“An Open Letter to the Chinese Premier Wen Jia-bao” – a file related to my support to the

Beijing Olympic Games with music composition and CD publication. It was after my many
efforts in more than six months to try to find the way to reach or forward to him, such that the e-
mail below had been sent to many places asking for forwarding and reply, but no any answers.

Please do me a favor to forward, or through someone else whom you feel reliable, this letter to
Premier Wen Jia-bao as soon as possible. You may read the contents of the letter to help you to
make your decision. Please let me know whether you will do that forwarding, or, you are
unwilling to do so. Please give me a reply e-mail anyway.

That letter contains some materials related to the copy rights. I hope that you will not post it to
the public domain. Thanks.

They were all like “Ni Niu Rhu Hai Wu Xiao XI” = “A muddy cow runs in to the ocean and
leaves no any info forever” (no any feed back). The letter is now collected in my works and
stored/published at http://scribd.com under luluext as the author to retain its historical value,
since the Beijing Olympic Games will be open in about a week and there is no hope to deliver it
to Premier Wen. I want to keep that historical document for its value. At lease it will help China
in her modernization and internationalization. One thing that China can learn form US is that the
common citizen can write to senators, who posted their e-mail address on the website.

Dear Esteemed Premier Wen Jia-bao:

This letter is from a Sino-American. It is related to my unhappy encounter when I took part in
the event for supporting Olympic Games in Beijing 2008. It contains five short parts. 1.
Introduction. 2. Complain. 3. Criticizing. 4. Suggestion. 5. Request of your teaching.

1. Introduction
The beginning words of the ancient Chinese classics, the “Sunzi Bingfa” (“Mr. Sun’s Military
methodology”, which had been translated in English as “The Art of War” more popularly), says:
“Bing Zhe Guo Zhi Da Shi, Si Sheng Zhi Di, Chun Wang Zhi Dao, Bu Ke Bu Cha Ye.” Those
19 Chinese characters (spelled in PinYin) can be translated to English with 44 words by me.
Those words are: “The military is the first important thing to be concerned by any nations. It is a
field where life or death links. It is the way that leads to exist or to be perished. (So, it is an
object) that shall not be un-observed.”
Bing = military = Wu or Wuzhuang = armed force. The counter part of Wu is Wen = Wenhua =
culture = civilization. So, we may also say:
“Wun Zhe Guo Zhi Da Shi, Si Sheng Zhi Di, Chun Wang Zhi Dao, Bu Ke Bu Cha Ye.” Those 19
Chinese characters (spelled in PinYin) can be translated to English with 46 words by me. Those
words are: “The civilization or culture is the first important thing to be concerned by any nations.
It is a field where life or death links. It is the way that leads to exist or to be perished. (So, it is an
object) that shall not be un-observed.”
As a special cultural event the Olympic Games 2008 in Beijing is extremely important to the
fame and worldwide inference of China. Everything related to the preparation of Olympic Games
has to be carefully treated. However, my personal encounter in the Olympic theme song
submission is rather unhappy to me and some information I obtained may be quite unfair to
everyone. It might be harmful to Olympic Games. I feel that is my duty to call your attention.

2. Complain
I spent lots of my energy in composition of four songs for Olympic Games, including lyrics,
song writing and electronic performance. I made four single CDs for those four songs. I mailed
them through two separate postal packages for four sets of 13 copies music sheet and four CDs
of those songs that I composed electronically. I also mailed out four copyrights Assignment
Letters and four application forms and my identifications to BOCOG office in the last September
and middle of October 2007. I believe that my submission can meet all the qualification for
competition. If the labor and materials and postage are added together, several thousand US
dollars should be counted. However, it liked "Shi Chen Da Hai" (The stone sinks into the sea).
I always heard that China wants “Yu Guoji Jiegui” (to make a smooth connection with the
international tracks.). But, it seems to me that the organizer of BOCOG does not do things
diligently in that direction, at least one of its branches – the Olympic Theme song competition
organizer is against that general policy of “Yu Guoji Jiegui”.

It is a common international practice that a journal or organization has to write a letter of

acknowledgement to the copy right owner when his submitted material to the journal office.
That rule also applicable to most of competition organizers. I had expected that BOCOG office
would give me letter or an e-mail notification when they received my two submitted parcels of
four songs. Sending an acknowledge e-mail will not cost any money. And I had given them my
e-mail address already. More unpleased to me is that I had checked the delivery system to
confirm the delivery of my parcels in Beijing. And I sent an e-mail to their office on October 13,
2006 like that:
Dear Officer: (c/o Wen Zuo)

I mailed two CDs and two sets of 13 copies of music sheets for two songs for the 2008 Olympic
Games in Beijing and application forms, etc. to your office near the end of last September. Those
songs titles are "The Olympic is Good", "Song of Success". They were composed by me. They are
expected to be delivered to your office on 9th of October, 2008. Please check if they had been
received properly and had no any damages in the process of postal handling, especially for the
CDs.

