Defense Support of Civil Authorities
Most Likely Mission
Authority: 08 JSCP CONPLAN 3501
Purpose
 Describes DOD support to civil authorities during natural disasters and civil
emergencies; the focus is timely, effective, and efficient support to save lives, reduce
human suffering, and mitigate great property damage.
 Provides developed, all-hazards concept of operations for support provided within the
auspices of the NRF.
 DOD response is scalable and tailored to the event and requests for support from civil
authorities.
 Two primary COAs:
 Notice Events (NSSEs, special events, hurricanes, etc.)
 No Notice Events (earthquakes, terrorist attacks, etc.)
 Anticipate and execute a timely and effective response in support of the primary agency
during special events and to mitigate the effects of a disaster. Provide appropriate DOD
capabilities in a timely manner to assist civil authorities to provide necessary services
and recover as quickly as possible.
