certified TRUST
Bakhtawar Amin Memorial Trust

INTRODUCTION

Bakhtawar Amin Memorial Trust, Northern Bypass, Multan was established in April, 1999.
It is a non-governmental, non-political and non-profit charitable organization. The Board of
Trustees was always moved by the plight of the poor. It realized deeply that a large segment
of population in Pakistan was living below the poverty line and it was in dire need of genuine
support from the affluent class of society. Then it flashed into their minds that there could
not be a better idea of serving the lower strata of society than the establishment of the
present Trust to serve them on permanent basis.

Prior to the establishment of the Trust an outdoor dispensary was setup in January, 1998 at
Masoom Shah Road, Multan. The response was encouraging and the Board of Trustees
decided to establish the Trust and accordingly it was formed and registered by the Sub-
registrar Urban Multan under the Trust Act of 1882 vide registration No. 3164/1 dated 08-
05-1999. Trust is also duly certified by Pakistan centre for philanthropy (PCP).

The Trust started a free dispensary at Masoom Shah Road, Multan in January, 1998.
Later on another dispensary was started on Northern Bypass, Multan in 2002 which was
after establishing of Hospital shifted to Farukh Town, Mulatn. These dispensaries are
well equipped with reliable laboratories where different preliminary pathological tests
like Blood Sugar, E.S.R, H.B, T.L.C., D.L.C., During Sugar, During Protean, M.P., Pregnancy

Tests etc. are conducted with care

and accuracy. These centers are
helping those patients, who even
cannot afford to come to hospital. In
the supervision of competent
doctors, our medical teams provide
them complete treatment and
medicines free of cost for general
diseases especially for children,
women and old age people.

From the establishment of first

community healthcare center in 1998, by the grace of Almighty ALLAHA, we
have treated over 731,000 patients in these centers and spent over Rs. 19.77
million on free medications.

2. A BIG STEP FORWARD “Bakhtawar Amin Memorial Hospital”

Keeping in view the deficiency of health care facilities available to the population of the
Southern Punjab in general and the population of the Multan Division in particular, The
Trust decided ultimately to establish Bakhtawar Amin Memorial Trust Hospital, Northern
Bypass, Multan. In order to obtain this challenging objective a big piece of land
measuring about 12 acre was purchased on Northern Bypass, Multan for a handsome
amount. A renowned architect was engaged to design a 500 bedded hospital. The
present designed hospital would consist of 7 blocks as under:-

 Out Patient Block

 Emergency Block
 Diagnostic Block
 Medical Block
 Surgical Block
 Mother & Child Care (MCA) Block
 Services Block

The proposed covered area spread over 7 blocks is 352000 Sqft and 125,000 Sqft of 4
residential areas around 43% land has been left for roads, parks, parking sheds and
landscaped areas to meet with environmental requirements and to give a touch of
natural beauty to the hospital. The estimated project cost of the hospital is Rs. 2 Billion.
The design of the building provides a blend of modern and traditional architecture in the
shape of purpose built teaching hospital, laboratories, operation theatres and residential
area.

North /Eastern suburb of historic city of Multan. It is easily approachable
from main Bosan Road & from Pak Arab Fertilizers Khanewal Road, Multan.
The road from Pak Arab Fertilizer Factory to Mattital cuts the Northern
Bypass at a distance of 3 Kilometers and here is the graceful building of
hospital which is significantly visible on the left.

The Provincial government of the Punjab is going to construct the new

Judicial Complex, District Courts and some other administrative units in this
area. Women’s University Multan is also to be established on Mattital Road,
Page 5 of 21
Bakhtawar Amin Memorial Trust

Multan and the above said Women’s University would not be far from the
Hospital Complex. As a result new residential colonies are developing. At
present Model Town and WAPADA Town are rapidly developing. A host of
other colonies like P.I.A. colony, Green Fort Town, Green Fort + Town and
Mujahid City are the new residential developing schemes. The situation of
the hospital also suits the general public of Khanewal, Mian Channu, and

BAMT is strong believer that

“Charity does not mean
second-rate services”. To
adhere these believe BAMT takes
care of targeted poverty-stung
community, especially those who are
denied the right of leading healthy
life. Following the policy, hospital will
provide access to its medical services
to poor community, the department
ensures that all the necessarysupport is extended free of cost.

Bakhtawar Amin Memorial Trust

More than 90 % of
total patients, who
visit BAMH every year,
belong to hand-to-
mouth economic
category. More than
often they are not
able to bear the cost
of medical treatment. BAMT helps these patients
keeping aside their religion, color, residence or other
distinction. During last ten years, from 1998 to 2009,
the Social Welfare Department of BAMT has provided Rs 244.43 million in welfare
assist ance for physical wellbeing of targeted poor community.

4. HEPATITIS PREVENTION & CONTROL PROGRAM

One in every ten is suffering from Hepatitis in our community. We live with threat of
being infected every day. As we all know
Hepatitis falls under the category of
communicable disease. Problems arise
when a patient infects a healthy person
just because he himself does not know
that he can transmit the disease he can
be more conscious.

“Better is the devil you know that the

devil you don’t know.