Please let me know when I will be informed that they are selected by BOCOG or not be selected.
And how can I find them in your web site.

But, today is few days after the Christmas and near the end of 2007, I still did not receive any
reply from Wen Zuo. That person seems not exist. The second parcel contains all the required
materials for the submission of two songs; “Raise the Championship Cup – Ju Guanjun Bei” and
“Beijing Opera Style Olympic Song”. The last one is a very good trial or sample of how to use
Beijing Opera music to fit Olympic Games music performance.

Unfortunately, they did not give me any reply either until today.

Dear Premier, please arrange an investigation where is Wen Zuo

(Telephone /Facsimile: (8610) 65673761, Email: aybmr@bmr.com.cn)? Why he was so
irresponsible to an international song writer (Johnson Gao’s two parcels from USA). If BOCOG
never had received my four songs for Olympic Games, I will consider they were lost in mail, and
I will publish them by myself. I can frankly to say that one of my songs - “Beijing Olympic
Welcome You!” that I published one year ago had already got several hundred music lovers to

to express my enthusiasm to support Olympic Games in Beijing.

3. Criticizing
The Olympic theme song selection has few mistakes in their way of doing things.

IV. Requirements for Creating the Submission Work

1. Requirements for Creating the Submission Work

(a) All elements of the Submission Work should be original, have never been previously published in any form, have not
been previously and publicly performed in any form, and are not in the public domain;

But, I saw that a website called You-tube had posted a theme song for Olympic Games in Beijing
2008.

You Tube is not an official website of BOCOG. Songs published at that web is contradictory to
the above rule. So, that theme song shall not be qualified to be selected for 2008 Olympic Games
anymore, even if the composer was invited.
(2) That theme song seemed selected in August, 2007. That is the date before the closing date for
other musician to submit songs.

How can BOCOG make such an unfair selection? Is China or BOCOG governed by Rules or by
a Person?
(3) That theme song “Forever Friends” shall not fit to Beijing Olympic Games. It sounds to me
that the Beijing Olympic Games is not hold in Beijing but in America or other western nation.
That shall not as good as even one of my songs “Beijing Opera Style Olympic Song” (see reason
in “4” in Chinese).

4. Suggestion
For avoid any mis-understanding, I wrote three points in Chinese as the following.

一，对每一个外国和中国的奥林匹克会歌投稿者都要在收到稿件和光碟后发信或电子邮
件告知收件状况和处理结果。

二，鉴于奥林匹克的世界影响重要性，我建议中央派出一个工作队或观察员去了解指导
奥林匹克的众排练。时时向您汇报。这会比光靠一个电影导演，如张艺谋，去完成更
好。电影界学好莱坞多了一些，不一定样样都合适。比如说不久前华表奖评“影帝”“影
后”就是向好莱坞学的，把皇帝皇后说成最好不是无产阶级的衡量标准，不如“功勋演
员”的名称为好。艺术圈中的人好学会搬，但不都对。比如说我看到有些中国的童话片也
学美国的童话片中的小鸟害人，给别人吃苦头，用奶油蛋糕蒙人家的脸，幸灾乐祸，这
对儿童教育很不好。甚至您也可以象周恩来总理当年指导大型史诗“东方红”那样亲自抓
好。这样的排练与去日本的访问或去观察慰问水灾现场具有同等的意义。

三，不要使奥林匹克会歌太洋化。使人们听了以后觉得京奥会好像不是在北京开的，而
是在美国或别的西方国家开。我作了一个“京剧式奥林匹克会歌”，这是一个良好的尝试。
用京剧优美的音乐来改谱奥林匹克会歌可能是非常合适于奥林匹克在北京的召开。请组
织音乐家多多思考。

5. Request of your teaching

You are a Premier of modesty as people admired you. Nowadays, the young generation love
sports but they are a little bit too much consider how to win a game or to win the championship,
too much consider how much money Yaoming or Liuxiang can get, etc. Such kind of altitude
may not as good as Mao Ze-dong time’s slogan - “Youyi di yi, bisai de er”. To keep the winners
modesty I wrote the lyrics called “Raise the Championship Cup” like that:

举冠军杯

高魁雄 词

今天我登上受奖台；

举金杯；无上光荣。
这是胜利的象征。

这是拼搏的结晶。

坚持的成果；

苦乐的交融。

但我清楚知道，

我不能永远停留在原处。

我必须继续努力。

加倍地努力。

在英雄后面有许多英雄。

啊！

人类的智慧；

人类的能力；

人类的攀登

无穷。

I hope that you can help me to refine it. Although I had submitted the song (music) of that lyrics,
it may be not selected by BOCOG, I will do all of my effort to let that song to be published for
the future athletes to keep every champion to be modest.

Above is my personal idea, but there may have some other people have the similar thought. I
hope that you will give me a reply.
