 3 operation: 2 DP operators on duty (captain not included)


- Class 2 operation: 2 DP operators on duty
- Class 1 operation: To be evaluated case-by-case *)

*)Operation inside the 500 meter safety zone with DP vessels Class 1 may, upon further consideration, be approved by the
platform manager and the captain of the vessel jointly, if the following activities have been implemented and evaluated:

- Carry out SJA


- Consider simultaneous operations
- Weather conditions

DP operators shall be qualified in accordance with IMO MSC/Circ. 738.

Reference is otherwise made to item 6.2 and to the NORSOK Standard – Marine Operations, J-CR-
003, Rev 2.

4.10 Lifting equipment


DnV's or Lloyds' regulations for certifying lifting equipment, or an equivalent standard, may be
accepted as a minimum requirement, ref. Chapter 2.

Stretchers and lifting straps for stretchers shall be included in the annual inspection of lifting equipment.

4.11 Communication equipment


VHF/UHF equipment for communication between-deck/bridge/crane shall be available in accordance
with the charterer's requirements and NR/OLF's guidelines.

4.12 Checking and function testing emergency equipment


The shipowner shall establish procedures that ensure checking and function testing of all emergency
equipment. Medical equipment shall be checked on a monthly basis, and a function test shall be
conducted on all relevant equipment. The result from checks and function tests shall be documented
and presented upon request.

4.13 Miscellaneous equipment/installations


An automatic fire and smoke detection system shall be installed in all fitted areas, engine room and
other areas on board where personnel may be located. The main alarm system must be loud enough to
be heard in all locations where crew and passengers may be found.

Temporary equipment located on board in the vessel shall be installed in accordance with requirements
stipulated by classification societies and authorities.

5. Operational requirements
5.1 Operations manual
The vessel must have an operations manual on board. The operations manual shall contain all relevant
information regarding the vessel with equipment and systems. The manual shall discuss operational
procedures that describe the use of the vessel's equipment and systems, operational limitations for the
vessel and limits for equipment. Such procedures may include the following:

- procedure for operations at the installation


- procedures for loading/unloading at the installation
- procedure for sailing in bad weather
- procedure for operation of the MOB boat
- procedure for operation of the FiFi system

5.2 Emergency preparedness


The vessel must be equipped with an emergency preparedness plan containing all relevant information
and instructions regarding hazard and accident situations that may arise in connection with the vessel's
operations.

The emergency preparedness plan shall include the following as a minimum:

- Description of notification to vessel, charterer, shipowner and authorities


- Description of responsibility and reporting lines
- Description of work tasks of each individual crew member in the event of hazard and accident
situations
- Description of emergency equipment, location and use

Mustering exercises and drills shall be carried out in accordance with the NMD's requirements.
Journal extracts and reports on completed drills and mustering exercises must be available for
inspection.

5.3 Health, safety and environment


The objective of operation of the vessel shall be that the activities shall not cause accidents, injuries or
material loss.

5.3.1 Reporting and treatment of undesirable incidents (RUH)


The vessel and the shipping company shall have implemented a system for registering and following up
all injuries, loss and near-misses. All injuries, loss and near-misses must also be reported to the
charterer.

5.3.2 Work procedures


Procedures must be available describing work methods for handling chemicals, entering confined
spaces/tanks and radioactive sources, etc.

5.3.3 Safe Job Analysis


The vessel shall use SJA as a tool when planning tasks that are not covered under established
procedures, or tasks that are considered to be particularly risky.

5.4 Transportation of hazardous chemicals and flammable liquids


Vessels that are to transport chemicals and flammable liquids as defined in the IMO/IBC code must
have an NLS certificate under the rules issued in IMO Re. A.673 (16).

The vessel must have prepared procedures for this type of transport pursuant to standards laid down in
the IMO/Marpol guidelines, Annex II – Appendix D.

The vessel shall have safety and protective gear on board in accordance with Chapters 14.1, 14.2 and
15 of the IBC code. Crew members and others on board must be familiar with the use of this
equipment.

6. Personnel requirements
6.1 Manning
The vessel shall have a maritime crew that meets the requirements of the flag country. It is assumed
that Norwegian requirements for working hours are followed. The crew must also be adequate, in
terms of number and qualifications, to carry out all functions specified in the contract/charter party for
the relevant vessel, as well as be able to operate and maintain associated equipment.

No rotation periods shall be planned for crew members in excess of 30 days.

6.2 Additional manning requirements on the bridge during special operations


The vessel's crew shall be of a size that allows for two persons on the bridge at all times during
operations within the safety zone or in connection with anchor handling. At least one of the two
persons shall be a qualified navigator, preferable both.

6.3 Personnel qualifications


The crew shall possess the qualifications needed in the position for which they signed on.

In addition, the shipowner shall document and have implemented competence requirements for the
crew, linked to function, position and type of vessel.

6.4 Safety training


The crew shall have safety and emergency preparedness training in accordance with OLF's guidelines
for safety and emergency preparedness training, Chapter III "Offshore service vessels carrying out
assignments on the Norwegian Shelf”.

7. Documentation
7.1 General
The shipowner shall ensure that all necessary documentation for safe operation of the vessel is valid,
and that it can be made available to the charterer upon request.

The charterer can ask to review or receive copies of documentation in connection with vessel
evaluation, inspections and QA audits.

7.2 Manuals/procedures
The following manuals/procedures must be in place:
- Operations manual
- Operations-related procedures
- DP system
- Mustering and drills
- Emergency preparedness
- Quality assurance handbook
- Maintenance manual/procedures

Procedures for individual systems may be included in the Operations Manual, if this is expedient.

7.3 Calculations
The following calculations shall be available on board:
- DP system capacities
- FMEA

7.4 Reports/information
The following reports/documentation shall be available on board:
- Non-conformance reports
- Health certificates for all personnel mustered on the vessel
- Report on noise level measurement
- Drill plan and drill reports
- Maintenance status for emergency material
- Certificate for relevant medical equipment, e.g. oxygen tanks, transportable electric suction
- Report from most recent Pharmaceuticals inspection