Trust spread its curiosity in prevention of

hepatitis from southern Punjab and
establishes a Hepatitis Prevention & Control
Center under Hepatitis Prevention & Control
program in January 2008 in Southern Punjab
which remained deprived of such awareness and facility.

To know the gravity of the situation BA MT arranges a massive screening Campaign in

southern Punjab in Phase-I. By the grace of Almighty Allah, we have screened &
vaccinated over 75,000 residents of southern Punjab with the collaboration of WHO and
Govt. EPI program.

The camps were perform in the following areas

 Multan
 Khanewal
 Mian Chanu
 Shujahabad

Bakhtawar Amin Memorial Trust

 Mailsi
 Muzafar Garh
 Lodhran
 Vehari
 Sahiwal

Population of Southern Punjab is 35 Million according to recent figures. According to the

results we have 2.6 million hepatitis C patients in Southern Punjab. Bakhtawar Amin
Memorial Trust established a treatment centers to fight with hepatitis growth.

Initially we setup a treatment center in the premises of Bakhtawar Amin Memorial

Hospital to test the results. We have registered 351 patients last years. 263 Patients
were treated successfully in six months period and others were suggested prolonged
therapy out of which 53 patients’shows positive PCR results. Our success rate is more
than 83%.

In treatment of these patients we face different challenges like,

 To convince patients to visit hospital every alternative day.

 To ensure the cold chain of medicine.
 To educate the patient about the cold chain management at home.
 To convince the patient for periodic checkups and investigations.

5. PAIMAN (Pakistan Ini tiative for Mothers and New Born)

The situation of maternal, newborn and child

health in Pakistan is one of the poorest in
South Asia. Despite some improvements in the
1990s, Pakistan has lagged behind many of it
neighbors in terms of health and population
outcomes. The infant mortality rate of 78 per
1000 live births and a recently calculated
maternal mortality rate of 276 per 100,000
live
births
are both higher than other neighboring South
Asian countries. Very high fertility rates, a high
unmet need for family planning and very low rates
of skilled birth attendance are some of the
fundamental underlying causes for the poor health
of women and children in Pakistan. There are
numerous additional factors affecting this
situation, including political instability, poor
governance, rising religious conservatism and
militancy, a vastly under-resourced public
social sector, and a poorly functioning public
sector health service delivery system at the
district level.

To overcome this problem and creating

awareness among the communities, BAMT has joined hand with JSI Research & Training
Institute, Inc. and USAID to accept this challenge and undertaken a holistic approach for
improving maternal and newborn health in the district Multan which ranges from
interventions within the community, within
the public and private sector, and with district
health systems.

The community BCC and mobilization

component has been working to improve
families’ awareness about maternal and
newborn health issues. This communication
and mobilization strategy has been closely linked with a second component which seeks
to improve access to and the quality of public and private sector health care delivery at
the district level. This has included the training
of public and private sector providers in
Essential and Emergency Obstetric and
Newborn Care, with a special emphasis on the
training of a new cadre of community-based
midwives as a long-term solution to increasing
rates of skilled birth attendance.

ANOTHER STEP FORWARD / PURCHASE OF LAND FOR MEDICAL COLLEGE

A piece of land of about 12 acres situated just opposite to the hospital and across the road,
belonged to the Government of the Punjab. The Provincial Government was approached to
allot it to the Trust on payment at market rates. The Government after taking into
consideration the noble cause of the Trust and evaluating its performance was kind enough
to allot this piece of land to the Trust on market price of Rs. 11.6 Million. It would be used
for construction of the Medical College, Hostel for students, Nursing School, Allied Research
Institutes and Training Centers for different disciplines.

APPROVAL OF THE TRUST FOR EXEMPTION FROM INCOME TAX

The Trust was approved under Rule 214 (5) of the Income Tax Rules 2002 read with Section 2
(36) of the Income Tax Ordinance 2001. Hence donations given to the Trust enjoy exemption
from the ambit of Income Tax.

MAINTENANCE OF ACCOUNTS & ITS AUDITING

Accounts of the Trust are neatly and accurately maintained. These are absolutely
transparent and open to inspection at all times. The accounts are duly audited and certified
by M/s Javed Chaudhary& Co. Chartered Accountants, Lahore.

AVAILABILITY OF FUNDS FOR THE PROJECT

BAMT can safely say that whatever it has done so far has been done solely, without any
external support. However, for translating the upcoming projects into a vivid reality, saving
more lives and educating more people about their rights, BAMT is looking for potential
partners, support organizations, funding agencies and corporate sector (for joint ventures
under CSR) to be its ally in the war against pain and sufferings.

BAMH is sustainable, in its present shape, by generating funds in under mentioned ways:

• BAMT: Bakhtawar Amin Memorial Trust’s trustees generously supply resources, and
their monthly donations are disbursed to welfare patients through Social Welfare
Department. The average monthly support received so far is Rs. 03.34 million per
month.
• Hospital revenues: Hospital's revenues are also meant to add to the wellbeing fund.
• BAMT Commercial Plaza: The revenue of Rs. 0.14 million generated from the
BAMT Commercial Plaza is put to the side and exclusively used to support free
Health services & medicines at Community Health Centers.

