detailedinstructions to TelecomServiceproviders(TSps) for meetinglCNlRp
guidelines on abovementioned subject.ExistingBTSSmust be lCNtRp;ompliant
for meetingradiation normsby 08.05.2010 and selfcertjfication
wasto be submitted
to respective TERMCellsup to 15.05.201o.Vide DOT tetterno. 800-15/201o_VAS
Dated08.06.2010 the time line for self certification
was extendedto 15.11.2010.
Similarly, as per the instructionsall new BTS installed after0B.O5.2OlOshouldbe
self certified beforethey start radiating.DOT lefterNo. BOO-15/2010-VAS_lll-67
Dated 27.08.2010& clarificationissued vide no. 800-15/20i o-VAS-|llDated
03.08.2010 & 30.09.2010 mayalsobe referred to in thisregard.

3. TEC has issuedthe test procedureon the subjectvjde GR no. TEC/

TP/EMF/001.01 SEP2009 andsupptement procedure videAddendum (TECDoc.No.
TEC/TP/ EMF/001/01.SEP-2009) lssue2: Aug 2010.The same io be fo owed
for self certiflcationand measurementof E[rF Radiationfrom"reBTS. Format for
submjttingtheSelfCertificationis alsoprovided
in the aboverefenedGR of TEC.
4. SelfCertification
by TSPsfor meetingthe tCNtRplimitsas specified in TEC
GR and DOT letterdated 08.04.2010,may be basedon anv of the methods
specified
in TEC Addendum( lssue2) as referredin para3 .However, TERI\,4 ce s
evaluationwill be basedon measurements only.lt is alsoto mentionthat for thjs

7. In orderto simplify
theprocess,
TSPSmaybe askedto deposit a testfeeof
Rs.250000/- (Rupees TwoLacandFiftyThousand onlyfor 25 BTS@ Rs.lOOOO/-
per BTSsjtes)in advance to TERMCells.Aftercompletion of testingof 2b BTS
sites,a testfeefor another25 sitesmaybe deposited to the respectiveTERI\ilcells
andso on.Thefee maybe deposited by Demand Draftin favorof Communication
Accounts officer,o/oCCAconcerned.TERN/cellswillkeepappropriate recordof no.
of sitestestedagainsteachroundof feedeposited.

8. TSPSshallprovide testinstrumentsto TERI\,4

Cellsas andwhenrequired. At
leastonetestinstruments set shouldbe available
withTSPSfor eachTERI\.4 Cell
whichis to be madeavailable to TERMCellson 24 hrsnoticealongwithLicensee
Representativewhowillaccompany the TERMCellofficerfor testingat randomly
selectedsite(s).
In caseTERMCellsrequire onemoresetfortesting,thesamernay
be madeavailable within48 hrs.Similarprocedurewillbe followed
in the caseof
complaintbasedtesting.

13. ln caseof shared sitesor multiple
sitesin a prescribedarea,it is indivldual
as
wellas collectiveresponsibility
of allTSPSto keepsitealwaysEMRcompliant. For
shared siteseachTSPshallnotonlysubmit thetestresultsfor hisownBTSbutalso
provide thetestresults
of otherBTSonthatdateandoverall EMRcompliance result
dueto all BTStakentogether. CoordinationamongTSPSmay be madefor this
activity.TERMCellsare at liberiyto test the sharedsite uponreceiving the self
certification
of any one of the TSP or aftergettingselfcertifiedtest resultfromall
TSPS,

14. Forthe sitesfoundnon-complaint by TERMCells,a penaltyof Rs 5,O00OO/-

(fivelac only)per BTS shall be imposedon the TSPs as per DoT instructions
referredabove.ServiceProvidermust meetthe criterionwithinone monthof the
reportof TERMCellin suchcases,failingwhichsitewillbe shutdown.

15. All the TSPSshallappointa nodalofficerand designate at leasttwo of their

employees for this purposeand intimatetheirnamesand contact
as coordinators
detailsto the respective
TERM cells by 10.11.2010. Theseshall be the normal
contact personsfor communication in the matter of El\ilR testing and for
accompanying TERIVI
Cellofficersto BTSsites.

16. The nodal officeror the employeesas mentionedabove shall normally

accompany the TERMCellteamto the site.TERMcells,if requiredby them, may
take the signaturesof such representatives of licenseeon the events/results
of site
visit.However, the TERMCellsshallbe at libertyto visitthe sitealone andfor this
purpose the guards/owners at the site shouldbe underinstructions by TSPSto
permitTERMofficersto enterthe site on productionof theiridentity

17. The TSPsshallensurethe provision of propersignageshowingprescribed

warningfor information
of general public zonesat the BTSsite.The
