1. Executive Summary
Under its Mekong Region Water and Sanitation Initiative (MEK-WATSAN) and on the request
of the Goverment of Cambodia (MIME), UN-HABITAT has lunched a Community Based Water
Supply and Sanitation Project in Kampot Downtown, Kampot Province in April 2008. The
Extension of Water Supply and Sanitation, and Monitoring Achievements towards Reaching the
MDGs in Kampot Town project covers nine communes where six communes i.e. Kampong Bay,
Traeuy Kaoh, Kampong Kandal, Andoung Khmaer, Krang Ampil and Trapaeng Thum belong to
Kampot Municipality and three communes i.e. Kampong Kraeng, Maekprang and Chum Kriel
belong to Toek Chhu district.
The project comprises of two main parts water supply extension and sanitation. The water supply
extension covers only three communes where Kampong Bay and Traeuy Kaoh commune belong
to Kampot Municipality and Kampong Kreang commune belong to Toek Chhue district. The
sanitation covers nine communes. During the kick off meeting with Kampot Water Supply
Authority (KWSA), Department of Potable Water Supply, MIME and the representatives of UN-
HABITAT, agreed that the study area covers only some parts of the nine communes closed to the
existing and proposed extension water supply pipe lines.
The Project plans to install 2,800 meter of pipes with a diameter of 110mm and 1,800 m with
diameter of 63mm in Kampong Kraeng Commune; 1,100 meter of pipes with a diameter of
110mm and 3,500 m with diameter of 63mm in Kampong Bay and 1,800 meter of pipes with a
diameter of 110mm and 2,100 m with diameter of 63mm in Treuy Koah.
The total cost of the project is estimated at USD 293,800 of which UN-HABITAT provided
USD 214,300, The Kampot Water Supply provides USD53, 000 in kind and the community
contributes USD 26,000 in kind.

2. Introduction
Kampot is located in Southern Cambodia on the coast of the Gulf of Thailand. It borders
Kampong Speu to the North, Takeo and Vietnam to the East, the Gulf of Thailand to the South
and Sihanoukville and Koh Kong to the West. The area of the province is 4873 square kilometers
(MAFF www.maff.gov.kh). The topography of the province is variable, from the coastal region
on the southern border, to extensive lowland paddy fields and areas of lowland/ upland mosaic to
the east and lowland/ upland mosaic and upland forested areas to the west. Kampot is classified
as a rural province.
The total number of households in Kampot in 2008 was 130 thousand within total population
amount 585, 850 that giving an average household size of 4.5 persons (CPS 2008). The people of
Kampot live in 8 districts composed of 92 communes and 482 villages (CDB 2004). The
population density of the province is 120 persons/km2 compared to an average population
density for Cambodia of 75 persons/km2. The majority of the population is Khmer around 90%
and the other is Islamic.
According to the objective of the project nine communes were selected to implement the water
supply and sanitation. These nine communes consists of 31 villages within 9,961 households of
the total population amount 53,176 persons which 27,561 are women. About 42 % of the
household in Kampot Municiple have connected to piped water from Kampot Water Supply and
about 7% of household in Toek Chhu District have connected to piped water from Kampot
Water Supply. The percentage of household do not have latrine are higher than 70% in Treuy
Koah, Kampong Kraeng, Chum Kreil. For Andoung Khmer, Trapeang Thom and Meakprang,
Krang Ampil, the percentage of household do not have latrine is around 50%. However, the
percentage of household that do not have latrine is very lower in Kampong Bay and Kampong
Kandal since these two Sangkat are located in the centre of the town.
The production capacity of safe water is amount 5,760 m3 per day but the distribution of the
water is around 3,600m3 to 3,800m3 per day due to the limitation of financial resources to extent
the piped. Unused production capacity of the existing water treatment plant requires investments
for extending the pipes to the three communes/Sangkats. This investment will be contributed to
the improvement of water and sanitation and poverty reduction in Kampot downtown.