 Disaster Relief Work:

The Trust after input of year’s dedication,

professionalism and hard work improved its capacity
to carry out Emergency and relief work and reached
the unreachable. In October 08, 2005 devastating
earthquake which struck across northern Pakistan
and border areas of India, flattening buildings and
triggering
massive
landslides.
Reports indicate more than 82,000 people have
been killed and more than 3.3 million people have
been left injured or homeless. With more than
1,000 hospitals destroyed, the looming threat of
illness and
the harsh
Himalayan winters approached quickly, the need
for decisive action in the face of this emergency
was tremendous. BAMT Medical & Relief Team
carried
out the
relief

FUTURE PLANS

In order to cater the increasing workload of patients and bring health services within the
reach of deprived people of Southern Punjab which they just dream of, BAMT has following
endeavors in coming days;

 Orthopedic Sports Injury Center

 Cardiac Surgery & Care Centre
 Epilepsy & Stroke Centre
 Construction of Second Block
 Nursing Hostel
 Serae (For patients attendants)
 Transport Facility
 Medical College

 Orthopedic Sports Injury Center

We are in the process of establishment of an Orthopedic Sports Injury Center, which will
be the first of its kind in southern Punjab to provide the treatment for the orthopedic
injury patients. We have already purchased most of the machinery and to get the
remaining, we require Rs. 3 Million more.

 Cardiac Surgery & Care Center

Heart attack is the leading cause of deaths in Pakistan. At present, about 41% deaths in
Pakistan are occurred due to Heart Attacks. This number can be decreased by early
diagnosis and treatment. Both are out of the reach of the poor strata of the society.
BAMT has accepted this challenge and is going to establish Cardiac Care Centre at its
Hospital. To achieve this, BAMT has purchased two states of the art Cath-labs and its
accessories for angiography and angioplasty. To install the machinery and to hire the
appropriate human recourse, we are lack of Rs. 5 million.

 Epilepsy & Stroke Centre

Overall prevalence of epilepsy in Pakistan is estimated to be 9.99 per 1000 population.

Highest prevalence is seen in people younger than 30 years of age. A slight decrease in
prevalence is noted between the ages of 40 and 59. Higher prevalence is observed in
rural population as compared to Urban population. Only 27.5% epileptic persons in
urban areas and 1.9% in the rural areas are able to get treatment. The burden of
epilepsy is not fully evaluated and understood. Knowledge about epilepsy and its care is
extremely low. The majority of people with epilepsy are treated inadequately or
inappropriately.
For creating Awareness and providing treatment, BAMT Insha’Allah in September 2009
will start First Epilepsy & Stroke Centre in Southern Punjab.

 Second Block

Day by day, the number of deserving patients approaching Bakhtawar Amin Trust
Hospital is increasing due to free of cost modern medical facilities. To cater the future

Bakhtawar Amin Memorial Trust

requirements and accommodate new departments, we need to build the second block
as initially designed. Total construction cost of the new block is about Rs. 85 million.

 Nursing Hostel

Hospitalization in true sense means Nursing Care. To facilitate specialized around the
clock nursing care availability for patients, at present BAMT has established a Nursing
Hostel within the premises of the Hospital which provide boarding facility to 20 female
Nursing and paramedic staff members while for male paramedical staff a nearby place is
rented. To meet the hospital expansion and to consolidate the boarding facilities at one
place, BAMT has planned to construct Nursing Hostel with in the vicinity of its Hospital
as initially designed.

 Serae (For Patients attendants)

Majority of the Patients come to Bakhtawar Amin Memorial Hospital from far flung and
remote areas. They are mostly from the deserving class and don’t even have funds for
medicines and medical Treatment. To facilitate the attendants of such patients who
cannot afford any boarding lodging, BAMT has planned to construct a Sara-aye with all
the basic amenities. This project will cost around Rs. 6.00 million.

 Transportation Facility

To improve the emergency patients’access to the hospital, we need further addition in

our transport facilities and for this we need Rs. 10 Million.

 Medical College

In Pakistan, every year, about 30,000 bright students pass F.Sc premedical examination
in First Division, securing over 65% marks and desire to join medical colleges. Out of that
pool of young and talented students, only about 4000 students are able to secure
admission in medical colleges and the remaining about 26,000 do not succeed though
they are very keen to join this profession.

Out of these unsuccessful candidates, about 800 go abroad to Russia and other former
Soviet republics, China, Bangladesh, Philippines and Caribbean states for medical
education costing huge sum of foreign exchange to the families and to the government
spending 5 to 7 years and obtaining degrees which are not recognized by PMDC.
Resultantly, they are not able to practice in Pakistan and the time and money are wasted
aimlessly. Establishment of standard medical college in Pakistan in private sector will
benefit such Pakistani students, save the Government of Pakistan's valuable foreign
exchange and help to overcome the shortage of trained health professionals in the
country.

BAMT Insha’Allah is going to establish a Medical College in collaboration with Bahauddin

Zakariya University Multan at its land in front of the BAMH. It not only caters the needs
of new doctors but also financially support the BAMT operations as well.
