The purpose of this award is to carry out the objectives outlined in your project proposal and any and all subsequent
suggestions and/or changes made in consultation with the selection committee as outlined in this document. You will
contribute goods and services valued at $270.00, approximately the cost-share amount noted above. You must
receive written permission from IREX before undertaking any changes to your project or budget.

This Award is authorized by the Bureau of Educational and Cultural Affairs (ECA) of the US Department of State and is
administered by IREX (International Research & Exchanges Board). Compliance of this agreement shall be managed by
IREX.

Project Coordination: The Awardee is responsible for all logistical arrangements necessary for successful completion of
the project, including any local travel and lodging arrangements, event coordination, etc. Due to the large number of
Awardees and the geographic diversity of projects, IREX staff members are unable to assist in making these
arrangements for Awardees and/or their Collaborators.

The only exception concerns international travel by U.S. participants or colleagues traveling outside the United States.
To ensure compliance with the Fly America Act 1, all U.S. travelers whose travel is funded by the TEA-ILEP Alumni Small
Grants Program must make their travel arrangements through IREX by sending an email to teaalumni@irex.org. All
travelers must book their travel at least twenty-one days in advance. IREX will answer questions regarding the details of
the travel restrictions and fares. IREX will purchase the ticket within government restrictions and travel dates and the
ticket amount will be deducted directly from the award amount.

Project Timeline: All award recipients must adhere to the dates proposed in their application timeline and subsequent
correspondence (see Section II) unless prior permission is awarded by IREX in writing.

Award Expiration: Funds from this award must be expended by April 1, 2011. Awardees whose projects must be
postponed beyond this date will forfeit their award and must reapply at a later date. In no event is IREX or ECA liable for
reimbursing award recipients for any costs incurred outside of these guidelines.

Award Purpose: Award funds are for the purposes outlined in the Awardee’s project proposal, budget, and subsequent
correspondence (see Section II and Section III). Any changes must be approved in writing by IREX in advance.

Disbursement: Grant funds will be awarded in two separate payments, an 80% payment (minus any deductions for
international travel) at the beginning of the grant period, and a 20% payment after submission and approval of the Final
Report. The first grant payment will be issued to the recipient within thirty days of receipt of the signed Terms &
Conditions document. Recipients will receive their grant money through wire transfers from the IREX/Washington, DC
office.

By accepting this award, the Awardee agrees to:


1. Document that reasonable steps were taken to ensure that all purchases charged to the grant are at reasonable
prices and from responsible sources;
2. Maintain complete records of all costs charged to the award for a period of three years after the expiration of
the grant and make such records available to IREX or its representatives for review at any time; and
3. At IREX’s request, refund to IREX any funds received from IREX that represent reimbursement for any costs
determined by IREX or ECA not to meet the terms and conditions of this award.

Unused funds: IREX must be informed of any unused funds after completion of the project and may at its discretion
request a refund of the unused funds.

Unallowable Costs: Under no circumstances are expenditures to be used for: student exchanges, entertainment,
computer hardware or software, to purchase large equipment of any kind (printers, photocopiers, fax machines, etc),
gifts, gratuities, donations, alcoholic beverages, fines, or penalties of any kind. Award funds may not be used to
supplement applicants’ incomes, provide honoraria, salary expenses, or consulting fees of any kind to any ECA alumni,
including the award recipient. Any attempt to use award funds for these purposes will result in award termination and
disqualification for future grant opportunities. All copyrighted and licensed materials must be purchased legally. Pirated
materials may not be purchased through this grant. All licenses must be kept along with receipts.

US Federal Travel Regulations require that U.S. carriers must be used for travel that is to be reimbursed from federal awards and contracts. This policy is called the Fly
America Act.

Currency Fluctuations: Funds will be disbursed under this award in US Dollars. IREX shall not be responsible for currency
fluctuations and will not provide additional funds to cover such fluctuations.

Taxes and Auditing: It is the Awardee’s responsibility to determine and pay personal income taxes, if any, that are due
on this award. IREX staff are neither qualified nor allowed to answer questions regarding an individual’s taxation.
Fellows are encouraged to check with their personal tax accountants. Fellows should maintain their receipts for
expenses under this award for a period of three years from the completion of the activity. Fellows are required to
produce those receipts if requested by IREX.

Reporting Requirements: By signing this agreement, the Awardee agrees to submit a Final Report to IREX.

If the project includes a Collaborator(s), the Collaborator(s) agrees to submit a one-page “Collaborator’s Report”
summarizing his/her experience collaborating in the project.

Both the Final Report and Collaborator’s Report must be submitted to IREX no later than May 1, 2011. The final 20% of
your award payment will be disbursed after IREX/Washington DC receives and approves your Final Report (and
Collaborator’s Report if applicable).

Any Awardee who fails to submit his/her Final Report will not receive their final 20% payment and will be disqualified
from future grant opportunities.

Publications: Any training materials, publications, videos, press releases or other information or products that are a
direct result of this award should include the following statement: "This project was made possible by an award from
the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State, through a program
administered by IREX (International Research & Exchanges Board). None of these organizations is responsible for the
views expressed herein."

The Awardee agrees to supply IREX with copies of all training materials, publications or products resulting from this
award.