3. Project Descriptions
MEK-WATSAN aims at supporting the participating Government of the Mekong Region attain
their water and sanitation related MDGs agreed in 2000, to halve the proportion of people
without access to improved water supply and sanitation services by 2015. Especially MEK-
WATSAN promotes pro-poor urban water conservation and demand management, integrated
urban environmental sanitation, and income generation for the urban poor through community-
based water and sanitation services.
The primary purpose of the project is to improve water supply and environmental sanitation for
at least 7,500 poor people or 75% of the poor in Kampot Town. The targeted area that was
selected for water supply is: Kampong Bay, Traeuy Kaoh, Kampong Kraeng commune. For
improving the sanitation condition in the Kampot town the project selected five more communes
as Kampong Kandal, Andoung Khmaer, Maekprang, Krang Ampil, Chum Kriel, and Trapaeng
Thum.

based financial mechanisms and tariff policies for sustainable access for the poor to
improve water supply and sanitation;
3. Improved municipality solid waste management based on community lead approaches
linked to income generation;
4. Establishing a database on water and sanitation indicator and monitoring the same over the
period of project implementation;
5. Preparing quarterly progress reports on project implementation and an in depth-evaluation
at the end of the project and disseminating lessons learnt from the project.

The population in the commune is around 1,325 families in 2008 that consisted of 6,424 persons.
Among those families there are 390 families that will benefit from the water supply extension.
The Project plans to transmit and distribute 2,800 meter of pipes line with a diameter of 110mm

Sangkat Kampong Bay
The population in Sangkat Kampong Bay is about 1,299 families within 6,376 persons
(Commune database 2008). In this commune already has water supply system in some part, so
there are still 445 families shall be benefited from the extension of water supply system. The
Project plans to transmit and distribute 1,100 meter pipes line with a diameter of 110mm and
3,500 m with diameter of 63mm.

Sangkat Treuy Koah
The population in Sangkat Treuy Koah is about 1,236 families within 6,151 persons (Commune
database 2008). Based on the poverty mapping and master plan of water supply system, there are
two villages that shall be benefited from the extension of water supply. Those villages are Ta
Ang and Daun Toak that consisted of 405 families. The Project plans to transmit and distribute
1,800 meter of pipes line with a diameter of 110mm and 2,100 m with diameter of 63mm.

4. Implementation Modality
The project is being undertaken in a participatory mode involving the Kampot Water Supply,
Provincial Department of Industry Mine and Energy, Kampot Provincial Governor, Kampot
Municipality, Toek Chhu District Governor and Community (represent by Commune/Sangkat
authorities). As for the agreement at the meeting with all relevants stakeholders in Kampot
Provincial Municipality, the project aims to promote full ownership and participation by the
community addressing the concerns of the community especially the poor and along the way
improving the capacity of the stakeholders through a consultative process.
UN-HABITAT is responsible for the overall supervision and backstopping of the Project
execution. Kampot Water Supply is the implementation agency of this Project. With the support
and input of UN-HABITAT, Kampot Water Supply work with the community to provide safe
water supply and adequate sanitation to the people of the traget villages in Kampot town and
Toek Chhu distric, Kampot Provinces. The community will provide labour necessary in the
provision of water supply and sanitation facilities and will be a partner in all aspect of the
project. Kampot Water Supply is responsible for the overall management and the implementation
of the different project components.
Kampot Water Supply will employ external help from expert or local institution for specific
tasks . UN-HABITAT will be participating closely in the selection of consultants/ institution/
expert individuals required for the specific tasks during the implementation of the project. It is to
be ensured that the selection procedures follow UN policies.
Distric/Municipality authorities are responsible for facilitating the mobilization of local
resources and knowledge to support project implementation and sustainable utilization of the
services and facilities after project completetion. District/Municipality authorities with their
enhanced capacity will ensure access by poor and excluded groups to the services and facilities
provide by the project. Participation of women, as the main collector and users of water and as
the main persons who are affeted by lack of proper sanitation especially latrines , are strongly
encouraged to ensure success of the project.

