Jim,
Just wanted to summarize in short, on the incident yesterday for your records. The adversary
conversation that we intercepted and monitored throughout the day ' ended with the following
points.
1. There were 5 major subjects in the Arabic dialogue.
2. One of the subjects (1) was inquiring in a discreet manner as to how to get from K-stan to
A-stan.
3. Reason for his movement into A-stan is to target American forces because of the decision
of the President to increase troops.
4. It is unknown whether the subjectl is looking to do an attack on his own or to
coordinate/recruit/transport adversarial elements or weapons/explosives.

5. The subjectl received info from two dominating subjects2/3 who explained to him details of
crossing the border into A-stan from the east.
6. Subject2 hinted to the fact that the means into A-stan is located on the map which he
attached to the dialogue.
7. Subject3 stated that Subject1 can meet up with a Taliban handler as soon as he crosses the
border. Subj3 stated the handler is located infront of him. Our analysts are under the
impression that one of the Subj in the dialogue is the handler.
8. In a search of past activities of Subj1, we see he's very active in other jihadist sites,
has outreached on Facebook, has colleagues of Asian Islamic origin, and has over a period of
time expressed radical religious interests.
9. As of 62Dec, 2366GMT+2, there was very little additional dialogue .

their recent report. A car was stopped on the busway in Pittsburgh and both the car and driver were on the Watch List.
The report was forwarded to ITRR and PSP.

The Targeted Actionable Monitoring Center (TAM-C) has just passed on information indicating that protests are being
planned for President Obama's visit to Carnegie Mellon University. The communications, sent on 1 June 2010 at
approximately 6:45PM, is quoted below.

The communication indicates that the president will be speaking in Pittsburgh on Wednesday, 2 June 2010.

>Some folks are meeting up at Hillman Library front steps at Forbes and
Bigelow in Oakland tonight at 9pm to discuss messaging and ideas to present
to President Obama in protest tomorrow when he comes to eMU to speak about
the economy. The group will probably move to another location once gathered.
If you can't fmd the group, call Alex at 570 269 9589. Another e-mail will
be sent out after the meeting with as much information (meet up time, place,

had recently shipped a similar vehicle to Corvallis, OR. It would appear that Bly, Oregon, the location of a jihadist training
camp, is about a 5 hour drive from Corvallis. But pending further investigation, we have no idea what his link is to Oregon

I contacted the Philadelphia Police Civil Affairs division at 8:45 pm.


This is the Unit responsible for policing
demonstrations in Ihe city. They were unaware of any scheduled protest and/or demonstration planned at our facility.

As such , I have provided them with the intelligence that we have gained and my contact information.

I will follow-up with them at 6am to obtain 'an update. In the meantime, they have committed to conducting periodic checks
to monitor for activity. .

I will also notify the Commanding Officer of the 9th Patrol District to alert him to potential activity.

Targeted Actionable Monitoring Center (TAM-C) of the Institute of Terrorism


Research and Response

Intent:

To alert TAM-C subscribers of the intent by ecological activist groups to


conduct protests in identified American cities.

Threat Classification:

MODERATE (Level 3) - available intelligence and recent events indicate.


that terrorists have the capability to mount an attack on the target and
that such an attack is within the group's current intent. It is assessed that
an attack is likely to be a priority for the terrorists and might well be
mounted.

Justification:

Analysts of the Targeted Actionable Monitoring Center (TAM-C) have


identified the intention of environmental groups, led by United Mountain
Defense and the Student Environmental Action Coalition (SEAC), to
conduct nationwide protests against mining and the use of coal.

The first protest, on Friday 14 August 2009, will take place at EPA
headquarters in Washington, DC.

Additional protests, from 17-19 August 2009, will take place in Boston,
New York, Philadelphia, Dallas, Kansas City, Denver, San Francisco, and
Seattle. These protests will be taking place at Environmental Protection
Administration (EPA) regional offices across the CONUS.

