COUNCIL AS A WHOLE
offered and moved adoption of the following ordinance:

CITY ORDINANCE 10-171

TITLE: ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER A351.

(EXECUTIVE ORDERS AND ORDINANCES) AND CHAPTER 53-83
(pERSONNEL) OF THE JERSEY CITY CODE

THE MUCIPAL COUNCIL OF TlIE CITY OF JERSEY CITY DOES ORDAI:

WHREAS, the State ofN ew Jersey is confonting a fiscal and economic cnsis more severe
than any expenenced since the Great Depression, a consequence of which will be
dramatically reduced revenues available to local governents to provide governental
services; and

WHREAS, muncipalities will be compelled to decrease spending to offset shortfalls in

State aid previously available, dunng ths fiscal year; and

WHREAS, while the City of Jersey City remains resolute in its còmmtment to providing
essential governenta services, it needs to impose at least certin tempora decreases in

budget; and .
expenses, such as volunta fuloughs of its employees, in order to maintan a balanced

WHREAS, deparent directors and. their statutory equiyalents, form the essential
management core needed to effectute budgeta restrat and sacnfice and to guide the
Mayor and Muncipal Council in these fiscally challenging times; and

WHREAS, in order to attact and retain the highest caliber of deparent directors,
including their statutory equivalents, they need to be faily compensated,;-and

WIREAS, accordingly, the City of Jersey City adjusted the base salanes set by ordince
in to include an anua increase based upon the anua consumer pnce index; and

WHREAS, given the current economic environment, deparent directors and their
statutory equivalents, will need to be paradigms of fiscal responsibility and sacnfice, and
should forbear the anua consumer pnce index increase for ths fiscal yea.

NOW, THEREFORE, BE IT ORDAID by the Muncipal Council of the City of Jersey

A. . The followig amendments and supplements to Chapter A351 (Executive Orders and
Ordinances) and Chapter 53-83 (personnel) of the Jersey City Code are adopted:

* The CPI increase to Base Salaries as set forth in Chapter 53-83

(Personnel) shall not be provided for the above stated Titles** until
reinstated by Ordinance.

R All ordinances and pars of ordinances inconsistent herewith are hereby repealed.

C. This ordinance shall be a par of the Jersey City Code as though codified and fuly set
fort therein. The City shall have ths ordinance codified and incorporated in the offcial
copies of the Jersey City Code.

D. Ibs ordinance shal tae effect at the time and in the maner as provided by law.

E. . The City Clerk and the Corporation Counel be and they are hereby authorized and
directed to change any chapter numbers, aricle numbers and section numbers in the event
that the codification of ths ordinance reveals that there is a confict between those numbers
and the . existing code, in order to avoid confion and possible accidenta repeaers of
existing provisions. ~