- Commune/villages working Committee (CWC) as so-called Water and Sanitation
Committees (WATSAN)
Following the 4 level project implementation model, consultation meetings were organised at the
beginning of the project at provincial, district and village levels to discuss project
implementation modelities. Stakeholders including Kampot Water Supply, Provincial
Department of Industries, Mines and Energy, District officials and community members were
informed of the project, its objectives and scope after which a work plan was proposed and
agreed.
The Following committees and sub-committees for each project component with representatives
from all stakeholders have been established by the Ministry of Industry, Mines and Energy to
oversee, manage and ensure successful implementation of the project.
1. Project Steering Committee at Provincial Department level - responsible for
- overseeing and guiding all aspects of the project including;
- implementation of the project to to garantte that the project will reach the output
on time and provide technical support ;
- coordination and cooperation among stakeholder at provincial and district levels;
- deciding on the implementation plan and monitoring the project;
- Monitoring and approving the budget plan for project implementation and
accountability and transparency for auditing the implementation of the project.
The committee will also conduct regular review and assessment of progress and lessons learned
to guarantee success of the project and report to Ministry of Industry Mine and Energy and UN-
HABITAT. The Appointed Agreement is attached in Appendix I.
2. Project Implementation Unit (PIU) - responsible for
- Lead the implementation activities and assistance of the steering commettee of the
exstension of water supply and sanitation in Kampot Province;
- Prepare activities plan and request the approval from the project steering committee;
- Prepare budget plan for the project implementation and request the approval from
project steering committee;
- Supervising and preparing project procurement;
- Monitoring investigation and coordination and cooperation with the company that
win the bid in project implementation;
- Prepare accounting for project expenditure to garantee the accuracy and transparency
of the project implementation;
- supervising and managing construction work and extension of the network.
The appointed agreement is attached in Appendix II.

3. District Coordination Committee - responsible for participatory discussions and
planning and guiding implementation of activities in each village.
4. Working Group participation from Head of Commune/Sangkat, Commune/ Sangkat
Council and Chief of Village - responsible for:
- Revolving Funds - conducting socio-economic survey of households and poor
household survey, and discussing and revising regulations relating to
revolving funds as needed and supervising operation of the funds;
- Survey and Alignment of Water Pipes - survey of locations and alignment of
water pipes, clarifying with the communtiy members on the impact of pipe
laying on their land and assets, and estimating the costs;
- Environmental Sanitation - raising awareness on the importance of
environmental sanitation and educating villagers on the values of water;
- Procedure - coordinating with the PIU on procurement of equipment and
materials;
- Close cooperation with district coordination committee and technical
committee and technical committee responsible for all activities to be
implemented in each village.

4.1.1 Survey and Design
The Survey and design were carried out by Kampot Water Supply in close collaboration with the
Steering Committee. Any proposed alignment of pipes in each village was reported to the
Steering Committee for consideration.
The final design consists of the following components:
- Topographical survey of the transmission pipes and distribution pipes.
- Calculation of water demand.
- Environmental impact review.
- Project layout.
- Pipelines.
- Calculation of presure in pipes.
- Procurement of material for latrine construction
- Preparation of construction cost estimates for transmission and distribution, and
house connection derived from unit prices and quantities.
- Preparation of tender documments for supply and delivery of water meters, pipes,
fitting and tools for household connections.
- Preparation of tender documents for supply material for latrine construction.
4.1.2 Pipe Lay
The pipe laying is to be carried out by Kampot Water Supply with support from the community
under the joint supervision of the working group and the technical personnel of Kampot Water
Supply. The assignment of section of trenches to each family is decided by the villagers meeting.
4.1.3 Latrine Construction
The latrine construction is devided in two parts: under-structure constructions and super-
structure construction. The Project will provide fund for 300 toilet for the poorest in 5 communes
but based on the discussion with Kampot Municipality and Toek Chhu District, the target area
for sanitation increase to 9 communes/Sangkat including Kampong Kraeng, Kampong Bay and
Treuy Koah. The meeting conducted with all relevant stakeholder on 26 January 2010 about the
construction options. The under-structure part were designed based on low cost options prices
from 60 to 140 USD without labour cost.The Project will support the poorest for under-structure
constructions and household shall finish the super-structure by themseves. The general
household also can borrow the revolving fund for latrine construction. The community shall
participate in kind such as labour for construction and responsible for the super-structer
construction. This is the apropriate appraoch for ownership and participatory from community.
4.1.4 Initial Environmental Examination

The objectives of the IEE are:
- To identify the type and extent of environmental impacts resulted from the extension
of the existing water supply system to three communes in Kampot Municipality and
Toek Chhu District, and
- To propose countermeasures to mitigate the impact caused by the project
construction and operation.
In Cambodia, the installment of piped for water supply do not require the initial environmental
examination (IEE). The Implement agency shall inform the concerned agency about their
activities. However, in order to reduce the impact, Kampot Water Supply also observed the IEE
and findings of IEE as below.