Under no circumstance should training materials, publications or any other products developed using funds from the
ECA Alumni Small Awards Program be sold for profit.

Termination: IREX may terminate this agreement if it is determined that there is significant noncompliance by the
recipient with the terms and conditions of this agreement. In the event IREX believes there is significant noncompliance,
it shall so inform the recipient in writing. Within ten (10) working days after receipt of notification, the recipient may
respond to IREX indicating steps taken to remedy the noncompliance. Should IREX determine that these actions are
insufficient, it reserves the right to terminate the agreement. Such termination will be in writing and will set forth the
reasons for termination. In the event of any such termination, IREX reserves the right to take such action as may be
necessary to recover any unexpended, unobligated, and unallowable costs provided hereunder.

2. The line item "stipend to organizational staff" is an unallowable cost. Please remove this item
from your budget.

3. The international airfare estimate is not realistic. Please contact Kristin Scott at IREX’s travel
agency, EWA, to obtain an accurate estimate of a round-trip airfare that complies with the Fly

This project consists of a bilingual 3 days service learning
workshop to train 10 leader-teachers and 10 leader-students from
AQUILINO BEDOYA SCHOOL to make them able to build up their
own service learning project with the double porpose of
motivating aprox. 500 community families to become able to
optimize their difficult economical situation and the approx. 800
secondary students to feel satisfaction, quietness and joy with the
learning- teaching process of English as a foreign language.
The bilingual 3 days service learning workshop will consist of
three parts, each building upon the other. Part one will focus on
teacher leadership and curriculum development. Part two will
focus on developing positive habits and leadership skills for
students. Part three will focus on teachers and students
implementing what they have learned to develop a service
Project Description learning project in partnership with members of the community.
This will be done with a partnership between a Colombian teacher
and an American teacher, who will be a very important
collaborator to improve the English skills of the participants. This
makes necessary the participation of the American teacher
because besides of his command of the subject, we, at our school
are running a bilingualism project in which the presence of a
native speaker of English gives that project an important input for
future activities among Aquilino Bedoya EFL teachers, the US
teacher and his school and the participant teachers and students,
plus potential affective , cultural and communicative virtual
exchanges online between both Lincoln, Nebraska USA and
Pereira, Risaralda ,Colombia schools. We want to build up a
strong and durable professional relation looking for win-win
projects involving communities from both Countries..

While my 10 to 12 years old students from 6o to 7o grades at AQUILINO BEDOYA SCHOOL in Pereira Colombia are struggling
without success to learn English as a foreign language in my high-tech English classroom, their parents out there are struggling to
make a living without optimizing the difficult economical situation they have at home . This makes the English learning- teaching
process a very challenged subject at our school,which makes my job as EFL teacher also a very challenged one. As these kids´s
English teacher I believe they are smart enough to learn it, but they are not wise nor powerful enough to do it. When I say they are not
wise enough, I mean they don´t see the importance of literacy because that difficult economical conditions at home, and when I say
not powerful enough, I mean they need more motivation on the cultural and affective aspects that makes them feel a desire to learn
English with satisfaction, quietness and joy. It is clear that they are the two main barriers to have a successful English teaching-
learning process at our school .On one side, the lack of optimization of the difficult economical situation at home, and on the other
side, the lack of satisfaction,quietness and joy in the learning-teaching process of English as a foreign language..

VI. Goals and Objectives


Project Goal

Train a team of 10 leader- teachers and 10 leader-students from AQUILINO BEDOYA school , through a 3 days bilingual service
learning workshop,to make them able to motivate both the community to optimize their diffcult economical situation and the
secondary students to show satisfaction, quietness and joy in the learning process of English as a foreign language .

Objectives

Leader-teachers and leader- students will develop an awareness of leadership skills and positive habits to become more productive
and effective.

Leader-teachers will specifically learn seven norms of collaboration and develop classroom strategies based on research and best
practices including Similarities and Differences, Summarizing and Note Taking, Effort and Recognition, Non-linguistic representations,
Cooperative Learning, and Activating Prior Knowledge.

Leader-students will develop skills in taking responsibility, setting goals, establishing priorities, listening and communication, working
together, and rejuvenating themselves.

The community will optimize their economical situation due to the motivation of leader-teachers and leader-students.

The secondary students will evidence their satisfaction, quietness and joy in the learning of English as a foreign language.

neighborhoods surrounding the school.

Assessment of Baseline

Pre and post project surveys will be conducted to a sample of parents and a sample of students to assess the motivation parents have
with the optimization of their difficult economical situation and students have with the satisfaction, quietness and joy of their learning-
teaching process of English as a foreign language.

Self Assessments based on leadership skills will be given to leader- teachers and leader-students.

Assessment of Success

Post project surveys and project evaluations on levels of satisfaction of the workshop to all the leader- teachers, leader- students and
leader- heads of family.
Post project surveys and interviews to a sample of members of families and students about their satisfaction related to the motivation
received by the team of leaders.

XII. Project Timeline

From project approval to Early October we will keep in communication and develop any needed activities that are not currently done.
Guillermo will work to finalize physical arrangements in Colombia.
October 23, 2010- Brian will arrive in Colombia to finalize face to face preparations.
October 26,27,28 2010- Project Proposal