Advanced logistical planning indicates that some protests will be


prolonged with support being provided by Food Not Bombs.

TAM-C analysts note that previously targeted financial institutions such as


Citi Bank may be considered secondary targets.

Conclusion:

Anti-EPA protests will take place across the CONUS.

The protests will range from legal expressions of discontent over control
of the mining and coal industry to illegal trespass.

Intent:
To provide guidance concerning immediate threat to Jewish and Israeli assets world-wide.

Threat Classification:
SEVERE (Level 2) Available intelligence and recent events indicate that hostile elements have an established
capability and current intent to take action against the target and there is some additional information on the nature of the
threat. It is assessed that an attack or action on the target is a priority and is likely to be mounted .

Justification:
Arable language analysts of the The Targeted Actionable Monitoring Center (TAM-C) have identified
internal jihadlst communications Indicating the intent to target Jewish tourists and businesspeople world-
wide. The communications indicated a particular desire to conduct terror operations against Jewish
targets. In the words of the targeting guidance, "You can kill, attack, take captive: Businessmen Tourists."

The threat of kidnapping operations is particularly severe . It is the intent of the terrorists to use hostages
"to release the prisoners in the Jewish prison."

On this date the Targeted Actionable Monitoring Center issued an alert indicating the high potential of
terror activity in Israel and threats against Israeli and Jewish targets world-wide. This Alert was the result
of 31 May 2010 Israeli commando activity with the Gaza flotilla. As a result of this seaborne action, Hamas
has called for a "Day of Rage." The international jihadist call for action against Jewish Interests followed
the Hamas call for the Day of Rage.

Conclusion:
The Targeted Actionable Monitoring Center researchers are continuing to assess the global response to this incident.
Adversary communications wiU continue to be monitored for targeting guidance.

The threat level for Jewish and Israel-identified targets is significantly elevated.

Security personnel with assets in proximity to Israeli assets should be prepared to respond to collateral damage as a
result of acts of violence aimed at the Israeli assets.

TAM-C analysts note that the expected demonstrations at Jewish and Israeli-identified assets have the potential become
very violent.

The Dove World Outreach Center, located in Gainesville, has announced plans to burn copies of the Koran to
commemorate the ninth anniversary of the 9/11 attacks.

The threat is phrased as a "warning to Americans":


We heard that oneof your churches is organizing a gathering (of people) in order to burn the Quran in
memory of 9/11. If you will do that, wait for a war that you haven't seen before. Your blood will flow like
a river.
We will not rest until we will kill dozens from you for each word in the book of Allah that you wi.1I
damage.
TAMC analysts note that this threat, dated 29 July 2010, comes during a period of increasing communications indicating
the intent to conduct terror operations within the United States. As a result, TAMC analysts note that the threat directed
against Gainesville, FL may be viewed as a period of heightened threat against targets throughout the U.S.

TAMC analysts note that the communication is consistent with recent jihadlst calls for lone-wolf/small cell
actions within CONUS. Unlike other recent communications, this communication provides a strong
religious motive to those Individuals who would engage in terror activity.

TAMC analysts note that the planned Koran burning will also cause a reaction against American interests
In predominantly Muslim countries.

Conclusion:
TAMC Analysts note that the communications in this Alert has come in quick succession after other threats against
CONUS. Although the threat is specific to activily planned in Gainesville, FL, the reaction by lone wolflsmall cell ;'
organizations may affect other areas within the United States. .

TAMC analysts advise security personnel to verify that business employee safety and business continuity plans are
updated and in place.

Our guys are working on an alert from information that was posted on a jihadist website 2 hours ago. It is a specific
threat to target Gainesville, FL as a result of the proposed Koran burning. (When it was first identified, the threat looked
more consistent with Iraq or Afghanistan . After the analysts researched it, Aaron was shocked to be told it was Florida,)
The Alert is in the writing stage now.
