The City of Perth and the Government of Western Australia commissioned world-renowned Danish architect
Jan Gehl to undertake the Public Spaces & Public Life in Perth study, published in 1994. The City of Perth and
the Government of Western Australia again commissioned Gehl Architects to review and update their earlier
work into this Public Spaces Public Life, Perth 2009.
These two studies 15 years apart give us an unique opportunity to compare our city over time; to see how it
has improved as a place for people and where we can do more. It also provides us with a useful comparison
of Perth with other Australian and world cities.
The study’s focus is the central area of Perth, where in excess of 100,000 people work daily and which
contains the primary retail, office, civic and cultural institutions of Perth. Central Perth has many wonderful
attributes, a fantastic foreshore setting overlooked by Kings Park, excellent parks and public spaces as well as
climate well suited to an outdoor lifestyle. Working with these attributes will be essential as Perth grows, to
ensure we retain our natural beauty while enabling growth.
Much has been done to improve the physical environment of our city, with major and continuing upgrades of
public spaces, widened footpaths, extensive tree planting, greatly increased alfresco areas and a focus on the
protection, enhancement and recognition of our natural and built heritage.
Gehl Architects’ report shows us that Perth is recognised as a great city for people, making it not just a place
to work in or pass through, but a destination in its own right. With more places to dine alfresco, better shade
protection, activities and an increasing resident population, increased diversity of uses and better public
transport, this study reveals that people are choosing to stay in and enjoy their city longer and more than in
previous years.
However there is always room for more improvement. Some opportunities identified in 1994 have yet to be
realised, and the connection of the city to the river is the most obvious of these. Other key issues to address
are the need to expand the hours that the city is ‘open’, which is more than just a regulatory issue and one
that will only be remedied by a large resident population in the city centre. The benefit for all will be a more
mixed, attractive and vibrant capital city for Western Australia.
The potential of our city will only be achieved through a strong and working partnership between all
government agencies, the business sector and the wider community. This study has been commissioned
as a resource for everyone involved in shaping our city and as a benchmark by which to further identify and
discuss our shared values.
The City of Perth and the State Government welcome this study by Gehl Architects as an important contribution
to the understanding of our city and invaluable recommendations for how it should grow. We look forward to
continuing to work together to make our city an attractive, healthy and vibrant centre for Perth.
The purpose of the 2009 Public Space and Public Life study in Perth is to examine the current conditions for pedestrians in the Perth city centre and document how the public realm is used. The analysis documents improvements since 1993 and their
effect on city life as well as challenges that should be addressed. The recommendations point out a direction towards an even more lively, attractive and safe city centre.

Public Spaces & Public Life in Perth, 1994, presented
analysis and recommendations for the city centre, reviewing
the state of the public spaces and public life according to a
survey carried out in January 1993. The study dealt with the
quality of the public spaces and documented how people
were using the city, as well as what they were doing while
in the city.

Many of the recommendations from the 1994 study have
been followed by the City of Perth, as well as a number
of other improvements. Because of these efforts, Perth
has experienced substantial improvement concerning the
quality of the public realm.
